AACC American Association of Community Colleges. AD HOC TEAM

A team that addresses specific issues as assigned by the KCTCS President. Membership is determined by the KCTCS President based on the nature of the issue.

ADD Area Development District. Kentucky's counties are grouped into 15 regions known as Area Development Districts, or ADD's. Although they are public bodies under Kentucky law, the ADD's are not State agencies nor are they another level of government. Instead, the ADD's should be thought of as partnerships of local units of government. Locally-elected officials and citizen members comprise the ADD boards of directors. The ADD staffs are made up of professionals with a wide range of backgrounds in such areas as economic development, human services, management, and planning. http://www.kcadd.org/

AGB Association of Governing Boards. Professional association for boards of trustees and regents and for the Council on Postsecondary Education. http://www.agb.org/

AI Appreciative Inquiry. A planning tool adopted by KCTCS for the KCTCS Strategic Plan 2010-16 and beyond to investigate what is done well by KCTCS and how to do more of those types of things.

AMTEC Automotive Manufacturing Technical Education Collaborative (AMTEC). A multi-state collaboration of community and technical colleges that provides ongoing training for automotive technicians and engineers to equip them with the advanced skills they need to have successful careers in a constantly changing and globally competitive workforce. http://www.autoworkforce.org/

ATD Achieving the Dream - The Achieving the Dream National Reform Network leverages targeted focus areas to close achievement gaps and accelerate success among diverse student populations, particularly low-income students and students of color. CAEL Council on Adult and Experiential Learning. A national, non-profit organization whose mission is to expand learning opportunities for adults. http://www.cael.org/

CAFR Comprehensive Annual Financial Report. A set of U.S. government financial statements comprising the financial report of a state, municipal or other governmental entity that complies with the accounting requirements promulgated by the Governmental Accounting Standards Board (GASB).

CAP College Access Program. A state-based tuition grant program that provides college students with grants in the first two years of college. CBE Competency-Based Education. Systems of instruction, assessment, grading, and academic reporting that are based on students demonstrating that they have learned the knowledge and skills they are expected to learn as they progress through their education.

CCA Complete College America - Established in 2009, Complete College America is a national nonprofit with a single mission: to work with states to significantly increase the number of Americans with quality career certificates or college degrees and to close attainment gaps for traditionally underrepresented populations

CCAO Council of Chief Academic Officers. The Vice Presidents for Academic Affairs at the public universities and KCTCS along with the Vice President for Academic Affairs at the Council. The chair is selected from among the institutional representatives. Academic issues to come before the Council are brought before the CAO. http://cpe.ky.gov/committees/cao/

CCP Certified Compensation Professional. An individual who has achieved a passing score on nine examinations--six required and three electives--administered by World at Work Society of Certified Professionals, signifying an expertise and excellence in all areas of compensation throughout the human resource and global rewards community.

CCRC Community College Research Center. An independent research organization housed at Teachers College, Columbia University. Conducts research on community college issues such as developmental and workforce education. http://ccrc.tc.columbia.edu/Home.asp

CCSSE Community College Survey of Student Engagement. Higher education research has identified educational practices that lead to improved student learning outcomes. CCSSE is a survey that asks students about college experiences that indicate good educational practice. http://www.ccsse.org/

CDR Cohort Default Rate - A 3-year cohort default rate is the percentage of a school's borrowers who enter repayment on certain Federal Family Education Loan (FFEL) Program or William D. Ford Federal Direct Loan (Direct Loan) Program loans during a particular federal fiscal year (FY), October 1 to September 30, and default or meet other specified conditions prior to the end of the second following fiscal year.

CEO The Committee on Equal Opportunities, is an advisory committee of the Council on Postsecondary Education. The group provides guidance to the CPE on matters of diversity, equity and inclusion and the implementation of the Statewide Policy on Diversity, Equity and Inclusion. CIP Code Classification of Instructional Program Code. Federally-defined taxonomy for identifying fields of study.

