INTRODUCTIONThe Intramural Sports Office at the University of Oklahoma Health Sciences Center (HSC) Student Affairs Division is designed to provide a recreational environment for all graduate and professional students at HSC campus. The goal is to provide an outlet for students to balance their academic life outside the classroom setting. The objective of this program is to offer a safe environment for our students to participate and compete in different intramural programs on and off-campus.

INTRAMURAL COORDINATOR

The Intramural Coordinator is usually a graduate student from the University of Oklahoma Norman campus or Health Sciences Center campus. This position is selected by the Student Affairs Division at HSC campus. It is a part-time (20 hours) position. Due to the unique position, the schedule of the program may change each semester based on the Intramural Coordinator class schedule. S/he will coordinate all Intramural sports program that take place during the academic year as well as summer.

INTRAMURAL CAPTAINS

Team captains will serve as the liaison between the Intramural Office and their team. Every team should designate a team captain to represent his or her team. S/he may serve for one term or the entire year. Team captain is required to attend all captain meetings as well as submit a complete roster to the Intramural Coordinator for the activity his/her team wants to participate. Team captain will also serve as the spokesperson for his/her team during the game. Furthermore, team captain is also responsible to relay all messages that are pertaining to the game to his/her team. Each team is highly encouraged to have an Alternate captain in case the captain is out of town or not able to relay messages to the team.

REGISTRATION PROCEDURESIntramural Coordinator will promote all programs through Intramural Sports Homepage, HSC Daily News, flyers, and email. S/he will announce the captain meeting date and registration deadline. Team captain or alternate captain is required to attend the captain meeting. If s/he cannot make it to the meeting, it is his/her responsibility to contact the Intramural Coordinator in advance or send a representative.

Team captain or alternate captain is required to submit a complete roster to the Intramural Coordinator by registration deadline if his/her team is interested in participating in the Intramural program. All registration now occurs on the IM Sports website, students.ouhsc.edu/IM, by clicking Online Registration. If team captain has any questions regarding the registration process or roster, s/he is responsible to contact the Intramural Coordinator ahead of time. The Intramural Coordinator may have the rights to deny a team from participating if the roster is incomplete.

ROSTER ADDITION

Team captain is allowed to add new members to his/her team provided s/he makes a roster addition this must be submitted 24 hours before scheduled game time. S/he can either add player through the online system or player may add his/herself. However, there is one EXCEPTION. Team captain is not allowed to add any new member once the playoffs begin.

LIABILITY WAIVER

All liability waivers are now completed through the online registration system. It is required that each student completes this process or they will not be allowed to participate. The Intramural Coordinator has the rights to deny a student from participating in the Intramural program without a completed liability waiver form. All participants should be aware that there are risks involved in all Intramural programs. Participants who signed up for any program will assume all risks involved in the program.

SCHEDULING

All participants should be able to access to the game schedule via the Intramural Sports Homepage. Intramural Coordinator will update the game schedule at least three to five days prior to game time. Team captain and/or alternate captain are responsible to relay this information to his/her team. If for some reasons, a team cannot make it for the scheduled game time; s/he needs to inform the Intramural Coordinator 48 hours prior to game time.

Otherwise, it will be considered a forfeit for the team. Each team is only allowed to have one forfeit. A NO-SHOW is considered a forfeit. The Intramural Coordinator has the rights to remove the team from the roster on the second forfeit.

For bad weather conditions, Intramural Coordinator will update the Intramural Sports Homepage and email or contact team captain about the game situation as soon as s/he has further information about the weather condition. All outdoor games will be cancelled if there is thunderstorm or heavy rain. Games may be rescheduled depending on the availability of the team.

ELIGIBILITY

All Intramural Sports participants must be currently enrolled at the University of Oklahoma Health Sciences Center (HSC) either part-time or full-time. Spouses will not be eligible to participate in any Intramural programs unless s/he is also currently enrolled at HSC campus. Each participant is only allowed to participate in ONE TEAM per sport. Participant who fails to abide the rule may be removed from the game. Participant who takes part in the game without registering on a roster will also be removed from the game.

COST

The Intramural Sports program is fully funded by HSC Student’s Fees. All the programs are offered to HSC students at NO COST.

ASSUMPTION OF RISK

Students are advised that participation in the Intramural Sports Program involves physical risk. Participation in Intramural Sports at the University of Oklahoma Health Sciences Center is strictly voluntary. There is a possibility that a participant may injure him/herself or others during the course of Intramural activities. Players understand that despite precautious, accidents and injuries can and do occur. By voluntarily participating in Intramural Sports, PARTICIPANTS ACKNOWLEDGE AND ASSUME ALL RISKS AND RESPONSIBILITIES RELATED TO THE ACTIVITIES including death, injury, illness or loss from accidents, theft of or damage to personal belongings, and all related cost.

Players agree to reduce the risk of injury to themselves and others by following applicable rules and procedures and limiting personal participation to reflect the individual’s fitness level. The University encourages players to arrive early at an event site in order to have enough time to adequately warm-up. Players agree to notify the activity coordinator immediately if safety and/or the health and well-being of a participant become a concern. In order to protect all participants, the Intramural Sports Coordinator reserves the right to remove and/or restrict any

individual from any activity when, in their reasonable opinion, continued participation might cause harm to the individual or others.

