Roads UpdateCouncil is pleased to report that the following road works projects have recently been completed around the Isaac region:

• New speed humps on Centenary Drive, Middlemount

• Upgraded advisory corner signage on Clements Street, Moranbah

• Speed zone change from 80km/hr to 60km/hr on the entry to Moranbah near Grosvenor Bridge

• New line marking for Middlemount Shopping Centre car park

• New pedestrian crossing painted outside Moranbah State High School

Council’s Roads and Urban Services Department will close for a period between Friday December 19 – Monday January 5, however some crews will still be operating during this period to service community needs. Leading up to the Christmas closure period, the following works are being undertaken in the western side of the region:• Works on the Douglas Creek first crossing

floodway (funded by Royalties for the Regions) are well underway and traffic management plans are in place, including a sidetrack that will allow residents continued access to Theresa Creek Dam.

• Road resheeting works will continue in Valkyrie and Kilcummin up to December 19, with Kilcummin also receiving road maintenance grading during this period.

In the coming months significant culvert and floodway works will be undertaken in the eastern side of the region. These projects are currently being tendered and Council will provide residents with updates in 2015.

Mayor’s DeskAs a council we will continue to work hard to represent the community to ensure Isaac remains a great place to live, not only for us today, but more importantly, into the future.

Encouraging a friend to seek help, securing objects in your yard before the storm hits and looking local for Christmas presents are just three, of many little things, we can all do to help make our communities stronger and more resilient.

I recently had the honour of hosting the Mayor’s Charity Ball and make a positive contribution to beyondblue and their work in our communities. I have been overwhelmed by the support from residents, local and regional businesses and industry.

Many of us have been affected by anxiety or depression, either personally or through a partner, family member or friend. It’s important we all understand anxiety and depression are common and treatable.

By talking about anxiety and depression, we can help raise awareness and reduce the stigma. It’s important that no matter what life stage we are at, we seek help when we are struggling.

What’s your ‘what if’ plan? If a cyclone, storm or flood was coming, would you be ready? November 1 marked the start of the cyclone season and we’ve already seen some wild weather in parts of our region. Help keep your family safe this season and make sure you have an emergency plan in place and prepare your home to be storm and flood ready. Don’t forget a plan for your furry loved ones too.

Finally, think local this festive season. Small businesses have a big impact on our communities. Supporting our local shops keeps those goods and services and local jobs in our region. Think big – shop small.

As this is the final Isaac News for 2014, I wish you and your family a safe and Merry Christmas and a Happy New Year.

Isaac Regional Council would like to remind residents to be well prepared for Queensland’s looming storm season so their families and homes are ready in the event of a natural disaster.Residents are encouraged to familiarise themselves with storm warnings and how to access vital information and updates should a severe weather event occur.If residents don’t already have an emergency kit, visit the Get Ready website and download a checklist of what to include. One of the easiest ways to become storm ready is to sign up to the Get Ready Program at getready.qld.gov.au.In the event of a disaster, warnings, updates and information can be obtained by tuning in to a radio or TV or by logging on to websites that provide emergency information.Visit the Bureau of Meteorology website for updated weather warnings and for flood and storm assistance contact the State Emergency Service (SES) on 132 500.

Getting behind Shop Small to support local businesses as we lead into Christmas, Melissa Westcott from Moranbah Traders Association and Mayor Anne Baker.

Isaac Regional Council Mayor Anne Baker is backing local small businesses in the lead up to the festive season through national campaign, Shop Small. Mayor Anne Baker said small businesses and their owners play a big part in our local communities and need our support.“I encourage everyone to think big, shop small - keep your Christmas spend in the region and support your local businesses,” said Mayor Baker.“Local trader’s associations are running a number of shop local initiatives and I encourage residents to get behind these.“If we all buy local this Christmas, we are protecting our small businesses, local jobs and our community – they need our support more than ever,” Mayor Baker said.

The Clermont Community Business Group is running a ‘Happy Santa’ Christmas raffle. Customers receive a free raffle ticket by spending $20 or more in a participating store displaying ‘The Happy Santa’ sign. The Moranbah Traders Association (MTA) is running late night shopping, kicking off in December up until Christmas. “Businesses in Moranbah Town Square, Bacon Street and the Moranbah Fair will trade late on three Thursday evenings in December,” said Melissa Westcott, Growth and Resilience Officer at MTA. “MTA has also just launched the e-business directory, helping local businesses be more visible to the market and encouraging industry to shop local,” said Mrs Westcott.

National Water WeekA GREAT SUCCESSDuring October 19 – 25 Council once again supported this wonderful national initiative, culminating with an Open Day held at our Water Treatment Plant in Moranbah. The Open Day involved tours of our plant, allowing residents to see first-hand the process our raw water goes through in order to become the drinkable resource we so heavily rely on. Council showed 60 people through the plant with a free barbeque afterwards giving residents and Council staff the opportunity to relax and mingle. Council sincerely thanks all residents who made efforts to ‘watch the drop’ during Water Week.

