IRMRA PRESIDENT'S MESSAGE FOR THE YEAR 2018-19

Good Morning Ladies and Gentlemen

It gives me a great pleasure to welcome you all to the 60th Annual General Meeting of Indian Rubber Manufacturers Research Association (IRMRA). The Annual Report containing the Director’s Report and the Auditor’s Annual Accounts Report for the financial year ending March31,2019 has been circulated to you and with the members’ consent, I shall consider the same as read.

This was a year of transition of the position of the President. I wish to place on record my thanks to the DPIIT and the Ministry and Commerce and Industry in appointing me to this prestigious position. I specially wish to acknowledge the significant contributions of the outgoing President Mr. Rajendra Gandhi, in stabilizing the strategic growth path with the finalization of the Vision and Mission of the IRMRA. His proactive guidance has made the IRMRA team into a cohesive and recognized force in the Rubber Industry. Despite amortization of Rs1.38 crores of long term irrecoverable and over aged debt, there was a satisfactory improvement of the 2018-19 financial performance with increases in the total income (9%), expenditure (3.1%), PBT (2.6%) and EBIDTA (6.3%).

During the year under review, the Indian economy remained the fastest growing economy. The GDP growth during the 2018-19 fiscal stood at 6.8percent. However, the2019-20 trends indicate a substantive GDP growth slowdown, with varying impact across sectors of trade, industry, services and agriculture. The IMF attributed India’s slower than expected economic growth to the reasons of corporate and environmental regulatory uncertainty and lingering weaknesses in some non-bank financial companies. The demand drop in the automotive sector across all vehicle segments, has had a pass through effect on the tyre and auto components sector of the rubber industry. Both investor and consumer sentiments seem to have been adversely affected.

The impact of the recent changes announced by the Finance Minister on the corporate tax rates is expected to improve the supply side investment outlook in the medium term. The favourable monsoon will boost agricultural sector output and the upcoming festive period could stimulate demand and sentiment in areas vital to the rubber industry. On the down side, the trade wars fall out on the global economy could stymie the drive to rapidly increase the export of goods and services. The Far Eastern Regional Comprehensive Economic Partnership Agreement (FCEPA) can potentially increase domestic competition in rubber products, especially if the current inverted duty structure is not reformed, quality standards and mandatory certifications not enforced. Therefore these domestic and international factors might continue to impact rubber industry growth in the near term.

(automotive tyres and auto components), it has become imperative for IRMRA to assess and address this both externally (customer base impact) and internally (sector revenues). IRMRA current cross industry survey is generating useful background data which will help it to direct and augment support services to its’ members and customers, particularly to its’ MSME partners, throughits’ Quality Management Services, R&D and Innovation, Training (Skilling and Reskilling) and Testing and Certification Services. These are being further realigned to have an impact through cost reductions in the areas of materials selection and usage, formula reconstruction, energy and process efficiencies with the focus on quality to reduce rejections and wastages. In the medium term the significant increase in focus of IRMRA services in Training (skilling and reskilling) and R&D will also help the industry. The current study is providing valuable information and insights, enabling IRMRA to fine tune actions through the various verticals to aid industry in the present situation. In the words of the respected Quality Guru Genichi Taguchi “Cost is more important than Quality but Quality is the best way to reduce Cost”. IRMRA is systematically working with BIS (PCD13) and Industry in formulating quality standards and specifications for finished products, so as to make certification mandatory as a check on unregulated substandard and unsafe products of both domestic and imported origin.

The Finance Ministers’ announcement that the government will allow the mandatory CSR spending of corporates for R&D investments into publicly funded incubators will be a useful stimulus for Innovation and R&D and IRMRA is initiating targeted discussions with its customers.

The IRMRA Diamond Jubilee celebration commenced on13th January 2018 and concluded with the 23rd Rubber Conference and International Workshops on14-15th December, 2018 in Mumbai. A series of events organized through the year, enabled networking, promotions and brand awareness and building pan India. Further details of these events are available in the Directors report. Special mention should be made of the release of a

coffee table book portraying the 60 years journey of IRMRA. IRMRA also felicitated and recognized the services of employees who were with three or more decades.

IRMRA celebrated Rubber Day (Founding Day) on16th Jan 2019 at IRMRA. Around 70 students from local colleges attended the function and visited the laboratories. As President and along with the Director and several senior GC members a cake cutting ceremony was conducted. The GC members shared their experiences in the rubber industry and expressed their good wishes to IRMRA for its’ continued growth and development.

In the year under review some achievements noteworthy for mention were:

1. The inauguration of the Eastern branch at SARPOL, Kolkata on 26th Nov.2018.

2. IRMRA and Department of Chemistry, University of Mumbai collaboration and commencement of the two year Post Graduate Programme” M.Sc. ‘Industrial Polymer Chemistry’”.

3. RSDC certification of IRMRA a straining partner for skilling and reskilling for various job roles in the rubber industries, in the ambitious Skill Development programme of Government of India.

4. Indigenisation of multiple Defence and PSU products remained a core activity with multiple successes.

5. IRMRA has filed three patent application and sever a lot hers are in the pipeline.

As President and on behalf of IRMRA I want to place record our appreciation and thanks to all the Officers in DPIIT and Ministry of Commerce & Industry for their whole-hearted support extended to IRMRA during the year. I also want to express place on record my sincere thanks and appreciation of the Director and all the employees of IRMRA for their unstinting cooperation throughout the year.

DIRECTOR'S ANNUAL REPORT 2018-19

Dear Members,th

We are pleased to present Indian Rubber Manufacturers Research Association’s (IRMRA) 60 Annual Report

for the year 2018-19.

IRMRA established in 1958 as a scientific and industrial research organization for promoting basic and applied

research & development activities for rubber and allied materials in our Country, registered under the

Societies Registration Act 1860 and governed by a Governing Council consisting of representatives from

Rubber Industry, Central and State Govts., Rubber Board, prominent research and development (R & D)

establishment, academic institutes, etc., is functioning under the administrative control of Department for

promotion of Industry & Internal trade, Ministry of Commerce & Industry, Govt. of India, New Delhi. Over the

past six decades, IRMRA has expanded and diversified its activities in both tyre and non-tyre sectors and has

become a unique R&D ‘Centre of Excellence’ at par with any internationally renowned Institute of repute in

the World.

The Section 1, of this report highlights the research activities carried out throughout this year 2018-19. This

includes the over 20 academic research projects carried out by IRMRA’s MSc students under the able

guidance of IRMRA’s scientists and technologists. IRMRA in collaboration with IIT, Kharagpur, IIT, Mumbai,

VNIT, Nagpur, CPPRI, Saharanpur and Anna University, Trichy have worked on several research projects

funded by IRMRA and Govt. funding agencies. IRMRA is closely working with the different defence

establishments on developing the critical rubber products for navy, defence, nuclear and space applications.

