Members of the South African Communist Party (SACP) in the

Moretele Local Municipality are bemoaning the use under hand tactics to bring to a halt their plan to have certain areas under the “cash strapped” municipality to be amalgamated into the City of Tshwane.

The Secretary of the Moretele Demarcation Forum, Mr Joe Baloyi, has slammed certain ANC members’ actions whom he accused of hiring hardened criminals to disrupt their meetings and intimidate their members.

This comes after the forum sent a letter to the presidency and Minister of Corporate Governance and Traditional

Affairs Pravin Gordhan requesting that the areas of Ga-Motla, Mogogelo, Kromkuil and Carousel View be consolidated into the City of Tshwane.

“People are trying to consolidate their power in the municipality by hiring hardened bouncers to try and silence members of the community from raising their wishes. They are afraid that the merger will stop them from benefiting,” said Baloyi.

In the letter to the minister, the forum has listed, failure to provide essential services, lack of capacity by both municipal officials and public representatives, failure to monitor the implementation of programmes from start to completion as some of the underlying cause for the proposed migration.

According to the Spokesperson of the forum Mr. Banganovha Mbekwa, incorporating the areas

will improve the quality of lives of the residents and ease the pressure on the already strained Municipality.

“Moretele lacks the capacity from both officials and public representatives who lack capacity to implement council budget and monitor project from start to completion. It has no policy in place to develop industrial sites and town planning. We believe the move will ease the burden on the municipality since

it has failed to provide us with sustainable service.

“Our villages are on the brink of Tshwane and Moretele. The majority of our people receive their health care services, work and shop in Gauteng. As residents we are prepared to pay any balance or credit that is due to our current municipalities provided is justifiable. The residents will never be affected negatively by the amalgamation because we only have one

resident who is permanently employed by Moretele Municipality as a diver and we have four councillors who their term in council will come to an end shortly”, said Mbekwa.

Meanwhile, the resident of Mmakaunyane, near Wintervedlt, have also send a similar request to Gordham also requesting to be amalgamated into the City of Tshwane from Moretele Municipality.

The family of a 5- year- old Soshanguve girl who had a near fatal brush with death, after she was electrocuted by an illegally connected electricity bare live wires trailing across neighbours’fence, are accusing the police of foul play and intentionally bungling the case.

The victim touched a knee height fence, which her neighbour conceded to have

connected to keep stray dogs at bay.

The girl’s grandmother,Ms Johanna Monyeki, said four months after the incident; the family has witnessed a series of blunders by the police as they await the suspect to have hadhis day in court.

“Initially a case of attempted murder was opened with at Rietgat Police Station. To our surprise we are told the case was withdrawn, this is despite a

court date not having been given in the first place.Later we were told that case No 473/11/2014, that we were given actually belongs to another case.”

However Rietgat police spokesperson, Warrant Officer Lolo Mangena disputed Monyeki’s claim saying that it is impossible to withdraw the case without the consent of the complainant.

“In order for one to withdraw a case the complainant has to

fill a consent form and write a withdrawal statement. As long as there is no withdrawal statement, the case cannot be withdrawn,” said Mangena.

He did however confirm that the case number in possession of the family is for adifferent case of ‘Assault with intention to do Grievous Bodily Harm’ (GBH).

Relaying the ordeal, Monyeki said fellow residents were shocked when they saw the

little girl emitting electric currents after she was untangled from the fence.

“Up until today she is still traumatised. She would at times start screaming and crying for no apparent reason. Since then she has not been eating well and often experienced excruciating pain when she passes out urine,” said Monyeki.

Monyeki said she lives in fear, that the suspect would kill her grandchild.

The Department of Labour and all its entities need to ensure that domestic and farm workers benefit from their delivery programmes, says Portfolio Committee on Labour chairperson Lumka Yengeni.

The department’s Unemployment Insurance Fund (UIF) appeared before the committee to brief it on its strategic plan and annual performance plan.

The UIF told the committee that registering domestic workers with the fundis still a challenge.

Yengeni said the committee was pleased that the department and the UIF pay domestic workers when they complain about non-payment, and that it follows up on non-compliant employers.

