1. INTRODUCTION

DAI was awarded the four-year, $22.6 million Khyber Pakhtunkhwa Governance Project on

March 2, 2015 as a quick and responsive mechanism for supporting transitional activities that

reinforce stability, counter extremism, promote democratic advances, strengthen the ability of the

provincial government to be responsive to citizen needs, and create opportunities for gender

equality and women’s empowerment. KPG goal is to increase stability in focus areas of the

province with the purpose to increase resilience among targeted communities vulnerable to

violent extremism. This will be achieved through improving service delivery by public

institutions and strengthening transparency and accountability of public service providers.

KPG activities are closely aligned to the KP Government’s Integrated Development Strategy

(IDS) that integrates government priorities under one framework, and provides a roadmap for

achievements of targets agreed to in the Strategic Development Partnership Framework (SDPF).

Working with the government, KPG will focus on supporting the achievements of relevant

priority objectives.

DAI will deliver KPG results by developing complementary packages of assistance that reinforce

both the supply and demand side of governance, through four main instruments:

1. Grants Under Contract (GUC): The KPG grants program will consist of in-kind grants to

procure goods and services to promote the work of targeted government offices, and

simplified cash and fixed obligation grants to the civil society and private sector

organizations.

2. Programmatic Short-Term Technical Assistance (STTA): Most programmatic short term

technical assistance will be built into grants, however, as activity packages are developed,

our program development team will identify select opportunities for local and international

STTA to provide targeted assistance and/or capacity-building advice and expertise to the

GoKP or civil society counterparts.

3. Direct Distribution of Goods and Services (DDGS): Although DDGS will be limited under

KPG, the project team will utilize this mechanism for direct procurement and/or activity

implementation when a suitable grantee cannot be identified. This could include direct

procurement to respond quickly to an emergency or to procure the services of a firm to

conduct perception surveys on behalf of the KPG program.

4. Training: As needed, DAI will provide training to further program objectives, where

applicable and appropriate. All training activities will be approved by the Contract Officer

Representative (COR) and will be viewed as directly furthering program objectives. This will

however not include training that DAI may require for its own operational or administrative

purposes.

2.2 PROGRESS AGAINST INDICATORS

1.1 NUMBER OF LAWS OR AMENDMENTS PROMOTING

DECENTRALIZATION STRENGTHENED

No progress during the month.

1.2 A NUMBER OF PROCESSES IMPROVED (POLICIES, SYSTEMS)

1. Good Governance through Gender Mainstreaming (G-Pes-011): A Fixed Amount Award

of $ 119,117 was provided to Pak Women, a local NGO, to strengthen the Khyber

Pakhtunkhwa Women Parliamentary Caucus and the Provincial Commission on the Status of

Women. By strengthening the Provincial Commission it will be able to play a more strategic

role for gender mainstreaming in the province, a key factor in improving governance in the

province. KPG’s interventions in strengthening the Commission includes improving the of

rules of business and policies, research/awareness on pro-women legislation and establishing

a sustainable response mechanism to women issues and cases through a helpline.

• During the month, ZAMA AWAZ Helpline received 20 calls on different issues that

women are facing in KP. An awareness campaign via SMS regarding helpline ZAMA

AWAZ was also completed during October. Due to the awareness campaign, 16 new

cases i.e. including the issues faced by women on inheritance, legal aid requirements and

harassment etc. were registered

• Coordination committee meeting was held on October 27, 2017. Members from WPC,

PCSW, Pak Women and helpline staff participated in the meeting.

2. Provision of Public Services through Public Private Partnership (G-Pes-027): An In-kind

grant of $ 59,820 was provided to the Peshawar City District Government (PCDG) to help

conduct a survey of free land and lots owned by the City Government and propose potential

use and development through a public private partnership model most suited for that

particular facility. By developing various sites as public facilities through public private

partnership under this intervention, it is envisaged that the City Government will be able to

provide better public facilities to its citizens.

