Not 'just' an Airmanby Col. Margaret Walsh86th Aeromedical Evacuation Squadron commander

I dislike to hear the phase “I am just an Airman.” In fact “just” is not an appropriate adjective for any individual associated with the armed services,

either civilian or military. It pres-ents a perception of an inability, sense of helplessness or power-lessness.

Nothing could be further from the truth for the Airmen or person-nel serving today. Our military per-sonnel are smart and battle proven to effectively work as a team to meet objectives. In the case of the 86th Aeromedical Evacuation Squadron, my Airmen save lives.

The U.S. Aeromedical Evacuation system is unmatched in its ability to safely move both a large number and high acuity of patients.

Primarily a wartime capabili-ty, the vast majority of resources reside in the Reserve and National Guard components.

There are only four active-duty aeromedical evacuation squadrons, including one stationed here on Ramstein.

The Airmen of the 86th AES performed 129 U.S. Air Forces in Europe missions caring for 169 Soldiers, Sailors, Airmen, Marines, their dependents as well as coali-tion partners in 2011.

In addition to USAFE cover-age, we flew 52 missions returning 1,111 wounded warriors, sick and injured, back to the states while deploying 66 personnel for for-ward operations. Key to our suc-cess is that every Airman is a lead-er and not “just” an Airman.

All medical personnel work hard to heal, prevent complications and save lives. However, we work beyond medical facilities in remote and challenging environments.

The squadron is composed pri-marily of nurses, medical techni-cians and administrative person-nel specially trained to support and care for the injured, sick and wounded in flight.

The basic crew complement is composed of two flight nurses and three aeromedical evacuation tech-nicians that can be augmented to meet mission requirements.

All aeromedical evacuation nurses and medical technicians are multi-aircraft qualified for the leadership crew position: medical crew director and charge medical technician, respectively. Personnel assume all crew positions, includ-ing the lead crew position, inde-pendent of rank.

Each crew member has specific roles and responsibilities and is essential for the safe care of all patients onboard.

Such a patient care focus aligned with a common operating platform aid to identify variance in order to mitigate the stresses of flight,

perform care interventions or act to prevent a safety incident. Each individual on the team is critical for success and no one is “just” along for the ride.

What separates “just” an Airman from a leader Airman?

Answer: Knowing your job and living the core values.

Job knowledge, training and professional development are the foundation for crew members to execute their responsibilities.

For aeromedical evacuation, the job knowledge extends beyond the clinical realm to include the opera-tional field.

The clinical focus includes spe-cialized aspects of care in the air in addition to maintaining hospital-based competencies while keeping abreast with research and changing care practices. The medical com-munity is always exploring and making new advancements hence the knowledge base is always expanding.

As a result, learning needs to be continuous and is most effective if purposeful. For us, operational knowledge concentrates on aircraft systems, emergency equipment and procedures, as well as standard flightline and safety procedures. The Airmen of the 86th AES are experts in the field, which com-bined with our core values directly impacts their effectiveness in a leadership role.

Developing such leaders has paid dividends not only in day-to-

day operations, but moreover in deployment settings.

Our personnel routinely deploy forward as teams into a joint envi-ronment. Primarily, we interact with Army and Navy facilities in new operations like the humani-tarian mission recently flown into Libya.

On the other hand, for established deployments like Afghanistan, the aeromedical community typically mixes active duty, Reserve and Guard personnel teams.

In either scenario, personnel need to be an expert in their role in order to identify potential threats to the patients or crew, formulate strategies to mitigate or eliminate the threats, and clearly articulate the solutions.

At the start of a new year, it is customary to seek ways to improve yourself in the coming year with resolutions.

Consider a couple of profes-sional resolutions. First, increase your specialty and developmental knowledge by purposeful and con-tinuous study.

Second, broaden the breadth and increase the frequency of how you demonstrate embodiment of the core values.

Knowing your job and adherence to core values ensures you are not “just” an Airman but an Airman. In the coming year, resources will be limited, including personnel, and there will be no room for “just” an Airman.

WASHINGTON ― The Air Force is  offering  a  second  round  of  volun-tary  early  retirement  authority  and voluntary  separation  incentive  pay beginning Monday.The  move  is  part  of  the  Air 

Force’s  continuing  effort  to meet  the Department  of  Defense  requirement to  maintain  civilian  funding  at  fiscal 2010 levels.“The  Air  Force  recognizes  the 

invaluable  contributions  of  our  civil-ian  workforce,  but  also  recognizes the fiscal constraints under which the Department  of Defense  and  the  gov-ernment  as  a  whole  are  operating,” said  Maj.  Gen.  Sharon  Dunbar,  the director  of  force management  policy. “We  are  working  to  balance mission needs  while  taking  care  to  minimize the  effect  on  our  current  permanent civilian workforce and their families.” The first round of VERA/VSIP was 

used  as  a  voluntary  means  to  reduce civilian  workforce  levels,  enabling strategic rebalancing efforts. As the Air Force  continues  its  fiscal  2012  civil-ian  workforce  restructure,  round  two of VERA/VSIP will be used to further realign and rebalance the civilian force. Civilian  employees  will  receive 