IRMRA has executed several industry sponsored contract research projects which are mainly for the benefit of

small and medium scale rubber and allied industries. The research includes alternate materials development,

evaluation of raw material and applications development, critical rubber compound development, process

audit and rating, process optimization and improvement related projects. More than 70 such research

assignments were successfully completed. In the year 2018-19, IRMRA scientists submitted7 research project

proposals to different Govt. funding agencies. In the year IRMRA has filed 3 patents, had 4 international

journal publications and have presented research findings in different international and national

conferences.

The Section 2, presents the research facilities available at IRMRA to conduct the fundamental and applied

research pertinent to current trends and requirements in rubber to fulfill the needs of rubber and allied

industry. IRMRA has state of the art facilities for materials research and testing, product development and tyre

research and testing. The facilities have been upgraded to meet the research needs of the members and users

and also to meet the national and international technical requirements, regulatory guidelines, codes of

practices, etc.

IRMRA have started 2 new centres at Sri City, Andhra Pradesh and SARPOL, Kolkata, West Bengal to cater the

research and testing needs of rubber industry across the country. The activities carried out by these 2centres

are presented in the Section 3.

Section 4 of this report presents the activities carried out for training and skill development. IRMRA is actively

involved in the creating and developing a skilled manpower for the benefit of rubber industry by conducting

several training programmes on rubber technology as per the customer needs at IRMRA or at the customers’

premises. As part of Govt. of India “Skill India” initiative IRMRA is a recognized training institute under RSDC

and has imparted several RPL training programmes for different industries. IRMRA also conducts training

courses on Laboratory Management Systems as per ISO 17025 and Measurement of Uncertainty.

Section 5 of this report presents one of the key milestones achieved by IRMRA during this year as it started 2

years full time postgraduate programme “MSc Industrial Polymer Chemistry”in collaboration with

Department of Chemistry, University of Mumbai to cater the highly skilled manpower to rubber industry.

IRMRA achieved a key milestone of its existence when it entered its’60th year in January2018. The

commencement ceremony for the diamond jubilee celebrations and programmes was held on Foundation

Day which is the 13th of January. A series of events were planned which included national technology day

celebration, inauguration of regional centres etc. As a part of Diamond Jubilee Celebration IRMRA organized rd

IRMRA’s 23 Rubber Conference and International Workshops in association with LRCCP, France which was th thheld on 14 &15 December 2018 at Hotel The Lalit. The Section 6 provides a panorama of the conference

events.

The Section 7 gives glimpses of employee engagement activities carried out as part of Diamond Jubilee

Celebration such as Rubber Day celebration, Independence Day celebration, Hindi Divas Celebration etc.

The Section 8 contains the Audited Annual Accounts and the Auditors’ Report for the financial year ending

March 31, 2019. IRMRA’s total revenue from research oriented services during the period is Rs. 15.57Crores as

compared to previous fiscal year was Rs. 15.23 Crores which is a 9 % growth over the previous year. During the

current year, 7 new lifetime members were added. The disputed Vat demand (contingent liability) at the end

of FY 2018-19 is Nil compared with Rs 63.64 lakh in FY 2017-18.

The final Section 9 comprises the list of region wise annual and life time members of IRMRA. IRMRA continues

with its legacy from its’ inception of being an association. A proposal for a suitable name change which is more

reflective of its current activities and structure is under consideration by the Governing Council and will be

brought to the General Body at the appropriate time. By adopting a more aggressive marketing strategy pre-

and during the diamond jubilee year, there was a boost in membership enrolment primarily from the MSME

industries with the enrolment of 157new annual and 7 lifetime members leading to total count of 400.

In conclusion I and on also behalf of the staff of IRMRA would like to express my sincere thanks to all

customers and members of IRMRA without which it would not be possible to achieve the same. We also

During processing of different agriculture products, considerable amount of by-products

and bio-wastes are generated. These bio waste is burn as fuel creating environmental

concern or disposed as it. Walnut shell is one of the bio-waste generated by walnut

processing industry. In this study, walnut shell is pyrolyzed to obtain walnut shell pyrolytic

oil (WPO).

In this study evaluation of walnut shell pyrolysis oil (WPO) in comparison with Aromatic, oil

as a processing oil, for complete or partial replacement of aromatic oil which has concern

due to polycyclic aromatic content.

1.3 Internal Research Projects

In this study evaluation of coconut shell as sustainable source for carbon black was carried

out. Thermal degradation of coconut shell was carried out at 400°C to obtain coconut shell

carbon black (CSCB) containing residual lignin. The evaluation of CSCB was carried out in

several natural rubber (NR) and styrene butadiene rubber (SBR) based compound. Several

key properties are studied to evaluate suitability of CSCB in rubber applications.

In this study, batches with varying concentrations of

Aromatic Oil and Walnut Pyro Oil in several ratios were prepared. It was analysed for various

physico-chemical and dynamic properties An initial increase is observed in several properties

however Tensile strength, %acetone extraction decreases as increase in WPO content. This

study demonstrated the feasibility of the aromatic oil by WPO complete or partially as a

renewable source.

1.3.6. Evaluation of shell fish waste in silica filled SBR rubber

by varying all their ratio. Samples were analyzed for chemical and physical testing to

evaluate feasibility of citric acid as curing agent.

Curcumin containing bio-material (CCB) is a well-known and widely used ingredient in the

food and medical industries. This study used such bio- material as antioxidant

compounded with styrene-butadienerubber(SBR)incomparison with conventional

antioxidants. The compounded batches of SBR and other ingredients with varying

concentration of CCB were prepared and analysed for various physico-chemical and

rheological properties. The result indicates that CCB can improve age in gresistance.

The ratio of Mica:Carbon Black in this study were varied in the

blend of NR and SBR. A 70:30phr NR:SBR blend ratio was maintained for the total rubber.

Rheological studies were carried out at 150°C. Mica was modified for adequate

compatibility and proper dispersion in the rubber matrix with a silane coupling agent. The

compatibility and uniform dispersibility of mica with rubbers and other additives was

confirmed, as seen in this strong evidential report. Pre-curing andpost-curing

characteristics were determined with emphasis on the basic requirements of the Tyre

Tread Compound. This finding holds promise for this as a promising mineral filler for the

rubber industry.

Shells are CaCO3 rich and chitin and other minerals content have been earlier studied.

Earlier research indicates replacement of commercial CaCO filler in various polymers. In 3

this study, different batches of combined shell waste powder and silica were made with

the different ratios of silane modified waste shell powder: silica and the properties of SBR

rubber were determined. The shell powder was characterized by using FTIR, TGA, SEM

analysis and results indicate that incorporation gave moderate to good improvement in

tensile and hardness properties. Silica plays an important role in increasing the strength of

the compound but there is poor abrasion and tear properties as the silica content

decreases. Further studies are necessary of formulations that better properties of waste

shell when used as a biofiller in the rubber industry.

Rubber composites with ZnO are reported as un suitable for the aquatic creatures, because

of high aqueous solubility when drained into the water bodies and being intake by the

aquatic flora and fauna can have an adverse effect on them.