• During the month, a meeting of STTAs, Urban Town Planner and Expert on Public

Private Partnership was held with Peshawar City District Government on the design of

parks. It was agreed in the meeting that PCDG will provide some more venues for design

of parks to STTAs so that a comprehensive design package can be submitted to the

Management of PCDG.

3. Strengthening Excise Taxation & Narcotics Department Government of Khyber

Pakhtunkhwa (G-Pes-009): An In-Kind grant of worth $ 273,531 was awarded to the

Department of Excise and Taxation. Under this intervention, KPG is strengthening the

Department in broadening its tax payers base. With an enhanced tax payers base, KPG is

supporting the KP Government as well as the Department increasing its revenue collection

and effective management of its human resource.

• The grant was completed during this period and the team is preparing the formal

disposition of the IT equipment and office furniture.

4. Strengthening Water and Sanitation Company Kohat (G-Pes-030): Under this grant of $

162,590, Water and Sanitation Company Kohat will receive much needed office equipment

to improve their service delivery. Through this intervention, KPG will build the capacity of

WSSC-Kohat to deliver sustainable water supply, sanitation and hygiene services.

• During the reporting period, office furniture and equipment was delivered to WSSC

Kohat. IT server and equipment, software license were also procured and handed over to

WSSC Kohat.

• Disposition letter, inventory, branding and marking will be carried out during the month

of November 2017.

5. Strengthening Right to Services Commission KP (G-Pes-032): An In-Kind grant of

$24,867 was awarded to the Right to Services Commission (RTS) for the improvement of its

overall operational efficiency and monitoring of service delivery by public sector institutions.

During the month of October 2017:

• Dedicated hosting Services from VI.NET for one year was successfully procured. A new

domain name was finalized by RTSC: www.kprts.gov.pk.

• Authorization Letter was received from RTSC for domain registration on 17-October-

2017

• Authorization documents were submitted to PKNIC for activation of procured domain.

6. Strengthening Water and Sanitation Services Peshawar (G-Pes-033): WSSP Peshawar has

been given an In-Kind grant worth $ 49,808 for enhancement of its operational efficiency,

staff capacity and improved interaction with beneficiaries. This will result in improving the

service delivery mechanisms of WSSP and resulting satisfaction of its clients i.e. the citizens

of Peshawar. In addition, with improved service delivery citizen will pay taxes on time which

will result in enhanced revenue collection.

• KPG held a meeting to discuss feedback on project deliverables so that they can be

improved as needed moving forward.

In addition to the above grants, KPG is providing Short Term Technical Assistance (STTA) to

the following departments for improving their internal policies, systems and efficiency:

1. Planning and Development Department: The provincial government has identified seven

mega projects that will be implemented under the Pak China Economic Corridor. In order to

assess their strategic and economic viability and impact, develop various implementation

mechanisms, ensure timely and effective completion, and develop ancillary infrastructure and

services to significantly benefit from these projects, the Planning and Development

Department has requested KPG for short term technical assistance in six areas i.e. economic

analysis, infrastructure planning, investment and trade, public private partnership, regulatory

regime, and research and documentation. Through provision of the STTAs to Planning and

Development Department, KPG will enhance the capacity of Department in preparing the

provincial government for challenges that lie ahead as these mega projects are implemented

across the province under Pak China Economic Corridor.

• Of the two STTAs already mobilized, Afzal Khan (Research Associate) completed his

tenure. He supported the department in documentation, during the period he drafted

letters for Chief Foreign aid addressing different departments, collected data for

investment guide in hydro power, hydro carbon, Mines, minerals, metal, tourism,

industries and agriculture and participated in three coordination meetings.

2. Khyber Pakhtunkhwa Revenue Authority: With the transfer of powers to collect sales tax on

services for the provinces, the KP provincial government established an independent body by

the name of Khyber Pakhtunkhwa Revenue Authority (KPRA). However no major efforts

were made to fully organize and operationalize it with the result that it remained more or less

a dormant entity with very nominal collection of sales tax. This resulted in Province being

dependent upon Federal transfers with a very low level of Own Source Revenue collection.

