ISO 21898:2004(E)Section 1 – Scope
Specifies materials, construction and design requirements, type test, certification and marking requirements for FIBCs intended to contain non-dangerous solid materials in powder, granular or paste form, and designed to be lifted from above by integral or detachable devices.
Guidance is also provided on the selection and safe usage of FIBCs.
ISO 21898:2004(E)Section 2 – Normative References
ISO 12048 Packaging – Compression Test
ISO 13934-1 Textiles – Tensile Test
ASTM G154-98 – UV Exposure for Nonmetallic Materials
ISO/IEC 17025 – General requirements for the competence of testing and calibration laboratories

ISO 21898:2004(E)Section 3 – Terms and Definitions
3.1 General Terms and Definitions
3.2 FIBC Parts
3.3 Operating Devices
3.4 Handling Devices
3.5 Safety and Protection Devices
3.6 Coated and Laminated Materials
3.7 Special Treatments
ISO 21898:2004(E)Section 4.1 – Materials
All components of FIBCs manufactured from materials covered by written specification.
Additives are allowed to improve resistance against heat and sunlight, and to reduce the effects of static electricity.
85% retention of original breaking force when exposed to water for 25 ± 1 hours.
50% retention of original breaking force when exposed to UV-B lamp for 200 hours.
4
ISO 21898:2004(E)Section 4.2 – Construction
All stitched seams and joints locked off and/or back sewn or left with 20 mm tail.
All stitched seam-ends secured.
All surfaces joined by welding, gluing or heat-sealing are clean.
ISO 21898:2004(E)Section 4.3 – Design Filling Height
Designed filling height should be between 0.5 and 2 times the shortest horizontal dimension of the FIBC.
Example: FIBC with 36”(L) x 36”(W) can be no less than 18” in height and no more than 72” in height.
5
ISO 21898:2004(E)Section 5.1 – Type-Testing
All FIBC types subjected to cyclic top lift and compression/stacking tests
3 samples tested for each FIBC design
Sample 1 shortest in height – cyclic test
Sample 2 tallest in height – cyclic test
Sample 3 tallest in height – compression test
FIBC designs with only one fixed height require only 1 cyclic and compression test
ISO 21898:2004(E)Section 5.2 – FIBC Preparation
Filled to 0-5% from maximum height
Filled with material such as plastic granules
Material bulk density of 500-900 kg/m³
Material mesh size of 3-12 mm
Material angle of repose of 30-35º
Actual contents allowed
Conditioned at ambient temperature and relative humidity or at 23±2ºC and 50±5%RH
6
ISO 21898:2004(E)Section 5.3 – Test Requirements
Cyclic top lift test conducted per Annex B
No breakage of lifting devices
No protrusion of the liner beyond FIBC
No loss of contents
No deterioration of body which renders FIBC unsafe for transport or storage
Slight discharge during test acceptable provided no further leakage occurs
ISO 21898:2004(E)Section 5.3 – Test Requirements
Compression test conducted per Annex C
No loss of contents
No deterioration of body which renders FIBC unsafe for transport or storage
Slight discharge during test acceptable provided no further leakage occurs
7
ISO 21898:2004(E)Section 6 – Certification
Contain name, address and test station of certifying body together with references and date of test report
Material contents used for testing
Valid for 3 years from date of issue
Certified and marked FIBCs for Single-trip not to be reused
Certified and marked FIBCs for Multi-trip reused only with contents as first use
ISO 21898:2004(E)Section 7 – Marking
Durably marked by permanent label or print
Name and address of manufacturer
Specific FIBC design number
Safe working load, safety factor and class
Reference to ISO 21898
Test lab with certificate or test number
Date of manufacture
Handling methods, pictograms, etc.
Reference label recommended by FIBCA
