LOCATIONThe Land to the South of Eastbury Avenue is situated in Northwood, part of the Three Rivers District Council.

The immediate area is predominantly residential, with local accommodation comprising a mixture of purpose built apartment blocks, large converted houses and smaller detached dwellings.

A range of local amenities can be found in Northwood town centre, approximately 1.3 km (0.8 miles) to the southwest. Northwood provides a wide range of shops including Waitrose, Boots, Costa Coffee and Baskin Robbins. There are also a number of restaurants serving multi-cultural cuisine and several coffee/snack bars.

Sports and fitness enthusiasts are well catered for with clubs for golf, tennis, football, cricket and extensive facilities within the Virgin Active Sports and Social Club. Schooling in the area is excellent with a choice of state and private schools including: St Helen’s and Northwood College for girls, St Martin’s, St John’s and Merchant Taylors’ for boys.

Northwood station provides direct London Underground services into Central London (Metropolitan line) with services to Baker Street taking approximately 32 minutes (source: TFL). The area is also well served by local bus routes.

Watford (6.2 km / 3.9 miles) and Harrow (7.4 km / 4.6 miles) are all accessible by road and provide an additional retail and leisure offering. The M25 (Junctions 17 and 18) and A40/M40 (Hillingdon Junction) are all within 9.7 km (6.0 miles) of the site and provide access to the national road network as well as Heathrow, Gatwick, Luton and Stansted airports.

DESCRIPTIONThe site is broadly rectangular in shape and extends to 1.39 hectares (3.43 acres).

The site was formerly a residential care home for the blind and partially sighted, known as Pocklington House, which closed in 2012 and has subsequently been demolished. The site has an approximate frontage to Eastbury Avenue of 218 m (715 ft) and an approximate return frontage to Watford Road of 109 m (358 ft). The western portion of the site is broadly cleared with trees and shrubs marking the site boundaries, whereas the eastern portion of the site is characterised by a relatively dense coverage of trees and shrubs.

Generally, there is a fall across the site from east to west.

PLANNINGThe site falls within the jurisdiction of the Three Rivers District Council. It is not located in a conservation area and there are no listed structures on site.

A number of the trees on the site are subject to Tree Preservation Orders.

On 17th March 2017, Three Rivers District Council granted planning permission (ref: 16/2741/FUL) for:

Redevelopment of the site to provide 40 residential dwellings in three apartment blocks, with Block 1 and Block 2 extending to four storeys in height, and Block 3 extending to three storeys in height with associated underground car parking, private and communal amenity space, refuse and cycle storage. Creation of second access off Eastbury Avenue.

S106The s106 Agreement was subsequently modified (ref: 18/2180/FUL, dated 14th February 2019) to extend the viability review period to 48 months. Under the provisions of the revised s106, if the development has not substantially commenced (meaning the completion of construction of the development up to and including first floor slab level of Block 1 and Block 2) by 23rd March 2021, the developer would be required to submit a further viability appraisal to the Council. Any subsequent affordable housing contribution would be subject to an index linked cap of £1,995,000.

CILThe development will be subject to The Three Rivers District Council CIL rate of £180 per sq m for residential uses. These rates will be subject to indexation as per the CIL legislation.

TITLE & TENUREThe site is held freehold and will be sold with vacant possession. The site is subject to a recent Lands Tribunal ruling that varied restrictive covenants listed on the title that might otherwise have prevented development.

THE PROPOSED DEVELOPMENTThe consented scheme comprises three blocks of up to 4 storeys in height. Block 1 comprises 13 units over ground to third floor, Block 2 comprises 14 units over ground to third floor and Block 3 comprises 12 units over ground to second floor. A shared basement car park extends under all three blocks with provision for storage, cycle storage and parking for 71 cars.