VERA/VSIP  eligibility  surveys  from their  personnel  managers  in  January and  applications  are  due  Feb.  3  or an  earlier  date  established  by  local authorities.  Applicants  approved  for this round of VERA/VSIP will need to separate on or before April 30.“We  are  pursuing  all  available 

force  management  measures,  to include civilian hiring controls, where required,  with  the  goal  of  avoiding involuntary measures  for  our  current permanent workforce,” Dunbar said. In  August,  the  Air  Force  institut-

ed  a  90-day  hiring  freeze  that  was 

lifted  as  an  Air  Force-wide  control Dec.  16.  Hiring  controls  remain  in effect  in  some  areas  and  vary  by major  command,  depending  on  cur-rent  MAJCOM  strength  relative  to approved funding levels. Of the posi-tions  already  identified  for  elimi-nation,  many  were  vacant,  and  the freeze  created  additional  vacancies. By  lifting  the Air  Force-wide  freeze, MAJCOM managers  and  hiring  offi-cials  will  be  able  to  hire  personnel into  vacant  positions  that  remain  to support the future Air Force mission.Ramstein  applications  for  VERA/

VSIP will be accepted at the Ramstein Civilian  HR  Flight  from  Monday  to Jan. 31. The applicants who are selected and 

approved for VERA/VSIP are expect-ed to be off  the payrolls by April 30. It  is unknown at  this  time how many buyouts  will  be  offered.  Employees

Air Force offering second round of VERA/VSIP

Team Ramstein prides itself on building partner-ships,  learning  from  each  other,  and  developing bonds that will last long after we have put away our uniforms and the next generation picks up theirs. Recently,  four  doctors  from  the  Bulgarian 

Military  Medical  Academy  came  to  Ramstein  to observe  the  process  that  brings  wounded warriors from the battlefield to Ramstein for care and finally, the long trip back home.“The Bulgarian familiarization event was a week-

long comprehensive orientation which spanned the entire aeromedical evacuation process from A to Z and has been over a year in the making,” said Maj. Daniel  Zablotsky,  U.S. Air  Forces  in  Europe  sur-geon general’s office international health specialist.  “The Bulgarians are currently at a crucial point in 

developing their own organic AE capability, so this event presents an ideal opportunity for both the U.S. and Bulgaria to conduct valuable information cross-

flow and build the foundation for future interoperability.” The familiarization event  took 

the  four doctors on a  tour of  the 86th  Contingency  Aeromedical Staging  Facility,  where  the  pri-mary  function  is  safe  transport and  staging  of  patients  between aircraft and the next higher level of care.After  touring  the  CASF,  the 

doctors were then given the oppor-tunity  to  witness  the  Ramstein CASF  team  load  patients  onto  a C-17  Globemaster  “hospital  in the sky” in preparation to take the patients back to the states.The  Bulgarian  doctors 

also  learned  about  the  10th Expeditionary  Aeromedical Evacuation  Squadron’s  mission, the process of setting up a plane 

to  transport  patients  and  the  equipment used in the process. At Landstuhl Regional Medical Center, 

the  Bulgarians  toured  facilities,  includ-ing the air evacuation team, the deployed warrior medical management  center  and intensive care unit. But it was while visit-ing  some  fellow  NATO  coalition  mem-bers from the Republic of Georgia in the 13 Delta Surgical Ward that gave the trip a more personal touch.Lt.  Col. Kamen Nenov,  a  doctor with 

Bulgarian  Military  Medical  Academy who visited LRMC in 2009, and his  fel-low  colleagues  chatted  with  the  injured Georgians.“It was hard, because they are disabled 

and young,” he said.

On  the  last  day  of  the  tour,  the  Bulgarian  con-tingent participated in an AE training flight aboard a  C-130J  Super  Hercules,  conducted  by  the  86th Aeromedical Evacuation Squadron.As luck would have it, the co-pilot for their mis-

sion  was  none  other  than  Brig.  Gen.  C.K.  Hyde, 86th Airlift Wing commander. “These events allow us to build partnerships and 

friendships,” Hyde said. “They increase the partner-ing nation’s capability  to act on  their own without our assistance for a common cause.”It  was  a  historic  day,  as  this  was  the  first  time 

Bulgarians were  on  a  training flight with  the  86th AES.“The mission was absolutely successful,” Nenov 

said. “The staff is very well trained. Planes, equip-ment, everything works well together. These words are very important to me.”Flight medics move wounded warriors onto a C-17 Globemaster III Dec. 12.

DEC. 288 a.m.: A major traffi c accident

involving three POVs took place in Kaiserslautern. Investigation revealed one driver cut off a vehicle in the right lane to avoid an accident with another vehicle.

DEC. 299:59 p.m.: An individual was tick-

eted for driving a USAREUR-plated vehicle with canceled insurance.

