INTRODUCTION

1. This document represents guidelines for the training of ATC personnel tobe employed in the KAIA Tower. It is to be used in conjunction with the KAIATraining Document to ensure that each controller is trained to an acceptablestandard.

2. All personnel must fulfill the criteria outlined herein, in order to be rated atKAIA.

3. All suggestions for amendments may be forwarded to me through theSATCO for consideration and possible implementation.

SECTION 1

AIM AND OBJECTIVESOF TRAINING PROGRAM

Operational training encompasses that period of time required for anindividual to develop the ability to perform all required control duties.

The aim of the KAIA Tower Operational Training Program is to ensure thatall air traffic controllers are trained to a high standard that will enable them toprovide ATS at KAIA.

The objectives of the ATC Tower training program are as follows:

a. Familiarize controllers with the local environment;

b. Train controllers to function in the Tower environment; and

c. Assess controllers' ability to function in the Tower environment.

This OTP uses the criteria found in the KAIA LOPs as its foundation andthe Deputy SATCO is responsible for the day-to-day administration of theprogram under the overall authority of SATCO. Flight Safety and ATC operationaleffectiveness SHALL always take priority over training. Rated personnel shallensure that safe and effective control over all situations is maintained byproviding adequate direction to trainees or by resuming control in a timely

manner.

TRAINING PROGRAM GUIDELINES

1. Daily Assessment. The daily training report is one of the most importantrecords for individuals undergoing unit rating. It is the means by which strengthsand weaknesses of a controller are assessed. Correctly completed forms providesupervisory personnel with the necessary information to evaluate the progress of individuals undergoing checkout. Daily assessments will be further explained inchapter 2 of this manual.

2. Weekly Assessment. Each trainee will be briefed on the past week’sperformance and will include a resume of the trainee’s progress, noting anyareas that require improvement, strengths, the material covered, and a generalassessment of the trainee’s progress to date. Again, further clarification will be

provided in chapter 2 of this manual.

3. Leave. All leave is coordinated through the D/SATCO for SATCOapproval.

4. Briefing. The Deputy SATCO or SATCO shall interview all personnelat the beginning of the operational training. Items to be discussed during thisinterview shall include:

a. past employment;

b. the individual's perspectives and concerns;

c. the OTP;

d. the role of the airport; and

e. what is expected of the trainee during training.

5. Monitoring. Monitors will familiarize themselves with the trainee’s recentprogress. This will allow continuity in training.

6. Training Documentation. A progress file on personnel undergoingoperational training shall be maintained by the unit and made available to thetrainee. The file shall be retained until the controller is posted, at which time it willbe destroyed. The file will contain at minimum:

a. training check lists and Local Knowledge Exam (LKE);

b. completed daily debrief forms; and

c. completed rating form.

TRAINING PHILOSOPHY

1. Trainees shall ensure that they:

a. study all pertinent publications as indicated in Section 2 Para 3;

b. recognize their limitations, accept constructive criticism andsuggestions for improvement, and be prepared for the monitor totake control;

c. ensure training reports submitted to the D/SATCO; and

d. take an active role in the rating process.

2. Trainees are reminded that it is their checkout. They are expected to take anactive role in the rating process by utilizing spare time to study publications,familiarize themselves with equipment, discuss control scenarios with other controllers, and any other activity that will facilitate their rating.

3. Trainees are expected to know and apply the appropriate rules andtechniques for each control situation. They must keep in mind that, althoughmonitor techniques may vary, the rules for control do not. When accepting adebrief, the trainee should be clear about whether a training point iscorrection of wrong technique or advice to improve on an acceptabletechnique. Trainees are free to develop their own techniques from their ownunderstanding or what they perceive as the best ideas from each monitor.Monitors will consider each action and allow the trainee to continue so long assafety and efficiency are not adversely affected.

4. At no time shall the monitor nor the trainee conduct the monitor/debrief process in a fashion that may be considered harassment. Trainees shouldunderstand that the constructive criticism that they receive under training ismeant to improve their ability and does not constitute harassment. If a traineefeels uncomfortable with a particular debrief or situation, they are obligated totake appropriate steps to make their concerns known.