INSURANCE

As a comprehensive state University, the University of Oklahoma Health Sciences Center offers a variety of Intramural sports programs to students. Some of these activities are more strenuous than others, and since participation in the program is on a volunteer basis, the University of Oklahoma does not accept responsibility for injuries sustained while participating in Intramural contests or in the general recreation program.

Each student should have a thorough periodic physical examination before participation in any Intramural Sports programs. This is the student’s responsibility and while the University cannot compel routine, comprehensive physical examinations as a condition for participation, it strongly recommends that each participant do so on a voluntary basis.

Because of applicable state law, the University as a public corporate body does not have liability insurance to protect participants in the Intramural or general recreation program. As a constitutional state agency, the University is protected against tort liability for its governmental actions. Thus, participants are urged to have adequate health insurance to protect against unforeseen accidents and misfortune, which could seriously delay or even greatly impacts a student’s academic career. BLOOD

There is a risk for blood borne infectious diseases to be transmitted from one player’s wounds to another. When the officials or Intramural Coordinator observes a player who is bleeding, has an open wound, or has an excessive amount of blood on his or her clothing, the official will temporarily stop the game in the same manner as the official would do for an injured player, except that the bloody player must leave the court or field to get treatment.

SPORTSMANSHIPSportsmanship is a vital part of every Intramural Sports. Any student or team displaying unsportsmanlike behavior may be forfeited from participating in any Intramural programs. The Intramural officials and/or Intramural Coordinator reserve the authority and power to make decisions before, during, and after an Intramural activity to warn, penalize, or eject coaches, players, and/or spectators in order to encourage proper conduct. Any person ejected from an Intramural activity MUST leave the playing area within two (2) minutes of notification or the game may be forfeited. All ejected players or coaches shall be automatically suspended for no less than one game.

Unsportsmanlike behaviors may include, but are not limited to: verbal abuse, physical abuse, mental harassment, or other unsportsmanlike acts such as obscene gestures or actions. Such conduct may be punishable by suspension from a contest, the entire activity, or for the academic year. An individual or group may also be subject to being charged under the University Student Code.

VERBAL ABUSE

Any language deemed offensive or derogatory to the Intramural officials, Intramural Coordinator, or related staff may cause automatic ejection from a game. Persons ejected for Verbal Abuse SHALL BE AUTOMATICALLY SUSPENDED FOR ONE GAME. If the verbal abuse is deemed to be harassment; a player, coach, or fan, may be ejected for the remainder of the sport. Persons ejected for verbal abuse more than once during the year may be suspended from all activities for the remainder of the academic year. Verbal abuse will not be tolerated under any circumstances. Any type of derogatory and/or inflammatory statements by anyone associated with or supporting a team may cause the team to forfeit the game.

PHYSICAL ABUSE

Any player, coach or fan SHALL NOT physically abuse or attempt to physically abuse another player, coach, fan or officials. The act and/or the attempt shall be penalized according to the severity of the act. Persons ejected for hitting or striking another individual SHALL BE AUTOMATICALLY SUSPENDED FOR NO LESS THAN ONE GAME and may be suspended for the remainder of the academic year. Persons ejected for pushing, shoving, grabbing, throwing and/or kicking an object at another individual SHALL BE AUTOMATICALLY SUSPENDED FOR NO LESS THAN ONE GAME and may be suspended for the remainder of the academic year.

PROBATION

Unsportsmanlike incidents not directly resulting in ejections or other disciplinary problems otherwise outline in the Handbook will be dealt on a case-by-case basis. Individuals and/or teams may be placed on probation for the sport or for the academic year if the Intramural Coordinator determines an individual, or team is behaving in an unsportsmanlike manner. Notification of probation will be given outlining the infractions. PROBATIONARY STATUS SHALL NOT RESTRICT THE INDIVIDUAL, OR TEAM FROM FURTHER PARTICIPATION. HOWEVER, IF FURTHER INCIDENTS OCCUR, THE PROBABTION WILL BE VIOLATED AND SUSPENSION WILL RESULT. PROBATIONARY STATUS IS NOT SUBJECT TO APPEAL.

TEAM SUSPENSION

Teams shall be responsible for the conduct of their players, coaches, and fans. Team may be suspended from a major team sport for excessive misconduct by their players, coaches, and fans. Should a team have TWO ejections during a game, the team may be suspended for the remainder of the team sport. Teams may also be suspended for:

1. Players participating under the influence of drugs and/or alcohol;2. Player participating in brawls where individuals cannot be readily identified;3. Players inciting others to participate in a brawl;4. Repeatedly using ineligible players;5. Team members, coaches, or fans refuse to leave a playing area once requested to do so

by Intramural Coordinator or officials.

COACH SUSPENSION

Any coach ejected from a game for any unsportsmanlike act shall be suspended from coaching for the remainder of the season and may also risk being suspended from playing. If s/he refuses to abide by the policy, his/her team maybe suspended from the game.

