We will discuss the future of

Asymmetric Threat and what we

must do today to prepare for it.

As we move deeper into the 21st century, the rise of globalization and increasingly complex social and commercial networks are confronting organizations with a wide array of dynamic and asymmetric threats. The traditional borders between war and peace, states and individuals, and military and civilian considerations are becoming increasingly blurry. State, non state and commercial competitors alike are utilizing asymmetric means to overcome commercial, technological, and, in the case of government, institutional and military advantages. Threats such as cyber-attacks, intellectual property theft, insertion of counterfeit goods into critical supply chains, and terrorism are forcing seemingly disparate public and private sectors to intersect in ways never before imagined, and the roles of these actors are forcing both sectors to take a far more integrated approach to global risk management and resolution.

This approach starts with a series of interesting

questions:

What is the potential that a competitive commercial action is

perceived as a threat by a State?

How are wide spread misinformation efforts and the internet

creating significant global supply chain vulnerabilities for U.S.

firms and suppliers?

How will continued attempts by nations to control information and

access to information degrade the ability of U.S. commercial and

government organizations to strategically plan for global

operations?

Dave Banyard joined Roper Industries as Group President, Fluid Handling Technologies in August of 2010. Roper Industries is a $3B multi-industry corporation based in Sarasota, Florida. The Fluid Handling Division manufactures pumps, valves, flow meters and data analysis equipment serving municipal water and waste water, oil and gas, agriculture, food processing and general industrial markets. Prior to joining Roper, Dave held various leadership positions at Danaher Corporation, most recently as Vice President and General Manager of Kollmorgen Vehicle Systems, a manufacturer of heavy-duty commercial electric vehicle systems based in Stockholm, Sweden. Prior to his business career, Dave served as a Lieutenant Commander in the United States Navy, flying the F/A-18C based in Jacksonville, Florida and Virginia Beach, Virginia. During his Navy career, Dave deployed overseas three times aboard the USS America and USS George Washington. MR. GARY BERNTSEN Florida State Chairman Concerned Veterans for America (CVA)

Mr. Gary Berntsen is currently serving as the Florida State Chairman for “Concerned Veterans of America,” an advocacy organization committed to reaching conservative veterans in an effort to get out the vote for state and national conservative candidates. He recently completed an assignment as the CEO of Shield Security and the overall lead for Shield Security business activities in Afghanistan. Mr. Berntsen is a highly decorated former member of CIA’s Clandestine Service having been awarded CIA’s Distinguished Intelligence Medal and Intelligence Star. During Mr. Berntsen’s 24 year career, he served as a CIA Chief of Station (COS) during multiple assignments around the world and held a Senior Position in CIA’s Counterterrorism Center (CTC). Mr. Berntsen is best known for having lead CIA Paramilitary forces in Afghanistan in response to the attacks on 11 September 2001. Mr. Berntsen led CIA forces in the capture of Kabul and was the architect of the Tora Bora campaign in December 2001 where most of Al Qaeda’s forces were destroyed. Mr. Berntsen was a Dari/Farsi speaking Operations Officer that

established and maintains long term relationships with Afghan warlords, tribal leaders and many senior members of the Afghan Government. After retiring from CIA in 2005, Mr. Berntsen authored three books. His first book, “Jawbreaker, The Attack on Bin Laden and Al Qaeda” was a New York Times bestseller. In 2007-2008, Mr. Berntsen returned to Afghanistan for a full year to work as an advisor with the U.S. Army’s 173rd Airborne Brigade Combat Team (ABCT). In that role he worked on a Counter-IED task force that deployed on IED attacks and then took lessons learned to develop programs to defeat IED’s. In 2008 and 2009, Mr. Berntsen worked as a consultant to ManTech in order to assist that company in further developing business opportunities in Afghanistan. Mr. Berntsen left the ManTech position after winning the Republican nomination for the U.S. Senate in New York only to be defeated in the Republican primary. In 2011, Mr. Berntsen returned to Afghanistan to serve as the CEO of Shield Security. Under his leadership, Shield expanded its operations across Afghanistan. Its major contracts in the Capital area alone include The Green Village, the largest civilian contractors camp in Afghanistan, The Serena Hotel, Afghanistan’s only five star hotel, and as of November 2011, Shield Security took over the security at Bagram Air Base the country’s largest military facility, having been awarded the contract in October 2011. Mr. Berntsen’s experience and knowledge of Afghanistan is unmatched. He is a lecturer on Afghanistan and a corporate CEO. His first experience in Afghanistan began with a deployment into Afghanistan’s Panshir Valley in 2000 and work alongside legendary Afghan leader Ahmed Shah Masood. Because of his commitment to Afghanistan in both war and reconstruction Mr. Berntsen has a unique level of trust with Afghans.

