Belief county lies on the South East of Malakal, and a
population of about 48,000 as per the 2008 population
census. The County has 9 payams of which 5 have noted
a steady increase in number of people returning. (As
Indicated on the right)
The County is mostly in habited by the Dinkas though
they have lived side by side with the Nuers.
The current crisis which began in December seems to
have taken a tribal dimension, hence the Nuers moved
south wards to parts of Northern Jonglei whereas the
Dinkas moved up North to Rom, in Akoka County, others
are settled in Melut and others proceeded further North to
Sudan and some also left for Juba and neighbouring
countries.
The County was entirely deserted at the height of the
conflict with basically everything being destroyed.
With some stability, people have started coming back to
see if they could begin their lives afresh. They lost the
crop they had harvested last year, houses were burnt
down, and they have lost out on the opportunity to
cultivate this season as they are just returning when the
season is over.
Key identified need of the community is food, they claim
to be subsisting on the little that was left of the
destruction, and majorly relying on wild leaves from the
bushes for survival. The lack of fishing gear has made it
difficult for them to exploit the fish potential of the Sobat
river. With fishing twine and hooks, they would be able to
complement their diets.
The other need was Health, Baliet lies in the Kalazar belt
and with the over grown bushes, the sand fly has equally
multiplied. There had been no functional health facility.
GOAL is however on ground re-establishing and
supporting the health units. Other than Malaria which is a
normal occurrence at this time of the year, a finger was
pointed at kalazhar and snake bites which are becoming
a daily occurrence.
NFIs/ES shelter in addition to WASH NFIs were also
identified as key needs as most of the people are sharing

the houses which were never destroyed.
The greatest fear impacting on the people was the
uncertainty of the prevailing security to hold given the
rumours of the SPLA IO planning a comeback. Another
fear was the absence of law and order, that people are
afraid venturing out into the bushes or the former farms to
do anything. The women are more afraid as they cannot
go far in search of fire wood.
Humanitarian Access
- Baliet is accessible from Malakal by road weather permitting. It is possible to travel after a days rain the following day.
- Travelling to Baliet is towards Nassir and the main road just runs parallel to the Sobat river which is controlled by SPLA IO on the southern Bank. But information received from the authorities indicates that IO and GF frontline is quite far to have an impact on travel to Baliet.
- The county was in habited both by the Nuer and Dinkas who seem to had inter married and they still live together despite the ongoing crisis pitting the 2 tribes.
Findings

FSL: The first priority expressed by the population was Food, Fishing tools and seeds for agriculture as mean of livelihood
The food security situation is Baliet County is dire considering that there was no humanitarian intervention since the fight erupted in Upper Nile in Dec 2013, no food production activities due to insecurity, no markets and the community relays on wild food.
Due to the above, there is need for quick intervention as requested by the community and also witnessed by the assessment team
All the IDPs cannot be seen at the visited locations as only the able bodied IDPs are in available, while children, women and the elderly are at distance of 6 hours walk due to the fear of any unexpected insecurity, as the team could not go to those area It is recommended that the food support could be for the 11,006 caseload identified for 30 days, as proper registration and verification to be conducted by the CP prior to distribution.

provide Supervision and on the job training so as to achieve required quality service.
3- Staffing’s – There exists former Goal Staffs who are working with pay need to be motivated inform of incentive pay or placed on contract basis.
4- Need to request for PHCC Kits for Baliet and Adong PHCC ON GOING INTERVENTION: 1- Goal/CHD delivered basic essential drugs to
Baliet, Riang Num and Adong PHCC. The drugs can covered a period of Two weeks,
2- Goal has started the process of transferring, the temporary Clinic that is located at Baliet Secondary School to the Main health facility block. As per the meeting with Community leaders, chief and community members, an action plan was agreed with main emphasis on mobilization of Community to clear the bush around the clinic and open up the road to the health facility.
3- GOAL will operate on remote management and day visits from Malakal.
Recommendations
Need to sustain supply of drugs to Riang Nam - PHCU, Baliet and Adong PHCC. Action – WHO/UNICEF to avail two PHCC and one PHCU kit ASAP.
NFI & ES: OCHA to facilitate accommodation
arrangements for GOAL international and relocatable staff required in Malakal to support health intervention in Baliet County.
Operationalise cold chain in Baliet in order to start EPI in Baliet (Solar fridge) – UNICEF.
Enhance community health education awareness in order to address prevention of malaria, snake bites and OD. - GOAL
Continue screening of under-fives and PLWs - GOAL
NFI & ES: People lost all their properties during the conflict and they do not have anything left. In terms of shelter, house hold items and tools to help rebuild. Nutrition:
None at this time, about 30 children under five
years and some women breastfeeding / pregnant

remained behind. Some drugs available for primary
health care, but nothing for nutrition (drugs,
anthropometric equipment and RUTF).
The population has returned very timidly to Baliet, but is essentially composed of young men, and few children. But if the security remains stable and if we start to provide humanitarian assistance, more and

more people will come back, in particular women and young children, so we must be prepared and activities in nutrition should start again.. WASH:
Security Situation: Baliet is calm but remained shaky before of fear , the acting Commissioner who met with the Team members assurance that it is his responsibility for safety operation of NGO in its County and he is committed to give security Updates if required by NGO and UN Agency .
Food security situation among peoples in

All the peoples in Baliet fetch a treated water
for drinking directly from the Sobat river
which I belief to be unsafe for drinking- the
commissioner requested for WASH
intervention e.g. Pur for water chlorination
and Latrine for the effected population.
Protection: Major protection concerns are food needs, shelters burned down, lack of education for children due to indefinite closure of schools, and fear that rebels might come back again to attack.