5. A Trainee has the right to request that the daily debrief take place in a privatelocation (such as on the catwalk, an office or other location) and not in front of the crew or others.

CHECKOUT CRITERIA

1. In order to achieve a rating at KAIA as a Tower Controller, the traineemust:

a. meet the position standard for all positions in the tower;

b. obtain a mark of 90% or above on the LKE;

c. obtain Deputy SATCO/ SATCO authorization to perform controlduties. In addition, the trainee must feel confident that he/she isready to control without supervision.

2. Prior to rating, if it is assessed by the SATCO that a trainee does notpossess an adequate understanding of English, the SATCO may elect tocommence administrative procedures to end ATC training and findappropriate employment for the trainee.

3. During rating, if a trainee fails to display satisfactory progress, or if thetrainee demonstrates an attitude that does not reflect a professional andserious approach to training, SATCO may elect to commenceadministrative procedures to end ATC training and find appropriateemployment for the trainee.

4.

 After rating, if a controller spends a period of  time of 45 days or morewithout controlling, they shall be re-evaluated to ensure that their skillsand local knowledge are still at a safe standard.

POSITION STANDARD

TOWER CONTROL POSITION STANDARD

1. In order to receive a rating in the Tower position at Kabul, the individualmust demonstrate the ability to:

a. effectively control at least 8 aircraft simultaneously in anycombination of arrivals, departures, or overflights;

b. safely manage higher levels of traffic while ensuring that flightsafety is not compromised through the utilization of delaying action,or restrictions on VFR aircraft;

c. accurately visualize the relationship of aircraft to geographicpositions, other aircraft, and ground vehicles;

d. correctly correlate speed and distance factors while issuing precisetake-off and landing instructions;

e. select and evaluate pertinent data from a variety of sources whenrequired;

f. provide immediate, clear, concise and accurate control instructions

and information;

g. coordinate effectively and issue appropriate clearances;

h. accurately record control information;

i. correctly interpret data contained in flight information publications;

 j. operate communication equipment as required;

k. correctly evaluate equipment serviceability status;

l. recognize and respond to emergency (or potential emergency)situations; and

m. correctly evaluate meteorological conditions.

GROUND CONTROL POSITION STANDARD

2. In order to receive a rating in the Ground Control position at Kabul, theindividual must demonstrate the ability to:

a. effectively control any combination of vehicle traffic and aircraft;

b. accurately visualize the relationship of aircraft to geographicpositions, other aircraft, and ground vehicles;

d. select and evaluate pertinent data from a variety of sources whenrequired;

e. provide immediate, clear, concise and accurate control instructionsand information;

f. coordinate effectively with Local Controller the use of TWY B For 

landing/departing Helis

g. correctly perform all administrative duties pertaining to the position;

h. correctly interpret data contained in flight information publications;

i. operate all communications and associated equipment as required;

 j. correctly evaluate equipment serviceability status;

k. recognize and respond to emergency (or potential emergency)

situations; and

l. correctly assign control priorities;

m. and issue clearances.

COORDINATOR POSITION STANDARD

3. In order to receive a rating in the Coordinator position at Kabul, theindividual must demonstrate the ability to:

a. effectively coordinate all military arrivals and departures with Air Ops;

b. safely coordinate ground movements with Ground when requestsare made over ICN, FRS or phone lines;

c. coordinate all arrivals and departures with KRAPCON (or BAGRAMif KRAPCON is unserviceable) according LOA.

d. Obtain SVFR and IFR release from KRAPCON (or BAGRAM if KRAPCON is unserviceable) in a timely manner.

e. Be aware on weather updates (especially for changes betweenVMC and IMC).

f. Answer calls on phones and radios following the line of priority.

g. Manage the military and civil flowchart.

LENGTH OF PROGRAM

1. Training days allowed to complete this program is not specified in LOPs. An experienced controller with a good understanding of English canexpect to be rated in approximately 1 to 2 weeks.

Note: This period includes training time for the ground control andcoordinator position.