Recently, with the change in top management in KPRA, the Authority has embarked upon

comprehensive reforms and restructuring program to enhance its internal capacity with

respect to tax policy, strategy and implementation. With these reforms, the Authority will be

able to significantly improve its operational efficiency, broaden the tax net and contribute

substantially to the provincial revenues. To help implement these reforms and restructuring

as well as to enhance the revenue collection capacity of the province, the Authority has

requested KPG to provide technical assistance in six areas i.e. Institutional development, Tax

policy, Rules of business for better operational efficiency, Information technology, Human

resource and Financial management including budgeting, accounting and internal controls.

▪ During the month of October, STTAs continued supporting KPRA in different fields.

Jamil Shah (IT Specialist) developed content for the KPRA’s new website. He also

worked on monitoring and controlling database development, KPRA monitoring and

control coding and unit testing.

▪ Four STTAs provided by KPG will continue their support during the month of November

2017 as well,

3. Provincial Housing Authority: The rural to urban migration coupled with influx of refugees

and internally displaced people has resulted in unplanned settlements around Peshawar and

other major cities of the province. This has resulted in significant pressure on the already

meager resources and civic amenities of these cities. Although many private housing

schemes have emerged in the past, these often cater to the middle and upper middle class.

The Provincial Housing Authority has embarked upon a plan to provide low cost housing to

lower strata of the society in urban areas. The plan includes availability of housing units at

affordable cost and soft term financing through banks. In order to support the Authority in

implementation of its plan in supporting the lower segments of society, KPG is providing

STTAs in framing Public Private Partnership models, developing tripartite agreements and

developing a web portal.

• During the month, STTA Muhammad Zahid submitted the Specification Requirement

Specification (SRS) documentation for PHA web portal. In addition, STTA working on

Tripartite agreement Moeed Ali submitted the draft MoU as the first document before the

Agreement. Moeed Ali is currently working on the tripartite agreement.

4. Social Welfare, Special Education and Women Empowerment Department: The current

system of Zakat distribution is based on manual records that are maintained in district and

provincial offices of Social Welfare Department. With a growing population of Zakat

recipients, the manual records are sometimes not maintained properly and are subject to

manipulation and abuse. Zakat funds are an important source of support for poor segments of

the society in the province. In order to ensure greater transparency in distribution and

recording of funds collected by the Department, KPG is providing support in automation of

the Zakat distribution and management system. A similar system Zakat Management

Information System (ZMIS) was established in the FATA Secretariat by another USAID

funded project called FATA Institutional Strengthening Project (FISP). Department reviewed

the software and found it appropriate for adoption by KP province. KPG through provision of

an STTA is providing support in customizing the FATA Secretariat's ZMIS for the

Department. In addition, KPG through STTA will be providing further support in managing

the database of existing recipients, hardware at the Department and training of departmental

staff and District Zakat Committees' members.

• During the reporting period, STTA Aftab Alam has completed the system development

and developed the user manual for system operations.

1.2 B NUMBER OF PEOPLE TRAINED ON NEW SYSTEMS AND PROCEDURES

1.3 NUMBER OF FACILITIES RENOVATED/CONSTRUCTED WITH USG

ASSISTANCE THAT SUPPORT THE PROVISION OF ESSENTIAL SERVICES

• Development of Tanda Dam as Picnic and Recreation Site (G-Pes-028): An In-Kind

grant of $36,294 was awarded to Kohat District Administration for the development of

Tanda Dam as a picnic and recreation spot. The main objective of the grant is provision

of picnic, recreation and sport facilities to the citizens of Kohat city and the surroundings

areas. The intervention will contribute towards overall peace and stability in the area and

will further improve the public perception about government and governance in the

district.

In the month of October, layout was finalized and a detailed Bill of Quantities (BoQs) for

the development of an area around the dam were completed. These will be shared with

Kohat district administration for effective coordination since there are different

stakeholders such as local politicians who want to contribute in a coordinated manner

through their development funds as well as district administration as well. In addition,

Environmental assessment has also been submitted and KPG is reviewing the report.

