Background
International Conference on Economics, Business and Economic Education (ICE-BEES) 2018 is a refereedconference organized by Faculty of Economics, Universitas Negeri Semarang, Indonesia in collaborationwith Universiti Teknologi MARA, Malaysia. The conference will be held from 17 to 18 July 2018 at GrasiaHotel, in Semarang City, Central Java Province, Indonesia.
The theme of the conference is: “Deliberations on Business and Education Practices towardInternationalisation”.
Aim and ScopeThe conference is aimed to provide an opportunity for researchers, students, government officials andprofessionals to share their research in a boarder community and to get a better understanding on the currentstate of research or ideas in the field of economics, business and economic education. This conference isexpected to develop a strong network for researchers in same interests or fields. This conference is alsoexpected as a medium for new or young researchers to establish a strong relationship with experiencedresearchers. In this conference, all levels of university students will have opportunity to present their final orcurrent works and receive friendly feedbacks from academics and peers.

AbstractIn Malaysia, people enjoy various benefits provided by government such as firsthousing loan, medical benefit, various incentives and others. Even they obtain a lotof benefits; however, the statistics shows that the household debt keep increasingas the ratio of household debt to GDP of Malaysia increased from 62.7 percent in2008 to 76.6 percent in 2011 and 84.6 percent in 2017. In addition, a debt serviceratio of 30 percent is acceptable; however, the Malaysian household debt serviceratio was 9.1 percent in 2006, rose to 49.0 percent in 2009 and dropped slightly to47.8 percent in 2010. This indicates that approximately half of a household’s incomeused to pay their debts. As a result, after paying off the debt, the balance to spendon education, transport, food, and for emergencies become smaller. Additionally, aninvestigation of the ratio of household debt to disposable income, Malaysian ratiois 140.4 percent, and is identified as one of the highest in the world. It indicatesthat the loans taken are on average 1.4 times more than household income for eachhousehold in Malaysia. Therefore, the objectives of this study are to investigate thedeterminants that contribute to person’s borrowing loans; however, this study focuson the borrowing personal loans as it is one of main contributor to increase thehousehold debt. Five determinants are identified which are as follows: knowledgeabout personal loans, media awareness, and perceptions toward personal loans,family influence and religious/ethic belief. Questionnaires were distributed to the100 respondents. The sampling procedure adopted was stratified random sampling.The data obtained were analyzed using SPSS 20.0 which involves scale reliability,descriptive and regression analysis. The result indicates that media awareness andreligious/ethic belief becomes the important determinants that influence the personalloans borrowing. Moreover, religious/ethic belief is found to be the best predictor thatinfluences the person’s borrowing the personal loans. This study advances currentknowledge by adding alternative insights to determinants of borrowing personal loans.

AbstractPoverty is a complex and multidimensional problem, so that the necessary effortor Government policies that is sustainable and synergistic to reduce the number ofpoor population. This study aims to analyze the determinants of poverty in Indonesiabased on economic and social indicators. It is using linear regression analysis tool byusing multiple Fixed-Effects Model (FEM). The results of the study found that economicgrowth has a positive effect against poverty in Indonesia. While the government arespending, per capita income, labor force participation and effect negatively to povertyin Indonesia.

1. Introduction
Since implemented fiscal decentralization and regional autonomy, local governments
were given the authority to plan, compose, and implementing policies to line the
regions necessity. Through the fiscal decentralization, local governments are expected
to be more responsive to the problems of poverty in their regions. Fiscal decentral-
ization is expected to create high economic growth, increasing per capita income,
and lower poverty levels (Miranti, 2013) [1]. According to Norton (2002) [2] region
need to implement three important things, First, local governments should provide
infrastructure on its territory, such as road infrastructure. Second, competition between
local governmentswill encourage the incentive to invest through low levels of taxes on
investment. Third, the limited acceptance of the regional government will encourage
local government more innovative in providing public goods and services.
The problem of poverty is the main agenda in the discussions of the economic,
political, and social. Poverty became a very urgent priority in policy development plan.

Dynamic Capabilities: Evidence fromAgriculture Cooperatives in IndonesiaQristin Violinda and SunjianUniversity of PGRI Semarang, Huazhong Agricultural University
AbstractThe growth cooperatives membership in Indonesia has led to a range of economicand business questions about how these cooperatives should be best organized andoperated. One important question relating to cooperatives organization consideringtheir rapid growth in number and size is the appropriate sizing of cooperatives forlong-run economic viability. This paper aims at exploring contributions of dynamiccapabilities and organizational culture in performance of agriculture cooperatives inIndonesia. This study use structural equation model (SEM) to explore a theoreticalmodel which links various dynamic capabilities, organizational culture, competitiveadvantage and performance. Technical samples in this research are simple randomsampling with a large sample of 241 agriculture cooperatives from five region inIndonesia . This study finds that both dynamic capability and organizational cultureof the agriculture cooperatives in Indonesia contribute significant and positive effectto their competitive advantage as well. On the other hand, organizational culturein the Indonesian agriculture cooperatives provide positive effect solely to theirperformance; yet not for their performance which is in significantly affected by thedynamic capability.

1. Introduction
Dynamic capabilities and organizational culture has a vital role in business operationand financial and non-financial aspect such as decisionmaking as a big role ofmanage-ment. Some scholars believe that dynamic capabilities are the key to firm performance[1, 50, 51].