An EU report categorized ZnO as 'N' i.e. Dangerous to the environment. ZnO based

composites has zinc that is very labile and easily leachable in aqueous solvent during the

service condition particularly in tyres. The German Standard DIN18035-7 specifies that the

leaching amount of zinc should not cross a prescribed value. If so it will be reclassified. It is

noted in the study that the synthesised multi-functional LDHs imparts the curing behavior

which can match with the conventional activators.

The incorporation of in situ silica in maleicanhydride grafted NR by precipitation method is

effective as a replacement for conventionally added silica. It is found that the grafting of

maleicanhydride on to NR latex improves the polarity of the rubber. As such not much

improvement was noted in the composites but the further treatment of NR-g-MA with γ-

APS and Si69 shows better rubber-filler interactions compared to the MA grafted NR. The

increased silica content in a sample shows good properties. Thus silica reinforcement of

NR can be improved by functionalization. This studies suggests that the grafting of NR by

suitable additives could be an effective approach to achieve good dispersion and

reinforcement effect of filler.

Carbon black may be formed by the incomplete combustion of many organic substances

solid, liquid or gaseous, but is today produced from petroleum oil or natural gas, with

95% used in the rubber industry. A variety of processes are used to produce the carbon

blacks and different grades of carbon black are commercially available, being

differentiated on the basis particle size or surface area. Carbon black have now be

renamed by ASTM on a digitized basis comprising of four digit system. The first digit

indicates type of curing, the second number indicates particle size and third & fourth

letter are arbitrarily assigned, for eg- N220, N330, N550, N990 etc.

of SBR/BR Blend

Vulcuren is a bifunctionalcrosslinker for diene rubbers such as NR, IR, SBR and BR and their

blends. During sulfur vulcanization in the presence of Vulcuren thermodynamically stable,

flexible hybrid crosslinks are formed, which have the following structure (x d” 3): rubber - Sx

- (CH ) - Sx - rubber Diene rubber vulkanizatecrosslinked with a conventional or semi-2 6

efficient sulfur crosslinking system exhibit a gradual reduction in the crosslink density at

higher vulcanisation temperatures and/or longer vulcanization time which results in a

deterioration of their mechanical and dynamic properties. The same effect is observed at

high dynamic vulcanizate stress. This process is called reversion. During reversion,

polysulfidic crosslinks are broken and more thermally stable mono- and disulfidic crosslinks

are generated, which, of course, inferior dynamic properties have compared to the

polysulfidic crosslinks. Also the formation of various intramolecular, cyclic and pendant

groups containing sulfur and the formation of free zinc sulfide is observed. The presence of

hybrid crosslinks in vulcanizatescrosslinked with Vulcuren increases the reversion

resistance and combines uniquely high thermal stability with high flexibility.

1.3.13. Effect of rice husk derived in situ modified silica on the properties of SBR/BR blend.

In this work, the silica was extracted from the rice husk ash as potential filler for tire tread

compounds. The silica was in situ modified with a silane coupling agent, while precipitating

from different agro and wood based mills into value added product for the rubber industry

with beneficial environmental impact with benefits to the paper and rubber Industry.

Lignin is an aromatic polymer with phenolic and group. Its ability to absorb UV radiation SO3

to make it susceptible to degradation on sunlight exposure.

Commonly used polymeric materials are fire hazardous, therefore flame retardants are

very often incorporated to limit their flammability. The main objective of the study is

development flame resistant property in EPDM rubber using synthesized flame retardants

material. The development of effective halogen-free flame retardants is environmentally

important. Development of this approach could provide low flammability to polymeric

materials. It is an acceptable compromise between cost and properties and because it

brings great flexibility to design materials and multifunctional properties.

silica from silicate solution. The resultant unmodified and modified silica was incorporated

into SBR/BR (80/20) blend. It is found that the modified silica could bring the comparable

mechanical properties as that of carbon black filled rubber composites.

In this project, the effect of nitrogen inflation on rolling resistance has been studied in

comparison with air inflation. The most common tyre sizes from passenger and

commercial vehicle were selected for experiments. Further the effect of under inflation

and over inflation on rolling resistance with nitrogen and air was also studied.

1.3.16. A Comparative Study on Rolling Resistance of Bias and Radial Tires of Commercial

Vehicles

1.3.17. Effect of service parameters on rolling resistance of commercial vehicle tyres

RR of the commercial vehicles tyre evaluated at different load, different pressure and different speed.

Chitin is the most important natural polysaccharide found in shells of crab, prawn & other

crustaceans after cellulose. It's addition allyarduous to characterize this polysaccharide.

Chitosan has an umber of commercial and possible biomedicaluses. It is made by treating

the chitin shells with an alkaline substances. The present study was undertaken to extract

chitin & synthesize chitosan by a chemical method. Chitosan is synthesized from waste fish

scales by a sequence of chemical processes involving demineralization, deproteinization

and deacetylation. Treatments with acid and alkali are carried out for better output & the

analysis is done by FTIR of the product.

1.4 Sponsored Research and Product Development

1.4.1. Life estimation of SV Mounts

Sethumadhavan, Santosh Jagadale

Various Shock and vibration Mounts of AKCC type and Elastomeric material used in them

are subjected to ageing studies at different temperature regimes. The nominal deflection

and Natural frequency of the Mounts are determined at specific intervals. The tensile and

elongation deterioration of elastomeric samples are also determined at specific intervals.

The time taken for threshold drop in properties are determined at different temperatures

and the life estimation at application temperature is extrapolated using Arrhenius

equation.

The properties are being analyzed using FEA as well to make a comparative study.

1.4.2. Development of P2.5 and P3.5 Mounts

Sethumadhavan, Santosh Jagadale, Chandan Choudhari

The research and development project involves development of shock and vibration

absorption mount suitable for load capacities of 2.5 Ton and 3.5 Ton. The mounts will have a

particular configuration with specified nominal deflection and stiffness in the vertical

direction and natural frequency of 7 to 10 Hz. The research part constitutes rubber material

research with different elastomers and compositions to achieve the desired properties,

physical, mechanical, thermal and chemical to suit the application and environmental

conditions. Research on suitable metal grade, its forming, design of compression / injection

mould are also involved. Optimization of processing conditions such as rubber to metal

interface, curing conditions are to be arrived at. Modeling, Finite Element Analysis and

product evaluation are some of the essential validation part of the project.

1.4.3. Development of Rubber cord for wave data collection along Sea coast

Indigenous development of 35 mm Diameter Rubber Cords with 45 Shore A hardness and

also in accordance with the technical features of Datawell Rubber cords. Datawell is an

overseas company making this product.

ESSO-INCOIS, under MoES would like to do indigenous development of rubber cords. These

Rubber cords are used for operational works to capture wave data along Indian coast.

Wave rider buoys are the instruments used for this purpose and this instrument is moored

at sea using heavy anchors. The rubber cord is the link between anchor and instrument to

capture the correct wave data. The system is often disturbed by fishermen if their nets are

entangled with these instruments. The cords are costly & imported and so would like to

develop in India.