DR. RANDY BORUM Professor University of South Florida

Dr. Randy Borum is a Professor in the College of Behavioral and Community Sciences at the University of South Florida. Prior to coming to USF, he was an

Assistant Professor in the Duke University School of Medicine. Dr. Borum has served on the DNI's Intelligence Science Board (ISB), on the Defense Science Board Task Force on Understanding Human Dynamics, and on the National Academy of Sciences' Steering Committee for its Study on Sociocultural Data to Accomplish DoD Missions. A behavioral scientist and Board-Certified Forensic Psychologist researching national security issues, he has authored/ co- authored more than 140 professional publications. Since 1999, Dr. Borum has been an instructor with the BJA State & Local Anti-Terrorism Training (SLATT) Program, and he worked more than a decade as a Senior Consultant to the U.S. Secret Service helping to develop, refine and study behavior-based protocols for threat assessment and protective intelligence. He has previously served as a sworn police officer, and was Principal Investigator on the "Psychology of Terrorism" initiative for an agency in the US Intelligence Community. He currently serves as an advisor to the National Center for the Analysis of Violent Crime (NCAVC), the FBI's Behavioral Analysis Unit-1 (National Security and Threat Assessment) and FLETC Behavioral Science Division, and is listed on the United Nations' Roster of Experts in Terrorism. Dr. Borum is a Past-President of the American Academy of Forensic Psychology, and currently serves as Senior Editor of the Journal of Strategic Security.

REAR ADMIRAL THOMAS L. BROWN II, USN Commander Special Operations Command South (SOCSOUTH)

Rear Admiral Thomas L. Brown II was commissioned from the University of New Mexico NROTC in 1983. He completed Underwater Demolition/SEAL Training and Army Airborne School prior to his assignment to SEAL Team FIVE in 1984. In 1987 he studied Spanish at DLI and then reported to SEAL Team ONE to serve as platoon commander and operations officer. RDML Brown’s assignments include SEAL Team EIGHT executive officer where he deployed as Naval Special Warfare Task Unit (NSWTU) commander NSWTU-Qasp under commander Amphibious Task Group 185.2; and then as commander NSWTU-America under CTF60. RDML Brown commanded Naval

Special Warfare Unit FOUR, Puerto Rico, under U.S. Southern Command from 1999-2001. RDML Brown’s other assignments include the office of the Assistant Secretary of Defense for Special Operations and Low Intensity Conflict, United States Special Operations Command, and Navy section chief, U.S, Military Advisory Group El Salvador. In 2002 RDML Brown reported to the Directorate of Operations of the Joint Staff, Deputy Directorate Special Operations, serving as the Global War on Terrorism branch chief until September 2005. He was then assigned as Assistant Chief of Staff for Ops and Plans at Naval Special Warfare Command until June 2007, when he took command of Naval Special Warfare Group ONE. RDML Brown recently served as the deputy commander of Special Operations Command Europe. RDML Brown graduated Tau Beta Pi with a Bachelor of Science in Chemical Engineering, and is a distinguished graduate of the Paul H. Nitze School of Advanced International Studies of John Hopkins University, where he earned a Master of Arts in International Relations with a concentration in Latin American and Strategic Studies. He also holds a Master of Science degree in National Resource Strategy and the DoD Chief Information Officer Certificate from the National Defense University. He recently served as the Senior Civilian Advisor on the Commander, International Security and Assistance Force (COMISAF) Advisory and Assistance Team (CAAT). He is a retired Army Special Forces Lieutenant Colonel whose last posting was to serve as an advisor to the Iraqi National Counter Terror Force in Baghdad, Iraq. Prior to his tour in Iraq, he served as a Legislative Liaison for the Secretary of Defense. As an Army Ranger, he participated in a combat parachute assault during the invasion of Panama and later commanded three Army Special Forces Companies. While he was a Senior Fellow at the Center for a New American Security (CNAS), he testified before Congress on his report “The Future of Special Operations.” Additionally, he co-wrote the “Independent Task Force on Progress and Reform” report on the Iraqi Ministry of Interior and “Changing the Culture of Pentagon Contracting,” published by the New America Foundation. He is a graduate of the U.S. Military Academy and holds a master’s degree in national security and strategic studies from the U.S. Naval War College.

