The Virtual College of Texas is founded. Chancellor Bill Wenrich and LeCroy CEO, Pam Quinn are responsible for this activity using STARLINK funds.

1995 The Global Learning Network (GLN) is established as the first virtual learning environment for online courses for the DCCCD. The GLN is located on the OLLIE server at the LeCroy Center.

First DC-Net courses were offered in Accounting by Alice Bursey. DC-Net (Dallas College-Network) were courses offered over cable to students in their homes.

1991

The R. Jan LeCroy Center for Educational Telecommunications opens. A new era began on March 18, 1991, as the Center for Telecommunications moved to a new building, renamed and was located in North Dallas adjacent to Richland College. The LeCroy Center was named after the second DCCCD chancellor, Dr. R. Jan LeCroy. Pam Quinn was the key person to drive the development of this center.

“The Sociological Imagination” the first interactive telecourse produced by Dallas Telecourses.

Fall 1991 – First uplink produced for the Community College Satellite Network - CCSN of the American Association of Community Colleges (AACC).

CCSN is established by grant from NTIA. KU- Band Uplink installed at the LeCroy Center.

The LeCroy Center received the first Outstanding Service to the Field Award, by the American Association of Community Colleges, The Instructional Telecommunications Council (ITC).

1990 Dallas TeleLearning is established as the national brand for marketing for the LeCroy Center. Ground breaking begins for the new Center for Educational Telecommunications (CET) at 9596 Walnut Street in the north Dallas area, on the far east-side of Richland College.

“Government By Consent: A Texas Perspective” Telecourse produced by Dallas TeleLearning

The first teleconference is produced by Bob Crook from Texas Instruments. Pam Quinn is the on-air host.

“Government by Consent: A National Perspective” received Best Distant Learning Program, 2nd Place, 9th Annual TELECON Conference.

The Center for Educational Telecommunications (CET) received 1st Place National Promotions Contest, Telecourse Conference 1990.

1989 The State of Texas Academic Resource Link (STARLINK) is funded and established. STARLINK is the first professional development satellite network. Funded by the Perkins Grant in conjunction with Austin Community College and DCCCD founders Pam Quinn, Barbara Echord and Rodger Pool

The Center for Educational Telecommunications (CET) received Honorable Mention, National Educational Film and Video Festival.

1988 “Here’s To Your Health II” Telecourse produced by Dallas Telecourses.

KDNT-TV 2 begins broadcasting DCCCD telecourses.

January 1988 - DCCCD Telecourses celebrated 15 years of distance learning operations and production.

“The American Adventure” history course received the Bronze Apple Award, National Educational Film and Video Festival.

1986-1987 “The American Adventure” Telecourse produced by Dallas TeleCourses.

Spring 1987 – Chancellor LeCroy negotiates to get 3 Instructional Television Fixed Service (ITFS) licenses for the DCCCD.

The Center for Educational Telecommunications (CET) received the Award for Excellence, Dallas Film Achievement Award, in recognition of significant contributions to the advancement of the Dallas film industry, North Dallas Chamber of Commerce.

1985 Pamela Quinn becomes the fourth director of the DCCCD Center for Telecommunications in Mesquite at the District Service Center.

Spring – 1987 The first teleconference is produced and broadcast from the District Service Center. Director Pam Quinn addressed the State of Michigan Department of Education.

“The Business File” Telecourse produced by Dallas Telecourses

“The Business File”, received the Silver Award, Visual Communicators Department of the Year, Association of Visual Communicators.

“The Write Course: An Introduction to College Composition” received a Certificate of Merit, 28th Annual San Francisco International Film Festival, 1985 Honorable Mention, 33rd Columbus International Film Council, The Film Council of Greater Columbus.

1984 Nancy Miller, serves as Interim Director of the Center for Telecommunications.

“The Write Course” Telecourse produced by Dallas Telecourses. This course was one of only six telecourses ever funded by the Annenberg/CPB project in the first round of grants awarded.

The Center for Educational Telecommunications (CET) received the Audio-Visual Department of the Year, Bronze Award, and Information Film Producers of America (IFPA).

“The Write Course: An Introduction to College Composition” received the Silver Award, International Film and Television Festival of New York Silver Award for TV Production/TV

Series, Houston International Film Festival Bronze Award; Visual Communicators Association Certificate of Merit, INTERCOM Chicago International Film Festival.

1983 New brand established – Dallas Telecourses is created.

“It's Your Move” (DCCCD Electronic Technician Program) Developed by the Center for Educational Telecommunications (CET), Produced by Jay Rydman, Rydman Productions Golden Reel of Merit Award.

CET received Gold Cindy Award, International Film Producers of America, Chicago International Film Festival.

1983 Silver Plaque Award, Intercom International Communication

The National University Technology Network (NUTN) is founded in Kansas City, Missouri.

1982 The Center for Telecommunications moves to a wing of the District Service Center in Mesquite

“Here’s To Your Health” Telecourse produced by Dallas Telecourses.

CET receives George Washington Honor Medal, Freedoms Foundation at Valley Forge, Dallas Chapter.

“It's Your Move” Electronic Technician Program, received the Bronze Award, 25th International Film & Television Festival of New York.

“Focus on Society”, telecourse received the School Bell Award, Texas State Teachers Association.

1981 Fall- 1981 PBS/Adult Learning Service (ALS), The Learning Channel formed, DCCCD is one of the first providers.

The ITV Center becomes the Center for Educational Telecommunications.

1980 The DCCCD was provided Public Education Government (PEG) cable access in 1980 by the City of Dallas and the cable provider Heritage Cablevision. The station call letters would become DCCCD-TV.

The DCCCD Board of Trustees officially approves operation of the ITV Center with three mandates:

1 -Produce credit-bearing, transferable telecourses;

2 -“Telecourses” would be in core area subjects with high enrollment potential;

Bob Crook is hired as the first course producer.

Dottie Clark is hired as the first financial manager.

1973 Travis Linn is hired as the first Instructional Television Center (ITV) Director, formerly of WFAA television. Linn, along with DCCCD faculty and Tarrant County Junior Colleges, produced American Government for the third time and Richland College’s Dan Collins supervised the development and broadcast of Man and the Environment from Miami-Dade College. Ted Pohrte served as Instructional Designer. DCCCD and TCJC offered both courses along with a psychology course from Coast Community College. Enrollments for those telecourses was about 2,600 students from throughout the Metroplex.

FALL 1972 - FOUNDED Chancellor Bill J. Priest directed Chancellor R. Jan LeCroy to develop instruction television to serve DCCCD distance learners. KERA-TV agreed to partner with DCCCD to create American Government, an introduction to federal and Texas governments telecourse. Spearheaded by Jim Hankerson, a government instructor from El Centro College, a series of 30, fifteen-minute programs were produced and aired on Channel 13. Working with Jim were Eileen Lynch, Jimmy Duke, Bob Trotter, and Kathy Yates. Nancy Miller of Eastfield College was asked to improve their “talking head” format with appropriate visuals. There were 399 students enrolled for the first telecourse.