DEC. 306:30 a.m.: A drunken driver was

reported in Kaiserslautern. The sus-pect was advised of his legal rights after a blood alcohol test registered the suspect over the legal limit.

DEC. 3110 a.m.: A break-in was reported in

Hohenecken. Nothing was reported as stolen, but damage was reported after the suspect unfastened the washing machine hose and turned on the water

valve, causing fl ooding.

JAN. 11:30 p.m.: Damage and vandalism

to government property was reported on the third fl oor of the AMC. The mounts to the male restroom stall dividers were ripped off.

JAN. 29:57 a.m.: A break-in and damage

and larceny of private property was reported in Kirchheimbolanden.

JAN. 36:27 a.m.: An assault, threat and

failure to pay a debt to a taxi driv-er was reported in Kaiserslautern. Investigation revealed a bill of €13.50 was due to the taxi driver.

MLK marchThe Kaiserslautern African-American

Heritage Committee and the 86th Airlift Wing will host the fi rst Ramstein Air Base Commemorative Martin Luther King Jr. March at 8 a.m. Jan. 13. During the march, committee members will display posters and signs and the famous “I have a Dream” speech will be played along the route. Passengers will be picked up from the Ramstein Northside Chapel parking lot and bussed to the start of the march, next to the 86th AW Headquarters, Bldg. 2201. After the march, a breakfast celebration will be held start-ing at 8:30 a.m. at the Ramstein Offi cers’ Club.

Amnesty dayThe 21st Theater Sustainment Command has

scheduled an amnesty day to allow individuals to turn in ammunition and explosives from 8 a.m. to 2:30 p.m. Tuesday at the Theater Logistics Support Center-Europe Ammunition Supply Point 9 at Miesau Army Depot. Personnel who have acquired abandoned or unauthorized

ammunition and explosives from a variety of sources, including training ranges, military mis-sions and uncovered military artifacts, could face disciplinary action if found in possession of these dangerous items. The amnesty pro-gram provides a means of turning in these items with no repercussions or disciplinary action, while remaining anonymous. English garbage guideKaiserslautern’s waste management and city

cleaning company ASK recently published the “Garbage Guide of the City of Kaiserslautern” in English. The guide provides American citi-zens with information on waste management and tips on how to separate and dispose of trash correctly. It also lists important points of con-tact. The garbage guide is available in the Kaiserslautern Rathaus (city hall) and in the German-American Community Offi ce on Lauterstrasse 2.

New pick-up regulationsIn KMC villages, waste pick-up dates dur-

ing weeks with a German holiday have changed based on a new, standardized procedure. If the pick-up date is scheduled to take place on a German holiday, this and all other pick-ups during that week will be postponed by one or two days. Thus, pick-ups will also take place on Saturdays. The new regulation applies to all kinds of waste. Waste pick-ups will no longer

take place prior to the actual pick-up day.

ENTEBE AIR BASE, Uganda ― U.S. Air Forces Africa Commander Maj. Gen. Margaret Woodward led a senior leader engagement to this East African nation Dec. 12 to 14, emphasizing the importance of supporting a “regional leader and valued partner.”

“Uganda is one of our key partners in Africa and has established itself as a regional leader with its work to resolve conflicts and counter violent extremism,” the general said.

In addition to supporting African Union peace-keeping efforts in Somalia, and contributions to similar initiatives in the Democratic Republic of the Congo, Sudan and Burundi, the Ugandan People’s Defence Force has continued its pursuit of the brutal group the Lord’s Resistance Army, the general said.

President Barack Obama announced Oct. 14 that a small number of U.S. military personnel would be deployed to help advise the security forces of Uganda, the Central African Republic, the Democratic Republic of the Congo and South Sudan in their joint efforts against the LRA.

“I have a lot of admiration for their tenacity in their efforts to bring an end to the suffering caused by the LRA. It’s essential that we support them in this effort so they can bring this long-term battle to a conclusion,” Woodward said.

Coordinating and directing that support is the purpose of the engagement, said U.S. Army Maj. Brad Nicholson, chief of the office of security coop-eration at the U.S. Embassy in Kampala. He said the UPDF and the Ugandan air force are interested in continuing the sharing of expertise on logistics, especially as they relate to expeditionary air opera-tions.

“They are very interested in the management of logistics, especially as this relates to supply and for-ward operations,” the major said.

Woodward outlined several areas where the two air forces could work together to build on the UPDAF’s capacity to conduct forward operations. The UPDAF has also asked for assistance in devel-

oping a squadron officers school for officer professional develop-ment.

While the UPDAF continues to send students to professional military education courses in the U.S. via the International Military Education and Training program, development of a local school is the long-term goal, the general said.

“Air is a key component of expeditionary capability, so this is an area where we can make an impact. We are also excited about helping them to develop their officer corps and setting up a squadron officer school, which could be a boon not only to Ugandan officer profession-al development, but for other countries in the region and our U.S. Airmen as well,” she said.

The visit was welcomed by the UPDAF and signified the importance of the part-nership, Nicholson said.