“Employers and exploit people without having to account for their transgressions. This is an area that the UIF, despite improvements and the good work, needs to tighten,” Yengeni said. SAnews.gov.za

COMMENTOpinion and Analysis

EFF e lwantšhana le hlokego ya lefaseStanding on a public platform or shouting from the comfort of an air conditioned office to condemn service delivery protests while people go about wantonly destroying public and private property does not make sense at all. We have heard former President Thabo Mbeki, numerous cabinet minister and government officials condemning the destruction of both private and public properties during protest actions and to our mind such condemnations have not produced any fruits because such deplorable actions still continue with shocking impunity. North West MEC for Community Safety and Transport Management, Gaoage Molapisi has also breathed hot air when he condemned the recent violent protest in his protest prone province when disgruntled residents torched of the Jerico Tribal Authority office and a councilor’s house. Very often there are reports that several people have been arrested during such anarchistic behavior but we are always kept in the dark about the outcome of court proceeding only remotely we would learn that the culprits have been released on warning. It would not be wrong for anyone to suggest that these people were released scot free and therefore creating a conducive environment or perception that people would actually never be held accountable for the malicious behavior and could continue to destroy property with terrifying impunity. There is a worrisome perception out there that the only language that the government seem to understand quickly it is through violence means hence every time when residents are show some disgruntlement they resort very despicable ways of registering their frustrations. That health care centres, schools and libraries are soft targets during protest actions is horrendous to say the least because the destruction of such facilities only happen in war zone areas. It is still unclear how the demarcation board, is planning to deal with the demands of the residents of Ga-Motla, Mogogelo, Kromkuil and Carousel View, which falls under the control of Moretele Local Municipality in the North West Province. Already there are signs of discontentment between the local South African Communist Party, which its members are accusing fellow alliance partners in the ANC of using underhand hand tactics to stall the process of amalgamating the areas into Tshwane Metropolitan. The country has witnessed sporadic violence and wanton destruction of private and public properties in Malamulela, Limpopo, and the resident were informed that it was not feasible to have its own municipality. The demands of the residents of Ga-Motla, Mogogelo, Kromkuil and Carousel View are quite different from the residents of Malamulela. But anything short of addressing these concerns with urgency and sensitivity required from the authorities will result in ramifications witnessed in Malamulela.

More than one hundred children from Leratong

Learning Centre in Block F, Soshanguve benefited from the “Read for Life” campaign coined by the Princess Park

Private College in Rosslyn recently in conjunction with Ding Dong Media recently.

The theme of the campaign was “Early reading is a good start to success”. The aim of the campaign was to develop the spark for reading from an early age. This will bit by bit destroy the element of illiteracy in our communities and build a reading nation.

Princess Park College is one of the oldest private institutions around Tshwane Municipality while Leratong Learning Centre is the oldest in Soshanguve.

A few exercises were done with the learners, like introducing the staff of Princess Park and a minute thereafter testing whether the names can be recalled. Those who succeeded were rewarded with T-shirts.

Learners were given puzzle

pieces resembling the Princess Park College and were asked to assemble them and those who succeeded in doing so were also given T-shirts. A children’s book was also read for the learners, otherwise there were a lot of games performed.

The Principal of Leratong Ms. Julia Ngobeni said; “I was impressed by the programme Princess Park offered to empower our learners. I was impressed by the way our Grade R learners assimilated the lessons given to them. They were fast to grasp what they were taught. This is just the beginning of our relationship with Princess Park Private College and such events will be held more often in the Future.”

Mr Franky Semenya, Director of Ding Dong Media said; “We are developing the capacity of

Grade R kids, to be able to read from an early age.”

Ms. Adelle Du Plessie, Principal of Princess Park College said that; “Our method of operation is using what we call incidental reading, where learners read without them knowing that they are reading. This involves words and sounds they see and hear everyday. But all in all, learning starts with the involvement of parents.”

“We are paying back to the communities we serve, laying down a good Grade R foundation. We are doing this for those children who do not speak English as their home language. If you do not put a good foundation English becomes a barrier in communication,” said Du Plessie.

Leratong Grade R learners get a pep to read

By Charmaine Kgopa

The learners from Tlamaganyo, Baxoxele Primary School recently battled it out during a spelling bee contest organised by the newly established educational advocacy group ‘Ascend to Success’ held at Tiamoko Primary School recently.