MR. STEVEN COLLIER President TechMIS LLC (Technology – Management & Innovative Solutions)

Steve Collier is the President of TechMIS LLC (Technology – Management & Innovative Solutions) which he founded in 2001. TechMIS currently has 44 employees doing work in four countries for commercial and government entities. TechMIS has 10 employees and 17 subcontractor employees working in Afghanistan. TechMIS current and recent clients include, US Special Operations Command, International Security Assistance Force – Afghanistan, Moby Media Group, GSA, US Board of Broadcasting Governors, NASA, Boeing, Eaton Corporation, SAIC, and BAH. Prior to founding TechMIS LLC, Steve served in the US Army for over 24 years as a career officer retiring at the rank of Colonel. During his last three years (1998 – 2001), Steve served as the Director of the US Army Model and

Simulation Office in the Pentagon. From 1997-1998, Steve was a US Army Senior Service College Research Fellow at the University of Texas in Austin, TX. Steve’s research efforts focused on developing Department of Defense R&D recommendations to provide “leap-ahead” capabilities for the 2020 timeframe. From 1995-1997, Steve worked for the Secretary of Defense and the Chairman of the Joint Chiefs of Staff; where he envisioned, planned and executed a controlled, but actual, covert computer network attack against over 100,000 Department of Defense computers worldwide. The purpose of this exercise was to assess our nation’s plans, policies and procedures to cope with a national level attack on our information infrastructure by terrorists. The Interagency exercise included Cabinet and executive level participants from the National Security Council, Departments of Justice, Defense, State, Transportation, and Energy, along with the FBI, CIA, FEMA, and the National Security Agency. Lessons learned from this exercise contributed directly to a Presidential Decision Directive and assignment of national level responsibilities for protection of key infrastructure systems. From 1977 – 1995 Steve served in various levels of increasing staff and command responsibilities from Tank Platoon Leader in Germany to Commander of 2-77 Armor Battalion at Ft Carson Colorado. MR. EMERY ELLINGER Chief Executive Officer Aberdeen Advisors, Inc.

As CEO of Aberdeen Advisors, Mr. Ellinger handles transactions of more than one million dollars in the manufacturing, construction, distribution and healthcare industries. Mr. Ellinger is a National Affiliate of America’s Largest Network of Business Brokers (BBN). Mr. Ellinger is the # 1 Top Dollar Producer in the Southeast for BBN in 2008. After graduating with a Bachelor’s of Arts degree in Economics from Washington & Lee University, Emery began his career in corporate banking at Bank South. He later joined Merrill Lynch prior to building one of the fastest growing companies in the United States in the eighties. A second guiding principle for Mr. Ellinger is diplomacy. Honest communication is key in facilitating transactions involving many millions of dollars – and the emotional currency that comes with them. Being diplomatic doesn't preclude being tough when necessary, though. He describes himself as diplomatically-competitive, and emphasizes the two terms are not mutually exclusive. They're both personality traits essential for a seasoned business intermediary, he says. His track record is as varied as it is long. Among his achievements: Mr. Ellinger conceptualized and implemented a plan that merged a traditional consulting business with an Internet company, securing venture capital funding of $6 million. He acquired two additional companies that resulted in the largest source of state and local government bids nationally, with bids valued at more than $1 billion. Successfully completed over 40 transaction including mergers, acquisitions, divestitures and financings. He built a marketing company from zero revenue to more than $7 million, including employee growth from two to 200, developed a call center, fulfillment company and a direct response agency.