CER Cisco Emergency Responder enhances the existing emergency 9-1-1 functionality offered by Cisco Unified Communications Manager (previously known as Cisco Unified Call Manager). It assures that Cisco Unified Communications Manager will send emergency calls to the appropriate Public Safety Answering Point (PSAP) for the caller's location, and that the PSAP can identify the caller's location and return the call if necessary. In addition, the system automatically tracks and updates equipment moves and changes. Deploying this capability helps ensure more effective compliance with legal or regulatory obligations, reducing the risk of liability related to emergency calls as a result.

CMS Course Management System. Software that facilitates distance

learning by centralizing the development, management, and distribution of instructional-related information and materials. A CMS provides faculty with a set of tools that allows the easy creation of course content - syllabi, course modules, lecture notes, assignments, tests and quizzes, etc. - and is the framework in which they teach and manage the class.

COE Council on Occupational Education. Council on Occupational Education is the successor to the old Commission on Colleges of the Southern Association of Colleges and Schools (SACS) unit called the ―Commission on Occupational and Industrial Education.‖ COE is an independent, national accrediting organization for career and technical education. http://www.council.org/

Council on Postsecondary Education. The coordinating body created by the General Assembly that is responsible for general planning and oversight of Kentucky’s public postsecondary institutions. http://cpe.ky.gov/

CRD Center for Rural Development. Located in Somerset, Kentucky, The Center for Rural Development is a non-profit organization whose primary mission is improving the quality of life for individuals in its forty-two county service region by providing leadership that stimulates innovative and sustainable economic development solutions. http://www.centertech.com/

CUPA College and University Personnel Association. A higher education industry association of Human Resources professionals which offers website access, discounted purchases, discounted training, and other benefits for an annual membership fee. http://www.cupahr.org/

DACUM Developing a Curriculum. Is an occupational analysis performed by expert workers in the occupation which can be used for instructional program planning, curriculum development, training materials development, organizational restructuring, employee recruitment, training needs assessment, meeting ISO 9000 standards, career counseling, job descriptions, competency test development, and other purposes. http://www.dacumohiostate.com/

DL Refers to the William D. Ford Federal Direct Loan (Direct Loan) Program. This is the largest federal student loan program. Under this program the U.S. Department of Education is the lender.

DLAC Distance Learning Advisory Committee. Statutory committee advises the CPE on all distance learning issues. http://cpe.ky.gov/committees/dlac/

DEI Department of Employee Insurance. A department in the Kentucky Personnel Cabinet that is responsible for administering health insurance benefits to state employees and agencies including KCTCS. http://personnel.ky.gov/dei/

DOL Department of Labor. The Federal Department of Labor is responsible for occupational safety, wage and hour standards, unemployment insurance benefits, reemployment services, and some economic statics. The Commonwealth of Kentucky also has a Department of Labor which is responsible for labor related issues specific to work within the Commonwealth.

DOR Department of Revenue. The Kentucky Department of Revenue is responsible for enforcing the tax laws of the Commonwealth of Kentucky. Additionally, they are Kentucky’s tax collection agency and are responsible for handling the revenue generated from taxation of its citizens and businesses.

DSS Decision Support System. An interactive software-based system designed to assist decision makers in compiling useful information from raw data, documents, personal knowledge, and/or business models to identify and solve problems and make decisions.

EAP Employee Assistance Program. Provides employees limited assistance and access to services that may benefit employees and assist them with performing better.

EDC Education and Workforce Development Cabinet. The business of the Education and Workforce Cabinet is to education, prepare, and train Kentucky’s current and future workforce. As a bridge between the world of education and the world of work, the Cabinet coordinates P-20 learning programs and manages and supports training and employment opportunities. http://educationcabinet.ky.gov/

ELMS Early Leavers with Marketable Skills. Postsecondary students who benefit (i.e., gain a higher wage) from training received at a postsecondary institution, but do not earn a credential.

