1. INTRODUCTION

The IST-Africa partners organised a half day dissemination workshop during eChallenges e2012

on 17 October 2012 in Lisbon, Portugal to raise awareness of ICT-related initiatives being

undertaken and research organisations in the African partners countries.

Ms Christine Tome, European Co-Chair of the 8th Africa-EU Strategic Partnership and IICT Vice-

President attended the workshop to take advantage of the opportunity to meet the representatives

of the Africa Member States presenting.

ICT Initiatives and Research Capacity in Mauritius, Namibia, Mozambique, Swaziland, Lesotho,

Malawi, Senegal, Kenya, Burundi, Ghana, Cameroon and South Africa were presented. The

Current State of ICT Policy Implementation

• There are a number of initiatives that have being implemented in the six priority areas defined in the polity (education, human capacity development, infrastructure development, regulations and polities development, • The national backbone connects all provincial capitals making it

easier to roll out services;• There are 3 mobile operators in the country, providing access to

information and communications to a wider number of Mozambicans;

• Electronic Transaction Law drafted and being considered by Cabinet

• A number of applications for public service delivery have being developed

• A number of human capacity development programmes are implemented but

• Lack of coordination and monitoring mechanisms impact on abilityto undertake a proper evaluation of what has being done


Research Capacity

• There is a total of 43 university level teaching institutions spread throughout the country, 18 of which are public institutions and the remaining 25 are private; and

• There is a total of other 22 institutions, dedicated to research activities only, from which 15 are government institutions and the remaining 7 are either private or NGO’s;

• Government must put Monitoring and Evaluation processes in place to assess teaching and research in universities

– To ease communication problems ESCOM has laid fiber optic cables that will connect Malawi with Mozambique & Zambia.

– It is hoped that this will lower the high cost of communication and ESCOM will have enough bandwidth to lease out to ISPs etc.



• National Digital Repository (NDR)– Funded by International Development Studies (UK)

• Facilitate the widening access of development information by collecting and disseminating local content

• Wezesha (enable) initiative – The objective is to provide a financial incentive towards purchasing

a laptop for registered university students.

– the government has embarked on develop services and products to reach these millions of Kenyans through this new media.

been uploaded to the site, with a plan currently in place to upload

more data over the next years.

• Burundi is a Member of the East African Community (EAC) Bordered by Democratic Republic of Congo, Rwanda and Tanzania

• Population of 10.5 million of which 51.7% are working age (15 – 64 years)

• Population is growing at 3.1% and 89% live in rural environments

• Major educational challenges due to limited human & financial resources – Most students will be in school for 10 years (13 in South Africa, 18 in Ireland)

• 30% of GDP and 90% of employment is in agriculture

• Investment in Science, Technology, ICT adoption and Skills development are essential to achieve sustainable socio-economic development


Research Challenges

• Contribute to socio-economic development by developing research capacity in key areas including ICT, agriculture and healthcare

• Most universities are primarily teaching institutions and in some cases research capacity is limited due to lack of necessary experience

• Need to develop a research culture oriented around addresing keyeducation and health challenges that improve quality of life in Burundi

• Need to develop necessary skills capacity (particularly in science, mathematics, ICT and entrepreneurship) to meet national needs

• Need to develop relationships beween universities, secondary schools and local communities to demonstrate value of ICT and education

• Need to strengthen teaching and research apacity of universities so that the best students can stay at home and receive excellent education

• National Telecom Policy (NTP);-to establish market structures that will be most beneficial to Ghana’s citizens and businesses, and to set in motion the procedures and incentives that will boost the market’s development

A 4 year ruling plan has been developed with an operational life span of the policy between 15 -20 years

Cameroon is located in Central Africa. surface area of 475,442 square kmIt has a population of 20,000 Million inhabitants, eight public universities, over 80 private institutes of higher education and with several laboratories. Faculty and students are involved in research intense projects at the universities. At the end of each academic year there are at least 1,200 scientific papers and theses produced.


Overview of Policy and Infrastructure

Current ICT Policyo Published in October 2007 by ANTIC with the setup of a Steering Committee and the elaboration of the Policy’s Implementation Plan in 2009o An e-Government strategy developed with support from UNU-IIST (United Nations University, International Institute for Software Technology), its implementation plan under adoption

National Development ProgramCurrent strategy development program :‘Growth and employment strategy paper 2010/2020’, published in August 2009 by MINEPAT (Ministry of Economy, Planning and Regional Development).

National ICT Infrastructure Developmento SAT-3 marine cable inward to territory , Access points: Douala (main one), Limbe (WACS) andKribi (ACE)o National Backbone (over 5000km of fibre optic cable laid down, Financed by the Chinese Government ) : o Linking Cameroon to Chad with fibre optic cable under the Central African Backbone (CAB) projecto VSAT internet also widely usedo Security: National Public Key Infrastructure (PKI), project at the closing stage, donated by the Korean Government o National Internet eXchange Point (IXP), ongoing, financed by the World Banko Ten (10) major television stations and several radio stations.o Tele-centres: Over 50 operational, 117 being put into service, 30 under construction



•Some e-services that are operational:oSIGIPES (online management of government employees);oSYSTAC (Driving Licences Management) managed by Ministry of TransportoSYDONIA (Import & Export Management) managed by the Custom Department, MINFI;oElectoral System (biometric identification);oehealth (CHU, Yaoundé), e-learning (Univ. Yaoundé I) and e-diplomacy (MINREX) sponsored by the Indian government.

“The Internet economy contributes 2% to South Africa’s gross domestic product (GDP). Moreover, this contribution is rising by around 0.1% a year, meaning it should reach 2.5% by 2016”

“The total spent by consumers, small and medium enterprises (SMEs), and Government on products and services via the Internet, as well as on Internet access and infrastructure, is R59-billion”

“The Internet economy will over time begin approaching the size of the construction sector (an estimated R120-billion in 2011), potentially becoming one of the new building blocks of the SouthAfrican Economy”

Investment in ICT R&D

South Africa spends close to 10% of GDP on ICT goods and services, of which most are imported

SA ICT sector in 2011 was R 187 billion (2020 estimation is R 250 billion)

R&D intensity of South Africa has stabilised at around 0.92% of GDP over the past few years, but is still well below the global norm of 2%

Between 2006 ‐2010 SA produced 20 – 25 PhDs on average in ICT related fields of study

Government, universities and science councils have a keen interest in ICT RDI, but funding and current spending on ICT R&D is limited compared to other fields