1.4 B NUMBER OF ELECTED REPRESENTATIVES RECEIVING TRAINING WITH

USG ASSISTANCE

1. Training of District Nazims of Khyber Pakhtunkhwa on Strategic Planning (G-pes-036):

An In-Kind grant of $24,873 was given to Local Government Elections and Rural

Development Department for training of district Nazims (mayors) of KP. The activity aimed

to build the capacity of district Nazims in KP to carry out strategic planning for their districts

so that they can later implement those plans. The focus of strategic planning was on internal

resource mobilization and public private partnerships.

• From October 3-5, 2017, a three day training took place at Serena Hotel, Islamabad for

District Nazims of Khyber Pakhtunkhwa. 16 district Nazims participated in the training

which focused on strategic planning.

• The Final report by the trainer has also been shared with KPG. The training included

various topics i.e. District Government Strategic planning, formulating the mission

statement, values, goals, district plans and budget. Topics on how to operationalize these

plans and carry out their monitoring and evaluation. An introduction was also provided to

strategy map for district government, balance scorecards for district nazims (mayors) and

info graphics for district government. The post training evaluation concluded that the

learning graph of participants raised from 20 to 80%.

2. Training of Local Government Representatives in Bannu District (G-Pes-023): A Fixed

Amount Award of $ 132,685 was awarded to a local NGO, Center for Governance and

Public Accountability. The intervention focuses on building the capacity of elected

representatives on KP Local Government Act 2013, including Rules of Business, Planning

and Budgeting Guidelines for district Bannu.

• During October 2017, from 2nd to 4th, 9th to 11th, 16th to 18th, 19th to 21st, 23rd to 25th, five

rounds of trainings were completed and 362 (315 male & 47 females) Village and

Neighborhood Council members were trained on Local Government Act 2013 at Bagh-e-

Sukoon Bannu.

2.1 A NUMBER OF CSO RECEIVING USG ASSISTANCE ENGAGED IN

ADVOCACY INTERVENTIONS

1. Bridging Gap between Citizens and State (G-Pes-008): A Simplified grant of $ 97,657 was

provided to a local NGO Khwendo Kor (KK), to strengthen the capacity of citizens in

Peshawar District through engagement with the local government in identifying issues, needs

and priorities and helping in better planning and resource allocation. Under the grant, citizen

groups and steering committees are established at the neighborhood, town and district levels

which engage with the respective local government tier to discuss local issues and explore

mutual options for their solution. Following activities took place during the month of October

2017.

• On October 5, 2017, the 9th Social Audit was held at Basic Health Unit Chamkani. 15

ECG members (6 male and 9 females) participated in the activity. Total participation was

23 which included 5 KK team members, one BHU focal person, KPG staff and MSI

monitor.

• On October 11, 2017, an exposure visit to the Labor department was organized for ECG

members. 15 ECG members (7 females and 8 males) and five government officials

participated in the activity. The participants were oriented on the background, Laws,

Legislation on labor rights.

• On October 17, 2017, the 8th cultural event was held at Lok Virsa Islamabad. 14 ECG

members (13 females and one male) participated in the activity. Through this event, KK

provided an opportunity to the ECG members to explore the depth of Pakistani heritage.

2. Transforming Inclusive Local Government (G-Pes-012): KPG provided a Fixed Amount

Award of $ 85,945 to a local NGO called Integrated Regional Support Program (IRSP). The

grant has been provided to facilitate key stakeholders in Swabi District for playing a

proactive role in the planning and implementation of the district Swabi’s Annual

Development Program (ADP)/District’s Development Budget. The intervention is aimed at

creating an inclusive and accountable process for drafting the District Development Budget.

In addition, it will provide an opportunity to the citizens to monitor developmental projects

and the amount spent on this project in an effective and efficient way.

• During October, meetings with Tehsil Municipal Administration staff were

held to get their feedback on the research study. The findings of research

studies were discussed and agreed by the District Government. Some of the

major outcomes were:

1) Mobility cost i.e. budget for motor bikes for Tehsil Chota Lahore (one of

the four tehsils of District Swabi) was included in the Annual Development

Plan.