ER Employee Relations. A functional area of HR dealing with the whole employee with regards to workplace productivity, performance, relationships, culture, satisfaction, change and best practices, as well as conflict resolution and correctional actions.

ESL ESOL EFL

English as a Second Language (ESL), English for speakers of other languages (ESOL), and English as a foreign language (EFL) all refer to the use or study of English by speakers with a different native language. These terms are most commonly used in relation to teaching and learning English, but they may also be used in relation to demographic information.

ESPC Energy Savings Performance Contract. Allow KCTCS to procure energy savings and facility improvements with no up-front capital costs or special appropriations. An ESPC is a partnership between an agency and an energy service company.

FAFSA Free Application for Federal Student Aid: the form that students fill out to apply for federal and most forms of state funded financial aid.

FASB Financial Accounting Standards Board. A private, non-profit organization standard setting body whose primary purpose is to establish and improve generally accepted accounting principles (GAAP) within the United States in the public's interest.

FERPA Family Educational Rights and Privacy Act. Federal law that protects student records from disclosure except with the permission of a student, or where an exception to disclosure exists. http://www.ed.gov/policy/gen/guid/fpco/ferpa/index.html

FICE Federal Interagency Committee on Education. Agency that developed the FICE code, used to identify higher education institutions.

FIPSE Fund for the Improvement of Postsecondary Education. A

FISAP Fiscal Operations Report and Application to Participate. Annual process within Financial Aid that is used by schools to apply for Campus-Based Program funding for the upcoming award year and to report Campus-Based Program expenditures for the previous award year.

FLSA Fair Labor Standards Act. An act that guarantees a worker’s

FMLA Family Medical Leave Act. Legislation which provides job protected specified amounts (12-26 weeks per 12 month period) of unpaid leave for employees’ own serious health condition and/or to care for their spouse, son or daughter (or next of kin if applicable) with a serious health condition. http://www.dol.gov/esa/whd/fmla/

FSEOG Federal Supplemental Educational Opportunity Grant – is a grant for undergraduate students with exception financial need.

FT/PT Full Time/Part Time

FTE Full Time Equivalent. Refers to a process whereby student

credit hours are transformed into the equivalency of a full-time student. There are standard methods for conversion. FTE is also used to describe the equivalency to full-time employment. A full time employee is 1.0 FTE – half-time .50 FTE, etc.

FWS Federal Work-Study – This program provides part-time jobs for undergraduate and graduate students with demonstrated financial need, allowing them to earn money to help pay education expenses.

GASB Governmental Accounting Standards Board. The source of generally accepted accounting principles (GAAP) used by state and local governments in the United States. As with most of the entities involved in creating GAAP in the United States, it is a private, non-governmental organization.

GEAR UP Gaining Early Awareness and Readiness for Undergraduate Programs. A federally funded intervention program for middle school students that encourages students to prepare for college. CPE is the grant administrator. http://cpe.ky.gov/policies/academicinit/gearup/

GE Gainful Employment: Refers to a particular set of federal regulations requires for-profit programs and certificate programs at private non-profit and public institutions prepare students for "gainful employment in a recognized occupation." The regulations distinguish programs that provide affordable training that leads to well-paying jobs from programs that leave students with poor earnings prospects and high amounts of debt. They support greater accountability for colleges by requiring institutions to provide key information on program costs, whether students graduate, how much they earn, and how much debt they may accumulate. These required standard disclosures empower students to compare across career college programs when searching for and selecting a program. The regulations also help the Department in its efforts to protect students from deceptive practices on the part of some for-profit colleges.

