1.0 Introduction
1.1 Rationale of the Plan
The degradation of the coastal resources within Lanuza Bay rings the marginal fisherfolks in
great peril. This reality will hinder the upliftment of the economic status and to live in a well-
balanced ecosystem of all Lanuzanhon’s.
Marine Protected Area (MPA) is one of the effective tools in coastal and fisheries
management that introduce in the whole world. It serves as breeding area for
invertebrates, fishes and corals to increase abundance, biomass, diversity and improved
habitat. Lanuza Marine Park & Sanctuary (LMPS) was established in 1998 because of
declining fish catch and to resolve the malpractices and exploitation against our coastal
and marine resources. Then it was legalized in 2002 through ordinance No. 9. The ordinance
describes the regulations, prohibitions and penalties, boundaries and management body to
perform day to day operation of the MPA especially the Core Zone now called “No Take
Zone”. Years of implementation there is still need to improve the management since the
LMPS still in level 1 of MPA Management Rating. The oversight Committee, Management
Committee acknowledged the rating during organizational workshop assessing the
progress and management of the LMPS. This result recognized by unsupportive
fisherfolks(34.7%) based on the KAP survey result. Based on the biophysical status, LMPS is
declining in terms of live corals (40.32%) and increased dead coral (32.77%) as well as algae
(18.22) indicative of poor management and enforcement because of the decrease of the
reefs recovery compared to previous years.(HARIBON Assessment). Fish abundance
dominated by Family Pomacentridae or damselfishes/palata has the highest abundance
with 175 ind/500m2, and followed by Family Caesionidae(solid). This can be described by
the intrusion of compressor and spear fishing. Poor governance and enforcement demands
to find strategies that community within the coastal area should participate in the
management of the MPA. The diagnostic process (PCRA, MPA rating) had been
instrumental in identifying the issues and used as basis in developing this Management Plan
to improve governance, enforcement and community buy-in. This Management Plan will
be carried out by the Management Body from June 2011-June 2012 and will be assessed
during meetings.
This MPA-GMP will be supported by funding opportunities from various sources such as the
municipal CRM budget, NGAs, NGOs and small grants from local organizations.
1.2 Scope and Purpose of the Plan
This management plan covers the period of three years, 2013 to 2015. The plan covers
management program to making MPAs functional as a strategy to adapt climate change,
rehabilitate habitats and restocking of the nearby fishing grounds. The management
programs included are MPA Governance, MPA Management – Enforcement, Monitoring
and Evaluation, Climate Change Adaptation, and Sustainable Financing.

1. To sustain and improve the enforcement system of the MPA [i.e. upgraded
guardhouse, enforcement, protocols/plans, intelligence network and
communication, logbook system]
2. To sustain and improve governance for Lanuza Marine Park and Sanctuary [i.e.
regular meeting, increase membership, documentation, management planning,
evaluation, monitoring team]
3. Improve MPA effectiveness rating by at least level 3 by 2015
1.3 Legislative Authority of the Action
The formulation of this MPA Management Plan is governed by the provisions of Municipal
Ordinance No. 09, series 2002, the ordinance declaring the Lanuza Marine Park and
Sanctuary. Specific provisions on the rationale, regulations and enforcement strategies are
provided in ordinance attached as Annex ___ of this management plan.
2.0 Marine Protected Area Profile
2.1 Location and Biodiversity Significance
The municipality of Lanuza is located at the heart of Lanuza Bay. The bay is a key
biodiversity area of the country and an important resource in Surigao del Sur. Lanuza
Sanctuary is a fringing reef covering 111 hectares divided into two zones: Buffer Zone – 58
has and No Take Zone- 53 has. Lanuza Sanctuary is high in coral cover now after so many
years of existence, although encroachment of illegal fishers usually happens in the area. It
has an extensive intertidal reef flat that covered by sargassum and has an average depth
of 40 feet. The survey done in 2008 said that the live coral cover within the no take zone
(NTZ) is 62.27% while dead coral is 18.67%.and the algal and abiotic cover was 7.83% and
4.21% respectively.
There were 42 reef fish species belonging to 17 families observed during the April 2008
monitoring. Chart below shows the relative frequency of the different fish families observed
during the monitoring. Family Pomacentridae or the damselfishes (palata) had the highest
frequency in the transects with 45.96%. This was followed by Family Engraulidae or the
Anchovies(bolinao/dilis) with 11.03% and Family Labridae or the Wrasses (labayan) with
9.56%.
2.2 Physical Profile
Lanuza, is a 4th class municipality of the province of Surigao del Sur. It is among the first Local
Government Unit in the area that adopted coastal resources management as a basic
service. The area is within the heart of Lanuza Bay, a very important resource in the northern
tip of Surigao del Sur.