ASSESSMENT 

1. Daily Training Report: At the end of each monitoring session, the monitor is required to fill out a daily training report on each trainee. This report issigned by both the monitor and trainee and is then forwarded to theD/SATCO. This form is used to record the events of the day includingtraffic levels, performance of the trainee, and all policies briefed. A de-brief is mandatory after each session.

2. Letter grades shall be used for assessments on the daily training reportand are to be assigned relative to the trainee's ability to meet the controlposition standard. The letter grades are not relative to the trainee's stageof checkout. The letter grades shall be assigned as follows:

 A - Satisfactory - met standard in terms of traffic density and complexityduring training period;

B - Satisfactory with debriefing - met standard in terms of traffic densityand complexity during training period, however minor monitor input wasrequired and/or performance technique needs minor improvement;

C - Unsatisfactory - Unable to meet standard in terms of traffic density andcomplexity during training period; or 

D - Not Observed.

Note: The narrative must support the assigned grades. As a minimum, allB's and C's shall be supported by comments in the narrative section. Thetrainee must ensure that they understand all debrief points and that theymay provide comments if there are any circumstances that they feelshould be made known relative to a debrief.

3. The following definition shall be applied to the completion of daily trainingreports in regards to traffic density and complexity:

a. Traffic density:

Light - One or two aircraft/vehicles (concurrently)

Moderate - three or four aircraft/vehicles (concurrently); or 

Heavy - More than four aircraft/vehicles (concurrently); and

b. Traffic complexity:

Routine - No conflictions, routine flow and co-ordination;

Moderate - Some conflictions, with increased co-ordination andrestrictions; or 

Complex - Numerous conflictions with detailed co-ordination and/or controller action (i.e. holds, restrictions, etc) to ensure separation

4. All areas of the training report shall be completed. It is recommended thatthe trainee is debriefed the same day, but failing this, shall be debriefed on thecompleted reports no later than before the commencement of the next trainingday. These reports will form the basis of all future reports and it is incumbentupon the trainee and monitor to ensure their accuracy and completeness.

5. The D/SATCO shall maintain the entire training folder until completion of training, at which time the complete record is to be forwarded to SATCO andsaved on the Active Rated Controllers Folder,

OTP CRITIQUE

1. All trainees will be encouraged to make note of areas that may beimproved regarding the OTP and report them to the D/SATCO in a timelyfashion. Areas of immediate concern will be action accordingly. All other areas will follow the critique process below. The aim is for all partiesinvolved to keep the OTP current while providing the best possibletraining.

2. The D/SATCO shall review all critiques as they are submitted and discussthem with the trainee. The D/SATCO will review all critiques and amendthe OTP as required.

3. D/SATCO is responsible for maintaining and updating the OTP as requiredon behalf of the SATCO;

4.  All inputs shall be forward to the D/SATCO using ESSAR 5 Formatavailable on the Supervisors Computer in the TWR.

SECTION 2

PHASE 1 – TOUR + ACADEMICS

1. Purpose: Phase 1 represents the initial portion of the rating process atKabul. It shall entail delivering/reviewing all ATC publications and gaining initialknowledge of the KAIA airspace and operation. This time may also be used bythe trainee to complete administration related to arrival at KAIA. D/SATCO willarrange with FSO a TOUR in the CAMP (KAIA). In this Tour the Controllers willhave a chance of meeting all the important agencies in KAIA(Air Ops, FSO, ATCOffice, CATO, etc…). They will also travel on the TWY’S, Aprons and RWY, for acloser view of the airfield and its equipments. In the end, a test will be done inorder to acquire the Airport Drivers License.(FSO)

2. Method: A combination of self-study, briefings, tours, etc will be used to

bring the trainee up to a level where he/she can gain training value from startingtheir training in the coordinator position.

3. Duration: 1 day.

4. Teaching points:

a. Airspace knowledge - The trainee will become more familiar with the KAIA CTR and aerodrome including dimensions,adjacent airports, class of airspace, etc.

b. Procedure knowledge - Trainee will be expected to befamiliar with various procedures that are in place at the ATCunit.