TEAM SUPPORTER BEHAVIOR

Team supporters/fans are considered to be the responsibility of the team. If a crowd supporting a team behaves in an unsportsmanlike manner (verbal abuse, physical abuse, etc.), the team may be penalized under the rules of the game and the team captain will make an appeal to the crowd to cease such behavior. Repeated unsportsmanlike behavior by the crowd shall cause the team to receive a forfeit. Such behavior at subsequent games for the same or other teams could cause the teams involved to be suspended from the game.

DISCIPLINARY PROCEDURE

Any player ejected from an Intramural sport contest for any reason is automatically suspended from playing in all Intramural program for one-game. Repeated behavior may cause individual player to be suspended for the remainder of the season. Individual is also required to meet with Intramural Coordinator or a representative from HSC Student Affairs Division in regards to the incident.

FACILITIESThe Intramural programs will be held at different facilities located on- and off-campus. Participants will be responsible to get to the facility on their own. In addition, participants are also required to abide by the facility’s rules and regulations.

EQUIPMENT

The Intramural office will provide all equipment needed for the Intramural programs. Participants are allowed to use their own game ball granted the approval of opponent team. Participants may check out flag football belts or other equipment for team practice; however, all equipment must be returned to the Intramural Office prior to the scheduled game. Individual and/or team will be responsible for any damages on the check-out equipment.

Participants are banned from wearing any equipment, jewelry (rings, necklaces, earrings, bracelets, any other such similar jewelry), or apparel which in their judgment is dangerous or disadvantages to other participants. This is a rule for the safety or all participants, including the wearer of such apparel, and applies to any and all dangerous equipment and jewelry. Medical bracelets are permissible but must be secured to the body.

SHOE POLICY

Each sport has rules that govern shoes and equipment based upon the facility being used. All participants MUST wear proper shoes. A shoe shall be considered proper if it is made with either canvas or leather uppers or similar material. Sandals and bare feet are not allowed at any Intramural events. Intramural Coordinator has the authority to disallow any type of footwear that may cause danger to other participants. Please check with the Intramural Coordinator if you have any questions about footwear.

HEADGEAR POLICY

Headgear is not allowed to be worn by any participants at any Intramural programs, with the exception of sport safety helmet. For INDOOR sports, this headgear consists of any hats, bandanas, baseball caps, winter/wool hats, and any other such similar headgear. This applies to the OUTDOOR sports with the following exceptions: in winter, wool hats are allowed. The officials and Intramural Coordinator have the authority to disallow any participant from participating in the activity if they feel the headgear would endanger other participants.

ALCOHOL AND DRUG POLICY

Alcohol and drug are not permitted at any scheduled game regardless it is on or off-campus. Participant who is suspected to be under the influence of alcohol or drug by the officials on duty or Intramural Coordinator will be asked to leave the game immediately. Participant may sit out to watch or support his/her teammates, but s/he is not allowed to participate in that game. If participant refuses to follow instruction, s/he may be suspended from the remainder of the game.

VANDALISM

Deliberate destruction of University property and equipment, public property, or personal property of individuals will not be tolerated, and will be reported to HSC Student Affairs and Health Sciences Center Police Department.

HARRASSMENT POLICY

The Intramural Office is vigilant to ensure an environment that is free of abusive behavior directed toward an individual or group because of race, ethnicity, ancestry, national origin, religion, gender, sexual orientation, age, and physical disabilities. Any harassment toward officials, university employees, or participants will subject the individual and/or team to University disciplinary procedures.

Basketball Rules and Regulations

RULE 1: THE GAME, COURT, & EQUIPMENT SECTION 1: THE GAME

The game shall be played between two (2) teams of give (5) players. Each team may play with four players, otherwise the game will be a forfeit, a no show or loss by default.

SECTION 2: WINNING TEAM The teams shall be awarded points for scoring according to the rules and unless the game is forfeited, the team having the larger score at the end of the game shall be the winning team. In case of a tie, over-time will be played. (Refer to tie game ruling Rule 4, Section 3).

SECTION 3: JERSEYSEach team may check out identification jerseys from the Intramural Coordinator or have numbered jerseys of their own. Jerseys shall be worn right side out with the number clearly marked and visible when reporting on the court. (If using Intramural scrimmage jersey, each player is highly recommended to wear a shirt under the jersey.)

SECTION 4: ILLEGAL EQUIPMENT No player may wear equipment that is dangerous to other players or designed to gain an advantage of height or reach. Hard or unyielding substances no matter how well covered or padded, jewelry of any type or headwear other than headbands are illegal.

SECTION 5: THE BALLThe official ball shall be either leather or composition covered and shall be of regulation size. Teams must use ball provided by the Intramural Office unless both teams mutually agree upon another ball.

RULE 2: PLAYERS & SUBSTITUTESSECTION 1: THE CAPTAIN

The captain is the representative of the team and may address an official on matters of interpretation or to obtain essential information. Any player may address an official to request a time-out or permission to leave the court.

SECTION 2: SUBSTITUTESSubstitutes desiring to enter the game shall report to the scorekeeper's table. Scorekeeper shall sound the horn when the ball is dead. Substitute shall remain outside the boundary until an official beckons him/her whereupon he/she shall enter immediately.