The event Organiser Mr.

Keamogetswe Makgoba said the event is aimed at improving the learners’ vocabulary, definition, pronunciation and roots of words in a fun and competitive manner.

The first round saw learners going through the words with ease, showing great enthusiasm as they spelled their assigned words with pride. The second and third round was a tie breaker

for most of the learners as they found it difficult to spell most of the words.

“A-p-p-r-e-c-i-a-t-e” one learner shouted.

In the fourth and final round, came down to three students who made the cut. The 12 year old Grade 6 learner Mohau Malema came in first place from Tlamaganyo Primary School, followed by Refilwe

Morakaladi in second place from Baxoxele primary school and in third place; Nokuthula Mavundla from Tiamoko primary school.

“I feel very happy for winning the contest. My dad helped me to prepare for this competition and I know that he will be very proud of me,” he said Malema.

Tlamaganyo Primary School took the winning trophy with

Mahlodi Phala and Shela Makgobo representing the school as teachers.

“We would like to thank the schools for allowing their learners to participate in the spelling bee competition. Although it’s still in the pilot phase, we are very pleased with the outcome of the event” said Kagiso Makobe, ‘Ascend to success’ co-founder.

North West Province Premier Mr. Supra Mahumapelo, MEC for Community Safety and Transport Management, Mr. Gaoage Molapisi jointly with the protest prone Madibeng Local Municipality leadership, have condemned the malicious damage to public and private property by protesters.

The leadership was reacting to the arrest of 29 people in areas encompassing the Madibeng Local Municipality. These people went on a rampage during a service delivery march, in the process a councillor’s house, municipal offices and a tribal office were torched down. Foreign owned shops were also looted by the protesters.

“This is tantamount to criminality and our justice system must not take these acts lightly and give criminal free bails. South Africa is a democratic State where people

have rights to a peaceful protest”, said MEC Molapisi.

“Public safety is our responsibility as the department and we are not going to allow violent actions and damage to public and private property. Those involved in these criminal activities would be arrested and we are definitely going to oppose bail for those arrested.” I’m sure that whatever the people are burning down, it will be their responsibility to build it up. We are moving forward as government with development and not backwards where other people wants us to go.

“We are going to work 24 hours in ensuring that our communities and properties are safe and further ensure that peace and stability is maintained in the province,” said Molapisi.

The MEC further appealed to the general public to desist from engaging in unlawful act but rather assist police to deal with this increasing lawlessness and criminal activities.

Madibeng Local Municipality Spokeswoman Lebogang Tsogang said “The communities were alerted of the possible water supply interruptions in their areas due to the challenges experienced with high concentration of Algae in its raw water quality. Water supply production was reduced to ensure that water quality is improved and it conforms to drinking water standards.”

Tsogang further said “The Municipality indicated that the challenge will be addressed within 24 hours to get normal water supply restored. Water issues have been a problem in most parts of the municipality especially in hot weather when the demand for water is high. The Municipality acknowledges the situation and the concerns from the community of both Letlhabile and Jericho. Through good governance and public participation engagements are continuing with community leaders to get the matter

amicably resolved.”“Water was since restored in

Letlhabile and the neighbouring areas on Sunday afternoon. In respect to Jericho, Magalies water as the appointed water service provider has committed to restoring water supply by today. The municipality calls for calm and stability in Jericho and Letlhabile. We also appeal to other areas to talk to the community leaders with issues such as these and the municipality will act to rectify the problems. Violent protests are not a solution because they further destroy the infrastructure that is meant for them,” said Tsogang.

We will continue to strive to be there for the communities we serve. We will work harder on our communication in order to ensure that communities are kept abreast about the progress of combating water challenges in their area.

The apprehended 29 suspects with ages ranging between 18

and 52 in Maboloka, Letlhabile and Damonsville are expected to appear in Brits Magistrates Court soon.

How to Set Goals and

Achieve ThemPART 4

In the last article we took you through the crucial

areas we need to focus on when setting personal goals. I believe you will agree with me that those areas have significant influence in our being. In painting them for you have helped you set meaningful and purposeful goals that you will be committed to achieve. As we leave Part 3 you are now in a better position of understanding that we set personal goals based on our personal desire and not for our parents desire, husbands desire, wife desire, children desire, society desire but solely and honestly based on you as an individual.

