Job DescriptionICT Officer

Position: ICT OfficerReports to: Head of Finance and Administration UnitDuty station: Geneva, national staff positionTravel: Occasional to NorwayDuration and type of contract: 8 months with possibility for permanent position - subject to funding

Established in 1946, NRC is an independent, humanitarian, non-profit, non-governmental organisation working in over25 countries with approximately 4,500 staff. NRC employs a rights based approach, challenging those withresponsibility to uphold the rights of displaced people set out within national and International Laws. NRC endeavoursto secure the acceptance of local stakeholders for activities and is committed to the principles of humanity, neutrality,independence and impartiality.

The NRC Geneva office leads Norwegian Refugee Council’s representation and activities in Geneva, which includes theorganisation’s humanitarian policy portfolio and relations with the UN, Swiss and US. NRC Geneva also hosts orprovides support to NRC projects, including ACAPS, the Nansen Initiative and the Internal Displacement MonitoringCentre (IDMC) - which is the leading global monitor and an important advocate for the rights of internally displacedpeople (IDPs). The Finance and Administration Unit in Geneva, provides financial, HR and administrative support to allNRC’s activities in Switzerland for over 50 local employees.

1. Role and responsibilities

Working with the Head of NRG Geneva’s Finance and Administration Unit and ICT staff or colleagues at theNRC Head Office in Oslo, drive the use of technology in the organization, provide effective IT systems, helpdevelop and implement IT standards and policies, and provide technology support and solutions to meetthe needs of the organization.

The ICT Officer will manage the overall technology infrastructure for the Geneva Office including planning,implementation and management of the software applications and hardware infrastructure that supportoperations. The ICT Officer will be involved in systems administration including: general computer support;upgrades; software installations; license management; server set up and management; network and printersupport; deployment of equipment; management of inventories; end user support. S/he will be in charge ofproviding user training on common business applications and use of the NRC ICT systems.

The ICT Officer may also be responsible for managing or contributing to various IT projects. This mayinclude: coordinating a premises move and planning the related IT infrastructure; assessment ofapplications and technology; formulating and presenting solution options to various levels of management;influencing and advising on the equipment or software selection process; overseeing implementation ofNRC ICT systems and key project deliverables. Travel to Norway may occasionally be necessary to receivetraining.

Supported technologies include but are not limited to: wired and wireless networks, storage systems,Microsoft Active Directory, Windows OS, MS Office suites, Citrix, end user workstations, laptops andvarious proprietary and commercial software applications and hardware.

Equipment Configure and deploy new and refurbished workstations, laptops and peripheral equipment. Install, troubleshoot, repair, update and maintain workstations and laptops. Install, maintain, and troubleshoot printers/copiers as well as manage toner requests. Setup and support audio/visual equipment for presentations and trainings on and off site. Install and configure peripherals including scanners, external drives, monitors and other peripheral

hardware. Removal/disposal of non-functional equipment

Software Provide software and system troubleshooting and support. Install, maintain, troubleshoot, and update operating systems and user applications. Proactively schedule software upgrades and patching. Assure that all software on NRC equipment is licensed and keep record of licenses. Track license and support contracts to include notification of renewal timeframe to management.

Network Monitor network to ensure network functionality and availability to all system users. Install, maintain, troubleshoot, and repair cabled, wireless and other network infrastructure. Support existing/new server/s and administer access rights for all users in the office.

Security Maintain local and server based anti-virus software. Inform and train users and management in how to adhere to NRC global and local security ICT

policies. In case of virus infection clean out affected equipment.

Users Ensure computer is set up prior to new hire start date and any related moves. Handle the relocation of computer equipment as a result of office or personnel changes. Request and setup new user accounts and email accounts (in collaboration with ICT Support –

Oslo). Troubleshoot, and repair user accounts and email accounts, assist in resetting passwords.

Systems Planning Participation in research and recommendation of improved infrastructure processes and

technologies to include growth planning. Provide procurement assistance including, but not limited to, researching solutions, engaging with

potential vendors, making recommendations for product purchases and evaluating bids. Test new equipment and applications and provide thorough feedback.

Management of Vendor Services Work directly with vendors to schedule repairs and maintenance. Request and evaluate services with vendors and service providers. Work with ISP and other outside vendors to ensure dependable operations. Work with vendors and vendor supplied systems to track service requests through to completion.

Training Train new and current employees on computer software and ICT systems. Create materiel and presentations for trainings and reports. Assess user capacity and suggest trainings and areas in need of improvement.

Routine Administrative Tasks Create and maintain inventory, which may include hardware, software and various items such as

laser printer cartridges and peripheral equipment. Maintaining documentation of processes, procedures, and troubleshooting guides. Monitor and report ICT expenses. Assist with preparation of operating budgets based on estimated and actual expenditures for ICT

systems and support needs. Keep ICT equipment, storage area and work area clean and organized.

2. Competencies

General professional competencies: Minimum 3 years of relevant experience within the ICT technical field Effective written and oral communication with ability to produce reports and present solutions Documented results related to the position’s responsibilities Fluency in English and good written and spoken knowledge of French

Context/Specific skills, knowledge and experience: Bachelor’s degree or higher within information technologies, or substantial working experience

within relevant fields and have obtained and maintained relevant certificates Professional knowledge of network technologies and Windows clients Experience in handling servers and related access management control Ability to work independently to troubleshoot, perform root cause analysis, identify and isolate

technical issues Willing to take ownership of issue analysis and resolution efforts and commit to 'doing what it

takes' to resolve technical issues regardless of the effort or timeframe required. Ability to work and cooperate well with people Working in a structured manner Service minded