5. Standard: Upon completion of phase 1, the trainee will:

a. be familiar with the KAIA airport; andb. have a working knowledge of KAIA airspace, radiofrequencies, KAIA LOPs, Agencies Involved and specialprocedures.

6. Verification: To successfully complete Phase 1 the following is required:

a. Phase 1 checklist must be complete.

PHASE 2 – COORDINATOR POSITION

1. Purpose: To give the trainee the skills and knowledge required to operateeffectively in the coordinator position.

2. Method: Phase 2 consists of working the coordinator position with aqualified monitor until such time as the D/SATCO considers that thetrainee has a good understanding of the rules and procedures for thatposition.

3. Duration: 3 training days.

4. Teaching points: The trainee is responsible for all teaching points as

outlined in the Tower Phase 2 checklist.

5. Standard: Upon completion of phase 2, the trainee shall:

a. have a comprehensive knowledge of local procedures to be able tomove into the Ground and Tower positions;

b. understand internal/external co-ordination procedures; and

c. have a basic knowledge of KAIA's airspace.

6.

Verification: To successfully complete Phase 2 the trainee must

a. completed the Phase 2 checklist; and

b. perform coordinator duties without assistance from monitor.

PHASE 3 – GROUND CONTROL

1. Purpose: To give the trainee the skills and knowledge required to operateeffectively in the Ground position.

2. Method: Phase 3 consists of working the Ground control position with aqualified monitor until such time as D/SATCO considers that the trainee has agood understanding of the rules and procedures for that position.

3. Duration: 5 days.

4. Teaching points: The trainee is responsible for all teaching points asoutlined in the Tower Phase 3 checklist.

5. Standard: Upon completion of phase 3, the trainee shall:

a. have a comprehensive knowledge of local ground controlprocedures;

b. have a comprehensive knowledge about the KAIA aerodromeand the agencies using it;

c. understand internal/external co-ordination procedures; and

d. have a basic knowledge of KAIA's airspace and VFR/SVFRprocedures.

6. Verification: To successfully complete Phase 3 the trainee must

a. completed the Phase 3 checklist;b. perform Ground control duties without assistance.

PHASE 4 - AERODROME

1. Purpose: Phase 4 is meant to provide the essential knowledge and skillsfor an individual to attain final rating at KAIA.

 2. Method: Phase 4 consists of controlling traffic in the Tower position with a

rated monitor assisting. The trainee will continue self-study of ATCpublications. The checklist for this phase comprises teaching points to bebriefed by the monitors.

3. Duration: 5 days.

PHASE 5 – SUPERVISOR

Tower Supervisor Training Minimums

1. Purpose: Phase 5 is meant to provide the essential knowledge and skills for an individual to perform as a shift supervisor at KAIA.

 2. Method: Phase 5 consists of individual training by D/SATCO regarding

supervisor duties and responsibilities.

Responsible for:

1. the overall operation of the facility during their shift and maintains generalawareness of air traffic;

2. the shift change procedures, collecting all pertinent information from therelieved Supervisor and ensure that his team gets that information;

3. assigning personnel to each position (Local/GND/CD)4. position/equipment checklists5. updating daily log6. updating ATIS7. filling incident/hazardous reports and forward them to FSO/SATCO;8. logging out/in equipments9. activating crash phone/icn in case of emergency;10.suspending operations if necessary;11.generator switch-over procedures12.coordinating with GDCC or Afghan Liaison in order to reduce or eliminate

Jamming;13.coordinating with Afghan Liaison/Air Ops/FSO/Rapcon for unusual

situations related to civilian/military vehicles or aircrafts;14.coordinating with ANA for training flights;15.verifying notams and their applicability;16.advising Satco/D.Satco for significant occurrences;

4. Teaching points: The controller is responsible for all points as set out in thePhase 5 checklist and OTP Chapter 6 Point 2.

5. Standard: Upon completion of Phase 5, the D/SATCO will approve thecontroller as a shift supervisor.

6. Verification: To successfully complete Phase 5 the controller must:

a. complete the Phase 5 checklist;b. agree that he/she is ready to commence supervisory duties.