GED General Educational Development test. GED Testing Service is a joint venture between the American Council on Education (ACE) and Pearson. The new organization was formed in 2011 and was modeled to represent a public-private partnership. http://www.acenet.edu/Content/NavigationMenu/ged/

GINA Genetic Information Nondiscrimination Act. Protects Americans against discrimination based on their genetic information regarding health insurance and employment. http://www.genome.gov/24519851

GL General Ledger. A general ledger is a company's set of numbered accounts for its accounting records. The ledger provides a complete record of financial transactions over the life of the company. The ledger holds account information that is needed to prepare financial statements and includes accounts for assets, liabilities, owners' equity, revenues and expenses.

GMSCPP Governor’s Minority Student College Preparation Program. An academic enrichment program that prepares minority middle school student participants to seek and complete higher education after graduating from high school. http://www.cpe.ky.gov/committees/gmscpp/

GRS Graduation Rate Survey. Required federal report, part of IPEDS. The GRS tracks the percentage of first-time, full-time students who complete their programs within 150% of program time.

GSIP Global Studies and International Partnerships. Provides information on Federal and State grant opportunities. http://legacy.kctcs.edu/international/. Supports colleges in promoting and facilitating global education opportunities outreach throughout the world.

HACU Hispanic Association of Colleges and Universities. The mission of the HACU is to be the champion of Hispanic success in higher education. The HACU was established in 1986 with a founding membership of eighteen institutions. Today, HACU represents nearly 450 colleges and universities committed to Hispanic higher education success in the U.S., Puerto Rico, Latin America, Spain and Portugal. http://www.hacu.net/

HBCU Historically Black Colleges and Universities. The Higher Education Act of 1965, as amended, defines an HBCU as: "...any historically black college or university that was established prior to 1964, whose principal mission was, and is, the education of black Americans, and that is accredited by a nationally recognized accrediting agency or association determined by the Secretary [of Education] to be a reliable authority as to the quality of training offered or is, according to such an agency or association, making reasonable progress toward accreditation."

HERC Higher Education Recruitment Consortium. The Greater Kentucky HERC was established in 2017 and allows colleges and universities to collaborate on the recruitment of faculty, staff and executives. HERC maintains a regional, web-based search engine with listings for faculty and staff job openings at all member institutions, including a dual-career couple search option.

HEUG The Higher Education User Group (HEUG) is a Non-Profit, international organization consisting of Higher Education institutions that use application software from the Oracle Corporation. HEUG’s mission is to educate and advocate by facilitating the sharing of ideas, information and experiences among its members, and to provide a unified and effective voice to Oracle on all issues involving the use of Oracle application software in the Higher Education community. The HEUG achieves their purposes while remaining independent of Oracle. https://www.heug.org/

HIPAA Health Insurance Portability and Accountability Act. Mandates that anyone belonging to a group health insurance plan be allowed to purchase health insurance within an interval of time beginning when the previous coverage is lost. http://www.dol.gov/ebsa/newsroom/fshipaa.html

HiSET High School Equivalency Test developed by Educational Testing Service (EST) and Iowa Testing Programs (ITP). EST HiSET is a national high school equivalency testing program.

House Bill 1 or HB 1

Refers to the Kentucky Postsecondary Education Improvement Act of 1997. This is the bill that reformed Kentucky postsecondary education.

House Bill 160 (HB 160) Transfer Legislation

Transfer Legislation (House Bill 160) enacted by the 2010 General Assembly that will eliminate the barriers students face when transferring to Kentucky’s public universities. Two features of the legislation include: • Statewide agreement for alignment of KCTCS lower division

coursework (including general education courses) to be accepted and fully credited to related bachelor degree programs by all public universities to include general education student learning outcomes, with a prohibition of requirements to repeat or to take any additional lower-level courses to fulfill bachelor degree requirements in the same major.

• Requirement that changes in learning outcomes by a public university shall be communicated to the Council on Postsecondary Education and to KCTCS six months in advance of the effective date of the change. However, no change shall be implemented by a public university until CPE can confer with the universities and KCTCS to verify that there remains a clearly defined path to a bachelor’s degree for those students who plan to transfer from KCTCS to a public university.

