Welcome to the March edition of Kelvedon News.

We hope you’ve all had a wonderful time over Christmas and a great start to the New Year. At the time of writing, the weather is freezing cold and occasionally snowy – hopefully that will be long gone by the time you receive this magazine!

We’ve been hard at work in the process of updating the Parish Council website and we now have profiles of each of the councillors, so you’ll be able to get to know more about the people who are currently representing the village in this capacity and be able to put faces to names.

Just a reminder that the Parish Council offices are now located in the Old Bank building, next to Brimpton House. Please do feel free to drop in – the hours that we’re open to the public are listed in the Clerk’s Report.

In this edition, you’ll find articles on a variety of topics, including an article from the Kelvedon Neighbourhood Plan, a list of the upcoming events in the village and an update from the Feering and Kelvedon Garden Club.

We have a report from the Chairman of the Parish Council and a regular update from the Parish Clerk, Pippa Potter.

Welcome to the March edition of Kelvedon News. After some very cold weather and the odd flurry of snow, it’s wonderful to see the spring flowers appearing and to have a bit of warmth in the sunshine. I hope that, by the time you read this, the weather will be considerably better than it is currently!

Sad NewsI’m very sorry to say that Terry Dixon, a highly valued member of the Kelvedon community, who was a long-serving parish councillor and the chairman of the Kelvedon Community Association, has recently passed away. He will be greatly missed and Kelvedon Parish Council would like to extend our heartfelt condolences to his family at this very difficult time.

Kelvedon LibraryThanks so much to all of you who took the time to complete the Essex Libraries consultation regarding potential closure of the Kelvedon Library.

After much discussion, it was felt that the best way forward was to campaign for the library to be community-run, rather than allowing it to be closed or campaigning for Essex Libraries to continue running it.

In order to give us the best possible chance of moving Kelvedon Library from closure to being a community-run facility (Tier 4 to Tier 3), a working party has been formed. This includes our District Councillors and County Councillor, members of both Feering and Kelvedon Parish Councils, the Heritage Society and a representative of the Aylett’s Foundation Trust, who own the building in which the library is housed. We are all working together to ensure that a library is retained, preferably in its current location. details to the clerks of either Kelvedon or Feering parishes. It is also very important that the library building is used as much as possible, in order to retain it as a community space and to enable the library opening hours to be extended. If you have a group that would like to book the library, or a plan to set a group up, any funds raised will go towards the costs of running the building. This will also mean that the financial burden on both Feering and Kelvedon Parish Councils will be reduced.

Parish Council OfficesThe council have now been located in the former Barclays Bank building in the High Street for over a year. It’s been a very positive move for the Parish Council, as we’re now much more visible to the local community than in our previous location and it’s easy for people to stop past as they walk up and down the High Street. Do feel free to pop in to visit Pippa and Sue if you have any issues you want to raise, or questions you’d like to ask – and don’t forget that we stock recycling bags!

Planning and Neighbourhood PlanI’m very pleased to announce that, after the enormous amount of work that’s been undertaken by a dedicated team of volunteers, the Kelvedon Neighbourhood Plan has finished the consultation period for Regulation 14. We have several meetings ahead of us in order to prepare for the next stage, where the Plan will be examined by Braintree District Council, including meetings with a planning consultant, in order to ensure that we’re in as strong a position as possible to work towards the Plan being adopted.

Braintree are still looking to finalise and seek approval for their Local Plan, which will inform and influence planning matters going forward –in particular housing proposals.

In Kelvedon specifically, we’re still awaiting a more detailed application for the land behind Station Road (Monks Farm) and a decision on an outline application for land behind London Road.

There are still potential developments at Feering and Coggeshall, as well as West Tey. A consultation regarding the plans for an incinerator at Rivenhall is currently taking place and there was an opportunity to meet the people involved with this project at the beginning of February, in Coggeshall. We await the outcome of this consultation.

All of these developments require infrastructure improvements on a large scale, specifically of the A12 and A120. The decisions regarding the potential upgrade of the A12 have been postponed because of last-minute changes to Colchester Borough Council’s housing proposals. However, a new route for the A120 has already been proposed – Route D of the 5 routes that were being consulted upon. If this is approved and funding is obtained, it would mean that the A120 would run from Galleys Corner in Braintree to a junction with the A12 to the south of Kelvedon (although the exact location of this junction will be determined by the outcome of the A12 upgrade consultation).

Conclusion

Although we’re not too far through 2019, there are several important issues for the village that the Parish Council and our network of volunteers have been exceedingly busy in managing and we hope to have some positive news for the community soon.