1.4.4. Development of LPG Hose with improved flexibility and low temperature resistance

The project is an improvement over the current ‘Suraksha’ LPG hose in terms of more

flexibility, low temperature resistance up to -45C, Low inner liner extractable, Rodent

Rajkumar, Sethumadhavan, Santosh Jagadale, Chandan ChoudhariThe existing AKCC Mounts are of steel inserts which are heavy and susceptible to rusting in the marine environment for long duration. In this project, special grade light weight and corrosion resistant Titanium metal is used for the mount development and HNBR grade specialty grade elastomer is used for isolation and shock absorption characteristics.The research involved, metal part formation techniques, Composition of HNBR, metal treatment to get the bonding properties, etc.

1.4.6. Development of SV Mounts with Alternate Rubber MaterialsK. Rajkumar, Sethumadhavan, Santosh Jagadale, Chandan ChoudhariThe existing AKCC Mounts are with Polychloroprene rubber which is susceptible to storage hardening if kept in storage for long duration. In this project, specialty grade elastomer HNBR is used for isolation and shock absorption characteristics. The research involved, working on different grades of raw HNBR rubber, Composition of HNBR, Process optimization, metal treatment to get the bonding properties, etc.Evaluation of product performance characteristics such as load-deflection, Natural frequency, static strength, Creep, Ageing and shock, etc. were essential part of the project.The project outcome was an SV mount with enhanced life.

1.4.7. Development of Stud Plate Mount (SPM)K. Rajkumar, Sethumadhavan, Santosh Jagadale, Chandan ChoudhariThe exploratory project was aimed at developing small, soft SV mounts for fitment of light housing in the naval ships / submarines. They need to have very high deflection under small loads as well as to be strong enough to withstand considerable shock loads.

Development of Acid and Radiation resistant Gauntlet in EPDM RubberK.Rajkumar, Sethumadhavan, Samji VictorThe products developed through this project are of longer service life and better acid resistant than the usual neoprene gauntlets. The process developed involved development of special unique moulds and compression moulding rather than the conventional latex dipping process.

1.4.9. Indigenization of Rubber Diaphragms for Aerospace applicationsK. Rajkumar, Sethumadhavan, Santosh JagadaleThese diaphragms are of very critical in nature and undergo cyclic operations and need to withstand certain burst pressure.It consists of special grade of nylon fabric and nitrile rubber composite. The mould design optimization to have the desired contour and process optimization for fabric to rubber bonding and wrinkle free moulding involved high amount of research work apart from development of rubber composition.

1.4.10. Life Estimation of EPDM rubber Gasket for Pipe FitmentSethumadhavan, Santosh JagadaleEPDM rubber material used in the gasket is subjected to ageing studies at different high

temperature regimes such as 135C, 140C and 145C. The tensile and elongation

submarine.The tile is multilayered with an outer protection layer and inner sound

absorbing layer.The standard tile is cut to suit the requirement of hull contour in the

forward and the aft section radar plane and coning tower etc.

1.4.12. Development of VISH TileMohd.Anis, Jayaram Shetty, Sriram IyerVISH tile is an elastomeric sheet of three layers made of rubber, having a typical size 500

mm x 410 mm x 13 mm thickness with the middle layer having cylindrical holes of 7.5 mm

diameter arranged in square pitch. These are mainly used for under water sound isolation

applications.

1.5.Industry Sponsored Contract Research IRMRA has executed several industry sponsored contract research projects which are mainly for the

benefit of small and medium scale rubber and allied industries. The research includes alternate

materials development, evaluation of raw material and application development, critical rubber

compound development, process audit and rating, process optimization and improvement related

projects. More than 70 such research assignments were successfully completed. The research

IRMRA has complete testing facility for various products like Tyres, Tubes, Gaskets, Hoses, Belts, Oil

seals, retreading components, mounts, bushes, bellows etc.

2.2.2. Proficiency and ILC testing

IRMRA regularly participates in Inter laboratory comparisons and Proficiency testing

programs as per the requirements of NABL accreditation and performance of IRMRA found

satisfactory.

2.2.3. New Facility Creation

The new facility has been created with the state of the art Universal testing Machine and Plasticity

Retention Index tester to help the industries in carrying out their research in the field of

material development.

2.3. Centre of Excellence for Tyre Research, Testing and Certification

The Centre is engaged in Testing and Certification of Automotive Tyres received from the various

national and international tyre manufacturers, automotive OEMs, Customs, BIS, SRTUs,

Industrial sectors. Since its inception more than 4500 different tyre sizes have been tested for

more than 100 customers worldwide.

The Centre is presently equipped with facilities for testing of 2/3 wheeler, passenger car and

commercial vehicle tyres as per National and International Standards. The available test

facilities include High Speed Performance Test, Endurance Test of different capacities, Plunger

Test, Bead Unseating Test, Dynamic Growth test, Stiffness and Digital Footprint Measurement.

2.3.2. Research and Failure Investigation:-

Apart from testing, the Centre is also equipped with facilities such as TyreShearography

machine, Rolling Resistance Machine, Footprint and Stiffness Measurement Equipment, Tyre

Cutting machine for pursuing the research on tyre technology, tyre materials and Failure

Investigation of Automobile and Military Aircraft Tyres. This Centre has successfully completed

8nos of Defect Investigations of Military Aircraft tyres received from various Indian Air Force

Stations.

2.3.3. Tyre Rolling Resistance Testing Facility –This facility available with this Centre is unique and

being utilized by most of major automotive OEMs and leading tyre manufacturers in order to

demonstrate the fuel efficiency of their tyres used in automotive vehicles. Looking at the

national importance with respect to fuel economy, this Centre is also engaged in studying the

rolling resistance values of passenger car and commercial vehicle tyres and closely interacting

with associated bodies like, BIS, AIS, ITTAC, etc.

2.3.4. Candidate laboratory Alignment for the measurement of rolling resistance of C1, C2 and C3

tyres Our Tyre Testing and Research Centre has got the status of Candidate Laboratory

Alignment for the measurement of tire rolling resistance of C1, C2 and C3 tyre in accordance

with Regulation (EC) 1235/2011 and 1222/2009 following the test procedure described in ECE

Regulation No 117.

This Alignment has made our Center to become First Aligned Indian Govt. Approved Test

Agency for measurement of rolling resistance of the all the three category of tyres (C1, C2 and

C3) as per ECE regulation R117.

IRMRA is also exploring the creation of wet grip and tyre noise test facility to meet the upcoming

tyre testing regulatory requirement in India.

Being a member of Transport Engineering Department (TED7), PCD 13, PCD 29, ISO TC 45, and

Automotive Industry Standards (AIS), IRMRA has taken active role in improving the existing

standards through this study on rolling resistance and sharing the data with the committee

members of TED7 and AIS 142 to incorporate this parameter in the relevant standards in line

with international standards.

This Centre has participated in Inter laboratory Comparison Testing Program at National level

and the performance found to be satisfactory.

3.1.3. Upcoming testing facility:

In addition to the above mentioned services, IRMRA-SC is likely to start its tyre testing services by end of

2019, wherein all categories of tyres will be tested and certified as per different National & International

Standards, by which the tyre and automotive industries will be benefited.