He was the U.S. National Men's 3.0 Squash Champion. Emery believes strongly in giving back of himself to his community. He is a member of Leadership Tampa Bay and serves on the Board of Directors of The Canterbury School of Florida. He has a wife and three children, and enjoys golf, and traveling.

MR. GARY R. ENZOR Chief Executive Officer Quality Distribution, Inc.

Gary R. Enzor is the CEO and a Director of Quality Distribution based in Tampa, FL. Prior to joining Quality in 2004, Mr. Enzor served as Executive Vice President and CFO of Swift Transportation in Phoenix, Arizona. Before joining Swift in 2002, Mr. Enzor spent seventeen years with Honeywell (formerly AlliedSignal) where he held several senior financial executive positions and he spent two years with Dell where he led Dell’s Higher Education Business. Quality Distribution is traded on the NASDAQ (QLTY) and is the largest logistics provider for liquid bulk truckload and ISO container transportation services in North America. Mr. Enzor holds a B.S. in Computer Science and an MBA from Florida Atlantic University.

MR. SCOTT FRANKLIN President, Chief Executive Officer Lanier Upshaw, Inc.

Scott joined Lanier Upshaw in 2000 after serving fourteen years on active duty in the US Navy as a carrier jet pilot. He became president of the firm in 2003 and added the role of chief executive officer in 2005. In addition to providing leadership and strategic direction to Lanier Upshaw, Scott also produces and manages a diverse book of business, with expertise in manufacturing, distribution, construction, professional liability and commercial property.

During Scott’s naval career, he logged over 3500 hours of flight time in various jet aircraft and over 800 carrier landings from the decks of sixteen aircraft carriers. In addition to his flying duties, he led squadron maintenance, safety, training and administration departments, and served as an air wing staff landing signal officer (LSO). After leaving active duty, Scott has remained in the naval reserves. He was twice recalled to active duty following 9/11, where he served on the staffs of US Central Command and US Naval Forces, Central Command. His military involvement now entails serving as a Naval Academy Information Officer, assisting young men and women in the process of gaining appointment to Annapolis. Scott is frequently asked, “how can someone go from the high speed world of carrier aviation to something as conservative as insurance?” He will quickly reply that “everything in life is an exercise in risk management.” He has taken his penchant for leadership and adventure and transformed it into a passion for helping companies and individuals maximize their potential by creating and executing strategies to deal with the risks that threaten their success.

DR. KENNETH GUSTIN, PH.D. President and Chief Executive Officer Independent Research and Risk Advisory LLC

Dr. Gustin brings twenty years of diverse business experience in Capital Markets, Structured Finance, Risk Management, and Management Consulting. He has worked in the US and in Europe, including roles at McKinsey's European Risk Management Practice/Financial Institutions Group, at CSC/Peat Marwick in Paris, and at the European Bank for Reconstruction and Development in London, where as Principal Manager, he was a co-founder of the Independent Risk Control Unit which reported to the Board of Directors. Dale Hobbie is the President/CEO of Silent Partner International, Inc. (SPII), a privately held firm specializing in perceived, unforeseen and realized security and monetary risks. Through a broad spectrum approach SPII quietly performs the planning, identification, qualitative and quantitative risk analysis specifically based upon its clientele’s requirements and situational/environmental restrictions. Based upon discoveries made, SPII’s teams, through proprietary methodologies, develop training and follow-up programs, as well as providing the constructive expertise necessary to build and instill greater situational awareness and actionable responses to help their clients adjust to virtually any circumstance which may be realized. Dale’s heritage, being German/Cherokee, was very instrumental in steering him toward a quite structured environment at a very young age. As his father, a former US Navy UDT/Frogman, engrained the requirements of duty and honor to yourself, your team and your country, the military was a natural choice for the future. Initially unfortunate for his father though, the Navy was not the immediate direction chosen.