Every goal we set for our self must have time frame. Start time and end time. Without time frame goals become wishes and not goals be achieved. Once you have set your lifetime goals, set a five-year plan of smaller goals that you

Business

need to complete if you are to reach your lifetime plan. Then create a one-year plan, six-month plan, and a one-month plan of progressively smaller goals that you should reach to achieve your lifetime goals. Each of these should be based on the previous plan. Ensure that your goals are S>Specific (or Significant).M>Measurable or Meaningful. A>Attainable

(Or Action-Oriented). R > Realistic. T> Time-bound.

It is important that each goal should be made of positive inspiring statements. Every statement should be positively affirmed. At all stages remove doubts or ambiguity. Every step you take must be a very positive step. Polluted goals don’t last for long. Polluted goals fail before they achieve their intensions. Today many people wonder why their goals are not achieved. The reason for people goals to fail is because they get polluted by doubts, fear, uncertainty, negativism which are contrary to affirmations. You

cannot affirm anything in the negative. All affirmations are positive and inspiring.

Goals must be very specific. If you want gold you cannot settle for gold sand. One kg Gold sand is not one kg Gold. Chicken gravy is not chicken. That is why you should exactly know what you want and do not want. In many cases people desperately want what they do not want. When they get what they do not want, that is the only time they realise that is what they did not want. What a waste of energy, time, effort and resources. When you have several goals, give each a priority. This helps you to avoid feeling overwhelmed by having too many goals, and helps to direct your attention to the most important ones.

The mistake many of us do is to forget to write down our goals. Get yourself a dream book wherein you should write your Vision, Mission, Values, Quality, Objective and Goals. Many things get lost because

many people do not write what they want out of this life. Our minds cannot shelve everything that has happened or happening to us on daily basis.

Our minds cannot shelve everything we wish for or dislike everyday of our lives. Some can be remembered whiles others are completely forgotten. The difference is that when we write everything down we are in a favourite position to read what we wrote and remember or remind ourselves. A book is worth a million to everybody who wants to go up the ladder of life. Every time you achieve what you have written in your dream book, you attach a date and give yourself a bat on the back. This becomes a motivating factor you must not underestimate in your life. You begin to develop a sense of pride and accomplishment.

In every five or seven days have a plan of an activity you must execute in relation to your goal which addresses your Vision. Each day must be treated as a day of its own with its own activities. Review your daily plan based on the planned activity for each day. Your plan must be compared against actual work done. The target you set for yourself on a specific day should be compared to the day’s achievement. If there is a variance, you need to give full explanation of why the variance and come up with the corrective measure to address the variance the following day. What made you to fail to achieve your plan or why did

you exceed your plan. What are you going to do to correct your plan. We must know that goals are small steps taken in a particular direction to realise your objective. Which objective answer to your Quality Statement, Value Statement, Mission Statement and finally your Vision Statement.

As you read this article and you realise that all we said from Part 1 till Part 4 is what you lack and need, call or visit us to assist you to find direction. Our advice is that do not compromise your responsibility and accountability on your life. The one and only way to solve or resolve the problem or challenge is to face it with serenity. Bokone Bophirima MEC for Local Government and Human Settlements, Collen Maine took the lead in heeding to the recent call by Premier Supra Mahumapelo for members of the Executive Council and Senior Government Managers to buy lunches for themselves when having meeting and support small and emerging businesses especially in the villages, townships and small dorpies.

In his recent State of the Province Address, Mahumapelo said the Executive Council has resolved that as a way of curbing administration costs, in so far as catering for the Executive Council and Senior Management meetings are concerned, these senior government officials will be expected to buy lunches from their own pockets and support local businesses.

Maine who had a meeting in Madibeng Local Municipality regarding the illegal occupation in Ward 26 and 28, and further inspected housing projects in different areas of the municipality, flocked to the busy street corner restaurant

together with officials from his department, in Brits next to R566 road leading Mothutlung for lunch.

