Like previous years, it is time to present the annual report of our organization Lohardaga Gram Swarajya Sansthan for the year 2009-2010. The year was remained extremely vibrant with different activities and varied experiences. Our journey was started in the year of 1985, with the inspiration of the philosophy of Gandhiji, Vinobaji and Jayprakashji. Since then, our relentless endeavour has remained focused on holistic and sustainable development of most disadvantaged section of the masses in Jharkhand.

Many years have passed since the inception of this organization. Once a very small group of few likeminded people has now become a considerably large organization. This has been made possible due to dedication and selfl ess services of the staff and associates. In LGSS, we are very much hopeful in achieving the overall goal of inclusive development that would sustain forever.

I take this opportunity to present our Annual Report for the fi nancial year 2009-10. The year had remained much eventful and we had been implementing several developmental projects to address the major socio-economic issues. Our endeavour includes the programmes on women empowerment through promotion of SHGs; social mobilization for natural resource management to improve the status of livelihood; health awareness and services for women and children; education for children at risk; skill development training for rural and marginal farmers; support to the senior citizens; and support to physically and mentally challenged persons.

At the end, I would like to express my sincere gratitude and regards to the district administrations, Government agencies, donors and partner agencies, our team of social workers, and all the villagers and well-wishers of LGSS for their wholehearted

support.

Organizational Profi le

THE GENESIS

In the year 1985, few people from different section of the society inspired by the Gandhian

philosophy and the noble idea of self-rule founded Lohardaga Gram Swarajya Sansthan

as a Trust. The English interpretation of the name Lohardaga Gram Swarajya Sansthan is

Lohardaga Village Self-rule Institution. LGSS commits to this philosophy by transferring

the ownership of all its efforts to the community who are the ultimate benefi ciaries. The

founders were also infl uenced by the philosophy of Vinoba’ji and Jayprakash’ji. They had a

deep concern about the contemporary condition of Lohardaga, which had a long history

of negligence from all sectors of the society and witnessed abject poverty in spite of

having abundance of resources. Later this organization became registered under Foreign

Contribution Regulation Act, 1976.With a commitment to bring in socio-economic changes

among the most downtrodden people of the area, especially among the women and

children of the tribal population and establish a responsive environment for their needs and

to improve their quality of life LGSS has walked a long way of twenty-one years, but people

in LGSS are still striving to achieve the ultimate goal of self-rule and are ready to continue

the journey.

Sampoorna Gram Swaraj.

OUR MISSIONTo empower rural poor and disadvantaged community in such a way, so that they can

identify, utilize their Potential and resources for their overall development in a sustainable

manner.

OUR OBJECTIVES � To improve the present condition of rural people by reducing poverty, unemployment,

illiteracy and problems regarding health.

� To organize rural women for socio-economic development through income generation

activities and skill development training.

OUR OPERATIONAL AREALGSS is presently working in six districts of Jharkhand and based in the small town of

Lohardaga. The operational area covers Lohardaga, Ranchi, Gumla, Khunti, Palamu and

Latehar.

THE BENEFICIARIESThe vulnerable tribal population forms the core of LGSS’s target and its major benefi ciaries.

In its all endeavour, special emphasis has been given on the women and children of the rural

tribal population.

OUR RESOURCESHuman ResourceA very resourceful team of more than two hundred dedicated workers is active in the fi eld.

Among them fi fteen are professionally qualifi ed in the fi eld of social and rural development.

They are working at the project management level. In the fi eld we have forty supervisory

staffs along with two hundred fi eld staffs approximately. This team is supported by effi cient

offi ce/administrative staff and the Secretary. Other than these team members, a host of

doctors, engineers, social scientists, management experts and legal advisors are also most

enthusiastically extending their technical support to our programmes.

To develop the profi ciency of our staff, different in-house training programmes were

organized during the year. Selected staff had also been sent to attend issue based training

courses, organized by other development agencies. In LGSS we always try to enhance the

skills of our staff to deliver our services in better ways.

Basic Infrastructure / FacilitiesLGSS has a full-fl edged Coordination Offi ce of two thousand fi ve hundred square feet at

Lohardaga. It is totally being made automated with computers and other electronic offi ce

equipments. For the sake of uninterrupted power supply, the offi ce is equipped with power

generators. For human resource development through training, LGSS has two training

centres at Lohardaga and Bhandra. In Bhandra, we have a Demonstration-cum-Production

and Training Centre on Poultry Farming. For proper movement in the fi eld, we are having a

fl eet of two wheelers and a jeep. At Lohardaga, we have a well-stocked library and a meeting

cum seminar hall that mainly facilitates the in-house training and orientation programmes.