“With her limited time and 53 countries in Africa, for the general to spend two days with the UPDAF says a lot about the level of the U.S.-Uganda rela-tionship and the relationship between air forces, and this is not lost on our partners here,” the major said.

UPDAF Deputy Commander Brig. Gen. Samuel Turyagyenda said the timeliness of the visit is also significant, with his country engaged in forward operations.

“This visit is very, very important to us ― to the UPDAF and the whole armed forces because it comes at a time when we are carrying out opera-tions in Somalia and the Central African Republic,” Turyagyenda said. “We have received a lot of help from the American military and the visit comes at a time when we are consolidating our relationship. If cooperation continues as it has in the past, I am sure all of our missions will be achieved.”

Turyagyenda said Uganda is viewed as a suc-

cess story in terms of countering terror and violent extremism and that the cooperation that enables this important work must continue.

“We have been wiping out terrorists in our terri-tory and strongly hitting back at the terrorists that our destroying innocent lives like they did during the bombing in Kampala (during the 2010 World Cup). We hope that with your continued assistance, we can go a long way and achieve our objectives,” Turyagyenda said.

The Air Forces Africa commander and her team left Kampala with an update on the Ugandans’ shared interests and capacity building objectives before moving on to Rwanda for a one-day engage-ment with the Rwandan Defence Force.

“It’s important to periodically review the effec-tiveness of our efforts and to get together and map out the way ahead in our partnership. We’ve done that and I am very grateful to our hosts, the UPDAF and our Department of State partners at the U.S. Embassy here,” Woodward said.

C hief Master Sgt David Williamson, U.S. Air Forces in Europe command chief, recent-

ly traveled to installations in Italy and Turkey to gain first-hand knowledge of site operations and to highlight the command’s support of Airmen serving in geographically separated units.

At every stop, he underscored the commitment of Gen. Mark Welsh III, USAFE commander, to those serving in isolated locations across USAFE.

“I want to make sure you get the message loud and clear that we haven’t forgotten about you,” he said. “I speak for the boss (Welsh) when I say he is, without a doubt, your stron-gest advocate.”

The trip included stops at Ghedi Air Base and Camp Darby, Italy, as well as Izmir, Turkey. While the places and the faces changed at each location, Williamson’s core message remained

the same throughout.“You are what enables our ability

to range the globe,” he said. “You are what enables global reach and global power in our United States Air Force.”

The impact of the visits was evident

to the Airmen at every stop.“It’s actually a pretty big deal to

have the command chief visit Ghedi,” said Lt. Col. Brian Tolson, 704th Munitions Support Squadron com-mander.

“Sometimes we may feel like we’re forgotten about, but I’m hoping the takeaway is yes, as a GSU we’re a little off to the side, but yet we’re an important part of the mission and critical to the defense of the United States.”

Williamson’s visits also provided some Airmen with mentorship oppor-tunities.

“It means a whole lot for me as a senior NCO to see the command chief here,” said Master Sgt. Rod East, 425th Air Base Squadron. “It’s important to get his perspective on the future of the Air Force, especially for the younger Airmen and NCOs sta-tioned here as well as for myself. It’s really valuable to get his take on what our career paths could possibly look like in the near future.”

Before departing each location, Williamson pledged to continue his support for Airmen stationed at GSUs, promising that Airmen who may be out of sight will never be out of mind.

MINSK MAZOWIECKI, Poland ― Soldiers from the 18th Military Police Brigade teamed with Polish military police unit counterparts to strengthen the long-standing part-nerships between the two militaries during a four-day planning session Dec. 5 to 9 in Poland.

“It’s a critical partnership,” said Lt. Col. Jonathan Doyle, 18th MP Bde. deputy commander. “They are a NATO country and maintaining a relationship between sister police forces to foster peace is very important to our mission here in Europe.”

“This is very important. It’s good to know what other NATO nations bring to the table,” said Capt. George Kilgore, an 18th MP Bde. operations officer.

During the planning session the Military Gendarmerie Specialized Unit in Warsaw displayed their capabilities on close protection, transportation, pyrotechnic recognition, mili-tary working dogs and special operations.

Additionally, the MGSU in Minsk Mazowiecki introduced the 18th MP Bde. to the vehicles, weapons and equipment operated by their unit. The training event also focused on weapons handling, cordon and search operations, react to con-tact, and urban operations.

“The Polish are very capable and they have very similar missions. They are professional and very good at what they do,” Doyle said.

After the training, both units discussed partnership training events consisting of squad training and participation in each other’s future training exercises.

“What we saw there was a very well-trained, professional force. As this partnership continues and we work closer with them, both units will benefit from this relationship,” Doyle said.

New program gives students, parents optionsby Mindy CampbellU.S. Army Garrison Kaiserslautern

On a quiet street on Pulaski Barracks one recent Saturday morning, Michael Broccoli took the most important rites of passage in a teen’s life ― learning to drive a car.

Under the watchful eye of a German driving instructor, the 16-year-old practiced driving up and down a stretch of the street in a small green standard transmission car.