On the menu one can have your African dishes which include

pap or dumpling with tripe (mogodu or diretlo), tshotlho, local chicken which is popularly known as hardbody, beef stew, chopped cow head meat and cow feet (ditlhakwana).

The co-owner of the business Elisa (36) said “we really appreciate the support by the MEC and his officials. This is the support that we are looking for as small enterprises so that

we can grow and improve our businesses. We are mostly supported by drivers of the vehicles which pass by such as trucks and bakkies. If we can get constant support of this nature from government officials, we will go too far and it will encourage us to improve our services so that we can attract a lot of customers” she said.

After completing his dish MEC Maine said it was delicious and thinks they even taste much better than the food from fancy restaurants which officials waste a lot of money on.

City enforces zero tolerance pertaining to advertising

City of Tshwane employees cutting down illegal advertisement boards erected.

By Letlhogonolo Mosete

The City of Tshwane has adopted a zero tolerance approach concerning the erection of illegal advertisement boards and signage mushrooming in township in ad around Tshwane.

This comes after the city began its clamp down by removing boards illegally erected on municipal land, building or structure. First to feel the pinch was Soshanguve Block F West as municipal workers armed with grinders were seen removing erected structures they deemed illegal.

Director of Media Relations Lindela Mashigo at Tshwane said; “ No person shall erect, maintain or display a sign or allow any other person to erect or display a sign in a place or on a building or structure that is visible from any public space without consent from the Municipality.”

Mashigo further stated that; “A fine of R500-00 per offence is applicable. The illegal advertising signage may cause a danger to pedestrians depending where it is erected (on the road reserves). It can also pose a danger to road users, distracting the drivers attention from concentrating on the road (traffic signals and traffic signage).”

Pertaining to advertising compliance Mashigo said “– The public should apply in writing to the Municipality for written approval for advertising signage, whether it is on private premises or on Municipal premises in terms of the Control of Outdoor Advertising By-Laws, 2006. - The approval process is fairly simple. The applicant should follow the application process which is available on the City Of Tshwane website. We will be enforcing a zero tolerance with regard to illegal outdoor adverting signage.”

CLASSIFIEDS

1. Hi, Lovejoy!!WELCOME TO SPORTS TALK. YOU HAVE BEEN INVOLVED WITH STREET SOCCER FOR SOME TIME NOW. HOW DOES IT REALLY DIFFER FROM TRADITIONAL SOCCER?-Thank you. Well there is not much difference between the two except that with street soccer it is informal and is mostly played on the street as ‘one pala’ with no referee but just a mediator. Again the number of players are fewer in street soccer as opposed to normal soccer.2. WHY IS IT THAT THIS FORM OF SPORT DOES NOT ENJOY THE SAME AMOUNT OF ATTENTION AND RECOGNITION LIKE MAINSTREAM SOCCER?-You know, street soccer has always been informal, less professional township soccer that was never considered worthy of recognition even though this is where raw talent is unearthed and nurtured.4. STREET SOCCER HAS ALWAYS BEEN CONSIDERED A MALE SPORT.HOW DID YOU FALL IN LOVE WITH IT?-Truly speaking, I have always

enjoyed and derived pleasure from playing soccer with the boys while growing up in my community. Thanks to our country for creating equal opportunities for us all to play together with each other without undue discrimination.5. WHAT ARE SOME OF YOUR PROUD MOMENTS AND HIGHLIGHTS IN YOUR CAREER THUS FAR?-My proudest moment has to be being selected to represent South Africa in a Street Football World Tournament in Germany. Again being able to introduce and launch annual street soccer league for the local schools in Soshanguve and to promote sports in the community.6. WHO ARE SOME OF YOUR ALL-TIME STREET SOCCER FAVOURITES?-The few former street soccer players who come to mind are Christiano Ronaldo (Brazil) and Diego Maradona (Argentine)7. WHAT LEGACY DO YOU WISH TO LEAVE BEHIND?-My wish is to empower as many women as I can to help them come out of their cocoon and realise their true potential,

no matter the circumstances.8. WHAT MESSAGE WOULD YOU HAVE FOR THE DEPARTMENT OF SPORTS TO ENSURE EQUAL TREATMENT AND RECOGNITION FOR THIS SPORT LIKE ANY OTHER SPORTING CODE?-Thank you very much for that question. I would like the department to give this sport the recognition it deserves because this is where true talent is unleashed through creating conducive facilities, availing sponsorships and professionalising the sport to give it due credibility.9. WHAT IS THE ONE WORST MEMORY YOU HAVE ABOUT PLAYING A MALE SPORT?-The challenge with me is that I play with boys and often at times I am compromised even though I am in top form simply because I am a woman.10. HOW DOES A NORMAL DAY LOOK LIKE IN THE LIFE OF LOVEJOY?-Frankly speaking, I don’t have a programmed schedule for the day. Everyday is a brand new day with a different programme peculiar to it.