Barangay Sibahay is located 6 kilometers from Poblacion Lanuza bounded on the north by
Pacific Coast and South by Municipality of Cortes, on the east by Barangay Nurcia and on
the west by Barangay Habag. A 20 minutes ride from the town proper by jeep, bus, and
hired motorcycle. It is along the national highway and has a total land area of 451.23 has,
comprise of 7 puroks and has a population of 956, 174 households (NSO 2006).
The Lanuza Marine Park and Sanctuary (LMPS) has a total area of 111 hectares with 58
hectares as No take zone and 53 hectares as the buffer zone. LMPS facing the pacific
ocean and exposed to strong winds during the northeast monsoon. It is a fringing reef and
has extensive intertidal reef flat covered by samo (Sargassum). The reef crest has an
average depth of 40 ft. the reef slope has an angle of approximately 10 to 15 degrees.
After so many years of existence LMPS increased the stocks of fishes that being threathen
by the intrusion of illegal fishers using spear & modified flashlight with the aid of compressor
from other municipalities, also gleaners from within the community who manage the
sanctuary. The fishers in the community encroached because of the high value commercial
target species lobster and called in our dialect “Banagan” Panulirus homarus. They catch
this to augment the income in order to support the basic needs of the family.
Hook and line and gill net are the common gears that usually use in fishing.
The people living in the area are not totally dependent on the fishing activity since there
are times that the weather is not good, so they opted to plant root crops, vegetables, etc.
in the mountain. People living near the area have different attitudes towards conservation
in the establishment of the sanctuary since it will affect their livelihood.

2.3 Biological Profile (Status of Ecosystems and Fisheries)
The Lanuza MPA is a spur and groove fringing reef in the interior part of Lanuza bay (Figure
3. 21). The reef experiences very strong wave surges resulting to low visibility (at times less
than <10 m) due to sediment resuspension. The reef crest is about 6m deep, and slopes to
about 15 m deep, and terminating in sand and fine soft-bottom.
Benthic Community
The benthic community of Lanuza (Figure 3. 22) is comprised of a high hard coral cover
(mean = 55.0% and 48.6% inside and outside, respectively). Dominant corals include
massive and encrusting Porites, encrusting Montipora, and massive Diploastrea. Also
abundant are massive and encrusting Montipora, Mycedium, Echinophyllia, Galaxea,
Porites, Favites and Goniastrea. Algal cover was also high, although it is relatively higher
outside the MPA than inside.
Fish Community
A total of 67 fish species from 26 families/subfamilies was found in the MPA. Fish abundance
(Figure 3. 23) amounted to 176 individuals/500m2, 23% of which are target or commercially
important species and 6% are coral indicator species. The rest are non-commercially
important species. Dominant fish families include Pomacentridae, Caesionidae and
Labridae. Average biomass is considered to be medium, with biomass reaching 10.7 and
16.3 mt/km2 inside and outside (Figure 3. 24), respectively. Target species contribute 58% of
the biomass, 35% contributed by major species and the rest by coral indicator species. The
Lanuza MPA has low fish abundance although schools of surgeonfishes, snappers, and
fusiliers were frequently encountered. Butterflyfish species were also numerous and diverse.
Areas outside the MPA have lower fish abundance, lower live coral cover, and higher algal
cover.
Fisheries
One-on-one interviews with 141 small-scale fishers were carried out in the following 6
barangays namely Bunga (n=20), Habag (n=31), Nurcia (n=27), Sibahay (n=30), Zone I
(n=20) and Zone IV (n=13) in Lanuza. Summary of the fisheries and the respondents’
demographic characteristics based on one-on-one interview survey are presented in Part
3.2. Fisheries Surveys of the results.
The area of the municipal waters of Lanuza is relatively small, a large part of which,
particulary at the surf zone, is not fishable due to the large waves coming from the Pacific
Ocean. Most of the fishers venture to the neighboring towns, such as Carmen and Cortes,
to find better fishing grounds. Around 80% of the fishers have alternative livelihood to
supplement their income during harsh fishing days. Fishing in Lanuza is largely subsistence in
nature. Most of the fishing activities occur nearshore catching pelagic scads and jacks
(family Carangidae) and demersal slipmouths (family Leiognathidae) using non-motorized
boats. There are also no local-owned large fishing vessels in the area.