Dale was recruited, during his initial interview at the Military Entrance Processing Station in Denver, Colorado, for a joint quiet program being utilized by the Department of Defense in association with specific Other Government Agencies. He gladly accepted the contract and began his 22 years of service to the United States through the U.S. Army’s specialized program(s). During his tenure, Dale achieved the military rank of CW5 and the governmental designator of GS-15, concurrently. He received his Bachelors in Business Administration from the D. Abbott Turner School of Business and a Masters in Socio-Economic and Statistical Studies from Humboldt-Universität zu Berlin, where he is currently pursuing his Doctor Europaeus. In addition, Dale holds a Masters in Advanced Project Management from Villanova University and is an accredited LEED AP O&M. Dale has been directly involved with ongoing OGA attached military operations within numerous locations throughout the globe, including the Americas, Caribbean, Europe, Africa, Russia, Asia and Australia. Deployed primarily as an asset acquisition, development and management specialist, he has developed a sixth sense awareness and the ability to see what others tend to overlook. Along with providing executive oversight for SPII, Dale has engineered a patent pending nano-magnetic layering process for photovoltaic and photonic devices, along with providing security based construction management consulting to various clients, including several Federal Government agencies, including the ATFE, DEA, USSS, ICE and the GSA.

As part of the Special Projects Division, he works with intelligence and operations specialists, social scientists, geospatial analysts, and software engineers leading and participating in cross-functional teams working with very large repositories of structured and unstructured multi-source data in order to address national security issues. Joe received his Ph.D. in economics and M.B.A. in finance and knowledge management from the University of South Florida. His academic research interests are in the areas of economic development, economics of conflict, and network analysis. He is an accomplished software engineer and technology development manager with experience in range of roles, in companies of all sizes. MR. WILLIAM J. A. MILLER Director, Strategy, Plans and Policy, J-S Special Operations Command (SOCOM)

William J. A. Miller, DV-6, was appointed as the Director of Strategy, Plans and Policy for United States Special Operations Command, as a member of the Senior Executive Service on 20 August 2007. Prior to his appointment, Mr. Miller was the Chief Operating Officer and primary strategic analyst for Miller-Smith Strategic Solutions, Inc. providing direct support to the Center for Special Operations in the development of strategies and plans to support global special operations and to the United States Army in the development of future concepts and doctrine. Mr. Miller was commissioned as a Second Lieutenant in the Cavalry upon graduation from the University of Florida. After completion of basic officer training at Fort Knox, Kentucky and Fort Benning, Georgia, he completed a 26 year career in the United States Army. Mr. Miller led and commanded Soldiers, U.S. and allied, from the platoon through Brigade level and has extensive operational experience, including numerous deployments in Europe (Kosovo and Bosnia) and the Middle East (Kuwait, Iraq and Afghanistan). Major command and staff experience includes: 2 years as a platoon leader, two years as a Troop commander; two years as a battalion commander; two years of brigade command; over four years as an S3 (Squadron and Brigade) and as division level plans officer; and four years as a planner at the Joint, Interagency and Combined levels devoted to counter-terrorism efforts. Mr. Miller's military awards and decorations include the Legion of Merit with oak leaf cluster, the Meritorious Service Medal, 6 awards, the Armed Forces Expeditionary Medal with two Bronze Star Devices and numerous campaign and combat service medals/badges. He is a graduate of the Command and General Staff College, the School of Advanced Military Studies (SAMS) at Fort Leavenworth, Kansas and he was a War College Fellow in the Advanced Operational Studies Fellowship at SAMS after Task Force Command. Mr. Miller earned a Bachelor of Science in Business Administration, with honors from the University of Florida, a Master of Science in Operations Research from the Air Force Institute of Technology, and a Master of Military Arts and Sciences from SAMS. MR. GREGG MUNROE Vice President Examination Security Solutions, Inc.