Hammanskraal Local Football Association (HALFA) u/17 squad thrashed Mamelodi Local Football Association (MAMLFA) 2-1 to be crowned the champions of SAFA Tshwane Inter Local Football Association (LFA) championship finals played at Eersterus Stadium recently.

They cruised their way into the finals after edging past Mabopane squad 4-0 in the semi-finals. This after they dethroned both Winterveldt and Stinkwater Local Football Associations in the preliminary stage played at Libanon Sports ground in Mabopane.

HALFA striking force proved a handful Mamelodi’ defence, putting 2 goals behind their keeper in the first half of the game. Ntsako Mahesu opened the scoring account for HALFA with a crisp finish following a cleverly one two play with Thabang Motaung. Motaung was again in the thick of things, when he found himself in a one on one situation with the keeper to increase the tally to 2.

The Mamelodi lads pulled one back in the second stanza of the game, with only HALFA holding on their slender lead to victory. HALFA u/17 coach

Lucas Siemisa attributed victory to technical superiority of his players.

“This team has a bright future and it has proven that there are quality players in Hammanskraal. They have displayed their technically superiority and discipline as compared to most teams. As coaches and administrators we just have to come together and focus more on development,” said Siemisa.

Looking to emulate their feat, HALFA u/19 squad under the guidance of Coach Shadrack Mlambo of Darkies FC lost 3-2 on penalties to Mamelodi Local Football Associations’ side. This after both side played to a 2-all draw in the referee’s regulated time.

The 2014, Orlando Pirates Carling Black Label

Champion winning coach Cornelius Motsepe (31) has been granted a South African Football Association (SAFA) “C Licence” which is also recognised by the Confederation of African Football (CAF).

This is a basic introductory coaching course for grassroot coaching, and happens to be a pre-requisite for the

associations’ further coaching courses.

After guiding Pirates to cup victory against the arch-rival Kaizer Chief, the former Mamelodi Sundowns Satellite Academy u/13 Development side coach was approached by SAFA to enrol for the course.

In an interview with Sosh Times he said he attended Coach the Coaches workshop in Midrand, alongside 48 coaches selected from all SAB League promotional leagues.

“I have also been approached

by the television pay channel to become a resident soccer analyst. This has allowed to interact and share my views with the rest of South Africans,” said Motsepe.

Motsepe further said as part of the coaching certificate he has to look for a team to offer his coaching services.

“My goal is to see myself becoming the coach for the senior national team. I would like everyone to keep on knocking until those doors opens,” said Motsepe.

North West Shining Stars maintain winning streak

By Letlhogonolo Moste

North West Shining Stars extended their lead on top of the ABC Motespe North West Stream at

Letlhabile Stadium with an emphatic 1-0 win over the Oxygen FC. The North West side are riding a crest wave without any loss in the league this season.

In the first half both teams were testing each other but failed to convert their chances. Spectators had to wait for the second half for the homeside striker Katlego Lentswe to find the back of the net without a response from the visiting side

Stars are currently perched on top after playing 16 games and in the process amassing 44 points

without any loss. Shining stars owner Dr Sello Nsoko attributed hardwork and dedication towards his team success.

“ We have looked at last year to previous encounters and took a decision to rectify them.As a team we have retained the team style of play. Also we have put incentives in place for our players as a motivator. Players now have salaries and on top of that, bonuses for playtime,” said Nsoko.

“We have also boosted our team with the signing of quality players who are eager to play and prove their worth. Our mission and vision this season is to be promoted to the National First Division (NFD). If we manage to win our next 10 games then we will have won the league,” added Nsoko.