SECTION 3: BENCH All substitutes must stay on the bench until ready to report into the game. Substitutes may wait at the scorekeeper’s table waiting to be substituted.

SECTION 4: NUMBERSTeams may not change jersey numbers unless more than ten players are used in a game. Scorekeeper and officials must be notified prior to entry into the game. A technical foul will be given for failure to comply.

RULE 3: DEFINITIONSSECTION 1: IN CONTROL: PLAYER –TEAM

A player is in control when he/she is holding a live ball or dribbling it. A team is in control when a player of the team is in control and also while a live ball is being passed between teammates. There is no team control: during a jump ball, a throw-in, during the tapping of a rebound or after the ball is in flight during a try for a goal.

SECTION 2: FOULA foul is an infraction of the rules that is charged and penalized. 1. Foul, Common - A common foul is a personal foul, which is neither flagrant nor

intentional, nor committed against a player trying for a goal, nor a part of a double or multiple foul.

2. Foul, Flagrant - A flagrant foul is an unsportsmanlike act and may be a personal or technical foul of a violent or savage nature or a technical non-contact foul that displays vulgar or abusive conduct. It may or may not be intentional.

3. Foul, Intentional - An intentional foul is a personal or technical foul that in the judgment of the official appears to be designed or premeditated. It is not based on the severity of the act.

4. Foul, Personal - A personal foul is a player foul that involves contact with an opponent while the ball is alive or after the ball is in possession of a player for a throw-in.

5. Foul, Technical - A technical foul is a foul by a non-player or a player foul which does not involve contact with an opponent or a player foul which involves unsportsmanlike contact with an opponent while the ball is dead, except as indicated in last clause of (4) above.

6. All technical fouls shall count as personal fouls.

SECTION 3: HELD BALLOccurs when opponents have hands so firmly on the ball that control cannot be obtained without undue roughness.

SECTION 4: SCREENA screen is legal action by a player who, without causing contact, delays or prevents an opponent from reaching a desired position.

SECTION 5: TRAVELINGMoving a foot or feet in any direction in excess of the prescribed limits while holding the ball. A player must have control of the ball before he/she can travel.

RULE 4: SCORING & TIMING REGULATIONSSECTION 1: SCORING

1. A successful try from the field beyond the nineteen-foot nine-inch line counts three points for the team into whose basket the ball is thrown. (For a successful three-point field goal, the player must have one or both feet on the floor and beyond the three-point line when attempting the shot. After the release of the ball, one may land on the line or in any part of the two-point area. Touching the line places the shooter in the two-point area. There is no relation to the plane regarding the position of the shooter.) A goal from the field other than from the three-point area counts two points for the team into whose basket the ball is thrown. A goal from a free throw is credited to the thrower and counts one point for his team.

2. Each team shall be responsible for a scorekeeper who will sit together at the scorekeeper's table. Their score shall be the official game score.

3. The scorekeepers must see that the line-up is in the scorecard three minutes before play is to start. All players before entering the game must be recorded on the scorecard. Names must be listed alphabetically; no nicknames allowed. ID numbers must also be recorded on the scoreboard.

4. Any team leading by twenty-five (25) points after the first five (5) minutes of the second half shall be declared the winner immediately.

SECTION 2: TIMING1. Playing time shall be played in two halves of twenty minutes each with an intermission of

two minutes between halves. The clock shall run continuously.

2. Each team is allowed to have a total of five timeouts - three time-outs of one-minute and two time outs of 30-second duration per game (including overtime). No additional timeouts will be granted during overtime periods. Timeouts will be granted for the following: a) When an official acknowledges a request for timeout. b) When a player is injured. c) At official's discretion.

3. Timeouts in excess of the allotted number may be granted at the expense of two shot technical foul for each.

SECTION 3: THE SCORE1. If the score is tied at the end of the second half, play shall continue without change of

basket for one or more extra periods with no intermission unless team is calling a time-out. The game ends if, at the end of any extra period, the score is not tied.

2. The first over-time period shall be three minutes. The second shall be two minutes. Any additional periods shall be one minute.

3. As extra periods are an extension of the second half, no additional personal fouls or time-outs are granted.

RULE 5: LIVE BALL & DEAD BALL SECTION 1: GAME - HOW STARTED

The game shall be started by a jump ball in the center circle. Any two opponents may tip-off the ball at the center circle at the beginning of the game or extra periods. In jump ball

situations, other than at the start of the game and start of extra periods, teams will alternate taking the ball out of bounds at the spot nearest to where the jump ball occurs. The team not obtaining control of the initial jump ball will start the alternating process.

SECTION 2: LIVE BALLThe ball becomes alive and the clock shall start:

1. on a jump ball when the ball is tapped.2. on a throw-in when the ball touches or is touched by a player who is inbound.3. on a free throw when the ball is touched by a player. On multiple throws, the clock

shall not start until the last throw is touched by a player (either on the rebound or on a throw in).

SECTION 3: JUMP BALL1. For any jump ball, each jumper shall have one or both feet on or inside that half of the

jumping circle, which is farther from his/her own basket, and both feet within the restraining circles.