Spring has come around again, and with it our new work

schedule for the maintenance of the grass and vegetation in the village. This can be a thorny issue, as the volume of work we need to undertake varies year on year, depending on weather and growing conditions. Last summer, for example, the grass hardly grew during the hottest weeks whereas in other years, conditions help the grass to grow at such a fast rate that we are hardly round the village before having to start again.

This year, the Parish Council have signed up to a pilot scheme with Essex County Council (ECC) to take on some of their maintenance work around the village. The pilot will take place over the next 12 months, which will see us undertaking some of the minor works on their behalf. This will include work on the footpaths (public rights of way), grass, verge and hedge maintenance, cleaning and maintenance of highway signs and any other jobs we are able to do.

There are some constraints, however. We will not be able to undertake any work either on the road itself, or in a location which would involve being too near to the carriageway. We are also only able to work on areas where the speed limit is 30mph or less. For example, this means that we will not be able to work on those grassed areas further on from where the 30mph limit ends along London Road, going towards the A12, or along Hollow Road. Those areas will continue to be maintained by ECC.

The pilot will be a work in progress, which will determine whether the scheme is rolled out across the rest of the County, depending on its success. Please let us know if there is anything around the village which you think we need to look at. If we are able to deal with it ourselves, we will. However, with the best will in the world, we won’t be able to take on everything ECC currently has responsibility for, nor will we have the resources to solve everything, but we will do our very best!

The Neighbourhood Plan will also come to fruition later this year, culminating in a village referendum, to adopt the Plan. The team have put in a tremendous amount of work on the Plan, for which we wholeheartedly thank them. Please keep an eye on our publicity to find out when the next consultations are out for your comments and, of course, to take part in the referendum.

On a celebratory note, the Recreation Ground has won a silver award from the Essex Playing Fields Association, for

its standard of maintenance over last year. Credit for this must go to our Maintenance Warden, Lewis Hunt and our contractors, D W Maintenance.

Can you remember this time last year?

The Beast from the East was still menacing and the nights had barely started to draw out for a long awaited Spring and then there were the poppies. Yes, the poppies – this time last year we had just started to knit and crochet poppies for the Big Poppy Knit 2018 organised by the Kelvedon Branch of the Royal British Legion (including Feering) to commemorate the centenary of the end of the First World War. If, like many of us, you feel bereft that there has been no need to knit or crochet poppies during the winter months this year, you may console yourself with the memories of an amazing project. Thousands of poppies were created by the two villages and beyond, culminating in the wonderful display at St Mary’s Church Kelvedon for the Armistice Day service on 11th November 2018 that we are sure everyone will remember.

A week or so after the event, the netted poppy displays were removed from the church. Needless to say they were very wet and we set about drying them out in garages and even on the washing line on sunny, breezy days. They are now all safely wrapped and stored in the lofts and garages of RBL members. The local RBL branch decided, at their January meeting, that the poppy displays will be used at many local RBL fund raising and social events. They have already been used at the RBL Christmas dinner at the Kelvedon Labour Club in December 2018 and the ‘We’ll Eat Again’ tea party in February. They will hopefully be displayed again at St Mary’s Church in November for the annual Remembrance Service and many individual poppies will be on

sale at that time – everyone loves to wear a knitted poppy.

We are sure that everyone who took part in our wonderful Poppy Year in 2018 will be delighted to hear that the poppies will not be hidden away and forgotten, but be a continuing and poignant reminder of the lost and fallen of the Great War.

The Kelvedon Community Festival this year takes place on Saturday 13th July at Kelvedon Recreation Ground, from 12 noon to 7pm. This free event is organised and run by volunteers, with the support of parish and district councils, local businesses and fundraising activities. We would like to thank the following for enabling us to organise our 20th Festival this year - the first event was a millennium festival in 1999.

Our Volunteers – It’s lovely to welcome some new faces onto the organising team and we are all eagerly getting stuck into planning an exciting 2019 event. We rely on a team of over 100 volunteers on the day itself, so keep your eyes peeled for opportunities to help nearer the event with setting up, marshalling, serving on the day, or striking at the end. Many hands make light work an’ all that.

Local Councils – we are grateful for the support of Kelvedon Parish Council and BDC through the sometimes challenging logistical and technical issues that arise, and for providing grants to keep us clean and green.Local businesses – we are truly humbled by the facilities provided free of charge by local businesses, from scaffolding to stages, generators to gazebos, plus the continued program advertising and generous sponsorship. When stewards found out that the Chelmsford Museums were having a makeover and selling their display cabinets, they jumped at the chance to buy some and give our museum a makeover too.