2.4 Socio - Cultural and Demographic Profile
There are several religious sect in the area but Roman Catholic is the one domineering the
area. Fiesta Celebration every May 15-16 every year and also they observed holy week and
other celebration that Philippines usually celebrate. There are also indigenous people living
in the site area called Mamanwa.
The Barangay was created on May 15, 1954 and the first Cabesa de Barangay/ barangay
captain is Hon. Felix Casano and presently is Hon. Ramir Silvano. The site has become a
Timber License Agreement (TLA) issued by the DENR to a private company.
It was in 1995 that the new Mayor lauched a Program called the Lanuza Sagip Karagatan
Program (Save Lanuza Municipal Waters) as flagship in his term of office. The program
focused on eradicating commercial fishers and other illegal fishers who are using dynamite,
poisonous substances, etc. It was realize due to the less catch of fisherfolks. Thus in
September 1998 with the help of BFAR and VSO volunteer in name of Coleen Hicks assess
our coastal waters for any recommendation of what will be the municipality can help the
community in achieving a higher fish catch of marginal fisherfolks. Also, it was in the Local
Government Code mandated the LGU to preserve, conserve and protect their resources.
Aside from that the RA 8550 mandates also the LGU to set aside 15% of its municipal water
as sanctuary and that’s the time thru the recommendation of those people after
assessment is the establishment of the MPA. Then the Municipal Fisheries and Aquatic
Resources management Council (MFARMC) are the one manage until it was turn over to
PO.
2.5 Economic Profile (Existing Uses)
The economic activities of the people living in the site campaign are focused mainly on
fishing, farming and laborer. Some of them are fulltime & part time fishers. In farming, it
categorized into lowland and upland. In lowland farmers plants crops, rice, corn and other
high value commercial crops that help them augment the needs of the family. The laborers
usually paid more than a Php150.00 as payment of their work in cultivating lands or other
works such as construction.
2.6 Climate Change Vulnerabilities
According to David et.al, there are ten types of climatic conditions happening in the Philippines that is attributed to climate change. Based on the figure, the municipality of Lanuza belongs to Cluster 8, where perennial increase in the sea surface temperature is expected to be experience. Other factors such as increase in precipitation and seas surface heights (SSH) are medium to high (4) also.

With the initial information, there is a need to conduct vulnerability assessment for the coastal barangays of the municipality that has marine protected areas. Results of the VA will determine how much effort should be implemented towards MPA protected in order for it to contribute to the vulnerabilities of the barangay where it straddles. Criterion based on the observed and/or measured threshold levels. Three vulnerability sectors will be assessed – reef ecosystem, fisheries and socio economic. Integrating the three components will give the overall vulnerability of the whole barangay subjected to the assessment.
2.7 The MPA Ordinance
Ordinance No. 9, series 2002 An ordinance establishing and regulating the utilization of the
Lanuza Marine Park & Sanctuary and adopting community - based resource management
as an approached to participatory management. It is the basis for the development and
management of the MPA and in enforcing regulations and prohibitions within the area.
Copy of the Ordinance is attached as Annex __ of this MPA Management Plan.
3.0 The Management Plan
3.1 Vision
By 2017, 11% of coral cover will increase, and fish abundance will increase by 25%. Income
of fisher is sufficient enough to provide for basic needs and can be able to save to provide
good future for children through managing our MPA.

3.2 Goal

mga likas na yaman sa karagaan at maisasakatuparan ang mga bata s na itinalaga par
ditto sa kabutihan ng nakakarami lalung lalo na sa mga mangingisda.

3.3.1 MPA Governance, Management and Administration Program
In improving the Lanuza Marine park & Sanctuary is to strengthen the management and
governance of the three barangays namely: Baranagay Nurcia, Sibahay and Habag. It
will led to cooperation and joint effort to manage the No Take Zone area. Strategies
and facilities are will put in the area to strengthen the management of the three
baramgays. Such as, reporting system using the logbook, creating the monitoring team,
increase the number of enforcers.