2. Neither jumper shall: tap the tossed ball before it reaches its highest point; nor leave the jumping circle until the ball has been tapped; nor catch the jump ball; nor touch it more than twice.

3. When the official is ready to make the toss, a non-jumper shall not move into the circle or change position around the circle until the ball has left the official's hand.

4. None of the eight non-jumpers shall have either foot break the plane of the restraining circle cylinder until the ball has been tapped.

SECTION 4: DEAD BALLThe ball becomes dead or remains dead when:

1. A legal goal is made.

2. It is apparent the free throw will not be successful on a free throw for a technical foul or a false double foul or a free throw that is to be followed by another throw.

3. Held ball occurs or ball lodges on the basket support.

4. Official's whistle is blown.

5. Time expires for a half or extra period.

6. A foul occurs.

7. Any floor violation occurs or there is basket interference or there is a free throw violation by the thrower's team. NOTE: The ball does not become dead until the try ends when the player is in the act of shooting. The trying motion must be continuous and begins after the ball comes to rest in the player's hand or hands and is completed when the ball is clearly in flight.

RULE 6: OUT OF BOUNDS, THROW-IN, FREE THROWSECTION 1: OUT OF BOUNDS PLAYER

A player is out of bounds when he touches the floor or any object other than a player on or outside a boundary. For location of a player in the air, his/her position is that from which he/she last touched the floor.

SECTION 2: OUT OF BOUNDS BALLThe ball is out of bounds when it touches: a player who is out of bounds; or any other person, the floor or any object on or outside a boundary; or the supports or over the back of the backboard; or ceiling, overhead equipment or supports. The ball remains in play if it passes over the backboard provided it does not touch any obstruction.

SECTION 3: FREE THROW1. The official shall put the ball in play by placing it at the disposal of the free thrower.

(MEN) Each of the lane spaces, adjacent to the end line, shall be occupied by one opponent of the thrower's team. (WOMEN) Will be at the space above the block. A teammate of the thrower is entitled to the next adjacent lane space on each side and to each other alternate position along each lane line. Not more than one player may occupy any part of a designated space. Only 2 members of the free thrower and 4 defensive team members may occupy the designated spaces during the try.

2. The try for a goal shall be made within 10 seconds after the ball has been placed at the disposal of the free thrower at the free throw line. This shall apply to each free throw.

3. After a free throw which is not followed by another free throw, the ball shall be put in play by a throw-in: as after a field goal if the try is successful or by any player of the free thrower's team from out of bounds at the division line if the free throw is for a technical foul.

RULE 7: VIOLATIONS & PENALTIESSECTION 1: FREE THROW

A player shall not: 1. After the ball is placed at the disposal of a free thrower, he/she shall throw within ten

seconds in such a way that the ball enters the basket or touches the ring before it is touched by a player.

2. Touch the ball or basket while the ball is on or within the basket.

3. Touch the floor on or across the free throw line or lanes.

4. Disconcert the free thrower in any way once the ball has been placed at the disposal of the free thrower.

SECTION 2: THROW-INNo player shall:

1. Leave the designated throw-in spot.

2. Consume more than five seconds from the time the throw-in starts until it is released by the person making the throw-in.

3. Throw the ball so that it enters the basket before touching anyone.

SECTION 3: BALL POSSESSIONNo player shall run with the ball, kick it, strike it with the fist or cause it to enter and pass through the basket from below.

SECTION 4: DOUBLE DRIBBLEDribble a second time after his/her first dribble has ended unless it is after he/she has lost control because of:

1. A try for a field goal 2. A bat by an opponent3. A pass or fumble which has then touched or been touched by another player.

SECTION 5: THREE SECOND RULEA three second violation shall occur when a player remains for more than three seconds in that part of his/her free throw lane between the end boundary and the farther edge of the free throw line while the ball is in control of his/her team in his/her frontcourt.

SECTION 6: PALMING OR CARRYING THE BALLLegal if the palm of the hand faces the floor as it is impossible for the ball to rest on the hand while the palm and the fingers are facing downward or in a vertical position. To carry or palm the ball, the hand or palm must be in such a position that the ball would come to rest in the hand if the hand were not moved.

SECTION 7: EXCESSIVE SWINGING OF ARMS AND ELBOWSExcessive swinging of arms and elbows even without contact is a violation. If swinging results in contact with an opponent, it is a personal foul.

SECTION 8: 10 SECOND RULESA player shall not be (and his/her team shall not be) in continuous control of a ball, which is in back court for more than 10 seconds.

SECTION 9: GOAL TENDING AND BASKET INTERFERENCEA player shall not:

1. Touch the ball or basket when the ball is on or within basket.2. Touch the ball when it is touching the cylinder having the ring at its lower base.3. Touch the ball during a field goal try while it is in downward flight entirely above the

basket ring level and has the possibility of entering the basket in flight.4. Trap the ball against the back of the backboard.

SECTION 10: PENALTIES1. For Sections 1- 8, the ball becomes dead or remains dead when violation occurs. Ball is

awarded to opponent for a throw-in at the out-of-bounds spot nearest the violation. A shot made during the dead ball period following a violation is no good and the opponent is awarded the ball at the free throw line extended.

