Representative Projects (2000 to 2014)

Systems Engineering: Led the design and multi-client roll out of the Xerox Land Records Management Suite (LRMS). LRMS is an SOA architected and hosted solution designed for local governments to management property assessments, taxation, billings, collection and administration of property tax both commercial and residential.Results: Created an industry leading product for Xerox for under 2.5 million dollars in capital investment and secured 42 million in implementation revenue over 10 years.

Custom Software Development: Led the design and managed the development of a custom property tax management solution for Belfast, Northern Ireland. Delivered project on budget and within project timelines. Project also included the conversion of 37 years of property tax data, dating back to 1972. Results: Revolutionized the Valuation Land Agencies software such that they are now able to revalue properties on a bi-annual basis. Previous to the custom (bespoke) software development the VLA was only able to revalue properties every 10 years.

Systems Migrations: Guided a data conversion team for Spotsylvania County, Virginia that successfully converted 15 years of data from an in-house built system to a commercial product used to generate property assessments for use in property taxationResults: Project was completed 3 months ahead of schedule, saving nearly $500,000 in time and material costs.

Enterprise Implementations: Directed the global roll-out of a new shop floor control system for Michelin Tire Plants located within North America who specialize in light-duty truck tires.Results: Roll-out was completed with a total of 1 production fault and no unanticipated shop floor downtime; which was achieved through careful planning, testing and quality control efforts.

Business Process Re-Engineering: Worked with Maricopa County, Arizona GIS department to analysis why “parcel maintenance” had an eight month backlog of work orders to process, which was costing the County nearly 1.2 million in tax revenue per year.Results: Through analysis of GIS department organization and process was able to re-organize the department and re-engineer their existing process, which reduced the time to perform “parcel maintenance” from over 60 hours per document to just under 6 hours. The eight month back-log was effectively eliminated in 3 months.