3.3.2 Social Marketing Strategies
.
Building on the data and experience of the Pride Program, this section will identify
existing opportunities in their town/city to institutionalize their bright spots of social
marketing. This will ideally be at least three key events (i.e. fiesta, fisher registration,
month of the ocean, etc.) and at least three collateral, wherein the LGU can hone skills
on developing key messages and creatively reinforcing these messages for an identified
audience. Monitoring and evaluation will be a key component. While a KAP survey will
not be required (but highly recommended), pre and post testing of key messages and
collateral design should be implemented even if via simple spot interviews and one-
page surveys. It is important that the LGU get firsthand experience of how target
audience feedback and research can impact effectiveness of their social marketing
campaigns.
The experiences and data gathered during Pride campaign identify existing
opportunities in the municipality of Lanuza in institutionalizing the bright spots of social
marketing. This will help events or activities (i.e. fiesta, adlaw ng mananagat, fisherfolks
month, etc.) and other collaterals, wherein the LGU can cultivate skills to develop
messages and use these messages for an identified audience. Monitoring and
evaluation will be a key component. It is important that the LGU get firsthand
experience of how target audience based on the strategies use to change the
behavior. Essentially the objective of this section is to enable the LGU to regularly
simulate the full process of social marketing from research, planning, implementation,
and evaluation – and not just simply the creative design aspect.

4.0 Monitoring and Evaluation
This section will provide the different monitoring tools adopted during the conduct of the
Campaign. This will adopt the section of the Campaign Learning Report that is divided into
three categories. The section takes you through documenting your lessons learned about
monitoring the impact of your plan. The template covers quantitative social monitoring,
qualitative monitoring and biological monitoring – all the tools you will need to continue to
measure the impact of the theory of change.
All the analysis such as key lesson learned and next steps can be taken from the
critical analysis piece of the prior sections.

3.6.2.3 Monitoring MPA Management Effectiveness
This M and E activity will determine the management effectiveness of the MPA
Management Bodies as described in Section 7 of this MPA Management Plan. In
measuring the management effectiveness, the municipality will be adopting the Marine
Protected Area Management Effectiveness Assessment Tool (MEAT). The tool is attached as
Annex __ of this plan. Concrete adjustments to the activities of the plan will be based on
the annual results of the MEAT. The annual conducted of the MEAT Survey will be facilitated
by an external person to avoid biases on the results. Participants in the assessment are
members of the MPA Management Body (Municipal TWG and the Management
Committees of Lanuza Marine Park and Sanctuary.

6.1 Funding Strategy
Taking the campaign to the next level will take additional funds. It is important to
carefully plan out who might give you additional funding and why they might support
you. This section helps you to begin to think through fundraising issues. This section
adopts the section in the Cohort Learning Report and this will describe the strategies
and activities of the LAP towards attaining financial investments for MPA functionality.
The strategies will look into internal and external sources of funding for the LAPs that
could support activities for MPA operations and in the implementation of this plan. This
section will utilize the inputs during Module 3 under the BR Strategy on Sustainable
Financing Strategies for MPAs – internal (from LAPs and external sources (donors, loans,

The Management Committee plays a very important role in the institutionalization of the
this Management Plan. Aside from treating it as a management guide, the ManCom is
challenged to communicate this plan in order mainstream this to various key planners
which include the local government unit, government line agencies and other civil

The Management Plan of Lanuza Marine Park and Sanctuary is not a separate
document. It is connected to the Coastal Resource Management Plan of Lanuza (due
for adoption) that serves as a mother document in all development and management
direction of the municipality’s coastal and marine resources. Hence, this document must
be adopted through a resolution by the barangay and municipal local government
units for funding purposes. Such plan shall be the basis for the primary stakeholders in
coming up with the annual plan and budget. And since, Lanuza is part of Lanuza Bay,
replication of this plan to other component LGUs with marine protected area is desirable
to share MPA best practices.
8.0 Risk Mitigation
While we all hope for the best, inevitably things don’t go as plan (which is not always bad!).
One way to ensure that the unexpected does not derail your plan, is to anticipate things
that might go wrong. The purpose of this section is to help you prepare for the things that
might go wrong and come up with some ideas on how to solve them. Thinking through the
risk mitigation strategy can also help you refine your primary plan.

