Dear Friends,

The Portland Foundation has served the Jay County community since December 17, 1951 when three local businessmen saw the needto create an organization that was designed to assist in the community’s future growth while serving as a vehicle for communityphilanthropy. Over the past sixty-three years the Foundation has served in that role and has built relationships with donors whohave established 319 endowments that are meant to last for perpetuity.

Those generous donors and the Foundation have partnered to invest in the future of the Jay County community. Because of thosedonors the Foundation has been able to grant more than $13.8 million to not-for-profit organizations and individuals pursuing highereducation degrees.

The $13 million investment in the community has paid dividends in a big way! Countless organizations and individuals havebenefitted because of the desire of donors to improve the quality of life here in Jay County.

As always, from our board and staff to you…thank you for trusting us with carrying out your philanthropic legacy.

PORTLAND WATER PARKIn 2014, The Portland Foundation announced its largest-ever grant of $250,000 towards the construction of awater park in Portland, to replace the old Portland Pool.

JAY COUNTY PUBLIC LIBRARY CIRCULATION DESKIn 1996, The Portland Foundation granted $100,000towards the construction of the new Jay County PublicLibrary. The Foundation’s gift was used to sponsor thecirculation desk.

JOHN JAY CENTER FOR LEARNINGThe Portland Foundation formed a study committee in1999 to determine if Jay County wanted and/or needed acommunity college of its own. In 2001 the John JayCenter for Learning was born and in 2005 moved intothe renovated Weiler Building, where it continues tooffer classes for area residents. The Foundation’s$100,000 gift was part of a $4 million capital campaignfor the renovation of the center.

Trustees, where he served asboard president. A community’sneeds are difficult to anticipate.The Ron and Lonette FreemanFamily Endowment Fund wasestablished to help The PortlandFoundation support long-termsolutions – today and tomorrow –and make a lasting investment inour community’s future. “We

Joyce A. Horn Scholarship Fund – Established in2014 by Joyce Horn, a longtime teacher at BloomfieldElementary School. The fund shallprovide scholarships to JayCounty High School graduateswho are majoring in Education,with preference given to thosestudying Elementary Education atBall State University whoattended Bloomfield ElementarySchool.

Jay-Sea Scholarship Fund – Established in 2014 byDanielle Moser. Danielle is a former Jay Countyresident who lost her parents Greg and MarianneMoser in a plane crash when she was in college. Thefund will provide scholarships to graduates of JayCounty High School and high schools in King County,Washington who have lost at least one parent.

Juan Pablo Heart and Attitude Scholarship Fund –Established in 2014 by the Bill and Kim McAbeeFamily. The fund will provide scholarships tostudents who have shown a heart for helpingchildren, locally or abroad. First preference will begiven to those who have been adopted. In addition to

the scholarship, recipients will be able to direct amonetary award to the charity of their choice.

James E. Peterson Entrepreneurial ScholarshipFund – Established in 2014 by Jim’s five children. Jimwas a former member of the Foundation’s Board of

Trustees who founded the JayPetroleum Company and the Pak-a-Sak convenience store chain. Hewas passionate about thecommunity, and served on severallocal boards including the JayCounty Fair Association andPortland Chamber of Commerce.The fund will provide scholarshipsto Jay County students majoring in

Entrepreneurship.

Stephen Sain, Jr. Memorial Scholarship Fund –Established in 2014 by Stephen’s mother, StephanieHicks. Stephen was killed in an automobile accidentin May 2014. He was a 2010 Jay County High Schoolgraduate, and went on to studyCulinary Arts at Ivy Tech. Heloved to cook, and was a chef atLil’ Bistro in Redkey. He also had apassion for sports, and was amember of a local adult softballleague. The fund shall providescholarships to Jay Countystudents, with preference given tothose majoring in Culinary Arts.

Youth for Christ Endowment Fund – Established in2014 by Douglas Inman. The purpose of the fund isto provide support for the BiGJAWs Chapter of Youthfor Christ.

How to Give Through ThePortland FoundationDonors can give to existing funds or create new ones that best serve their needs andcharitable interests. Prospective donors are urged to discuss the various optionslisted below with their attorney, accountant or other financial advisor.

Endowment FundsAn endowment fund is a living memorial that may carry your family name. It createsa pool of charitable assets that provides enduring charitable support. Donors maychoose one of five ways to have their contributions administered:

UnrestrictedThe donor allows the Board of Trustees the freedom to choose the grant recipientsand respond to changing needs in the community.

Field of InterestThe donor may specify a field of interest, but leaves selection of the exact recipientsto the discretion of the Board of Trustees.

RestrictedThe donor may name one or more particular agencies or institutions to receivegrants.

ScholarshipThe donor outlines the criteria for awards to deserving students so they may pursueeducational opportunities.

Donor AdvisedThe donor may suggest possible grant recipients to the Foundation each year.

Planned Gifts Providing Lifetime Income

Planned gifts provide the benefits of charitable giving, while affording you and lovedones income from the donated assets.

Through The Portland Foundation, donors have the opportunity to preserve andstrengthen the Jay County community. For information on these and other ways touse The Portland Foundation, call Doug Inman at (260) 726-4260.

Applying for GrantsThe Portland Foundation encourages requests from any new or existing charitableorganization or community agency in Jay County.

Grant PoliciesGrant proposals must have direct relevance to Jay County charitable needs.

Areas The Portland Foundation wants to support are:

• Start-up costs for new programs

•One-time projects or needs

•Capital needs beyond an applicant organization’s capabilities and means

Generally, The Portland Foundation does not support:

• Individuals, other than scholarships

• Religious or sectarian purposes

•Make-up of operating deficits, post-event or after-the-fact situations

• Endowment campaigns

• Propaganda, political or otherwise, attempting to influence legislation or intervenein any political affairs or campaigns

Requests are reviewed and voted on twice a year. Deadline dates are typically inJanuary and July and are announced in the local media.

Foundation staff will review the grant request and will contact the requestingorganization for any additional information or clarification. Following staff review, theproposals are sent to the Board of Trustees for evaluation and fundingrecommendation.

Following the next regularly scheduled board meeting, applicants are informed inwriting of the Board’s decisions as well as any conditions placed on a grant.
