Napoleon used the tax money to first hire a new
security force. This security force was to patrol
the streets, protect the townspeople, keep order,and provide relief in cases of emergency. He
used tax money to buy plots of land, and made
the land into farms with the hopes of increasingfood output. To work the farms, he gave peasants
for priority on jobs. Napoleon also rebuilt
roads, and created schools that emphasized
science and military training. Under Napoleon,jobs increased by 23%.

Outside of France, Napoleon failed to solve differences with the Pope. He told the Popein a speech Only one person can have a crown, and Im it. Although the Pope and
Napoleon had heated tension, Napoleon did allow freedom of religion to all, including
Catholics. Additionally, Napoleon had a thirst for power, and the dream of making
France the biggest empire ever to exist. Napoleon read numerous books from great
generals in history, and used his new knowledge to create a new battle plan every time.He learned from previous generals successes and failures. He captured parts of Germany
and Italy, Belgium, the Netherlands. He nearly tripled the size of France. After capturing
these countries, Napoleonput his relatives on the throne of that conquered country.Using his connections, he brought into France much needs supplies, food, and military
materials. In France, people filled the streets to celebrate in the victory parades. However,
meanwhile around the world, Britain and Russia remained unconquered by Napoleon.