All these infrastructure and facilities at LGSS, add an edge to the effi cient implementation of

strategic activities.

A Glimpse of Our Major Activities

COMMUNITY HEALTHIn collaborating with the Government of Jharkhand and other community service agencies,

LGSS is working in the health sector as it believes promoting health care facilities to the

underprivileged communities is one of the most important issues of sustainable development.

It also endeavoured to create health awareness among the under privileged communities,

especially among the women in both rural and urban areas.

Reproductive and Child Health & NutritionIn all the 5 blocks of Lohardaga district and 11 blocks in Gumla district, LGSS is implementing RCH programme with the support of CARE India. The major focus of this program is to improve the prevailing health and nutritional condition within the rural community of the target populace. The target is pregnant women, lactating mother and children below 2 years of age. The primary objectives of this programme are to reduce Infant Mortality Rate (IMR) and Maternal Mortality Rate (MMR). Throughout the reporting period, this organization had been working on three technical interventions such as – essential nutrition action, community based ANC and new born care, and Primary immunization. For achieving the goal, various activities had been done during the year, such as observing Nutrition and Health day (NH Day), in which health and nutrition services are provided to the benefi ciaries in the AWCs. ANMs deliver the health services and the AWWs distribute THR (Take home ration) to the benefi ciaries. To create awareness among the target communities, activities like Saas-Bahu-Pati Sammelans were being organized regularly in the AWCs. In these occasions the people were made aware of various issues relating to Health and Nutrition and their entitlements of state benefi ts as the services of ICDS and Health department. For the promotion of ideal practices within the community, video shows on New born care and Immunization were also organized in AWCs. For effective service delivery, convergence meetings of Health and ICDS at village, Block and District level were being organized and used for effective implementation of the program. Apart from these, trainings and capacity building of ANMs, AWWs and Clusters leaders had been carried out from time to time for improving the quality of these services.

In the reporting year, LGSS implemented a project named Kalyani with the support from IPAS in all fi ve blocks of Lohardaga district. Its objective is to promote awareness on safe abortion services with special focus on early and legal aspects of seeking abortion services through behavior change communication. This project had been completed in the month of August in 2009. During the project period, sensitization at block level, ANMs, AWWs and Sahhiyas were conducted. These sensitization meetings had received a good support from the medical offi cers and CDPOs. Home contacts and group meetings were regularly carried out in the villages for awareness generation regarding safe abortion practices. To advocate district and block level health functionaries to provide comprehensive abortion care services and involve community health worker on the issue.

Pulse Polio ImmunizationIn the reporting year, Pulse Polio Campaign had been organized by the government. The objective of this programme is eradication of polio disease among the children of below fi ve years of age. The project team of this organization had actively participated in this programme and extended its support throughout the districts for eradication of polio.

Cataract Operation CampDuring the year 2009 – 10, LGSS organized one cataract operation camp on 27th and 28th October 2009. The venue of this cataract operation camp was Lohardaga Sadar Hospital. It was organized with the support of District Blindness Society. Dr. N. K. Sinha treated fi fty patients (Male : 27 and Female : 23) in this camp.

Community Based RehabilitationLGSS has been working in 56 villages of Bhandra block of Lohardaga for community based rehabilitation of persons with disability since the year 2003, with the support of CBR Forum, Bangalore. The program covers 849 persons who have various disabilities. The primary focus of this programme is on the main streaming of these disabled persons by medication, education and social rehabilitation through advocacy at all levels of the society. It also endeavours to sensitize the communities and to create awareness on the preventive measures. During this reporting period, the benefi ciaries (PWDs) had been linked with income generation programmes after vocational trainings on different trades. 56 Village level committees and 11 Panchayat level committees of PWDs were remained active. Orientation and sensitization of School teachers, Gram Pradhans and AWWs of the block, on different aspects of PWDs and rehabilitation conducted. For better advocacy in respects of their rights and entitlements, 42 DPOs (Disabled Persons Organizations) and a Federation at the Block Level had also been formed in this reporting period. International day of Disabled Persons was celebrated with

the initiative of district administration. Following is the table showing the project coverage.