Like many American teens at U.S. Army Garrison Kaiserslautern, Broccoli faced a conundrum: how to get a driver’s license while overseas. Under cur-rent regulations and the status of forces agreement with Germany, students can’t get a license through U.S. Army Europe like their military parents do. Consequently, teens are often forced to fly back to the states for a license or pay a steep fee at a German driving school.

To address that issue, the Installation Management Command Europe and U.S. Army Garrison Kaiserslautern now offer a comprehensive driver’s education program.

“We don’t get a lot of things over here,” said Broccoli, who attends Kaiserslautern High School. “This is one thing that got better.”

Launched last summer, Child, Youth & School Services now offers KMC teens four different pack-ages, including a theory/driving simulator course, behind the wheel training, a combination of the

first two options and a course that allows them to get a German driver’s license, said Shay Berchtold, School of Knowledge, Inspiration, Exploration and Skills director.

Back in the states, teens with a valid German driver’s license are eligible for a driver’s license in 34 states, due to reciprocal agreements with Germany, she said.

While the successful completion of the first three packages will not lead to a USAREUR driver’s license, it does fulfill the 50-hour driver education requirement that most stateside agencies require prior to getting a driver’s license, Berchtold said.

Families must coordinate directly with their home state licensing bureau to determine the complete require-ments for that agency. State by state driver’s license information can be found at www.driversEd.com.

Many insurance companies will also offer reduced rates to teens who have taken the course, she said.

“We tell all parents to please call your state’s department of motor vehicle and insurance com-pany and say this is what the class entails. They should ask the state agency or insurance company, ‘How will this benefit my child or help them obtain a driver’s license?’” Berchtold said.

The driver’s education course is a direct result of a teen Army Family Action Plan issue several years ago, said Steve Pelletier, the garrison’s Family and Morale, Welfare and Recreation director. AFAP is a grass-roots effort that allows community mem-bers to identify and elevate quality-of-life issues to

senior Army leadership.“All the youth in Europe said it was putting them

at a disadvantage over their peers back in the states who were getting permits at 15 or 16 years old,” Pelletier said. “Our youth were getting their driver’s license at 18 or 19 years old on their way to univer-sity or college.”

For students like Broccoli, who is pursuing the package that includes the theory and simulator class as well as the behind the wheel time, the opportunity to take the class was amazing.

Broccoli, who is taking the class along with his younger brother Nicholas, said the class and behind the wheel training is helping build a solid base of knowledge for him.

“The simulator is pretty good,” he said. “It made me more comfortable when I got behind the wheel. But, I don’t think you want me on the streets quite yet.”

For Ramstein High School sophomore Kathryn Parish the class has been an eye opener.

“I have been in my car my whole life,” she said. “But when I got behind the wheel of the simulator, I realized I didn’t know really how to start the car. This is good preparation. I feel like I am ready to start driving.”

Parish said she really enjoys the class.“There aren’t many options (for teens) here in

Germany,” Parish said. “Doing something like this brings a little piece of America here.”

That’s a wrap for 603rd AOC in 2011by Maj. Paul D. Baldwin3rd Air Force Public Affairs

It was a 2011 blockbuster. Space shuttles launch, earthquakes rock Turkey, and violence erupts in Libya. It had all the makings of a “Mission Impossible” sequel, but Tom Cruise was not involved and this was no movie.

These were events the 603rd Air and Space Operations Center responded to in 2011. It was a busy year to say the least, and to top it off they accomplished these missions while transitioning into a new state-of-the-art facility.

Last year saw the final missions of the NASA space shuttle program. The AOC supported three launches and recoveries, including the historic final mission that launched on July 8 and landed July 21.

The 603rd AOC commanded and controlled the movement of 205 people and more than 44 tons of equipment to Transoceanic Abort Landing sites in Europe. The Personnel Recovery Coordination Cell was part of U.S. Air Forces in Europe’s contin-gency response support, said Lt. Col. William Baird, PRCC director.

On scene to command one of the TAL sites was Lt. Col. Bryan Patchen.

“Having supported many previous space trans-portation system launches from the AOC, this was a unique opportunity for me as an AOC member to command a part of history,” said Patchen, 789th Air Expeditionary Squadron commander. “I had three aircraft and 45 people assigned, and this was an example of how AOC personnel filled roles outside the AOC to accomplish the mission.”

C-130J Super Hercules aircrews, pararescue and medical support Airmen, and Department of Defense crash-fire-rescue personnel stood on alert in case the shuttle crew needed to bail out or make an emergency landing, said Lt. Col. Mark Hersant,

Air Mobility Division deputy chief.“It was an honor to support NASA’s space shuttle

Atlantis during its final launch,” he said. “We were all proud to be a part of this historic day in the decades long space shuttle program.”

After the space shuttle missions, devastating quakes in Turkey brought the 603rd AOC’s focus back to earth. The most common criticism when it comes to humanitarian assistance and disaster relief operations is a seemingly slow response. However, this was not the case here.

