list of hand checks for the month of December 2019 in the amount of $174,398.39.

2. Approval of payroll for the month of December, 2019 in the amount of $2,449,207.80.

3. Transfer of funds in the amount of $35,412.47 for the month of December, 2019 be approved.

4. Acceptance of financial reports, certification of no over-expenditures and Board certification.

RESOLVED, that the Board of Education accepts the financial reports, as attached, which

BE IT FURTHER RESOLVED, that pursuant to N.J.A.C. 6A:22-2.11(c)3, I, Steven W. Corso,

Board Secretary, certify that as of December 31, 2019 no budgetary line account has

obligations and payments (contracted orders) which in total exceed the amount appropriated

by the District Board of Education pursuant to N.J.S.A 18A:22-8 and 18A:22-8.1, that the

District financial accounts have been reconciled and are in balance, and

BE IT FURTHER RESOLVED, that through the adoption of this resolution, we the Point

Pleasant Board of Education, pursuant to N.J.A.C. 6:A:22-2.11(c)4, certify that as of

December 31, 2019, after review of the Secretary’s monthly financial reports (appropriations

section) and upon consultation with the Business Administrator and other appropriate district

officials, that to the best of our knowledge, no major account or fund has been over expended

in violation of N.J.A.C. 6A:22-2.11(c)4 I-VI and that sufficient funds are available to meet the

district’s financial obligations for the remainder of the fiscal year.

5. Approval for the following members of the Board of Education to be reimbursed for mileage,

parking and tolls related to board member training for the 2019-2020 school year, not including

the Annual NJSBA Convention, in an amount not to exceed $750.00 per person:

7. Recording and award of quotes for supply, installation and upgrade of continuum software on

each BAS control system at all four (4) schools:

9. Approval of the purchase of additional cameras and replacing of analog cameras under Union

County Co-Op Bid #42-2017 – Telephone/Associated Services Systems equipment,

installation, maintenance services (Avaya, Cameras, NVR’s, Door Security, Cabling) to

Johnston Communications, Kearny, NJ, in the amount of $48,570.85, as shown in Appendix

D.

10. Approval of proposal from Edvocate School Support Solutions, Toms River, NJ, in the amount

of $4,673.00 to provide assistance in developing competitive bid specifications for custodial,

maintenance and grounds, and management services,

BE IT FURTHER RESOLVED, that the cost of the proposal stated above includes obtaining

bid approval from the Department of Community Affairs as well as providing all required

reporting and documentation to the Board of Education and DCA on the evaluative award

process.

11. Approval of Option Year #2, February 1, 2020 – January 31, 2021, for Bid PP17-09 – On-Call

Plumber Time & Materials, to William J. Guarini, Inc., 132 Mallory Avenue, Jersey City, NJ,

RESOLVED, Curriculum Travel of America, Allentown, PA, provided Option #2 for dates

October 28, 29, 30, 2020, itinerary as previously submitted, at the rate of $529.00 per student.

BE IT FURTHER RESOLVED, the Board award contract to Curriculum Travel of America,

Allentown, PA for Option #2 in the amount of $529.00 per student at Hilton Crystal City.

14. Resolution of the Point Pleasant Board of Education to join in the filing of an Open Public

Records Act request with the State of New Jersey concerning the calculation and allocation of

State Aid;

WHEREAS, the School Funding Reform Act of 2008 (SFRA), N.J.S.A. 18A:7F-1 et seq.,

reflects the current New Jersey law that governs State Aid to public school districts; and

WHEREAS, the State of New Jersey (State) has appropriated limited monies to fund such State

Aid for public school districts; and

WHEREAS, the State arbitrarily determines how much State Aid to allocate to each school

district, without regard to district need or ability to pay; and

WHEREAS, the State should be transparent in how it calculates and allocates State Aid to each

school district; and

WHEREAS, to protect the interests of its school children, each school district is entitled to

obtain data and records from the State as to how the State calculates and allocates State Aid to

each school district; and

WHEREAS, the Point Pleasant Board of Education believes that it is in the best interests of its

residents, taxpayers, and school children to file an Open Public Records Act request with the

State of New Jersey, Department of Education and the Commissioner of Education (and such

other parties as may be appropriate) for data and records as to how the State calculates and

allocates State Aid to each school district.

NOW THEREFORE BE IT RESOLVED, that the Point Pleasant Board of Education hereby

joins in the filing of the Open Public Records Act (OPRA) request at no cost to the Board.

