    ADMINISTRATIVE REPORT - Chief SzymanskiChief Szymanski expressed her appreciation to Commissioner Sims for providing the location for thismonth's Board meeting. She presented Commissioner Carnegie with a certificate of appreciation fromthe Department. (He was unable to attend the award ceremony.)She provided an update on Detention Officer Tim Sample's passing including funeral and visitationspecifics. The sheriffs department and the East Lansing Police Department will assist in operating ourdetention facilities during the funeral so that all LPD detention officers may attend. As an accommodationto the Saturday funeral, the basketball game versus the Fire Department will be played on Thursday,June 24. The Touch-a-Truck event scheduled for Saturday will be held as planned.

    The Chief announced a retirement party to be held at the Radisson for six of LPD's employees retiringthis month. Members of the Board were aware of a few other retirement parties and that information wasshared wi th those present.Chief Szymanski noted the consolidation discussion held at City Council's Public Safety Committee. Sheexpressed her appreciation to members of the Board who attended and gave support. She thought itwent well. Commissioner Farhat said that the Chief did a great job at answering questions during thesession.In answer to a request from the Board, Chief Szymanski discussed the City of Lansing situation in dealingwith Michigan's legalization of medical marijuana. She noted that the law is "challenging for lawenforcement" to enforce. It is very ambiguous. The Chief is working with code compliance officers as potis increasingly being consumed in red-tagged and foreclosed homes. Other chiefs of police are alsoconfronting the problem. Some are trying to adjust zoning ordinances to accommodate problems andsome are considering asking the legislature for additional legislation that would clarify the present statute.Board members commented on the issue being addressed by City Council's Public Safety Committeean d the "carava n" coming to town this weekend.

    HUMAN R ELATIONS AND COMM UNITY SERVICES LIAISONDr. Joan Jackson Johnson announced a mobile food pantry event to be held on Saturday at the LettsCommunity Center. She noted that requests for assistance are still on the rise and she is hopeful that herDepartment will succeed in helping people to stay in their homes. She also announced that the first fourhomes in the on e church / one fa mi ly in i t ia t ive are expected to soon be occupied.

    COMMISSIONER COMMENTSCommissioner Farhat - reported on a meeting regarding surveillance cameras. A decision was made tomove one camera. She expressed her appreciation to Chief Szymanski for attending a recent meeting ofNeighborhood Watch coordinators. The City of Lansing is now up to 200 Neighborhood Watch units.She reminded everyon e that Na t ional Night Out wi l l be held on August 10 this yea r.Commissioner Sims - expressed her appreciation to the Chief and her office for providing information ona timely basis. She is particularly pleased with the information sharing and "good news" which oftenrecognizes officers doing exemplary work. She also reported on her attendance at a community meetingcentered on honoring Cesar Chavez by naming a Lansing street after him. There are many differentcultures in Lansing deserving of recognition. She announced that .Diversity Day will be celebrated thisyear over Labor Day weekend. She also noted that the Radisson is donating used furniture in a "give-aw ay " which wil l cont inue this week a nd occur ag ain n ext month.Commissioner Noordhoek - commended the Chief on her presence at the Public Safety forum andcommended her for the "good news" reports. He asked to whom the a-mails went and Chief Szymanskil isted those on th e l ist of recipients.Commissioner Kowalk-Thompson - requested that those present keep the family of Tim Sample in theirthoughts a nd prayers .Commissioner Carnegie - echoed the sentiments of Commissioner Kowalk-Thompson and noted his visitto the detention facility where he offered his thoughts and led many in prayer. He felt that the session"helped us al l ."Commissioner Renfrew - echoed the sentiments on Detention Officer Tim Sample.     RESOLVED BY THE C ITY COUNCIL OF THE CITY OF LANSING

    W HEREA S, many cities that impose an income tax currently provide a check-offbox on their incom e tax return foiins, allowing taxpa yers to designate their refunds oradditional paym ents to the C ity for certain purposes; andWHEREAS, the City expends funds on processing and mailing many income taxrefunds of negligible value; andW HEREA S, the City Treasurer has determined that it is feasible to provide acheck-off box on the C ity's income tax return forms; andWHEREA S, the City Income Tax A ct, being M CL 1 41.501 et seq and Public Act284 o f 1964 , and the Uniform C ity Incom e Tax Ordinance, adopted by the City inCha pter 882 of the Lansing C odified Ordinances, allows the C ity Treasurer to establishrules and regulations relating to the administration and enforcem ent of the Income TaxOrdinance with the app roval of C ity Council and after publishing such rules in theofficial newspaper of the City;NOW , THEREFORE, BE IT RESOLVED , that the Ci ty Treasurer may provide acheck-off box on the C ity's income tax return form s, allowing taxpayers to designate all

This provision hasproved to be valuable to those cities by allowing for the receipt of additional revenuewhile reducing the cost of issuing refunds.W e are proposing that the City of Lansing offer the option of a voluntary check-off fortaxpayers entitled to a refund of their local incom e tax. Our tax system is designed toaccom m odate a check-off, but is limited to four choices. Thus, we are recom mending thattaxpayers hav e the option of designating refunds or additional paym ents to the following:

    Supporting the HOPE Scho larship Fund Supporting the annual Silver Bells Celebration Assisting the hom eless Increasing police overtime fo r problem so lvingW hile it is difficult to project the amount of funds w hich ma y be received from this, thecost of offering it is minimal.