When Turkey’s leaders asked for international assistance, the 603rd AOC had already been plan-ning in anticipation for the call. In less than 24 hours, aircraft were on their way with supplies to support the Turkey-led relief efforts.

“The quickness with which this mission was sent, and the assistance it provided, brought much needed shelter to the Turkish people,” said Maj. Michael Dargen, USAFE Future Operations and Airlift Operations chief, in a previous article.

Dargen led the team of USAFE, 3rd Air Force and 603rd AOC planners responsible for making the relief effort possible. More than 5,000 blankets, cots, sleeping bags and supplies were quickly deliv-ered to affected people.

But even before earthquake relief efforts and the final space shuttle mission took place, 603rd AOC planners and technicians were executing missions in support of the international response to the unrest in Libya and enforcement of United Nations Security Council Resolution 1973.

In Operation Odyssey Dawn alone, the AOC enabled more than 2,000 sorties. The no-fly zone was enforced, and planners identified more than 1,400 targets.

The PRCC executed and supported the recovery of the pilot and weapons officer of the F-15E Strike Eagle that crashed during operations.

“It was an extraordinary feeling knowing we played a key part in the rescue of personnel,” Baird said.

When NATO ramped up to take charge of the operation, the 603rd Air and Space Communications Squadron built a 12-nation coalition operation cen-ter and engineered a NATO secret local area net-work solution. More than 260 coalition members were operating in less than 48 hours.

And if operations in Libya weren’t enough, the AOC continued its aeromedical evacuation missions without a hiccup.

More than 180 patients were evacuated in 2011, including four wounded people from the conflict in Libya, said Lt. Col. Paul Yenter, Aeromedical Evacuation Control Team chief. His team matches up an aircraft with an AE crew “to get the right care for the right patient in the right amount of time,” he added.

“Our team serves as the focal point for the AE crews while out in the system and we handle all issues for them,” said Master Sgt. Lisa Harelson, AETC superintendent. “It is extremely satisfying knowing that we are able to move our (patients) quickly from the front lines to the home front allow-ing them to get the best medical care and support they need.”

In the words of Tech. Sgt. Sheilah Lucas, AE flight manager, “There are many things that go on behind the scenes most people have no idea about.” Although she was referring to aeromedical evacuations, her sentiment rings true for most of the missions commanded and controlled by the 603rd AOC.

As the credits rolled for the 603rd AOC’s 2011, they were still open and ready to respond on Jan. 1. Its more than 400 people are ready to sup-port joint and coalition efforts 24 hours a day, 365 days a year.

Tips to outprocessingLandlord Notification

Provide landlord a heads-up that you are leaving. The housing office will be calling your LL to relist your rental. Also, you are required to give a 30 day written notice. A sample letter can be picked up at the Ramstein or Vogelweh Housing Office, faxed to you, or downloaded from our web page. Notice should be deliv-ered personally if possible, or sent by registered mail. Have landlord sign notice acknowledging receipt and make sure to keep a copy for your records.

TLAYou are only authorized up

to the last 10 nights Temporary Lodging Allowance (three to five nights if you reside on base) immediately preceding depar-ture from base. Do not terminate

your rental early or you will have to pay for lodging at your own expense.

Final InspectionSchedule an appointment

with your landlord to walk through the unit the day you plan to return keys. Any con-cerns about damages should be discussed and resolved with your landlord prior to final inspection.

UtilitiesContact your utility com-

panies to arrange for a final meter reading, i.e., electric, gas and water. Also, arrange to have your telephone ser-vice disconnected. The addresses and telephone num-bers for your utility compa-nies can be found on your most recent bill. If your rental contract requires your oil tank

to be full prior to final clear-ance, arrange to have it filled before your inspection and have the receipt available to show landlord.

Loaner FurnishingsContact the Furnishings

Management Office at 489-6153 as soon as possible for delivery of a loaner kit when your HHG are picked up and also schedule loaner furniture pick up for when you will be moving out of your rental.

Cleaning/InspectionRemove all personal prop-

erty. Clean all appliances, including the washer and dryer, and defrost the freez-er (as required). Wipe down all closets, shelves, cabi-nets, drawers and counter-tops. Remove all shelf/con-tact paper, stickers and glue.

All visible dirt and debris must be removed from walls and doors, but do not paint. Clean interior/exterior of win-dows (weather permitting) and don’t forget the frames and window wells. Replace all missing/burned out light bulbs. Turn off water to the washing machine. Do not dis-connect dryer hose. Yards, garage/carports, driveways and sidewalks must be clean. Remove all oil spots, debris and damage. Repair any dam-ages that may have been done to the yard. Dispose of all trash from house and yard. Make sure you have all door keys to return to the landlord.

Final InspectionAfter final inspection,

have your landlord sign a USAFE Form 333a, Condition Inventory Checklist, verifying

you have cleared your quar-ters. You can use the checklist you received during in pro-cessing or obtain a new one from the housing office either by fax or by stopping in. You can also download a copy from our web page. You can-not be cleared from housing through virtual out-processing until a signed checklist stating there are no debts or claims against you is received.