15. WHEREAS, on November 20, 2019, the Point Pleasant Board of Education conducted a

second public bid opening for bid PP20-04 – Athletic and Field Trip Transportation, and

WHEREAS, the Point Pleasant Board of Education advertised bids for Athletic and Field Trip

STUDENT SUICIDE PREVENTION

5350 STUDENT SUICIDE PREVENTION

The Board of Education recognizes that depression and self-destruction are problems of

increasing severity among students. Students under severe stress cannot benefit fully from

the educational program and may pose a threat to themselves or others.

The Board directs all school district staff members to be alert to a student who exhibits

warning signs of self-destruction or who threatens or attempts suicide. Any such warning

signs or the report of such warning signs from another student or staff member shall be

taken with the utmost seriousness and reported immediately to the Principal or designee.

The Principal or designee shall immediately contact one of the following: School

Psychologist, School Social Worker, Student Assistance Coordinator or School Counselor to

conduct a preliminary assessment. Upon completion of the preliminary assessment, the

Principal or designee shall meet with the parent(s) to review the assessment. Based on the

preliminary assessment, the parent(s) may be required to obtain medical or psychiatric

services for the student. In the event the parent objects to the recommendation or indicates

an unwillingness to cooperate in the best interests of the student, the Principal or designee

will contact the New Jersey Department of Children and Families, Division of Child

Protection and Permanency to request intervention on the student’s behalf.

In the event the student is required to obtain medical or psychiatric services, the parent(s)

will be required to submit to the Principal a written medical clearance from a licensed

medical professional or licensed clinician, selected by the parent(s) and reviewed by the

Principal or designee, indicating the student has received medical services, does not present

a risk to themselves or others, and is cleared to return to school. The written medical

clearance, which may include discharge documentation, may be reviewed by a Board of

Education healthcare professional before the student is permitted to return to school. The

parent(s) shall be required to authorize their healthcare professional(s) to release relevant

medical information to the school district’s healthcare professional, if requested.

Any school district staff member, volunteer, or intern with reasonable cause to suspect or

believe that a student has attempted or completed suicide, shall immediately report the

information to the Principal or designee or their immediate supervisor who will immediately

report it to the Superintendent or designee. The Superintendent or designee shall promptly

report it online to the New Jersey Department of Children and Families, or as otherwise

required by the Department of Children and Families in accordance with N.J.S.A. 30:9A-24.

In accordance with N.J.S.A. 30:9A-24i, any person who reports an attempted or completed

suicide shall have immunity from any civil or criminal liability on account of the report,

unless the person has acted in bad faith or with malicious purpose.

STUDENT SUICIDE PREVENTION

In accordance with the provisions of N.J.S.A. 18A:6-111 and 18A:6-112, as part of the

required professional development for teachers as outlined in N.J.A.C. 6A:9C-3 et seq.,

every teaching staff member must complete at least two hours of instruction in suicide

prevention, to be provided by a licensed health care professional with training and

experience in mental health issues, in each professional development period. The

instruction in suicide prevention shall include information on the relationship between the

risk of suicide and incidents of harassment, intimidation, and bullying and information on

reducing the risk of suicide in students who are members of communities identified as

having members at high risk of suicide.

The Superintendent shall prepare and disseminate guidelines to assist school district staff

members in recognizing the warning signs of a student who may be contemplating suicide,

to respond to a threat or attempted suicide, and to prevent contagion when a student

completes suicide.

ATHLETIC AWARDS

5450 ATHLETIC AWARDS

The Board of Education believes that the district’s interscholastic athletic program and the

district’s program of student activities are an integral part of the total school program. These

programs are tools by which school becomes relevant to many pupils either through direct

participation or school identification.

The Board wishes to recognize the outstanding achievements of pupils who give many hours of

their time to represent the school district in interscholastic athletics or in other activities where

the pupil participants are so clearly representing the Point Pleasant School District.

1. The Board may recognize exceptional pupil performance in after school

activities by the award of trophies, banners, or plaques, and by displaying these

awards in the school buildings. In the case of State championship teams, or in

the case of outstanding individual performances in State contests, the Board may

provide a fixed amount contribution toward the purchase of a commemorative

item (i.e.: jacket, ring, etc.) for each team member or individual, including head

coaches.

2. Community groups wishing to donate awards to individual school athletes or

teams or to pupils participating in other activities wherein they represent the

Point Pleasant community as well as the Point Pleasant School District shall

indicate their desires to the Athletic Director who shall forward a

recommendation to the Superintendent and the Board.
