GDI UPDATE June 2016 Edition DEAR PARTNER, Happy summer! Below you will find the latest developments of the Global Delivery Initiative (GDI). GDI GOVERNANCE UPDATE To ensure the sustainability of the Global Delivery Initiative, a GDI Governance Structure has been formed, including an Advisory Board, Steering Committee, Secretariat, and Action Committees. The first official GDI Steering Committee Meeting took place on June 9th and 10th. The World Bank and GIZ currently serve as the first Steering Committee co-chairs; other representatives at the meeting included BRAC, CEPAL, the People’s Republic of China MoF, IDB, KDIS, Mercy Corps, USAID and UNOPS. The Steering Committee met in order to define the strategy and priorities of GDI. Partners continued to commit to working around the existing common Global Taxonomy, connecting practitioners, and building a body of evidence on delivery know-how and lessons learned through the Global Delivery Library. Over the next year, the Steering Committee also agreed to collaborate through an “on-the-ground” pilot intervention to help teams as they address delivery challenges in real-time. The GDI currently has four Action Committees organized around DeCODE (Delivery Challenges), the Global Delivery Library, the GDI Adaptive Implementation Learning Program, and the Action Learning Approach. Happy summer! Below you will find the latest developments of the Global Delivery Initiative (GDI).

GDI GOVERNANCE UPDATE To ensure the sustainability of the Global Delivery Initiative, a GDI Governance Structure has been formed, including an Advisory Board, Steering Committee, Secretariat, and Action Committees.

GDI LEARNING PROGRAM

On March 1-2 GDI delivered a training to the MasterCard Foundation as well as the African Institute for Development Policy (AFIDEP) in Toronto. The MasterCard Foundation intends to adopt the GDI methodology for future delivery case studies.

On April 5 and 6, GDI delivered a training to professors and students of the Korea Development Institute (KDI) School in Seoul, Korea. The training has also been filmed and will be made accessible via the KDI Website shortly.

On May 26-27, GDI delivered a 2-day Case Study Training at the Instituto Tecnológico y de Estudios Superiores de Monterrey (Tec de Monterrey). The group in attendance included professors and graduate students, members of civil society, for-profit development organizations, and Tec personnel working on development-related issues. All trainings will be followed by the development and contribution of delivery case studies to the Global Delivery Library.

In addition, GDI is piloting an Adaptive Implementation Learning Program aimed at connecting practitioners with peers to strategize about practical problems and think ‘out of the box’ about delivering outcomes that matter. The workshop links practitioners with available instruments, tools and approaches in order to enable more agile, flexible and adaptive projects.

DELIVERY CHALLENGES

The GDI continues working to develop DeCODE (Delivery Challenges for Development Effectiveness), an evidence-based dashboard intended to support operations. The validation process of Delivery Challenges Taxonomy has now been closed. The team incorporated feedback from within the World Bank and from external partners (DFID, GIZ, AfDB, ADB, IADB) in finalizing the taxonomy. The cleaning of the training dataset for the Delivery Challenges Algorithm was finalized, as well as a first-pass checking of the preliminary results of the Delivery Challenges Algorithm. This will allow the DeCODE team to finalize the Delivery

Case Study Spotlight of the Quarter: “How to Enable Citizen Participation to Improve Delivery of Local Projects: Royalty-Funded Projects and Citizen Visible Audits in Colombia”

*Delivery challenges: Transparency and accountability; Citizen participation and community engagement *Development challenges: Improving the use of public resources

This case study examines the Colombian government’s efforts to improve the efficiency and effectiveness of public investments of local governments by enabling effective citizen participation. The government created a new Royalties Directorate with a flexible implementation strategy and began to use citizen visible audits (CVAs) to engage citizens in monitoring of local development projects. The approach incentivized improved implementation through transparency and accountability. The approach is currently being scaled up to a variety of other types of projects.

Recent and Upcoming Events

GDI, with Feedback Labs and other partners, jointly organized the Smart Summit on May 12. The event convened development practitioners and experts to examine if and when feedback is “smart” and how to enhance its value in development activities.

GDI participated in the Global Partnership for Social Accountability (GPSA) Global Partners Forum (May 19-20), presenting on the need for and relevance of adaptive implementation in promoting social accountability.

GDI presented during the 2016 Global Leadership Forum (June 1-3) at the World Bank. This presentation examined the challenges facing practitioners who struggle with demonstrating results when building leadership capacity.

GDI participated in a White House event, convened by Feedback Labs and the USAID Global Development Lab on June 15, on practical ways to integrate adaptive management into development programming and to be more agile and inclusive.

The next GDI event is scheduled for November 15-17, 2016, in, China.