In this regard as per the recommendation from the Chairman and other key members of our Research

Advisory Committee (RAC) during the meeting on 06-07th April 2018 at IRMRA. The tyre manufacturing

industries and automotive OEM manufacturers were contacted for getting their comment on our

prepared specification of tyre testing machines for Sri City center.

3.1.4. Training on Rubber Technology

IRMRA –SC organizes the training on Rubber Technology for Rubber and allied Industry located in

southern part of India as part of training and man power development activities. Any new person

starting career in rubber industry, owners, new entrepreneurs, QC engineers, process engineers,

supervisors, inspectors, auditors participate in the said training program. The Centre organizes training

courses on

3.1.5. Training on Laboratory Management System

Apart from the technical training courses, The Dept also facilitates in imparting the training courses

related with Laboratory Management Systems as per ISO/IEC 17025

Reliability of test results reported by an accredited laboratory depends on effective

implementation of the laboratory management system according to the requirements of ISO/IEC

17025. Effectiveness of implementation, in turn, depends on the competency of the laboratory’s

supervisory staff, viz. Quality Manager & Technical Manager, in monitoring and facilitating the

laboratory’s quality management system. In order to emphasize and focus on this issue, NABL has

mandated that w.e.f 1st November 2012, the quality managers working in NABL accredited

laboratories / applying for accreditation should undergo a 4-day training course on ISO/IEC

17025:2005 conducted by a reputed training Institute such as IRMRA. This 4-day course would

also help the senior laboratory staff in understanding the techniques of internal quality auditing,

both for assessing one’s own system and defending its compliance to the accreditation

requirements to NABL assessors.

All Quality Managers and other senior laboratory personnel who are likely to discharge the

responsibility of Quality Managers including Technical Managers of Accredited laboratories take

part in the 04 days training course on LMS as per ISO/IEC 17025:2005 and Internal Audit.

The Center has successfully completed the scheduled training courses on LMS at Chennai with a

participation of 10 nos of the candidates in each program.

3.2. IRMRA - East Centre (SARPOL)

IRMRA in collaboration with South Asia Rubber & Polymers Park (SARPOL) has established the new center at

Dhulagarh, Howrah, in the eastern region of the country with an aim of reaching out to the customers for

providing better and faster technical services. Dr. DebdiptaBasu has been appointed as the Assistant Director

and deputed as Head of the east center. This Centre of IRMRA was officially inaugurated on 26/11/2018 in the

august presence of Director, IRMRA and other dignitaries. To commemorate the occasion of office warming, a

small puja ceremony was arranged on the same day. The laboratory and the training Centre were officially

announced to be functional and ready to give service to the rubber and allied industries for the region. IRMRA –

East Centre facilities include sophisticated and latest instruments like TGA, DSC, FTIR, GCMS with Pyrolyzer, ICP,

MVM, MDR, Chemical lab with fume hood, De-Mattia Ross Flex Tester, Ageing Oven, Din Abrader – Rotary Drum

type etc. Up to now, this Centre has 32 members and 2 lifetime members. So far, this Centre has conducted 3

training programs in house on the topics of – “IRMRA’s Services for Design and Development of Rubber

Products” (22 candidates), “Formulations design of Rubber Compounds” (26 candidates) and “Rubber latex – a

sneak peek to the worldwide scenario” (28 candidates). IRMRA- East Centre is going to organize the Recognition

of Prior Learning (RPL) training, a scheme under the PradhanMantriKaushalVikasYojana (PMKVY) under RSDC thbody from 9 to 17 September, 2019 in one of the biggest footwear manufacturing units in Kolkata with 43

candidates.

4.3. Customized Training Programs

The department also designs the course contents according to the requirements of the customer based

on the initial interaction with HR and technical team of the Organization. These training are generally

topic based or subject oriented trainings, which aims the specificity of the customers’ requirements.

In this year, 02 no’s of customised technical trainings was conducted in Pune and Delhi, which saw

participants from the private rubber industries such as Cluster industries Pune. In customized trainings

our faculties provides in-house training at the customers end to solve their queries related to rubber and

enhance their theoretical as well as practical knowledge in the field of rubber.

undergo a 4-day training course on ISO/IEC 17025:2017 conducted by a reputed training Institute such

as IRMRA. This 4-day course would also help the senior laboratory staff in understanding the techniques

4.4. Industrial Visit of StudentsMost of the bachelor and masters courses have scheduled industrial visits for the student to get exposure in industries. IRMRA has been a destination for such visit by virtue of its research and testing facilities. Some groups of college students like D.G. Ruparel College, Mumbai and Mahatma Gandhi Mission’s College of Engineering and Technology also visited IRMRA and enhance their knowledge and understanding of rubber and allied industries their requirements and applied instrumentations.

years full time postgraduate programme “MSc

Industrial Polymer Chemistry” for students who

want to get exposure in the field of rubber. Anyone

associated with rubber or allied industry can enrol

for this programme.

The course offered is for two years duration

divided in four semesters. The candidates study

the general chemistry curriculum within the

premises of Mumbai University. The last two

semesters are for rubber and allied industry

specific subjects which will be studied in the

IRMRA premises.

The main aim of this course is to aware students

about polymers especially rubber and how these

polymers are utilized in industrial sector. Along

with theoretical classes project works are also

assigned to every student to inculcate practical

to solve the troubleshoots occurring in industry.

This course focuses on imparting skill and

knowledge to students and those associated with

rubber and allied industries to face the global

challenge and competition to survive in the

market. This initiative is beneficial for not only the

students who are job seekers but also to the family

owned rubber enterprises who don’t have time to

enrol in the full time rubber technology course,

this programme help them to avail soft skills to

enhance the competence to improve profitability.

Entrepreneurs of the new generation are also

developed through this programme to take up

activities in the challenging areas of product

manufacturing and trading.

rd6. Celebration of Diamond Jubilee cum 23 Rubber Conference

IRMRA concluded its Diamond Jubilee celebration by organizing

its 23rd Rubber Conference and International Workshops on

14th and 15th December, 2018 in Hotel Lalit, Mumbai.

IRMRA commenced its Diamond Jubilee celebration on stepping

into its 60th year on 13th January this year, by organizing a series

of events throughout the year, networking and promotions pan

India. The 23rd edition of the conference with the theme,

“Emerging Trends in Rubber Material Technology, Testing and

Analysis for Future Generation”, was organized in collaboration

with French Rubber and Plastics Research and Testing Laboratory

(LRCCP), Paris. LRCCP, France is an advanced research and testing

institute since past 70 years.

The conference was inaugurated in the august presence of Mr.

Anandan IAS, Chairman and Executive Director of the Rubber

Board, Ministry of Commerce & Industry, Govt.of India Dr.Patrick

HEUILLET, R & D Director of LRCCP, Dr. S.S.Gupta, Senior

Development Officer DIPP, Ministry of Commerce & Industry,

Govt.of India, Mr.VikramMakar, President, All India Rubber

Industries Association (AIRIA),Mr. Vinod Simon, Chairman,

Rubber Sector, Rubber Skill Development Council (RSDC), Mr.