2) It was decided that in order to eliminate duplication of district and tehsil

level development schemes, Geographic Positioning System (GPS) will be

used.

3) Strict action will be taken to regulate the role and conduct regular meetings

of Tehsil Development Committees and finally

4) Sectoral allocations will be carried out in true spirit which did not exist in

the past.

Draft final report will be submitted by early November 2017.

3. Facilitation of Families Headed by Women to Obtain National Identity Cards (G-Pes-029):

KPG awarded a Fixed Amount Award of $ 20,672 to a local NGO called Center for

Excellence and Rural Development. The NGO is working in District Swabi to facilitate

women headed households in obtaining Computerized National Identity Cards (CNIC) and

support National Database and Registration Authority (NADRA) in accessing the most

vulnerable population.

• During the reporting month, 13 awareness sessions were delivered to 138 pre-

identified female participants on the importance of CNIC across Swabi from October

2-9, 2017.

• Five Mobile Registration Vans (MRVs) were arranged from October 9-17, 2017 in

tehsils Razzar and Topi of district Swabi in which 219 women were

facilitated/registered with NADRA to receive National Identity Cards.

4. Citizens State Engagement through Theatre and Radio (G-Pes-020): A Fixed Amount

Award of $ 22,347 was provided to a local NGO called Human Empowerment and Liberty

Program to engage citizens and state actors of Peshawar City District Government (PCDG).

The engagement focuses on identification of issues to awareness as well as understanding of

the role and limitation of both parties through street theaters and radio. In October 2017:,

• Community Jirga, street theatre and radio broadcasts were organized in 10 Union

Councils of district Peshawar. The objective of the activity was to identify and provide

solutions for governance issues and raise awareness of the general public through mass

communication. 175 male and 75 female participated in 7 male and 3 female

community Jirgas while 1050 men and 450 women participated in 7 male and 3 female

street theatres.

• Technical activities under the grant have been completed and close out of the grant is

in progress

5. Strengthening Social Cohesion and Peace through Sports and Extra Curricular Activities

(G-Pes-022): A local NGO, Peace and Development Organization (PADO) was provided a

Fixed Amount Award of $ 55,433 to engage both male and female youth in sports and

recreational activities in Kohat District. The activities will provide a platform for youth and

elected representatives to start actively interacting with each other on matters of mutual

interest and sensitizing them on the concept and importance of good governance. The

intervention will also provide an opportunity to other community members and parents to

participate and interact with youth and elected representatives. Once mobilized, the educated

youth will be sensitized on good governance and trained to make their duty bearers and

service delivery institutions accountable to their emerging needs. The activity will promote

peace, cohesion and integration of youth among communities.

• During the reporting period, three separate training events on Social Activism were

organized for pre identified colleges of district Kohat. All trainings were held at the

Millennium Guest House, Kohat

o October 1st -3rd, 2017 students of Government Degree Collage Ahmad Abad

Karak and Government Degree College Sabir Abad were trained. In total 40

students (20 Male & 20 Female) participated in the event.

o October 5th -7th, 2017 another group of 40 students (20 male and 20 female) from

Government Post Graduate College Karak and Government Girls Degree College

KDA received training.

o October 25th – 26th, 2017 quiz and speech competitions were held for the students

of Government Girls Degree College No 2 KDA Kohat and Post Graduate

College Pindi road for boys. In total, 24 (12 female & 12 male) students and over

300 spectators participated in the activity.

6. Strengthening Citizen State Engagement for Peace (G-Pes-024): A Fixed Amount Award

of $ 38,220 was provided to a local NGO called Center for Excellence and Rural

Development (CERD) to reintegrate youth and promote peace through sports and

recreational activities in Swabi District. The project aims to address the gaps through

interventions that honor the cultural and traditional parameters and is enthusiastically

welcomed by the local communities.

• Sports tournaments, Poetic symposiums, and Speech competitions were organized for

both male and female students of district Swabi, to promote peace through recreational

activities. In total, 135 male players participated in Cricket and Archery Tournament,

206 female took part in volley ball tournaments, 40 poets demonstrated their talent in

two poetic symposiums, and 25 male and 24 female speakers participated in the four

speech competitions organized across Swabi.