Security DepositsDeposits are not automati-

cally returned at your final inspection. The landlord can legally withhold your deposit, (or a portion thereof) until any debts (damages, utility fees or unpaid rent) are settled. The landlord must return your deposit with interest earned.

As howling wind and rain battered windows of an Einsiedlerhof studio, a sense of peace blanketed a group of people inside a darkened upstairs room.

Despite the furor outside, they focused on breathing and yoga positions, part of “Mindfulness Meditation,” a class led by Maj. Victor Won, an Army officer who in his free time teaches fellow Soldiers and family mem-bers at U.S. Army Garrison Kaiserslautern some techniques to reduce stress and improve resiliency.

Mindfulness-based training is a way of learn-ing to live in the present by using techniques such as yoga, meditation and breathing, said Won, who serves with the 19th Battlefield Coordination Detachment at Ramstein.

“What I am trying to teach people to do is to take a purposeful pause throughout the day just to come back and be more present,” Won said. “Simply, it is about bringing our attention to the present, bringing our awareness, becoming more conscious of our life without judgment.”

The class is open to everyone in the KMC and features a mixture of yoga and meditation. Won, a lifelong meditation practitioner, started the free class in September. By accepting what your life is like now as opposed to what you think it should or could be, you will find more calm and peace in your mind, he said.

“That will give you the power to work with stress,” Won said. “You will have the choice

to act rather than react.”As more Soldiers return from multiple deploy-

ments, military leaders are looking toward nontra-ditional ways to treat things such as post traumatic stress disorder. And they are findings that such tech-niques can help reduce stress in Soldiers, Airmen and Marines.

During an Iraq deployment, Won thought such techniques would be good for Soldiers in a combat zone.

“Many Soldiers can’t relax downrange,” he said. “They can’t sleep. There’s lots of stress.”

Although Soldiers were initially hesitant, sev-eral began taking Won’s class. Two Soldiers even stopped taking medication after learning the tech-niques.

Researchers at the University of Pennsylvania found that a group of Marines preparing to deploy

had better moods and working memory after practicing mindfulness training.

Following that study, the Army began a study on mindfulness-based fitness training for Soldiers. The Schofield Barracks Training and Research on Neurobehavioral Growth, or STRONG, tests the effectiveness of certain components of mind fitness training.

For Maj. Jeff Labrune of the Ramstein-based 603rd Air and Space Operations Center, the class offers an opportunity to learn and spend an afternoon with his wife, Andi.

“We have seven children,” Labrune said. “It’s not quiet in our house, ever. I think every-one is multitasking these days. This is bringing awareness back to what they are doing. I think

it’s good for anyone in practice.” Andi Labrune agrees, saying she often focuses

on too many things in her life instead of living in the moment.

“I am doing so much, yet I miss out on a lot of the day to day stuff,” she said. “I like that awareness factor. I need to learn to stop what I am doing and focus on the here and now.”

The techniques could be a benefit to many in the community, she said.

“As a mom or wife, whether you are focusing on your job or dealing with deployments, we have to know how to de-stress ourselves,” she said. “I think this is a good way to do that. You can do this any-where, anytime.”

The Landstuhl Teen Center recently learned that lesson when a staff mem-ber asked the computer giant

Microsoft for some new soft-ware.

As part of the Boys & Girls Club of America’s Club Tech program, the teen center recently received more than $15,000 worth of computer software from Microsoft, said Ricky Ruiz, U.S. Army Garrison Kaiserslautern youth

programs director. “At Microsoft, we believe

technology can do amaz-ing things,” the award letter stated. “That’s why we part-ner with thousands of orga-nizations like yours around the world to help each one achieve its mission.”

The teen center will soon

receive 15 copies each of “Streets and Trips 2011,” “Office Professional Plus 2010” and “Expression Studio 4 Web Professional.”

The new software will help the 50 to 60 teens who visit the center on a daily basis become more competi-tive in technology contests,

Ruiz said. “This gives our youth the

access to applications that they may not have had access to before,” Ruiz said. “This increases their knowledge base and will help them have an advantage in competitions and in searching for grants and scholarships.”

Now that the holidays are over, many are thinking of losing weight.

There is a weight loss support group in the KMC that meets from 5:15 to 6:30 p.m. every Tuesday (except U.S. holidays) at Pulaski Barracks (near Vogelweh) in Bldg. 2919.

Take Off Pounds Sensibly, or TOPS, meetings include various presentations by members and guest speakers. We have fitness activities such as walking and instructions on the use of resistance bands and isometric exercises. Everyone is encouraged to find a plan that works best for them on how lose weight. There is no specific plan or packaged food items to buy. There are lots of ideas and success stories exchanged and plenty of moral support. Men and woman alike are invited to join.

Recycle your Christmas treeT

he environmental offi ce of the Kaiserslautern County Administration asks KMC resi-dents to properly recycle their Christmas trees.