A Reminder About Water Restrictions As the heat of summer approaches Council would like to remind residents of the water restrictions in place for towns in the Isaac region. To preserve this precious resource we ask that residents refer to www.isaac.qld.gov.au/water-restrictions and become familiar with the allocated watering days and times for their area.During the allocated times:• Residents may only use one watering device including a

sprinkler, soaker hose, hand held hose or a micro irrigation system.

Outside the allocated times:• Residents may use a directed hand held garden hose at any time

with the exception of Moranbah.• Residents with Council approved automated watering systems

operating outside of these hours should conform to their approved watering times and clearly display the Isaac Regional Council Approval Notice, visible on their boundary from the adjacent street.

Please also note:• Irrigation systems require Council approval.• The use of automatic pop up sprinklers and irrigation systems

will involve restrictions on the use of other sprinkler devices.

More than 270 guests opened their hearts and wallets at Mayor Anne Baker’s fi rst Charity Ball proudly supporting beyondblue on November 1.

The stylish black and white themed evening included a three course meal, live entertainment by Mezzanine, raffl es, charity auction and dancing at the Moranbah Community Centre.

When thanking guests, Mayor Anne Baker said she was very honoured to host the event and make a positive contribution to beyondblue and their work in communities.

“Isaac lived up to its reputation for digging deep in support of charities at what was truly an unforgettable night of fun and fundraising.”

Mayor Baker said people travelled from all over Queensland to attend and through local clubs, regional businesses and the fabulously talented band ‘Mezzanine’, a stellar night was had by all.

“A special mention to beyondblue ambassador, Joshua Mill, a very courageous young man, who shared his inspiring story.”

“The bidding at the charity auction was very competitive, with 14 items falling under the hammer including a wine rack featuring a hand signed cricket bat by the greatest cricketer ever to play the game, Sir Donald Bradman.”

The time of day and how often you use the landfill is driving change at Council’s Resource Recovery Centres and facilities. Council’s six month trial of new open hours, aimed to provide a user-friendly, sustainable waste disposal service at landfill sites across the region, is now complete. To better reflect community needs, the open hours at Resource Recovery Centres in Middlemount, Glenden, St Lawrence and Nebo changed on November 24. The open hours at Moranbah, Dysart, Clermont, Greenhill and Carmila Resource Recovery Centres will remain the same. Council’s resource recovery centres and facilities do not operate on public holidays.Council thanks community members for providing their feedback during the trial open hour period.

In our neighbourhood“I’m very pleased to see the great progress that has been made on the Nonette Street Park at the corner of Utah Drive and Nonette Street – now known as Sunshine Park. Due to be completed towards the end of November, Sunshine Park is a vibrant new amenity for the town to enjoy during these hot weekends and the approaching school holidays. Delegates at the Local Government Association Queensland Conference in Mackay unanimously endorsed a motion calling for action on the federal fly-in, fly-out (FIFO) recently.Isaac and Central Highlands Regional Councils put forward the motion seeking implementation of the recommendations in the ‘Cancer of the bush or salvation for our cities: fly in, fly out and drive in, drive out workforce practices in regional Australia’ report.“The House Standing Committee on Regional Australia made 21 recommendations to the Federal Government in February last year, now’s the time for genuine action,” said Isaac Mayor Anne Baker.“Local government delegates across Queensland backed the urgent need for the state and federal government to provide protection for established resource communities and regional centres.”“Regional, rural and remote communities can only be sustainable if they have strong economies based on a stable workforce,” said Mayor Baker. “Our communities are feeling the impacts of recent job losses, it’s more important than ever that people have opportunities to work in a mine and live locally.” “Policy review and development, with local government as a stakeholder in this process, would enable sustainable mining, strong communities and give workers genuine choice.”

The federal report committee chair, then Independent MP Tony Windsor, wrote in the report’s foreword that governments of all levels needed to recognise and act on issues impacting regional communities hosting large FIFO workforces. He said: “…the work practice is eroding the liveability of some regional communities to such an extent that it is increasingly removing the choice to “live in” rather than simply “cash in”.”He also said a policy mix was needed to ensure FIFO did not lead to “a hollowing out of established regional towns, particularly those inland.”The motion was one of four by Isaac Regional Council endorsed at the conference including removing state agency eligibility from the Royalties for the Regions program, empowering local governments with planning control and state support to reverse the freeze on indexation of Financial Assistance Grants.