AN EXECUTIVE ORDER CREATING THE LANUZA MARINE PARK & SANCTUARY OVERSIGHT COMMITTEE, MANDATING ITS FUNCTIONS, AND FOR OTHER
PURPOSES.
WHEREAS, coastal and fisheries resources contribute significantly to income, employment, livelihood and nutrition to people of this municipality;
WHEREAS, coastal and fisheries resources are in crisis as evidenced by the
declining fish catch, size, and species composition in the municipal waters, which call for solutions to reverse these negative trends;
WHEREAS, the 1991 Local Government Code confers responsibility to local
Government units(LGUs) to develop and implement a multi-sectoral development plan, manage municipal waters and to coordinate development efforts within their territorial jurisdiction;
WHEREAS, under the 1998 Fisheries Code, the municipal governments are
responsible for the management, conservation, protection and utilization of fishery resources within the municipal waters; and

WHEREAS, it is the policy of this municipality to manage the coastal and fishery resources in a manner consistent with the principles of coastal resource management; protect and manage the municipal waters and its coastal and fisheries resources for the enjoyment and benefits of the municipal fishers in perpetuity; enhance people’s participation in the management of the coastal and fishery resources of the municipality.
WHEREAS, Ordinance No. 9 series 2002 declared the establishment of Lanuza
Marine Park & Sanctuary to properly protect and manage the LGU’s marine resources; WHEREAS, the Local Government Unit of Lanuza in partnership with RARE
Incorporated implements a two-year Lanuza Marine Park & Sanctuary Pride Program;
WHEREAS, there is a need to formally organize the Lanuza Marine Park & Sanctuary Oversight Committee to ensure continuous guidance and technical assistance in terms of marine sanctuary governance for the Lanuza Marine Park & Sanctuary Management Committee;
NOW, THEREFORE, I, SALVACION S. AZARCON, Mayor of the Municipality of Lanuza, Surigao del Sur, by virtue of powers vested in me by law, and in accordance therewith, do hereby ordain the following:
Section 1. CREATION.
There is hereby created a Lanuza Marine Park & Sanctuary Technical Working Group to be composed of the following:

22. One Representative of Lanuza Divers Section 2. FUNCTIONS AND RESPONSIBILITIES.
The Lanuza Marine Park & Sanctuary Oversight Committee shall have the following functions and responsibilities:
a. Spearhead the planning, capacity and governance needs of the Lanuza Marine Park & Sanctuary
b. Coordinate with national government agencies, other municipal government offices, non-government organizations, peoples’ organizations and other assisting organizations that seek to promote sustainable management of Coastal and fisheries resources;
c. Be in the frontline of the delivery of basic services, particularly those needed for the survival of the inhabitant during and in the aftermath of man-made and natural disasters and calamities in the coastal areas;
d. Recommend on all other matters related to coastal and fisheries resources to ensure improvement of livelihood and living condition of the coastal populace;
e. Assist to establish the Lanuza Marine Park & Sanctuary Management Committee; f. Assist in the planning, implementation and evaluation of the Pride Program for the
Lanuza Marine Park & Sanctuary; g. Perform such other functions deemed necessary for the development of Lanuza
Marine Park & Sanctuary Section 3. OFFICERS AND TENURE.
During such organizational meeting, the members shall elect from among themselves
the Vice chairperson and the secretary and shall serve such terms of office as they may thereafter agree. The members of the Oversight Committee shall hold an organizational meeting upon proper notice from the chairperson duly noted by the undersigned. Section 4. ROLES OF THE OVERSIGHT COMMITTEE CHAIRPERSON
a. Presides all meetings agreed upon by the committee b. Oversees the entire implementation of the Lanuza Marine Park & Sanctuary Pride
Program c. Provide venues for consensus building among members of the committee. d. Perform such other functions deemed necessary for the development of Lanuza

The Municipal CFRM-OVERSITE COMMITTEE shall meet at least once a QUARTER, or as the need arises, and shall prepare and submit quarterly reports and works plans to the Office of the Mayor. AN EXECUTIVE ORDER CREATING THE LANUZA MPA MANAGEMENT COMMITTEE, MANDATING