Care for Senior Ci� zensSince the year 1997 with the support from HelpAge India, LGSS had been working with old aged people in Lohardaga. The objective of this programme is to provide proper care to the poor and elder persons. Under this programme 43 old aged people persons are covered in the villages of Bhujania in Lohardaga Sadar block and Ambera in Bhandra block. This project has emphasis on three component i.e. nutrition, health and hygiene and advocacy with other government and other agencies. During this reporting year, clothes, blankets, umbrellas, food and other provision of basic need had been provided to these benefi ciaries, besides monthly health check-ups and medical assistance. The organization had provided assistance to these elder people for earning their livelihood from small business like vending of vegetables etc. All of them save ten rupees each in every month in their savings account There were Rs.34,860/- in their accounts at the end of this reporting period.

Campaign for CleanlinessLike previous years, also in this reporting year LGSS worked for Total Sanitation Campaign with the support from the district administrations of Lohardaga and Gumla. The area of operation was Sadar & Bhandra blocks in Lohardaga district and Dumri & Sadar blocks in Gumla district. 225 villages were covered under this campaign out of which 98 are from Lohardaga and the rest from Gumla. Under this programme, a total number of 41516 households have to be covered (22689 in Lohardaga and 18827 in Gumla). The major activities were construction of toilets, promotion of practice of washing hands before and after meal, use of safe and clean drinking water, use of Tisni for getting water from pot. The construction of 1562 Toilets in Lohardaga and 350 Toilets in Gumla have been completed in this reporting year. For the purpose of awareness generation on Cleanliness, Wall writings, School rallies, Nukkad Nataks, and workshops had been organized from time to time apart from Sanitation week celebrations. Various trainings of Village and Panchayat level staffs, Motivators, and fi eld staffs were also conducted several times during this reporting period to make the project effective and to ensure quality services to people.

EDUCATIONOne of the most important issues in the process of achieving the goal of holistic development is effective and quality education for all in the society, irrespective of socio-economic standards. This organization also believes that the community participation in this process is essential. The result of this endeavour may be observed at village Chandu Ban Dahar in Kuru block, where beyond the project (Reach India supported) period one Bapu Bal Niketan is running by the community itself. Presently, 44 students are enrolled there including drop outs children. During this reporting year, this organization was also remained involved in the nationwide ASER survey. It was conducted this survey in 30 villages, spreading over all the fi ve blocks in Lohardaga district. To uphold the dignity of the 6-18 years children by ensuring quality and relevant education that equip them with livelihood skills, LGSS had initiated an education programme with the

support from Edukans Foundation of Netherlands and Development Focus, Bangalore. In this endeavour, a network of six other NGOs has been formulated in which LGSS remain as Lead NGO. These NGOs are Vedic Society, Life Education and Development Support (LEADS), Maharshi Menhi Kalyan Kendra (MMKK), Society for Participatory Action and Research and Knowledge (SPARK), Bihar Pradesh Yuva Parishad (BPYP), and Mahila Samagra Utthan Samiti (MSUS). The network has covered 139 villages in three districts in the state (Lohardaga, Latehar and Palamu).

The major objectives of this project are :

a) To enhance access of child centered quality and relevant primary education and equip children of 6-18 years with livelihood in 139 villages of Lohardaga, Latehar and Palamau districts through a network of 7 NGO partners;

b) To initiate community based campaign and enhance the capacity of the VEC members, PTA/MTA members, SHG members, teachers and the community to enable conducive environment for primary education with focus on inclusion of marginalized sections and girls in 139 villages of Lohardaga, Latehar and Palamau districts through a network of 7 NGO partners;

c) Lobbying and advocacy at all levels to make the primary education more functional and vibrant 139 villages of Lohardaga, Latehar and Palamau districts through a network of 7 NGO partners;

A national level workshop on Lobby and Advocacy had been organized jointly by Edukans Foundation, Partners Help a Child and Oikonomos at Chennai in the month of February 2010. In this workshop, Ms. Annemarie Gehrels (IPO for 12 Dutch provinces) and Ms. Kalpana (Consultant) were the facilitators. The objectives of this workshop were a) To get acquented with general concepts of lobbying and advocacy; b) To learn how to use lobbying in a

strategic manner and to link it with rest of daily works; and c) To get answers to the questions like – ‘is lobbying a useful tool in the context of India?’. The Secretary of this organization along with the Project Coordinator took part in this workshop.

NATURAL RESOURCE MANAGEMENTOne of the major thrust areas of LGSS is Natural resource management. Effective and proper management of the available natural resources are essentials for sustainable development, because in the operational area, majority of the population are dependent on the available natural resources to a great extent. During this reporting period, LGSS had implemented different projects for promotion of natural resource management.