Gregg Munroe has over 29 years of Law Enforcement experience at both the city and federal level. Mr. Munroe joined the Naval Criminal Investigative Service (NCIS) in 1987 after serving five years as a Police Officer with the Coral Springs Florida Police Department. Mr. Munroe spent a total of 23 years with NCIS before retiring on June 30, 2010. While with NCIS Mr. Munroe served at various locations in the United States and abroad. He began his career with NCIS at the Nuclear Naval Submarine Base in Kings Bay, GA, as a General Crimes Special Agent. A short year and one half later he was reassigned to Keflavik, Iceland where he worked in general crimes and counterintelligence departments. After two years he was reassigned to Yokosuka, Japan, where he spent almost five years in the general crimes and liaison division. He returned to the United States where he was assigned to the General Crimes Division at Camp Lejeune Marine Corps Base, Jacksonville, NC. While there he volunteered for two special assignments. The first assignment took him to Haiti during Operation New Horizons where he worked with the U.S. State Department as a team Leader on the protection detail of Haitian President Rene Preval and former Haitian President Aristide. The mission was to train the Haitian President’s protection detail on all aspects of Personal Protection and Physical Security. The second mission was a tour on board the USS John C. Stennis (CVN-74), which, at the time, was the newest carrier in the fleet. The maiden voyage took the carrier on a world cruise, with a brief 151 day interruption when the carrier was deployed to the Persian Gulf during Operation Northern Watch to help enforce the “No Fly Zone” over Iraq. During his tour on the ship he was the highest ranking civilian and in charge of all criminal activity on the carrier and was responsible for all liaison with foreign country police and embassies. Following his 14 months on the carrier Mr. Munroe was reassigned to Naples, Italy. He spent four years as the Supervisory Special Agent of the general crimes division where he was in charge of all felony crimes in Italy, Germany, Austria and Switzerland. He was transferred back to the U.S. to NCIS headquarters in Washington D.C. where he held various leadership roles. While at NCISHQ he was the Supervisory Special Agent of the Personnel Services and Operations Department where he oversaw Special Agent

Transfers, Promotions and other personnel related matters. After 6 months in that position he was promoted and moved within NCISHQ as the Division Chief of the NCIS global Cyber Department. He oversaw all issues related to cyber-crimes and the protection of the Department of the Navy’s networks from hackers and intrusions. A few years later he was once again reassigned overseas, this time to Okinawa, Japan, as the Resident Agent in Charge. One year later he was again promoted where he returned to NCISHQ as the Deputy Assistant Director of the Economic Crimes Department. While there oversaw all major procurement and white color crimes. Two years later he was reassigned as the Deputy Assistant Director of the Planning and Budget department. His focus and responsibility was to create the agencies short and long term operational plans and developed the agencies mission objectives in support of the Navy and Marine Corps. Two years later he was reassigned for the last time as the Special Agent in Charge of the Marine Corps West Field Office, Camp Pendleton, CA. While there he was in charge of all criminal, counterintelligence, and counterterrorism investigations and operations in Southern California, Arizona and Utah. SA Munroe has both personally investigated and supervised Special Agents in investigating a myriad of complex investigations that include General Crimes, Computer Crimes, Economic Crimes, Foreign Counterintelligence, and Terrorism.

Upon Retirement Mr. Munroe accepted a position as Vice President with Examination Security Solutions, Inc. which is based out of Clearwater, Florida. Currently, Mr. Munroe is responsible for systematically cultivates and maintains long-term, collaborative relationship with key stakeholders and with selected organizations to achieve mutual goals, he actively seeks out opportunities for investment, revenue generation and strategic partnerships and he directs all aspects of effective information technology and research projects.

MR. DAVID NATELSON President Nasatka Security, Inc.