With financial resources being so tight, any such opportunities were not to be missed but of course it’s easier said than done. Display cabinets do not come light nor small, so during the cold winter days of January, with a lot of heaving and shoving, they were collected and transported to the museum. Initially placed in one room, the existing cabinets had to be emptied and relocated, then with more heaving and shoving everything moved into its new location. No mean feat or quick and easy task, trying not to damage the cabinets or exhibits. But as you can see from the pictures, it’s all looking worthwhile with exhibits now much easier to view. Of course, don’t just look at the pictures - come along and see for yourself!

The museum is an excellent source of information about our two villages, covering everything from the people, its buildings, schools, railways, farming and local trades from Neolithic times through to modern day. If the steward on duty cannot help you, they are sure to know someone who can. Do also have a look at the museum’s Facebook page, which is regularly updated with images from

the archives showing how our villages looked in times past.

The museum is open every Saturday morning from 9.30am till 12.30pm and, from March to October, Monday afternoons from 2pm -5pm (except Bank Holiday Mondays). It is located in the Aylett Building, Maldon Rd, Kelvedon and accessed via the library.Anne Townley

“A picture paints a thousand words…”Since 2010, the Kelvedon & Feering Heritage Society has run an annual photographic competition in memory of the late Tony Bonner (formerly of Threshelfords Farm, Feering).

Tony was passionate about the diverse heritage of our two villages and would have been delighted to see the pictorial record of it grow each year as local amateur photographers find new ways to portray the villages’ historic buildings and landscape, their agriculture and industries along with wider village life and activities.

Each year, twelve of the photographs entered for the competition (and not necessarily the prize winners!) are chosen to appear in the Heritage Society’s popular calendar (the 2019 edition of which has sold particularly well)

and all of the entries are exhibited at the Feering and Kelvedon Local History Museum.

To be eligible for this year’s competition, photographs must have been taken between 1 June 2018 and 31 May 2019 and be submitted as 7” x 5” prints (only those in landscape format can be considered for the calendar). Prizes are awarded in two age categories – entrants who will be under 16 at the closing date of 31 May 2019 and those who will be 16 or over.

So why not revisit the photographs you have taken over the last nine months? Or get out your camera (or even your phone!) and start snapping the local scene as winter gives way to spring? Each entrant can submit up to three photographs.

Chelmsford’s popular annual cycle ride, Pedal for The J’s, will be returning to Admirals Park for the tenth year on Sunday 5th May.

Cyclists have a choice of three rides - 15, 35 and 50 miles - through the beautiful Essex countryside. If you are a novice rider, the 15 mile route may be ideal for you. 35 miles is a

slightly bigger challenge and 50 miles is perfect for the more experienced cyclist - so there really is a route for everyone. There will also be activities in Admirals Park to keep the children entertained!

770 cyclists took part last year, raising around £30,000 for The J’s Hospice charity which supports young adults with life-limiting conditions and their families across Essex.

Organisers at The J’s hope to raise even more this year and they are very grateful to Beaulieu in Chelmsford for sponsoring this event for the fifth time.

This year we have seen a significant increase in the number of single people and families who have had visit us, which is why we are asking for people to donate from our Winter Appeal List. We have provided over 39,000 meals between January and December 2018. Unfortunately the demand continues. Any donation will make a difference.

We can only accept donations of unopened and undamaged goods that are still well within their “use by” date (no less than six months if possible). Items which do not meet these requirements cannot be used and your donation may be wasted. On behalf of all our visitors we thank you for your generosity.

Join the Helen Rollason Cancer Charity for our Rural Ramble at The Forgotten Gardens of Easton Lodge on Saturday 13th April. Last year, we welcomed over three hundred supporters who joined the charity for our very first Rural Ramble raising over £5,000!

The gardens which are entirely maintained by volunteers, comprise of a walled kitchen garden dating back to the 18th century, a wild flowers area for the bees, formal gardens, beautiful carpets and expansive colourful displays of flowers in Spring and Summer.

There are three distance options for participants to choose from; 10 mile walk and garden visit, 4 mile walk and garden visit or a 1 mile walk family trail and garden visit – dogs on leads are welcome. As part of the visit a delicious cream tea is included with each ticket.

Situated a few minutes outside the historic market town of Great Dunmow, this is a unique opportunity to enjoy a beautiful walk around the surrounding countryside and The Forgotten Gardens of Easton Lodge. Last year, participants were full of praise for the event;

“I would just like to say thank you for organising

a great first Rural Ramble. My husband, two children, two dogs and I completed the 10 mile ramble today. We thoroughly enjoyed ourselves, the organisation, the route and the tea afterwards were all excellent and for the first time in a long time the weather was on everyone’s side!”