Watershed DevelopmentDuring the reporting year, with the support from DRDA, Lohardaga under IWDP in Bhasko, Khakparta and Bagha village of Lohardaga district, three watershed projects named Hariyali had been supported with technical inputs and inputs for mobilization and training of the target population. The main objectives of these projects were to improve the existing condition of village land and water resources, and to improve their livelihood status through proper land treatment, agricultural development and formation of SHGs. These projects cover 1500 hectares, 500 hectares of each village for the development work. In these three watershed areas, 15 SHGs had also been remained functioning. Community development and trainings on Book Keeping and Account Management, and Soil Testing were organized for the members of these SHGs.

Training on Watershed ManagementWith the support from the District Soil Conservation departments in Lohardaga and Gumla districts of Jharkhand Trainings on Watershed Management like bookkeeping and several livelihood trainings on vermi-composting, mushroom cultivation, pig rearing, goat rearing and poultry had been done in the reporting period. The members of Village watershed committee of 19 (Lohardaga : 9 / Nandini Nala Cluster 2; and Gumla : 10 / Harri Auranga Nala) watersheds took part in these trainings.

Development of DPRBesides implementing NRM related projects, LGSS had extend its technical support to the state. In this reporting year, LGSS had been entrusted with the job of preparing Detailed Project Report by the District Soil Conservation offi ce. In total 19 DPRs (Lohardaga : 9 / Nandini Nala Cluster 2; and Gumla : 10 / Harri Auranga Nala) had been prepared by this organization

AGRICULTUREIn the rural areas of Lohardaga, agriculture is the primary occupation. But due to scarcity of irrigation facilities and absence of modern agricultural practice, it is dependent only on monsoon and traditional knowhow. Thus the cultivators do not get adequate return from cultivation. Migration of rural mass also occurs due to lack of adequate food production

throughout the year. During the reporting year, LGSS promoted the technique of SRI (System

of Rice Intensifi cation) for paddy cultivation. In this method the production increases 2 to 3 times for the same amount of land and investment. It was implemented in 14 villages of Lohardaga out of which 10 are from Bhandra block and 4 from Sadar block; and in 13 villages in Ghaghra and Sisai blocks in Gumla district. Awareness building was carried out through wall writings, video shows, and Pamphlet/Booklet distribution. 22 WSHGs have also been formed in Gumla district. Trainings of farmers (164 in Lohardaga and 290 in Gumla) on SRI conducted and input like fertilizers, and pesticides supplied for the purpose. Wheat cultivation had also been done with 100 farmers using SWI (System of Wheat Intensifi cation) at Lawagain in Lohardaga. Formation of Kisan ClubsWith the fi nancial support of NABARD, 19 Kisan Club (Farmers’ Club) have been organized in Lohardaga district. There are 314 members in these Kisan Clubs from all fi ve blocks of the district. The major objectives of this programme are to promote bank linkage among the marginal and small farmers, proper use of it, and adoption of advanced techniques of cultivation.

LIVELIHOODAcute poverty prevails in most of the rural areas in Jharkhand. To ably address the issues of livelihood, during this reporting year, different projects had been implemented in Lohardaga and Gumla districts.

Promotion of LivelihoodUnder Trickle-Up Programme, a project had been implemented to ensure sustainable livelihood for the most backward people. During the period, this project was implemented in 12 villages of Sisai and Ghaghra blocks in Gumla district. From these villages, 300 women benefi ciaries have been selected and with them 22 self-help groups had been formed. Different trainings on piggery, goat rearing, small trading businesses like vegetable vending etc. were imparted to these target benefi ciaries. Apart from these, to ensure food security to the poor, SRI method of paddy cultivation was undertaken with 290 selected benefi ciaries.

Formation of Women’s SHGs and IGP 219 WSHGs had been formed so far, with the support of NABARD, in Lohardaga district. It has been done to enhance the livelihood opportunities and empower the rural women. These SHGs had mobilized total savings of Rs.4,85,245/-. A total of 147 SHGs have opened their accounts in banks. Out of these, 56 SHG groups availed loans from banks, amounting to Rs.13,20,835/- for utilizing it in cultivation and small businesses.

Entrepreneurship Development TrainingWith the support from DRDA, Khunti and Ranchi, 12 (Khunti : 6 and Ranchi : 6) Entrepreneurship Development Trainings on Plant Nursery Raising, Mushroom Production, Poultry Farming and Vermi Compost Production had been organized. 360 Women had been benefi ted from these trainings. The trainee groups had been linked with SGSY.