Isaac Regional Council is pleased to see the positive response by residents in taking up affordable housing options through the Isaac Rental Affordability Scheme (IRAS). Currently all housing in Clermont is occupied and there have been four recent applications in Moranbah; a very good sign that residents are taking advantage of the scheme. Council still encourages residents to apply to the IRAS scheme as there are presently properties available in Moranbah and Dysart.Mayor Anne Baker said Council had received a lot of community interest in the rental properties, particularly since Council reviewed and increased the eligibility income earning bracket by 20%.“This change has opened the doors for more singles, couples and families to apply for quality affordable housing,” she said.“Even if you’ve previously applied for affordable housing under the National Rental Affordability Scheme (NRAS) and weren’t eligible, now you may be.”

IRAS is a joint initiative between Council, the QLD Government, BHP Mitsubishi Alliance and Rio Tinto, and has been delivering affordable accommodation to residents across the region since July 2012.

A range of industry experts and producers from across Queensland braved the heat to gather at the Clermont showgrounds and saleyards for the second annual Clermont Beef Expo and Trade Display recently.The day’s events included judging of nominated pens of cattle, the cattle sale, a highly entertaining and informative discussion forum led by local producer, John Burnett, a Simmental Bull sale, and the presentation of trophies.Organisers Hoch & Wilkinson and Clermont Agencies were once again overwhelmed with the support from industry representatives and local producers. H&W Director Jake Passfield said there was an impeccable line up of cattle nominated with great prices achieved.

“The forum was well attended by local producers, and there was 100% clearance at the Bull Sale.”“While most nominations for the expo came from local producers, cattle also came from Blackwater and Dysart.”Passfield said the number of vendors increased and the number of head increased by 55%. Mayor Anne Baker said Isaac Regional Council was proud to be a major sponsor and support the productive and sustainable industry that is helping to feed Australia and the world.“Agriculture is a vital part of our region’s economy and way of life. Isaac region farmers form a thriving $303 million industry in livestock, broad acre farming, sugar and fishing and inject over $97 million into the Queensland economy.”

“Our crop producing and cattle country is among Australia’s most valuable, Isaac’s $212 million beef industry supplies 64% of the total gross livestock value for the broader Mackay Isaac Whitsunday region.”“Events like the Clermont Beef Expo, focused on sustainable production, are vital to our local producers,” Mayor Anne Baker said.“I would like to congratulate the event organisers and all the award winners including veterinarian and local producer Dr Alan Guilfoyle who won the IRC Champion Pen of Store Cattle.”This award was on the back of Dr Guilfoyle winning the Australian Veterinary Association Bovine Practitioner Award.The forum entitled ‘Ten Shades of Black’ looks at ways the beef industry could increase productivity across a range of key business areas.Finance, legal, marketing, genetics, cattle nutrition, breeding and fertility were all hot topics at the expo.The importance of the management of infrastructure and paddock maintenance was also discussed at length.Discussions have already commenced with sponsors and producers alike to ensure the annual Clermont Beef Expo continues to provide an avenue for the promotion of the local beef industry.

COASTAL CAMPING UPDATEAt the last Council meeting, changes were adopted to the Coastal Camping Management Plan, mainly affecting the areas of Clairview, St Lawrence and Carmila. Council will be communicating the details of these changes to the community, visitors and local businesses in the near future.A key factor prompting the changes has been a bid to protect the local environment and wildlife in these areas. Our region boasts wonderful natural attractions and camping opportunities and Council encourages all campers to respect the environment, facilities and camping guidelines so we can continue to make our spaces available for all to enjoy.Further details surrounding the changes will be communicated by Council shortly, in the meantime for assistance with camping related queries please call 1300 ISAACS (47 22 27).

By any standards, a 40th birthday is a once in a lifetime milestone so it was no surprise the Dysart community came together to celebrate with a community party. Approximately 2000 people passed through the Dysart Junior Rugby League Club gates and were treated to headline acts from the X-Factor’s Taylor Henderson and Moranbah local, Taila Gouge, a recent contestant on The Voice. Mix this with some country hospitality, a spectacular fireworks display and a variety of rides and amusements, the event was a huge success and provided an opportunity for community organisations to fundraise for their respective services.

Event Coordinator and Dysart Community Support Group Community Development Officer, Richelle Toshack was thrilled with the turnout.“Celebrations such as this are an excellent occasion for past and present residents to revisit Dysart and reflect on the opportunities offered, friendships made and the ongoing spirit of community

that is consistently at the heart of this town,” she said.

Isaac Regional Council Mayor Anne Baker cut the official anniversary cake alongside local of 40 years, Councillor Nick Wheeler. “This celebration is a wonderful example of Dysart’s vibrant community spirit that’s sustained for 40 years. Seeing past residents to return for the event alongside people now raising their families here, shows there’s a promising future ahead,” she said. BMA Saraji Mine General Manager, David Weickhardt, also enjoyed the evening.“As a relative newcomer to Dysart, my family has already experienced firsthand the tremendous sense of community spirit in the town, and an event of this nature is the perfect opportunity to not only support this great community, but meet even more new people,” he said.