Nicola Bird, therapist at Helen Rollason Centre Rochelle House in Chelmsford took part in the 10 mile route; “My husband Alan and I did the 10 mile route last year and it was lovely seeing the countryside and everyone else too. The weather and complementary cream tea at the end was a definite bonus. I’m taking part again this year and I’m really looking forward to it again.”Claire Matthews, a trustee of the Gardens of Easton Lodge Preservation Trust, said: “We are delighted that the Gardens are to be the focal point of the Helen Rollason Rural Ramble again on Saturday 13th April. The Grade II listed Gardens are being lovingly restored by volunteers to enable the public to enjoy the wealth of history and biodiversity that the Gardens abound in. Once again, the Christmas Fayre was a great success, with over twenty local stallholders selling a variety of goods ideal for Christmas. We are pleased to report a profit was made towards our funds for local causes and lights.

A special thanks to Father Christmas and his Elves, Feering Singers and all our helpers. Thanks also to the Colchester Coop Funeral Services, The Railway Tavern, The One Stop, China Garden, Dentistry for You, The Angel, Diana Hagger, Jodie Williamson and not forgetting Mary Stowers for the bacon butties!

Perhaps now is the time to try something different and take up gardening, with an allotment. Stoney Flint Allotments can be found just over the railway lines in Church St, Kelvedon, accessed by the lane adjacent to the houses on the right and we have a number of plots available for immediate occupation. The normal rent is £30 per year, payable in September, but these are now on offer at half price for the remainder of this year.

We currently have nearly 60 tenants actively involved in managing their plots, growing a wide variety of vegetables, fruit and flowers, many of whom will be only too pleased to offer advice and sometimes assistance to new plot holders. The Allotment Association is actively involved with the day to day running of the site on behalf of the Parish Council, and regularly hold work groups and barbeques at the site. They are currently raising money and seeking grants to install a composting toilet on the site. With over 20 active female gardeners regularly working on their plots, we have recognised how important it is that we provide adequate facilities for use by all. Members of the Association are also able to

purchase seeds from Kings Seeds at half price at the end of each year.

There is no restriction on age, gender or where you live, we only ask that if you take on a plot you work it and grow produce. We have tenants aged from 17 to 80 years living in and around Kelvedon, who have enabled the site to grow and develop over the years, but there is still room for a few more to join us. The best plots will obviously be taken by the first applicants, so why not take the step.

Becoming an allotment tenant could not be easier. A call to Derek Walsh on 07708016974 or e mail [email protected] will result in an offer of a conducted tour of the site with the opportunity to take immediate occupation of a plot. The paperwork can be sorted out afterwards with the Parish Council. We have a set of rules and conditions for tenants on the site, which  are not onerous or over restrictive, but are designed to make it a pleasant place for all to enjoy the fruits of their efforts. We look forward to seeing you in the near future.

This small but friendly Garden Club has been in existence for many years now, with members meeting at The Institute with a wide variety of speakers on the first Tuesday of the months March, May, June, October and November at 8pm. (Doors open at 7.30). The yearly membership subscription is only £6 with a £1 entry fee for members on Club nights and £2 for visitors who are always made welcome. Refreshments are served and a raffle is held. Any raffle prizes are always gratefully received!

The Club arranges two organised outings during the year in June and July, with the first outing being to Hever Castle on Sunday 16th June. Non-members are welcome if space is available. Our second outing will be on Tuesday 2nd July, when members of the Club will visit

the gardens at Kelvedon Hall, Great Braxted, with refreshments from 4pm to 6pm. The Garden Club’s first speaker of the year will be Harry Webber, who will be talking about mistletoe on March 5th. Keith Lovell will be the speaker with a talk entitled on “History through Essex Foods” on..May 7th and we then welcome Christine Lavelle who will be giving a demonstration and talk on

Summer Hanging Baskets on 4th June. Other activities include the Spring Show for members only on 2nd April (although visitors are welcome to come along and view) and as an additional attraction this year, Jean Smye, an expert in beekeeping will be coming along to give a demonstration on making beeswax candles.

The Annual Open Show in association with the Feering Flower Club follows on 31st August this year in the Feering Community Centre. The Show is supported by local businesses and shops and, together with both Kelvedon & Feering Parish Councils, make the event viable to run and the Club is extremely grateful to all concerned. This Show is open to all the local community, so please help the Club by either entering the Show or coming along to visit in the afternoon. Everyone is welcome.