2. For Section 9, if a violation is at opponent's basket, offended team is awarded two points. The subsequent procedure is the same except that the official will hand the ball to the player for the throw-in. If the violation is at a team's own basket, no points can be scored and the ball is awarded to the offended team at the free throw line extended. If there is a violation by both teams, play shall be resumed by a jump ball (alternating possessions).

RULE 8: FOULS & PENALTIESSECTION 1: TECHNICAL FOULS

A player shall not:1. Wear an illegal number or shirt that can cause damage or harm to other players,

officials, or staff.

2. Grasp either basket during the time of the official's jurisdiction or dunk or stuff prior to the game (this item applies to all squad members). If so, automatic ejection and forfeiture of game will take place.

3. Leave the court for an unauthorized reason.

4. Attempt to gain an advantage: by interfering with ball after a goal or by failing to immediately pass the ball to nearer official if in control when a violation is called.

5. Use unsportsmanlike tactics such as: disrespectfully addressing or contacting an official or gesturing in such a manner as to indicate resentment, using profanity or causing unsportsmanlike conduct.

6. Enter the court without being beckoned by an official.

7. Intentionally slap the backboard or cause damage to the properties of the court at any time.

SECTION 2: PERSONAL FOUL1. A player shall not: hold, push, charge, trip, nor impede the progress of an opponent by

extended arm, shoulder, hip or knee or by bending the body into other than a normal position. He/she shall not contact an opponent with his/her hand unless such contact is only with the opponent's hand while it is on the ball and is incidental to an attempt to play the ball. Contact caused by a defensive player approaching the ball holder from behind is a form of pushing and that caused by the momentum of a player who has thrown for goal is a form of charging.

2. A dribbler shall not charge into nor contact an opponent in his/her path nor attempt to dribble between two opponents or between an opponent and a boundary, unless the space is such as to provide a reasonable chance for his/her to go through without contact. If a dribbler, without contact, passes an opponent sufficiently to have head and shoulders in advance of him/her, the greater responsibility for subsequent contact is on

the opponent. If a dribbler is his/her progress has established a straight-line path, he/she may not be crowded out of that path, but if an opponent is able legally to establish a defensive position in that path, the dribbler must avoid contact by changing direction or ending his/her dribble.

3. A player who screens shall not:a. When he/she is behind a stationary opponent, take a position closer that a

normal step from him/her.b. When he/she assumes a position at the side or in front of a stationary opponent,

make contact with him/her.c. Take a position so close to a moving opponent that this opponent cannot avoid

contact by stopping or changing direction. In (c) the speed of the player to be screened will determine where the screener may take his/her stationary position. This position will vary and may be one to two normal steps or strides from his/her opponent.

d. After assuming his/her legal screening position, move to maintain it, unless he/she moves in the same direction and path of his/her opponent.

SECTION 3: PENALTIES1. For Section 1, offended team is awarded two free throws and its captain shall designate

the thrower. In case of an intentional foul on a shooter and the shot is unsuccessful, two free throw are awarded and the ball is awarded out of bounds to the offended team. If the shot was successful, the offended player receives two shots and the ball in play after the second shot. A second technical charged to any coach, squad member or bench personnel shall be considered flagrant and the coach, squad member or bench personnel shall be automatically ejected from the game. After the free throw, the offended player is awarded the ball out of bounds at the point of interruption.

2. For Section 2, offender is charged with one foul and if it is his/her fifth personal foul or it is flagrant, he/she is disqualified and must leave courts. The offended player is awarded free throws as follows:

a. One free throw for a foul against a field goal thrower whose try is successful or each foul which is a part of a multiple foul.

b. Two free throws for a foul against a field goal thrower whose try is unsuccessful, an intentional foul or any flagrant foul.

c. Three free throws for a foul against a field goal thrower whose 3-point try is unsuccessful.

d. Bonus free throw for each common foul (except player control) beginning with a team's fifth personal foul during the half, providing the first attempt is successful.

e. No free throw for offensive team fouls. Ball shall be surrendered to opponent for throw-in.

Flag Football Rules and Regulations

RULE 1- GAME, FIELD, PLAYERS AND EQUIPMENTSECTION 1: GENERAL PROVISION

1. The game shall be played between two teams of eight (8) players. Each team may play with but no fewer than seven (7) players. Failure to comply can result in a forfeit.

2. Teams shall designate a captain to make decisions, ask questions and give replies to the referee and officials during pre-game, game time and post-game.

3. Players, substitutes, replaced players, coaches; trainers, spectators and other persons affiliated with the team are subject to the rules of the game and shall be governed by decisions of officials assigned to the game.

4. The Referee has authority to rule promptly, and in the spirit of good sportsmanship, on any situation not specifically covered in the Rules, and matters pertaining to the game.

SECTION 2: THE FIELDThe field shall be a rectangular area marked with line designated for men and women. Men’s teams will play with four (4) zones of 20 yards and two (2) 10-yard end zones. The zones are marked with a solid line. Women will play with eight (8) 10-yard zones and two (2) 10-yard end zones. The zones will be marked with broken and solid lines.