WHEREAS, Article II, Section 16 of the 1987 Constitution provides that the State shall
protect and advance the right of the people to a balanced and healthful ecology in
accordance with the rhythm and harmony of nature;
WHEREAS, the Local Government Code of 1991 or Republic Act No. 7160, devolves
the management of the municipal waters and its fisheries and aquatic resources to the
municipal government;
WHEREAS, the Philippine Fisheries Code of 1998 otherwise known as Republic Act
8550, mandates that the municipal government may enact appropriate ordinances which
shall ensure the sustainable development, management and conservation of its territorial
waters including its fisheries and aquatic resources;
WHEREAS, the municipality of Lanuza enacted Municipal Ordinance (MO) No. 09-
2002 establishing the Lanuza Marine Park and adopting community-based resource
management as an approach to its participatory management;

WHEREAS, the Lanuza LGU in partnership with the Barangay Local Governments of
Habag, Sibahay and Nurcia and RARE Incorporated implements a two-year Lanuza Marine
Sanctuary Pride Program;
WHEREAS, effective and sustained governance and enforcement of marine
sanctuaries in Lanuza is an essential component for the successful and meaningful
implementation of the two-year Lanuza Marine Sanctuary Pride Program;
WHEREAS, Executive Order 003 of the LGU, series 2011 provides for the creation of a
Lanuza MPA Oversight Committee (OC) that serves as the policy-making unit of the MPA
management body and outlines its composition and functions;
WHEREAS, Municipal Ordinance No. 9 – 2002 section 4 gives the exclusive jurisdiction
over the marine sanctuary to the Lanuza LGU that can delegate such management
responsibility to a fisher’s association but does not specifically identify the composition and
the functions of the marine sanctuary management body;
WHEREAS, there is still a need to clearly delineate the policy-making and
implementing components of the management body and to encourage the participation
of various sectors in the management of the marine sanctuaries especially the barangay
councils;
NOW THEREFORE, premises considered, and by virtue of the powers vested in me by law,
I, Hon. Salvacion S. Azarcon, Mayor of Lanuza, do hereby order the following:
Section 1. CREATION and COMPOSITION. There is hereby created a Lanuza MPA
Management Committee (MC) that shall serve as the implementing unit of the
management body managing the Lanuza Marine Sanctuary. The MC shall serve as the
implementing unit of the management body, while the OC serves as the policy-making unit.
The management committee shall consist of organizational structures at the municipal and
barangay levels to be composed of the following:
Municipal level:
23. Municipal Agriculturist or his/her representative
24. Municipal Environmental Management Office (MENRO) or representative
25. Municipal Planning and Development Office or representative
26. Representative of the Philippine National Police (PNP)
27. Representative from each of the three barangays
Barangay level (one each for the three [3] barangays, depending on the presence of these
sectors)
1. Barangay captain
2. Members of the Barangay Council
3. People’s Organizations(Fisherfolks Organizations)

4. Chairman and representative of the BFARMC
5. Representative of the Bantay dagats in the area
6. School teachers
7. Purok leaders
8. Representative from a women’s organization in the area
9. Representative of the Youth organization in the area
10. Representative of the religious group in the area
11. Senior citizens
12. Business organization
13. NGOs operating in the area
14. Tribal leaders
15. Any other group that is interested
At the barangay level, only the subcommittees are expected to meet regularly. However,
any member of the MC can request for a meeting of the entire MC provided the person
requesting for such a meeting shall shoulder expenses of the meeting and inform barangay
level chairperson.
At the inter-barangay level (3 barangays), chairpersons of the barangay MC and the
chairpersons of the four (4) subcommittees in each barangay shall meet monthly.
Section 2. FUNCTIONS AND RESPONSIBILITIES. The Lanuza MPA Management Committee
shall enforce the rules and regulations pertaining to the protection, maintenance, and
conservation of the marine sanctuaries in the municipality and supervise day-to-day
operations with the following specific functions and responsibilities;
Municipal level MC:
a) Prepare and implement the Lanuza MPA Annual Investment Plan and Budget
based on the long-term Management Plan prepared by the Lanuza MPA OC;
b) Propose and recommend policy initiatives to the Barangay, Municipal Legislative
Councils and the Lanuza MPA OC;
c) Supervise the conduct of regular patrolling and guarding of the MPA done by
barangay and municipal enforcement teams;
d) Supervise the conduct of regular biophysical and socio-economic surveys;
e) Conduct orientation and training workshops on MPA-related activities;
f) Supervise the conduct of Information, Education and Communication
Campaign;
g) Prepare proposals for submission to the Lanuza MPA OC for their resource
generation activities;
h) Prepare activity and financial reports to be submitted to the Lanuza MPA OC;
i) Coordinate with the Barangay level Management Committees;
j) Perform such functions as deemed necessary
Barangay level MCs
1. Conduct regular patrolling in the marine sanctuaries
2. Encourage barangay governments to incorporate MPA management related
activities in the barangay annual investment plan
3. Conduct regular biophysical and socio-economic monitoring with assistance from
Lanuza MPA OC

