SOP for Movement and Travel Restrictions during Lockdown

A. Purpose

This SOP is developed for a lockdown situation in the context of local transmission of COVID-19 in Phuentsholing.

B. Scope

The SOP shall apply to movement/ travel of people and vehicles including private vehicles for enforcing restrictions to prevent community transmission in Phuentsholing.

C. i. Key Implementing Agencies

Food Corporation of Bhutan limited (FCBL) g. De-suung Organization h. Department of Forests and Park services (DoFPS) i. Bhutan Red Cross Society (BRCS) j. Dungkhag and Thromde Administrations

D. SOP for movement of people

i. C19TF, upon obtaining approval of the government, shall issue public notification for the

lockdown in Phuentsholing and restrict all movement of people and vehicles.

ii. As soon as a lockdown is announced, RBP supported by De-suups and other relevant agencies shall ensure inter alia, the closure of: a. All offices (government, autonomous and private) with the exception of offices that are

engaged in addressing COVID-19, public utilities (electricity, water, sanitation, telecommunications, internet, roads), financial institutions, cable TV operators, print and broadcast media, emergency services (fire, police, ambulance) and De-suung. Offices that have to remain open shall function with essential staff only based on health risk assessment.

b. All shops with the exception of wholesalers/suppliers/dealers (including warehouses) and POL retail outlet (including LPG depots) identified by the RTIO and clearing agents identified by DRC based on health risk assessment (List of wholesalers, retailers, vegetable vendors, POL retail outlets, LPG depots attached as annexure I) (List of identified clearing agents attached as Annexure II

c. All industries with the exception of power plants, industries producing essential goods and other industries of strategic national importance. Installations and industries that remain operational shall comply with all Protocols/Advisories issued by the Ministry of Health.

d. All hotels, restaurants, bars, cafes, nightclubs including homestays and guesthouses unless such establishments are being used for purposes of quarantine, isolation or to house emergency medical staff (List of quarantine and isolation facilities attached as Annexure III)

e. All educational institutions including religious institutions shall be remain close. f. All entertainment centers, sporting arenas/facilities shall remain close.

iii. All hospitals and healthcare facilities including pharmacies, pharmaceutical companies and

suppliers/distributors of medicines, private diagnostic centres, clinics and veterinary hospitals shall remain fully functional based on health risk assessment.

iv. RBP supported by Desuups and other relevant agencies shall enforce ‘stay at home’ orders and prohibit all social, cultural, religious, academic functions and gatherings.

v. No person shall be allowed to move in or out of the lockdown area unless permitted by a competent authority. (Sample card attached as annexure IV)

vi. Responders/ duty bearers shall be allowed movement and permits shall be issued by Incident Management Team.

vii. BRCS shall manage the dead bodies of COVID-19 cases as per the Ministry of Health’s SOP on Dead Body Management

viii. Family members will be allowed to attend funerals based on approval from a competent authority as per the procedures prescribed by the MoH. All persons attending funerals shall observe strict physical distancing, use of face masks and comply with all health advisories issued by the Ministry of Health.

ix. RBP supported by other LEAs shall set up secondary check points to monitor and control unauthorized movement of people and vehicles.

x. RBP supported by Desuups, BRCS and other volunteers shall enforce health safety protocols such as physical distancing, hand washing, use of masks, mandatory use of Druk Trace app as applicable.

E. SOP for movement of vehicles

i. RSTA and RBP shall ensure that all public, commercial and private vehicles do not ply except emergency service vehicles (fire, police, ambulance) and essential service vehicles (waste and

sewerage, telecommunication, electricity, road maintenance, cable TV) and those authorized by the C19TF.

ii. RSTA shall issue a label (with RSTA seal) for vehicles on official duty. iii. Vehicles on official duty shall display the card on the dash board. iv. RSTA and RBP shall allow movement of private vehicles within lockdown area only in the

event of emergencies such as death, medical emergency, critical domestic issues and special official assignments.

v. Upon approval by the C19TF, RSTA shall issue a ‘Special Permit for movement of Vehicles on duty adhering to the following color coding (Sample of cards attached as Annexure VI):

a. Death - Red b. Medical emergency – Blue c. Critical Domestic Issue – Green d. Special official assignment – White

vi. The Special Permit shall be valid for a specific duration depending on the nature of the emergency situation.

vii. Vehicles on duty shall display the card on the dash board and submit it to RSTA or Local Government Authorities at the destination/point of origin after the completion of assignment.

viii. RSTA shall implement the containment protocol in the event of movement of vehicles. (Containment Protocol attached as annexure VII).

ix. RSTA shall coordinate with RBP to facilitate the movement of approved vehicles by sharing the list of details of vehicle drivers and passengers with RBP through whatsapp for smooth entry/ exit at the checkpoints.

F. MFA and DLO shall communicate entry/ exit restrictions to counterparts at the local and central

government level of Government of India. G. Incident Commanders (Dzongdag, Dungpa, Thrompon) with support from the Incident Management

Team shall oversee operations. H. Any person/ persons found violating any provision of the lockdown shall be dealt with as per the

offences and penalties prescribed by the Penal Code of Bhutan. I. In the event law & order situation deteriorates during the lockdown, the RBA shall assume

command.

(d) Special official assignment

Annexure VII: Containment protocol for Drivers and Transport Monitoring Officials during lockdown Drivers and Transport Monitoring Officials shall:

1. Comply with safety protocol at all times 2. Practice hand hygiene, physical distancing, cough etiquette and shall avoid close contacts

throughout the journey 3. Stop only at designated places like Health screening and check points 4. Not to carry any passengers 5. Remain in the vehicle under self-contained mode at all times and carry their own meals and

refreshments 6. Use only the designated stop area (at the pick-up and point of delivery) 7. Travel in convoy and abide by standing instructions 8. Abide by the rules and regulation/health advisory of the Ministry of Health (MOH) issued from

time to time 9. Stop only at isolated places where there are no settlements or crowd areas for relief breaks 10. Use hand sanitizer from time to time 11. Sanitize/disinfect the vehicle parts like door knobs, steering wheels, dashboard areas and other

parts that are exposed and frequently touched

NB: The driver/escort shall be quarantined and made liable for willful violation of any of the provision of the containment protocol/health advisory/rules and regulations. Under lockdown situation, some of the rights may be curtailed.