SECTION 3: EQUIPMENT1. The official ball shall consist of leather or rubber and shall be of regulation size and

weight. Women can use a junior size ball if so desired. Either or both teams if mutually agreed upon may use other balls.

2. Players of opposing teams must wear shirts, scrimmage vest or jerseys of contrasting colors. The referee shall designate which team shall make a change if necessary. All players on a team must wear shirts, scrimmage vest or jerseys of the same color. All shirts, scrimmage vest or jerseys must be tucked into the player’s shorts or warm-ups or be of a length that does not interfere with the flags.

3. Each player on the fields will wear a belt supplied by the department in such a way that the buckle is in the front of the player’s body. The belt must have a flag on each hip.

4. Players may carry a playbook inside their clothing as long as it is not made of unyielding material and is not visible. If carried on the field, a player must keep it rather than throw it on the ground.

SECTION 4: ILLEGAL EQUIPMENTNo player wearing illegal equipment shall be permitted to play. The referee will decide the legality of all equipment. Illegal equipment shall include but not limited to:

1. Any equipment, which, in the opinion of the referee could confuse or endanger other players.

2. Helmets, leg and knee braces made of hard, unyielding material, unless covered on both sides and all edges, padded uniforms, leather or other hard or unyielding substances on the hands, wrist, forearms or elbows, no matter how well padded or covered.

3. Shoes with any type of cleated sole. Tennis or turf shoes are required. Any person wearing illegal shoes can be penalized with an unsportsmanlike conduct penalty and ejected from the game.

4. Bare feet are prohibited.

5. Hats of any kind, except stocking caps, are prohibited.

6. Shirts or jerseys which do not remain tucked in. Any hood on a coat, sweatshirt, or shirt which does not remain tucked in.

RULE 2- FLAG FOOTBALL DEFINITIONS Blocking: The act of preventing, by body position, an opponent from touching or pulling

the flag of the ball carrier.

Conversion: After a touchdown is scored, a successful running or passing play attempted from the three (3) yard line will be worth 1 point. A successful running or passing play attempted from the 10 yard line will be worth 2 points. A successful running or passing play attempted from the 20 yard line will be worth 3 points. All conversion attempted are dead ball situations and the defensive team cannot score.

Dead Ball: A dead ball occurs anytime the ball touched the ground or when a player with the ball is deflagged.

Fair Catch: The act of a player on the receiving team extending one arm and a hand clearly above the head to signal the intention to catch but not advance the kick.

Flag Guarding: An illegal act whereby the ball carrier uses any part of the body, the ball or clothing to prevent an opponent from pulling the flag.

Free Kick: A kick made under restrictions that prohibit either team from advancing beyond established retraining lines until the ball is kicked.

Live Ball: A live ball is a ball in play. A pass, kick or fumble, which has not touched the ground, is a live ball in flight.

Line of Scrimmage: The imaginary line that is parallel to the goal line and is the width of the ball.

Pass Interference: The act in which a player contacts another player, while the ball is in flight, to prevent one from catching a thrown ball. Also hindering an opponent’s vision without making an attempt to catch, intercept or bat the ball is pass interference, even though no contact was made.

Penalty Enforcement:a. Dead ball: The point where the ball last became deadb. Enforcement spot: The point from where the penalty for a foul is enforced.c. Previous Spot: The point from where the ball was last put in play.d. Spot of Foul: The point from where the foul occurred.e. Succeeding Spot: The point where the ball would be put in play if no penalty

had occurred.

Screening: The act of protecting the ball carrier by body position without initiating contact.

Snapping the Ball: The snapper shall pass the ball back from its position on the ground with a quick and continuous motion of the hand. The ball shall leave the hand in this motion.

Touchdown: When a player carries the ball across the opponent’s goal line or receives a pass in the end zone. Point value is 6.

RULE 3- PERIODS, TIME FACTORS AND SUBSTITUTIONSSECTION 1: PLAYING TIME AND INTERMISSION (GAME TIME IS FORFEIT TIME)

The game shall consist of four (4) ten-minute quarters, with one-minute intermission between the 1st and 2nd quarters and 3rd and 4th quarters. A three-minute halftime will be allowed. THE CLOCK SHALL RUN CONTINUOUSLY. Approximately 2 minutes before the end

of the second and fourth quarters the Referee shall stop the clock and inform both captains of the playing time remaining in that quarter. The clock starts on the snap.

SECTION 2: TWENTY-FIVE POINT RULEAny team leading by 25 points or more at 5 minutes remaining in the second half, the game is over.

 

SECTION3: STARTS OF PERIODSA coin toss will be held prior to the start of the game. The winning captain shall have the choice of taking the ball, defending a goal or deferring to the second half. The losing captain shall choose from the remaining choices. Each half shall start by putting the ball in play by scrimmage on the offensive team’s 14 yard line.

SECTION 4: TIME-OUTSEach team is allowed 3 time outs in 1-minute duration during regulation play and only one (1) time-out during the entire overtime. The referee shall call time out:

1. After a score 2. Injury3. At his discretion4. After a delay of game during the last 2 minutes

SECTION 5: SUBSTITUTESAny number of legal substitutes for either team may enter the game between periods, after a score or conversion, or during the interval between downs or during a timeout.