Rajendra V. Gandhi, President, IRMRA, Dr. K. Rajkumar, Director, IRMRA and industry professionals.

The conference hosted more than 40 technical papers, including oral and posters, from national and

international speakers focusing on emerging trends and developments, which are taking place in various areas

of rubber technology. The event also held the international workshops on, Non Linear Finite Element Analysis

of Materials, Benchmarking & Formula Reconstruction of Rubber Products, Failure Investigations of Rubber

Products, Recent Trends in Global Tyre Regulations & India’s Perspective, Environmental Sustainability through

Use of Bio-based Alternatives in Rubber Industry and Environmental Sustainability through Science-based

Approaches.

During the inaugural ceremony good will messages received from honorable dignitaries including the video

message from Shri. Suresh Prabhu, Central Minister of Commerce & Industry was screened.

During the event, a coffee table book depicting the 60 years journey of IRMRA was released along with

conference souvenir.

The speakers were a unique blend of leading scientists, researchers, industry professionals and emerging

scientists from leading institutions. Two best paper Awards were announced and distributed.

IRMRA also felicitated its employees, Mr.N.A. Phondke, Customer Service Cell ,Mr.NarayanKutty

Accounts Section and Mr.MohammadAnis, Processing Department who have been at the service of the

organization for over three decades in recognition of their long services.

During the valedictory function, the delegates shared their experience by speaking high about the conference

content and overall organization of the event.

7. Employee engagement activities - Events and Celebrations:-Throughout the year IRMRA organized a series of events as per the Government guidelines and many

celebrations as part employee engagement activities. Below are the few highlights of such events and

celebrations

7.1. National Technology Day celebration (as a part of Diamond Jubilee celebration)

IRMRA commemorated the “National Technological Day” at its campus by organizing a whole day event on th11 May, 2018 as a part of the diamond jubilee celebration. On this very day in 1998, India achieved a major

technological breakthrough by successfully carrying out nuclear tests at Pokhran and therefore became the 6th

Nuclear power capable country in the world. Also first, indigenous aircraft “Hansa-3” was test flown at

Bangalore on this day and India performed successful test firing of the Trishul missile on the same day.

The Guest of Honour, Dr. G S Nadiger, Advisor, SASMIRA, Mumbai and former Director of TextileCommittee

(Laboratories) Mumbai graced the occasion along with the Chief Guest, Dr. Virendrakumar Gupta, Sr. Vice

President and Chief, R&D, Reliance Industries Ltd.

John Heath, Director Wurfbain BV, UK has delivered a keynote address on advancement of research &testing

services needs for overseas market. Other eminent guests and dignitaries including Dr JosephJohn, Dr M S

Banerji were present to celebrate this prestigious event.

The program started with the invocation song followed by lighting the lamps. Dr K Rajkumar welcomedall the

dignitaries and participants for the function. During his welcome address, he has narrated the importance of

Technology and IRMRA’s role in various technology developments for Defence and nuclear sectors. The Guest of

Honour, Dr.Nadiger in his speech elaborated the significant impact of technology which has taken the society

ahead over the years. He presented a wonderful insight how history has been written through emphatic

innovations in the fields of materials particularly textiles,rubbers etc. The Chief Guest, Dr. Gupta, motivated the

audience gathering with his enthralling addresscovering the focus on how Indians can be the world leader in

near future by technological innovationsand excellence. Dr Gupta also appreciated IRMRA’s good work and

their contributions / achievementsover last 60 years. He has conveyed his best wishes to IRMRA for its diamond

jubilee celebration and itshould continue to do for many more years for fulfilling the need of nation and wished

the Director andteam of IRMRA for pursuing the same.John Heath, in his keynote speech demonstrated a

comprehensive picture on some recent testing experiences and general aspects of good services for overseas

client. Senior scientists from IRMRA e.g. Mr. NeetishShukla, SuchismitaSahoo, Dr. DebdiptaBasu and Dr. Bharat

Kapgate presented recent researchfindings on the theme of sustainable development of rubber and rubber

products.

Along with technology, the event also had some fun filled activities and entertainment to engage

theparticipants which further excited the attendees to be a part of the event. A quiz competition was heldin the

themes like general knowledge, IRMRA and its history, rubber materials and tyres . Both internaland external

participants took part in this quiz competition with a lot of enthusiasm. In total 5 groupscomprising of 4

members took part. At the end of this competition, rewards , prize money andcertificates were distributed to

the winners and runners-up. On the eve of National Technology day,essay competition and poster competition nd

were also held. Prize and certificates were given to the 1st, 2 and 3rd rank holder in both these competitions.

member, Dr. M S Banerji was felicitated by present director of IRMRA, Dr.K Rajkumar. All scientific presenters

were felicitated with mementos as a token of appreciation.Mr.AmanChauhan currently working as business

development manager at AR Hose Pvt. Ltd.was awarded with a certificate for obtaining Diploma in Rubber

Technology from IRMRA on hiscompletion of 6 months log term course atIRMRA. At the end of the event, vote of

thankswas delivered by Dr. K Rajkumar, Director,IRMRA. In his speech, he thanked all theorganizers, participants

and dignitaries presentto make this event successful. He alsoadvocated for such more events to beorganized at

IRMRA to spread awareness ontechnology and its impact on rubber materials.

7.2 International Yoga Day

IRMRA commemorated the “International Yoga Day” at its st

campus on 21 June 2018 by organisinga awareness about

Yoga and its benefit to human being. On this day Banners

about International Yoga Day were displayed in the premises

of IRMRA. All the employees conducted Yoga for about one

hour on this day.

7.3 Independence Day Celebration”

IRMRA as a tradition, celebrates Independence Day every year. This year also st thIRMRA organized “72 Independence Day” celebration on 15 August 2018. The

premise was illuminated for three days as a part of celebration.During this

occasion, banners were displayed both in Hindi and English at vaious places inside

the premises. The celebration began with flag hoisting.

During the function, the best attendance awards were given to the employees in

each category of Group A, B, C.The employees participated alongwith their family

members.

employees went together to clean outside and inside of the premises, laboratories, workplace, workshops etc.

A practical training on various aspects of fire fighting measures was

organized including the classification of fire and ways & means to

handle the fire hazard. All employees of IRMRA including the security

staffs actively participated in the practical training program weeding,

mopping, cutting, etc were conducted and a detailed report submitted

to DIPP.

senior GC members attended the function and cake cutting ceremony was

also conducted. Dr. Matthan and the GC members shared their

experiences and views and expressed their well wishes to IRMRA for its

growth and development. The students attended the function and thereby

visited the laboratory of IRMRA wherein the demonstration of the

equipments were shown to the students by IRMRA employees. The

students enjoyed the day and gained new knowledge.

7.11. International Women’s Day Celebration:-thInternational Women’s Day celebration was celebrated on 8 March

2019 at IRMRA. All the women employees of IRMRA were felicitated

with a rose and gift.