• Technical activities under the grant have been completed and close out is in progress.

7. Promoting Peace through Sports Events (G-Pes-026): A Fixed Amount Award of $ 38,734

was provided to a local NGO, Health Education Development Society (HEDS), to engage

youth in sports and recreational activities in Peshawar District in order to identify and

harness their potential through active engagement in physical activities, their relationship

with peers and co-workers and to strengthen their social skills in organizing events and

engage with their teachers, parents, community members and duty bearers. The activity will

allow the children to vent to their physical and mental energies, harness the skills and

potentials and make them better citizens. During the month:

• Recreational contests for disabled children were organized on October 4, 2017 at

Government Institute of Blind Nishterabad, Peshawar. Four special schools participated

in the event. Deputy Speaker provincial assemble Dr. Mehar Taj Roghani was invited

as a chief guest on the occasion. 51 disabled children participated in different

competitions including speech and song competition, tug of war, musical chairs and

role play.

• From October 4th -6th, 2017, eight teams from the girls Government Degree College

competed in a football tournament held at Government Frontier College for Women in

Peshawar.

• From October 13th-14th 2017, a the Girls Badminton Tournament was held at Board of

Intermediate and Secondary Education Ground, Peshawar. 48 players from eight

different government colleges participated in the activity. At the same time, 8 boys

teams contested in a Badminton tournament at Abdul Wali Khan Sports Complex,

Charsadda.

• From October 13th -16th, 2017, the Boys Football Tournament was organized at Abdul

Wali Khan Sports Complex, Charsadda. 128 players (8 teams) from different

government colleges showcased their talent during the tournament.

• From October 23rd-25th,2017, the Girls Cricket Tournament was played among eight

government colleges of district Peshawar at Board of Intermediate and Secondary

Education Ground.

among transgender community in Peshawar District about different types of sexual

harassments, their rights under the Sexual Harassment Act and how to make a complaint in

case of harassment. Furthermore, awareness will be raised about other prevalent Acts/Laws

i.e. Right to Public Services, Right to Information, Promotion, Protection and Enforcement of

Human Rights etc. through workshops. First deliverable is complete i.e. identifying and

mobilizing transgenders and finalizing a list of 100 transgenders for trainings. In October

2017, following activities took place:

• A workshop on ‘Eliminating sexual harassment through empowering transgenders in

KP was conducted for local transgender groups and other relevant stakeholders. The

workshop was held over two days on 17th and 18th October 2017 in Peshawar. It was

attended by 15 identified transgender individuals.

4. ADMINISTRATION

4.1 SECURITY The security situation remained volatile and unpredictable in the month of October and several incidents

were reported across the region. Islamabad remained busy and hosted number of protests/demonstrations,

due to which road blockage and congestion being observed. Some acts of terror have been averted by

security forces in the region, several IEDs defused by bomb disposal squad in KP. Generic threat level

remained “high” over the reporting month. Number of protests/demonstrations occurred in Peshawar and

other districts of KP against the power outages and domestic issues which caused road blockage and

traffic delays. Security forces are on the state of high alert and conducting search and strike operations in

different parts of the province on daily basis and arrested several key terrorists.

These security incidents have had no direct impact on KPG project activities to date. Even though the

security situation has been relatively calm, keeping in view the possibility of threats and eruptions, KPG’s

Security Manager continues to issue security recommendations to all staff on a number of security

protocols, including avoiding law enforcement agency (LEA) offices; refraining from driving close to

LEAs vehicles; carefully planning travels and seeking security clearance before commencement of

movements; reducing movement and avoiding travel after dark; maintaining low profile; keeping cell

phones on/charged 24/7; and reporting any incident immediately to the KPG Security Team.

4.2 OPERATIONAL CHALLENGES AND REMEDIAL ACTIONS

During the reporting period, the Chief of Party and M&E Director departed the program. The program has

put forth a transition plan to address this.