David Natelson has over 25 years of Executive Management, Product Development, Consulting, and Marketing experience in the Security and High Technology fields. Mr. Natelson is currently the President and Chief Operating Officer (CCO) for Nasatka Barrier, Inc., a Security Manufacturer and System Integrator based in Clinton, Maryland USA. Prior to Nasatka Barrier: Mr. Natelson was employed at Approva Corporation as the VP of Sales for U.S. Federal Sales, Canada, and the Eastern USA territories. Approva Corporation is a software company based in Reston, Virginia that focuses on IT Systems Compliance. David’s key clients while at Approva included Raytheon, Bombardier, Comcast, NASA and the U.S. Department of Interior. From 2005 to 2008, Mr. Natelson played a key role in the launch of Vumii, Inc., a startup technology company based in Atlanta Georgia whose focus was on Perimeter Security, Night Vision, and Electro-Optics. Their product, Discoverii, was the winner of the 2008 Wall Street Journal Innovation of the Year – Physical Security and Red Herrings Top 100 Private Technology Companies of 2009. In 2007, Mr. Natelson spoke at International Society for Optical Engineering (SPIE) Defense Show delivering a talk on his publication: “EO/IR/Laser Illumination Sensors for Perimeter Security”, Proceeding Paper, SPIE Defense and Security, May 4, 2007. Prior to 2005, Mr. Natelson spent 15 years (1990-2005) at Oracle Corporation and from 2000 to 2005 his position was Vice President of Application Sales for the U.S. State and Local Government Sales Organization. His experience at Oracle includes running direct sales teams, pre-sales teams, managing key system integrator/reseller relationships, working with industry analysts and customers to define product development activities related to the

Prior to 1998, Mr. Natelson’s role at Oracle was primarily technical in nature and focused U.S. Federal Agencies such as the Department of Defense, Department of Energy, U.S Postal Service and the Internal Revenue Service. Before working at Oracle Corporation, Mr. Natelson was employed as a Software Engineer by the Westinghouse Electronic Systems Group (now part of Northrop Grumman) in Baltimore Maryland. Mr. Natelson graduated from Vanderbilt University in 1986 with dual B.S. degrees in Mathematics and Computer Science and graduated from The Johns Hopkins University Whiting School of Engineering with a M.S. degree in Computer Science in 1989. In 2004, David attended the Stanford Business School Executive Program in Strategy and Organization (EPSO).

MR. PHILIP PANAGOS Deputy Operating Unit Manager, Integrated Systems and Special Programs Dynetics, Inc.

Philip Panagos is the Deputy Manager for the Dynetics Integrated Systems and Special Programs Operating Unit of Dynetics, which provides Aviation, Space, Cyber, and Weapons solutions and services to both government and commercial customers. Prior to his joining Dynetics, he had a 33 year career at The Boeing Company and was the Director of the Intelligence, Surveillance, and Reconnaissance Services business, a highly services oriented business with heavy reliance on delivering system-level solutions via timely field deployment and operations. Panagos joined McDonnell Douglas Missile Systems Company in 1978 as an avionics engineer working on programs to develop advanced computer architectures and software tools, and advanced sensor-based terminal guidance and navigation systems. In 1984, he was named the avionics team leader for the Cruise Missile Advanced Guidance Program. In 1989, he was appointed as Director of the Guidance, Navigation, and Control Technology Center of Excellence, which was responsible for internal research and

development activities as well as contract efforts, such as the DARPA Smart Weapons Program. In 1991, Panagos was named technical Director of the Mission Planning Division. In 1995 he was named the Director and Deputy Program Manager for the Joint Air-to-Surface Standoff Missile (JASSM) Program and in 1997 Director and Deputy Program Manager on the Unmanned Combat Air Vehicle Program, leading to his position as Director in Advanced Unmanned Systems in 2002. Panagos holds a master’s degree in electrical engineering from the University of Missouri-Science & Technology, and an executive master’s in business administration from the Olin School of Business, Washington University, in St. Louis.

James W. Parker is Vice President, Textron Systems Tampa Field Office responsible for leading TSC-wide efforts interfacing with our nation’s defenders based in U.S. Special Operations Command (USSOCOM), U.S. Central Command (USCENTCOM) and U.S. Southern Command (USSOUTHCOM). Jim’s experience includes nine years working global special operations missions for USSOCOM, USSOUTHCOM, and USCENTCOM in Central America, South America, and the Middle East. Jim has also served in important operational roles in the Pacific. Jim Parker is a Suma Cum Laude Business graduate of Ft. Lauderdale University and a Masters of Arts in Government Procurement and Acquisition graduate from Webster University. Mr. Chuck Collier has over five years of experience in commercial and

Mr. Tyler Sweatt has 7 years of experience in commercial and Federal strategy

Toffler Associates, Tyler worked for Deloitte Consulting, where he supported

Officer in the United States Army, serving two combat deployments to