7.12. Medical Check Up Of IRMRA Employees:-

IRMRA had organized an annual health checkup program for the

employees. The medical examination report along with necessary

advice for maintaining good health was issued to the employees.

7.13 Inauguration of Director’s Secretariat

IRMRA, Thane was done at the hands of Shri. Anil Agrawal, IPS, Joint

Secretary, DPIIT, Ministry of Commerce & Industry, Govt. of. India, New

Delhi in the presence of Dr. R.K.Mattan, President IRMRA, Dr. K.

Rajkumar, Director, IRMRA, GC members and staff of IRMRA on 28th

March 2019. During the valedictory function, the delegates shared their

7.14 Annual General Meeting awards:-th thThe 59 Annual General Meeting (AGM) of IRMRA was held on 26 September 2018 at 11.00 A.M followed by

IRMRA’s AGM Award Ceremony. Mr. Rajendra Gandhi, Managing Director of GRP Ltd., the President of IRMRA

presided over the meeting. Many members of IRMRA have participated in the meeting.

During Presidential address, Mr. Rajendra Gandhi appreciated the role of IRMRA for growth of Rubber Industry

and complemented the team of IRMRA. IRMRA announced its AGM awards (which was started from the year

2015 appreciating the contributing business partners in different sectors including MSMEs. The President of

IRMRA also felicitated the Awardees from Tyre sectors, Non Tyre Sectors, MSME sectors including the

Government sectors with AGM Award and certificate of appreciation.

Also, to express the gratitude and appreciation to employees who served organization for longer period, IRMRA

instituted its Long Service awards in different category depending on the tenure of service put in the

organization.

Our scientist regularly participate in the BIS and ISO meeting and contribute for developing standards at

national and International levels. th

The participation was useful to know the latest trends in the International forum of Rubber Industry. India also

could represent in several sub-committees / Working groups to defend India’s interest in international trade

market in rubber commodity. Also the delegation came to know about the trends in changes in various rubber

related standards. More number of delegates should be encouraged to participate in TC 45 meetings. India

should try to propose new work items based on our existing BIS standards. List may be prepared and taken up at

next meeting at Berlin, Germany.

We have audited the accompanying financial statements of INDIAN RUBBER MANUFACTURES RESEARCH ASSOCIATION (‘the Association’’), which comprise the balance sheet as at 31 March, 2019 and the statement of Income and Expenditure and Receipts and Payment Account for the year then ended, and a summary of significant accounting policies and notes on accounts.

In our opinion and to the best of our information and according to the explanations given to us, the financial statements give a true and fair view in conformity with the accounting principles generally accepted in India:

2) Note No. 5 of Schedule 15 to the Financial Statements relating to provision for depreciation on assets acquired under “National Agriculture Innovation Projects” not being in strict compliance with Accounting Standards issued by the Institute of Chartered Accountants of India.

3) Note No. 9 of Schedule 15 to the Financial Statements relating to non provision of loss in respect of Embezzlement of Cash by an employee of the Association in the absence of adequate information and pending completion of investigation.

Our opinion is not qualified in respect of these matters.

Responsibilities of Management and Those Charged with Governance for the Standalone Financial Statements.

Management is responsible for the preparation of these financial statements that give a true and fair view of the financial position, financial performance and receipts and payments of the Association in accordance with the accounting principles generally accepted in India. This responsibility includes the design, implementation and maintenance of internal control relevant to the preparation and presentation of the financial statements that give a true and fair view and are free from material misstatement, whether due to fraud or error.

Those charged with governance are responsible for overseeing the entity’s financial reporting process.

Auditor’s Responsibilities for the Audit of the Financial Statements

Our objectives are to obtain reasonable assurance about whether the financial statements as a whole are free from material misstatement, whether due to fraud or error, and to issue an auditor’s report that includes our opinion. Reasonable assurance is a high level of assurance, but is not a guarantee that an audit conducted in accordance with SAs will always detect a material misstatement when it exists. Misstatements can arise from fraud or error and are considered material if, individually or in the aggregate, they could reasonably be expected to influence the economic decisions of users taken on the basis of these financial statements.

As part of an audit in accordance with SAs, we exercise professional judgment and maintain professional skepticism throughout the audit. We also:

I. Identify and assess the risks of material misstatement of the financial statements, whether due to fraud or error, design and perform audit procedures responsive to those risks, and obtain audit evidence that is sufficient and appropriate to provide a basis for our opinion. The risk of not detecting a material misstatement resulting from fraud is higher than for one resulting from error, as fraud may involve collusion, forgery, intentional omissions, misrepresentations, or the override of internal control.

ii. Obtain an understanding of internal control relevant to the audit in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity’s internal control.

iii. Evaluate the appropriateness of accounting policies used and the reasonableness of accounting estimates and related disclosures made by management.

iv. Conclude on the appropriateness of management’s use of the going concern basis of accounting and, based on the audit evidence obtained, whether a material uncertainty exists related to events or conditions that may cast significant doubt on the entity’s ability to continue as a going concern. If we

conclude that a material uncertainty exists, we are required to draw attention in our auditor’s report to the related disclosures in the financial statements or, if such disclosures are inadequate, to modify our opinion. Our conclusions are based on the audit evidence obtained up to the date of our auditor’s report. However, future events or conditions may cause the entity to cease to continue as a going concern.

v. Evaluate the overall presentation, structure and content of the financial statements, including the disclosures, and whether the financial statements represent the underlying transactions and events in a manner that achieves fair presentation.

Materiality is the magnitude of misstatements in the standalone financial statements that individually or in aggregate makes its probable that the economic decisions of a reasonably knowledgeable user of the financial statements may be influenced. We consider quantitative materiality and quantitative factors in (i) planning the scope of our audit work & in evaluating the results of our work & (ii) to evaluate the effect of any identified misstatements in the financial statements

We communicate with those charged with governance regarding, among other matters, the planned scope and timing of the audit and significant audit findings, including any significant deficiencies in internal control that we identify during our audit.

We also provide those charged with governance with a statement that we have complied with relevant ethical requirements regarding independence, and to communicate with them all relationships and other matters that may reasonably be thought to bear on our independence, and where applicable, related safeguards.

We further report that:

a) We have obtained all the information which to the best of our knowledge and belief was necessary for the purpose of our audit.

b) In our opinion proper books of account as required by law have been kept by the Association so far as appears from our examination of those books.

c) The Balance Sheet, Statement of Income and Expenditure and Receipts and Payments Account dealt with by this report are in agreement with the books of account.

d) In our opinion, the aforesaid financials statements comply with the Accounting Standards issued by the Institute of Chartered Accountants of India, to the extent applicable.

Indian Rubber Manufacturers Research Association (IRMRA) is a Scientific and Industrial Research Organization for promoting basic and applied Research & Development activities for rubber and allied materials in our Country, registered under the Societies Registration Act 1860 and governed by a Governing Council consisting of representatives from Rubber Industry, Central and State Governments, Rubber Board, prominent Research & Development (R & D) establishments, academic institutes etc; is functioning under the administrative control of Department for Promotion of Industry and Internal Trade (DPIT), Government India, New Delhi.