4. Conduct IEC-related activities
5. Collect user fees in accordance with the relevant municipal ordinances and remit to
the MLGU their share of the collected fees
6. Implement environmental-friendly livelihood activities supportive of MPA
management with assistance from MLGU and national agencies
7. Maintain the patrol boat, billboards, buoys and guardhouse
8. Coordinate with the municipal level MC
Section 3. OFFICERS AND TERMS OF OFFICE. The Lanuza MPA MC shall be led by the
Municipal Agriculture Office. The Municipal Agriculture Office shall serve as the secretariat
of the MC. The MC at the barangay level shall elect from among themselves a chairperson.
The MC members shall sign up for membership in the four (4) subcommittess. The
subcommittees of the MC at the barangay level shall also elect from among themselves a
chairperson. The term of office of the barangay level MC chairpersons and subcommittee
chairpersons shall be one year.
Section 4. REPLACEMENT OF OFFICERS. MC Officers at both the municipal and
community level may be replaced by the Local Chief Executive with reasonable cause and
upon recommendation of the OC. The chairperson of the MC at the barangay level can
only replace a non-performing MC officer upon approval of the mayor.
Section 5. MEETINGS. The Lanuza MPA Management Committee at both the municipal
and barangay levels shall meet regularly at least once a month. The MC members shall
hold a regular meeting upon proper notice from the chairperson.
Section 5. MPA MANAGEMENT SUBCOMMITTEES. As secretariat for the MC, the Municipal
Agriculture Office shall coordinate the activities of the subcommittees at the barangay
level. The MC at the baragay level shall consist of the following subcommittees: 1]
Enforcement and Maintenance, 2] Education, 3] Resource Monitoring and Evaluation, 4]
Fund Sourcing and Livelihood. The subcommittees at the barangay levels shall perform the
following functions:
Enforcement and Maintenance
Regular guarding and patrolling within the marine sanctuary
Maintain a logbook system for the enforcement activities in the MPA
Apprehension of violators of the marine sanctuary ordinance
Ensure that bantay dagats are properly trained and deputized
Repair and replace dilapidated/destroyed buoy/markers, patrol boats, and other
infrastructure related to the MPA
Act as witness during court litigation
Resource Monitoring and Evaluation:
Conduct regular monitoring of the biophysical status of the marine sanctuary,
Conduct regular monitoring of the socio-economic status of the fishers in the area
Retrieve waste and other non-biodegradable materials at the bottom of the marine
sanctuary that are detrimental to the growth of corals,
Education

Conduct regular information dissemination within their respective barangays
regarding the MPA,
Disseminate information on the different activities that are allowed and prohibited in
the marine sanctuary
Keep records such as management plans, financial reports, enforcement logbooks,
minutes of meetings, ordinances, resolutions, pictures, videos, etc.
Fund Sourcing and Livelihood
Recommend project ideas and prepare project proposals for the financial
sustainability of the management of the MPA
Oversee the expenditure related to MPA management based on the MPA
management plan and budget
Track all revenues generated by the MPA and make a report on its application
Supervise the collection of user fees
Oversee the implementation of livelihood activities in the area
Monitor and report the progress of all livelihood projects in the area.
Section 7. SOURCES OF FUNDS AND ACCOUNTING SYSTEM. The Municipal and Barangay
Governments shall allocate annually funds to implement the Lanuza Marine Sanctuary
Management Plan and other necessary activities of the Management Committee. The
application of funds shall follow the regular government accounting procedures. The
expenses incurred in the conduct of monthly meetings at the barangay level shall be
shouldered primarily by the barangay government and supported by the municipal
government.
Section 8. OBLIGATION OF THE BARANGAY COUNCILS. The barangay governments in
Lanuza where there are marine sanctuaries are obliged to allocate funding for the
management of the MPA and to support its management.
Section 9. This Executive Order shall take effect immediately upon signing hereof.”

