LFG CONSTRUCTION COSTS AND TIME

Costs increased from CEC’s 5/8/19 Stage 1 estimates due to the following:1. Following the River Birch LFG assessment in June/July 2019,

more infrastructure was determined to be unusable and in need of replacement in PH IVA.

2. More pumps, spare parts, and spare pipe was included in the revised Stage 1 project – existing site does not have sufficient spare parts to make repairs

3. Increased health and safety costs to cover potential hydrogen sulfide gas concerns in PH IVA

4. Increased contingency budget

Time was increased to allow for the increased scope and 90-day start-up periods following the end of construction. Goal is to expedite construction and start-up

LFG CONSTRUCTION MANAGEMENT

• The Stage 1 LFG Construction will be managed by River Birch, LLC and their construction contractor Tricon with Construction Quality Assurance (CQA) and Owner’s Management provided by CEC and Parish personnel.

• Project will be paid on a unit-cost billing structure in which contractor is paid per unit installed (i.e., vertical foot of gas well drilled, wellhead installed, pipe foot installed, etc.)

• CEC/Parish will be reviewing the installed quantities and comparing these figures with the construction invoices and using surveying information to provide confirmation.

• Goal is to complete within the approved budget (or below) –acknowledging that there are unknown factors that may increase costs and many areas that can be improved – primary reason for the Contingency Budget built into the Project

LFG CONSTRUCTION ODOR REDUCTION TECHNIQUES

These techniques are considered Best Management Practices (BMPs) for LFG construction odor reduction:1. Maximize the operation of the existing LFG collection system –

the existing system will stay in operation during construction and will not be decommissioned until the new system is started

2. Install new/temporary LFG collection devices to aid in LFG recovery during construction (i.e., 8 horizontal gas collectors)

3. Limit exposed waste and pathways for LFG-odors to escape during construction (i.e., trenches, holes)

4. Cover all open holes and trenches overnight and when not undergoing active construction with tarps, plywood, and/or soil

5. Use a vacuum box to help lower LFG-odors during gas well drilling

6. Maintain use of existing odor neutralizing mist system in PH IVA and PH IIIB

FUTURE PROJECTS

▪ Install new down well pumps and upgraded wellheads on target wells while Stage 1 project is on-goingo Maximize liquids removal and gas recovery

▪ Work (at some level) needs to be performed on PH I, PH II, and PH IIIA – CEC’s original recommendations were noted in Stages 2, 3, and 4 – Plan is to review these in early 2020o These areas have lower gas generation and recovery than PH IVA/PH

IIIB, but have significant needs with infrastructure, dewatering capacity, and meeting regulatory compliance

o Stages 2, 3, and 4 targeted highest yield areas of each phase ~60%▪ Develop LFG Master Plan and long-term LFG budgeting▪ Develop Solid Waste Master Plan▪ Upgrade the landfill liquids handling system and treatment options