A. ACCOUNTING CONVENTION:

The financial statements are prepared on the basis of historical cost convention and on the accrual method of accounting and in accordance with the applicable Accounting Standards issued by The Institute of Chartered Accountants of India, except where otherwise stated.

B. USE OF ESTIMATES

The presentation of financial statements requires the management to make estimates and assumptions that affect the reported amount of assets and liablities on the date of financial statements and reported amount of revenues and expenses during the reporting period. Differences between the actual results and estimates are recognised in the period in which the results are known / materialised. Although these estimates are based upon management best knowledge of current event and actions, actual results could differ from these estimates.

C. INVENTORY

Developed Rubber Products, Materials, Chemicals Stores and Spares are valued at lower of cost and net realisable value. Cost of Materials, Chemical, stores and spares comprises of purchase cost . Developed rubber products includes cost of conversion and estimated cost incurred in bringing them to their present location and condition. Inventory is valued on First in First Out basis.

E. DEPRECIATION:

Depreciation is provided on written down value method as per Income Tax Rules from the date of their Capitalisation, including assets created out of Government and other Grants, except for assets acquired under NAIP Projects.

Assets Purchased / Acquired under NAIP Projects, depreciation for the year is provided on straight line method at the rates stipulated for NAIP project assets. NAIP assets purchased in the year for a sum of less than Rs. 10,000/- each are depreciated at the rate of 100% retaining a residual value of Rs. 1/-.

Cost of Leasehold land is amortised over the lease period.

F. GOVERNMENT AND OTHER GRANTS:

Government / Other Grants are accounted when there is a reasonable assurance that the association will comply with the conditions attached to them and there is reasonable certainty of its receipts.

Grants relatable to depreciable Fixed Assets are treated as Deferred Income and recognised in the Income and Expenditure Account in proportion in which depreciation is charged. Recurring revenue expenditure towards Sponsored Projects are appropriated from the fund and are recognised in the Income & Expenditure account.

G. REVENUE RECOGNITION:

a) Sponsored Contract Reserach Projects and items developed by the association are generally accounted at the time of delivery and when the risks and rewards are transferred

PROPERTY, PLANT & EQUIPMENTS

a) Tangible Assets are stated at cost of acquisition inclusive of inward freight, duties and taxes and incidental and direct expenses related to acquisition.

b) Assets acquired under sponsored projects are capitalised in the year of acquisition, at cost.

c) Costs relating to acquisition of Software which are not an integral part of the related hardware is capitalised as Intangibles

b) Developmental Testing and Training fees are recognised as Income at contracted rates on rendering of the service.

c) Interest Income is accounted at contracted rates on time proportion basis.

H. FOREIGN EXCHANGE TRANSACTIONS:

Transactions arising in foriegn currencies during the year are recorded at the exchange rates prevailing on the date of the transactions.Foriegn currency monetary items are converted into Rupees equivalent at the exchange rates prevailing as on Balance Sheet date. Non- Monetary items are carried at historical cost denominated in a foriegn currency and are reported using the exchange rate at the date of transaction. Exchange differences arising on settlement /restatement of monetary items are recognised as income or as expenses in the year in which they arise.

I. EMPLOYEE BENEFITS:

a) Defined Contribution Plans

The Association contributes to a defined contribution plan to Employees Provident Fund which is administered by the Regional Provident Fund Authority, and has no further obligation beyond making its contribution, which is expensed in the year to which it pertains.

Defined Benefit Plans

The liability for Gratuity is determined on the basis of an actuarial valuation as at the end of the year, which is calculated using Projected Unit Credit Method. Actuarial gains and losses which comprise experience adjustment and the effect of changes in actuarial assumptions are recognized in the Income and Expenditure Account. The Gratuity Fund is administered by Trust through the Group Scheme of Life Insurance Corporation of India. The premium paid is charged to Income and Expenditure account.

b) The employees are entitled to leave as per the leave policy of the association. The liability in respect of unutilized leave balances is provided based on actuarial valuation as at the end of the year,calculated using Projected Unit Credit Method

J. INCOME TAX:

K. PROVISIONS AND CONTINGENT LIABILITIES:

The Association recognises a provision when there is a present obligation as a result of a past event that probably requires an outflow of resources and a reliable estimate can be made of the amount of the obligation. A disclosure for a contingent liability is made when there is a possible obligation or a present obligation that may, but probably will not require an outflow of resources. Where there is a possible obligation or a present obligation that the likehood of outflow of resources is remote, no provision or disclosure is made.Contingent asset are neither recognised nor disclosed in the financial statement.

The management of the company has initiated the process of application under Section 35(1)(ii) of the Income Tax Act, 1961 with Central Board of Direct Taxes. It had submitted the application in Form 3CF to CBDT and the jurisdictional Commissioner of Income Tax - Exemption Pune on 28th March 2019 for granting exemption from payment of taxes. Earlier the CBDT vide order dated 20th April’2018, has rejected the approval sought by the organization under Section 10(21). However considering the earlier registration held by the organization from 1963 till 2006, the management is of the opinion that the application submitted again in March 2019 will be considered by CBDT. However the organization has paid taxes for Assessment Year 2016-17 onwards since the registration has not been granted yet.

Further since the income tax department has accepted the claim of the organization under section 11 of the Income Tax Act, 1961 based on its registration under Section 12A of the Income Tax Act, 1961 which was granted to it in the month of Jan 2017 to all the scrutiny assessments prior to Assessment Year 2016-17. Based on this the management is hopeful of getting the refunds due from the government for all the completed assessments prior to Assessment Year 2016-17.

However, since the provisions of section 2(15) of the Income Tax Act, 1961 amended by the Finance Act 2015 the management was of the view that it will not be able to claim the benefit of exemption under Section 11 of the Income Tax Act, 1961 for Assessment Year 2016-17 onwards even though it held the registration under Section 12A of the Act. Therefore the organization has paid the necessary taxes for Assessment Year 2016-17 onwards and has made the provisions for the taxes in its book of accounts.

2 In absence of a Central Stores Department and maintenance of stock registers and periodic reconciliations

with regards to receipts / issues and closing stocks, inventories have been taken and valued based on the

verification conducted by the management as at the year end.

3 Balances under the head Loans and advances, Sundry Debtors, Creditors, and deposits are as per the books

of accounts and are subject to confirmations, reconciliation and consequential adjustments, if any. In the

opinion of the Management, the current assets, loans and advances have a value on realisation in the ordinary

course of business, equal at least to the aggregate amount shown in the Balance Sheet.

4 Depreciation is provided on SLM basis on assets acquired under “National Agricultural Innovation

Projects” as prescribed by Indian Council of Agricultural Research and is not in strict compliance with the

Accounting Standards issued by the Institute of Chartered Accountants of India. The management has not

quantified the impact of the same, as in its opinion the charge on account of depreciation is not likely to be

materially significant.