A SPECIAL ORDER AUTHORIZING THE MEMBERS OF THE NURSIHA (NURCIA, SIBAHAY AND
HABAG) ENFORCEMENT TEAM TO IMPLEMENT POLICIES AND REGULATIONS GOVERNING THE
MANAGEMENT OF LANUZA MARINE PARK AND SANCTUARY AS PROVIDED BY MUNICIPAL
ORDINANCE NO. 09, SERIES 2002 AND TO TAKE PART IN THE ENFORCEMENT OF ORDINANCE
AND NATIONAL LAWS GOVERNING THE SUSTAINABLE USE OF THE MUNICIPAL WATERS OF
LANUZA, SURIGAO DEL SUR.
Section 1. Statement of Purpose. Recognizing that coastal resource management
is a basic service of the Local Government Unit of Lanuza as provided by the Philippine
Constitution, the Local Government Code of 1991 (RA 7160), the Philippine Fisheries Code of
`1998 (RA 8550) and other existing related Administrative and Executive Orders, it is
imperative to create a team to lead the enforcement of existing rules and regulations
within the municipal waters, marine protected areas and other regulated areas of the
municipalities. In as much as the LGU is willing to invest in supporting men in uniform in
implementing coastal laws and ordinances, it is a given fact and recognized nationally that
participation of local or community – based enforcers will promote higher compliance and
sense of ownership towards the natural resources. Because of the aforementioned
premises, the Local Government of Lanuza initiated the creation of the NURSIHA
Enforcement team, composed of volunteer enforcers from the Barangays of Nurcia,
Sibahay and Habag to assist the LGU in the enforcement of rules and regulations governing
the management of Lanuza Marine Park and Sanctuary. Hence, this Special Order is issued
to:
1. Authorized the members of the NURSIHA Enforcement Team to implement the
rules and regulations governing the Lanuza Marine Park and Sanctuary based on
Ordinance No. 9, Series of 2002
2. Recognize the members of the NURSIHA Enforcement Team as an LGU ally in the
implementation of Lanuza Pride Campaign Program initiated in partnership with
Rare, and beyond the Pride Campaign Implementation
3. Recognize the members of the Enforcement Team to oversee any illegal activities
within the municipal waters of Lanuza and report the same to the Municipal
Coastal Law Enforcement Team or the Municipal Police Station.
Section 2. Members of the NURSIHA Enforcement Team. This Special Order is issued

Section 3. Roles and Responsibilities of the NURSIHA Enforcement Team. In
accordance with Section 2 of this Special Order, the NURSIHA Enforcement Team will carry
out the following functions:
1. Enforce all rules, regulations and policies governing the management and
development of the Lanuza Marine Park and Sanctuary as provided by Municipal
Ordinance No. 9, Series of 2002;
2. Assist the implementation of Lanuza Pride Campaign Program initiated in
collaboration with Rare through regular coordination with the Municipal
Agriculture Office (MAO) of Lanuza;
3. Assist in the enforcement and monitoring , control and surveillance activities
within the Municipal Waters of Lanuza;
4. Maintain Coastal Law Enforcement equipments and assets assigned and or
procured by the LGU to effect law enforcement in the Lanuza Marine Park and
Sanctuary and its Municipal Waters;
5. Provide reports and documentations of the enforcement activities of the LMPS
and the whole municipal waters of ;
6. Perform other functions as authorized and or directed by the undersigned.

Section 4. Effectivity. Pending to the issuance of Deputy Fish Warden ID and Badge
from the DA- Bureau of Fisheries and Aquatic Resources Regional Office 13, this Special
Order shall take effect on the date provided below in order for the members of NURSIHA
Enforcement Team to carry out their functions as guards and watchers of the Lanuza
Marine Park and Sanctuary and adjacent municipal waters within Lanuza, Surigao del Sur.