Residents can drop off the trees at the offi cial collecting places for green waste in their vil-lages or they can place their Christmas trees on the pick-up days in front of the house towards the edge of the road by 6 a.m.

The trees will be used to make compost, so resi-dents are asked to make sure all decorations includ-ing tinsel are removed.

Following is a list of pick-up dates for Christmas trees:

From after Christmas until late January, children disguised as the three holy kings can be seen walk-ing from house to house in the KMC. They have paper crowns on their head and carry a big golden star on a pole. They sing, pray and ask for charity collections for their parish.

Each year, about 500,000 children participate in the fundraiser event, which was established in 1959. More than €600 million was collected to support more than 51,000 projects and relief programs for children in Asia, Africa, Latin America, Oceania and Eastern Europe.

Today is the offi cial day when Germans observe Three Kings Day, or Epiphany.

The day marks the end of the Christmas season. The Christmas tree is lit for the last time, discard-ed, and the ornaments are packed away until next Christmas. It’s one of Germany’s most traditional and characteristic religious holidays, but only in the states of Baden-Württemberg, Bavaria and Sachsen. In these states, Jan. 6 is a legal holiday.

The children asking for donations represent Caspar, Melchior and Balthasar. In former times, when ringing doorbells, they received Christmas cookies, pretzels and sausages.

After receiving a donation, the three holy kings bless the house by writing with chalk “20C+M+B12” above the doors to keep evil from entering. The three letters C, M and B don’t stand for the kings’ ini-tials, but for the Latin words “Christus Mansionem Benedictat,” which means “Christ bless this home.”

The blessing has to stay over the door until the

next Three Kings Day. Caspar is Hebraic and means

treasurer, Melchior is Hebraic and means the king of light, and the Babylonian name Balthasar means “the Lord may protect the life of the king.”

The three wise men were con-sidered kings, because when Christ was born they came to the stable and brought gifts of gold, incense and myrrh.

Sanchez previously served as the Central Command’s J3 and J4 sergeant major at MacDill Air Force Base in Tampa, Fla.

Brigadier General Piggee, thanks for your confi-dence in me as I step into this awesome role with its tremendous responsibilities,” Sanchez said. “It is with great pride I return to Germany as the com-mand sergeant major of this outstanding unit. A big part of my career has been spent in this great coun-try, and I could not be more excited to serve again here with such amazing hosts and friends.”

During the ceremony, Piggee also expressed his gratitude and thanks to Spencer and his family.

“Command Sergeant Major Spencer’s extraordi-nary vision, clarity of purpose, unmatched techni-cal and tactical abilities, and outstanding leader-ship ensured mission accomplishment to the high-

est standards and have positively impacted the lives of over 25,000 Soldiers, civilians and family mem-bers,” Piggee said. “Jim, Laura and Olivia, thank you all for your hard work, dedication and commitment. I know I’m speaking for everyone here when I wish you the best of luck and God speed.”

Spencer will go on to the Army Sustainment Command in Rock Island, Ill., where he will serve as the command sergeant major.

“There are no words that I could say that would do any justice to the amount of appreciation and respect that I have for the leaders, Soldiers, civilians, local nationals and fami-lies of the 21st TSC. You all are our nation’s best and have performed exceptionally well during some of the most turbu-lent times of our military’s history,” Spencer said.

“Thank you, thank you, thank you, for upholding the Army values and living all those creeds which

we are judged by,” Spencer said. “Your untiring efforts and continued service in making our Army and all of the surrounding communities better is truly remarkable.”

While many folks during the recent holiday season were filled with fes-tive cheer, some Soldiers living in the barracks overseas might have found themselves facing the holidays blues.

At U.S. Army Garrison Kaiserslautern, volunteers from Better Opportunities for Single Soldiers hung door hangers ― roughly the size of your average “do not disturb” sign ― with important suicide prevention awareness information on every bar-racks door in the area.

“It means a great deal to me to have all the Soldiers remember they are needed, that they are loved and we hope that everybody will make the right deci-sion,” said Spc. Travis Housekeeper, assigned to Company B, LRMC.

While statistics show that suicide rates don’t necessarily spike during the holidays, there’s always a chance of catching the holiday blues, said Lisa Velez, U.S. Army Garrison Kaiserslautern’s Suicide Prevention Program lead prevention coordinator.

In all, 40 BOSS volunteers success-fully completed the daylong project, using more than 1,215 door hangers, said Susanna Leist, the garrison’s rec-reation delivery system coordinator.

They left their marks on barracks in Landstuhl, Miesau, Rhine Ordnance Barracks, Daenner Kaserne, Kleber Kaserne and Sembach Kaserne, she said.

The BOSS program, part of

Kaiserslauterns Family and Morale, Welfare and Recreation, supports sev-eral community events, but suicide prevention awareness is personal to Soldiers, said Sgt. 1st Class Michael Kufro, Company A, Landstuhl

Regional Medical Center, who took part in the event.

“It’s very important to look after and take care of each other and make sure we’re taking care of our battle buddies,” Kufro said.