HR Human Resources. The organizational function of KCTCS

that deals with people.

HRMS Human Resources Management System. Technical systems that support Human Resources and Payroll functions including PeopleSoft, OnBase and compliance/training software.

HSI Hispanic Serving Institutions. Institutions having total Hispanic enrollment constituting a minimum of 23 percent of the total enrollment.

I 2 Internet 2. High-speed, research based network with broad-band capability. Kentucky will make I 2 capability available to all local schools, colleges and universities.

IF IdeaFestival. A world class Kentucky event that attracts leading and highly diverse thinkers from across the nation and around the globe to explore and celebrate innovation, imagination, and cutting-edge ideas.

IFSAC International Fire Service Accreditation Congress. IFSAC is a peer driven, self-governing system that accredits both public fire service certification programs and higher education fire-related degree programs. Accreditation ensures consistent training and testing of the firefighters and emergency responders who protect the citizens of the Commonwealth.

IFSTA International Fire Service Training Association. The mission of IFSTA is to identify areas of need for training materials and foster the development and validation of training materials for the fire service and related areas. IFSTA is an association of fire service personnel who are dedicated to upgrading firefighting techniques and safety through training.

IPEDS Integrated Postsecondary Education Data System. The data collection system used by the federal government to collect, analyze, and report required reports for higher education institutions. IPEDS is coordinated by the National Center for Education Statistics (NCES), which is part of the U.S. Department of Education. http://nces.ed.gov/ipeds/

IR/IE Institutional Research/Institutional Effectiveness. Institutional Research is the study of postsecondary institutions’ students, faculty, course offerings, and learning outcomes. Institutional Effectiveness measures institutions’ performance compared to their missions.

ITV Interactive Television. Interactive television (generally known as iTV) describes a number of techniques that allow viewers to interact with television content as they view it.

KAAHC Kentucky African American Heritage Commission. KAAHC is charged with identifying and promoting the awareness of significant African-American influences upon the history and culture of Kentucky and supporting and encouraging the preservation of Kentucky African-American heritage. http://heritage.ky.gov/kaahc/

KABHE Kentucky Association of Blacks in Higher Education. KABHE was created to promote the advancement of Blacks in Higher Education in Kentucky by articulating needs and concerns, promoting unity, cooperation and awareness, and enhancing the personal and professional growth of its members. NAP Network Access Protection (NAP) is a Microsoft technology for controlling network access of a computer, based on its health. With NAP, system administrators of an organization can define policies for system health requirements. Computers with a NAP client will have their health status evaluated upon establishing a network connection. SGA Student Government Association. Student government presidents at the public universities and at KCTCS have a statewide association. SREB Southern Regional Education Board. Independent corporation with board members selected from the 13 state region. VFA Voluntary Framework of Accountability - The VFA is the principal accountability framework for community colleges with measures defined to encompass the full breadth of the community college mission and the diversity of students' goals and educational experiences. More than 60 community college leaders guided the 18-month development of the VFA resulting in the release of more appropriate measures. The VFA gauges student progress and outcomes including pre-collegiate preparation (such as developmental education and Adult Basic Education), academic progress and momentum points, completion and transfer measures, and workforce outcomes for career and technical education.

VLI Virtual Learning Initiative. KCTCS Online Learn on Demand as of fall 2010, originally debuted in March 2009 as KCTCS Online. KCTCS Online Learn on Demand is an online learning program where: • Courses are: − Delivered in a modular format. − Competency based. − Available 24 hours a day, seven days a week, 365 days a year. • Student services are provided 100 percent online.

VPN A virtual private network (VPN) extends a private network across a public network, such as the Internet. It enables users to send and receive data across shared or public networks as if their computing devices were directly connected to the private network, and thus are benefiting from the functionality, security and management policies of the private network. A VPN is created by establishing a virtual point-to-point connection through the use of dedicated connections, virtual tunneling protocols, or traffic encryption.