Skill Development InitiativeWith the support from NABARD, two training programmes on Raising Plant Nursery and Carpentry had been organized in Sadar and Kuru blocks of Lohardaga. There were 20 participants in each of the trainings. The major objectives of these trainings were skill up-gradation of traditional skilled workers, institutional linkage and business follow-up. After the training on carpentry, four of the trainees started their own carpentry workshops and women of one SHG have started their own group’s plant nursery and the entire production is being consumed for the members own vegetable cultivation. Retail Chain Management for SHGsOn 16th March 2010, a Refl ection Workshop on Retail Chain Management had been organized at LGSS offi ce. In this occasion Mr. M. V. Ashok, CGM NABARD, Jharkhand was the chief guest and Mr. Ramachandran, GM NABARD, Mumbai was the special guest. Among other dignitaries Mr. H. M. Mishra, AGM NABARD, Jharkhand, Mr. Debasish Mahapatra, State In-charge – Livelihood Mission, UNDP, Mr. Manish Kumar, Executive Director – Dynamic Tarang Pvt. Ltd., and Mr. S. Mukherjee, DDM NABARD were present. In this workshop a composite plan had been prepared for establishing a retail chain of grocery shops involving 100 WSHGs in Lohardaga district. The main objective of this endeavour is to open up a new way of earning livelihood for the poor women of the self-help groups.Nukkad Natak on NREGAWith the support from DRDA, Ranchi, this organization had organized a series of nukkad natak in six blocks of Ranchi district (Namkum, Mandar, Chanho, Bero, Ratu and Angara). The main objective of this programme was to generate mass awareness regarding various provisions and rights under NREGA.

WOMEN EMPOWERMENTDuring this reporting year LGSS had given a major thrust on the issues of women empowerment. It believes that the women must be empowered as they form the core of the rural society. Without ably addressing this issue, it is not possible to bring a positive change in the society in sustainable manner.

Empowerment of Rural Women through Participatory ProcessDuring the year 2009-10, with the support of SPAR, a project on empowerment of rural women had been implemented in Sadar block of Lohardaga district. The major thrust in this project is to bring out visible changes in the social, Political, Economical status of women through their capacity building and issue based trainings. Various programs of Women SHGs on PRI/Self governance, Gender issues, Food security, and income generation activities had been conducted during this reporting period. The women folk from the rural community enthusiastically celebrated the Women’s Day organized by this organization. Due to continued efforts, women’s inclination towards income generation activities has increased. Their participation in decision making processes is now becoming visible. Thus, though this project has been completed in the month of March’10, the impact of it would be sustained.

EMPOWERMENT & SELF-GOVERNANCELGSS had been implementing different programmes during the reporting year with a special thrust as it believes that empowerment and quality of self-governance are very important components of any development process. To make the developmental process sustainable in its operational area, LGSS endeavoured to implement the following programmes.

Empowering the People towards PRIA programme had also been organized at Kisko block of Lohardaga for capacity building of 10 Gram Pradhans in respect of their rights, responsibilities and their prospective role in social development process. This programme was sponsored by Action Aid.

HUMAN RESOURCE DEVELOPMENTIn any kind of development endeavour, human resource development is one of the most important components. During the reporting period LGSS had endeavoured to impart various trainings to the deserving aspirants for capacity building.

Computer TrainingIn collaboration with Asian Pacifi c ILearn Training Center, LGSS had been imparting training on computers to the interested students. Till the date of yearly closing in March’10, 200 students have received free job oriented training on computer applications under Social Policing programme. It was supported by the district Police, Lohardaga. Besides this, endeavor had been made to provide quality computer education to the students in Lohardaga. During this year 60 students had completed the course and got certifi cates and at the end of the year, 26 more students were pursuing their course.

VILLAGE RESOURCE CENTREA Village Resource Centre had remained functional at LGSS offi ce at Lohardaga. The main objectives of this centre are to provide updated information to the farming community and provide support and information regarding health and education to the rural people. This programme is in collaboration with ISRO,

RESEARCH & PUBLICATIONSDuring this reporting period several publications of most useful booklets had been published on issues of social development in vernacular for the use of the most common people. The objective behind this endeavour was to generate awareness among the rural mass regarding their rights and entitlements. It had also been publishing a quarterly magazine – ‘Dahar Disha’ on different issues related to education.