SECTION 6: DELAY OF GAME1. Consuming more than 25 seconds in putting the ball in play after it is declared ready for

play. All delay of game penalties will automatically stop the clock during the last two minutes of each half.

2. Deliberately advancing the ball after it is blown dead.

3. Any act which would, in the judgment of the official, cause undue delay of regular play.

RULE 4- BALL IN PLAY, DEAD BALL, AND OUT-OF-BOUNDS SECTION 1: LIVE BALL

After having been declared ready for play, a dead ball becomes live when it is snapped or free kicked legally or illegally.

SECTION 2: DEAD BALLA live ball becomes dead when:

1. It goes out-of-bounds, crosses a goal line or end line.

2. Any part of a ball carrier other than the feet or hands touches the ground.

3. The ball hits the ground, be it passed, kicked, fumbled or muffed. The ball is dead at the spot of the contact except that a ball fumbled forward is considered dead at the spot where the fumble occurred. EXCEPTION: Center snap, rule 7, section 1:2

4. Any portion of a ball carrier touches the sideline, end line or ground/fixture outside of these lines.

5. A legal ball carrier has the flags pulled. EXCEPTION: When a player’s flags become detached inadvertently, the player must be tagged anywhere below the neck to be downed.

SECTION 3: INADVERTENT WHISTLESIf the official sounds an inadvertent whistle, the offense shall have the choice of:

a. Accepting the ball where it was inadvertently whistled dead.

b. Running the play over, same down and distance. However, if a change of possession occurs before the inadvertent whistle, the ball will be awarded to the team in possession at the spot where possession was lost or at point of interruption.

RULE 5- SERIES OF DOWN AND ZONES TO GAIN SECTION1: SERIES STARTED AND BROKEN

The team in possession of the ball shall have four consecutive downs to advance to the next zone.  Any down may be repeated if provided for by rule.  All zones are 20 yards.  Hash marks are used to mark the ball when play ends near a sideline.

SECTION 2: LINE TO GAINThe line to gain in any series shall be the zone line in advance of the ball. If distance has been lost due to penalty or plays the original zone line in advance of the ball at the beginning of the series of downs is the line to gain.

SECTION 3: NEW SERIESA new series of downs shall be awarded when:1. A team moves the ball into the next zone on a play free from penalty.

2. A penalty against the opponent moves the ball into the next zone.

3. A team has obtained legal possession of a ball as a result of a free kick, kick from scrimmage, touchback, pass Interference, or failure of opponent to gain the zone in advance of the ball.

SECTION 4: PENALTY DECLINED OR OFF-SETTINGIf a penalty is declined, the down will be the next in order. The down will remain the same in offsetting penalties.

RULE 6- KICKS SECTION 1: FREE KICKS

The offensive team must declare a free kick at any time prior to a play from scrimmage. The ball must be snapped to the kicker. Unless relocated by penalty, both team’s retraining lines shall be the line of scrimmage

SECTION 2: KICK AFTER SAFETYAfter a safety, the receiving team must line up at midfield with the kicking team lined up on the 20-yard line.

SECTION 3: POSITIONS OF PLAYERSWhen the ball is legally kicked, all players of the kicking team must be inbounds, and all players must be behind their restraining lines. At least three players of the receiving team must be within 5 yards of their restraining line until the ball is kicked.

SECTION4: RETURNING KICKSAny player on the receiving team may catch a kicked ball. All players become eligible to intercept the ball before it touches the ground however; no receiving team member in front of the player receiving the ball may move from their position when a kick touches a player on the receiving team. The ball shall be DEAD if a member of the kicking team touches it before it touches a member of the receiving team at that point of touching. Any ball not caught will be blown dead when:

SECTION 5: QUICK KICKSScrimmage kicks (quick kick) may be executed at any time except if a team has declared a free kick. The receiving team may run back the kick. A blocked kick will be dead at the spot it strikes the ground.

SECTION 6: NON-RETURNABLE KICKS1. When the ball is kicked out-of-bounds, it will be put in play at the point it crossed the

sideline.

2. When the ball becomes dead behind the goal line, it will be put in play at the 20 yard line. If the receiving team bats the ball forward, the ball becomes dead at the point, which it was batted.

3. When a receiving team member retrieves a kick with his/her back toward the kicking team and a kicking team member is within five yards of that player, the ball will become dead where the ball was controlled.

RULE 7- THE SCRIMMAGE, SNAPPING, HANDLING AND PASSING THE BALL SECTION 1: THE SCRIMMAGE

1. Both teams must be behind the line of scrimmage until the ball is centered and neither team may enter the neutral zone prior to the snap.

2. All plays from scrimmage must be started by a legal snap between the center’s legs. A center to QB exchange must occur. A snap hitting the ground before being touched may be played but if muffed or fumbled, the ball is dead at the spot it touched the ground.

3. No offensive players may be within five yards of the sideline when the ball is snapped unless ball is placed on hash mark. All players on this side must me lined up inside the nearest official.

4. The offensive team must have at least 4 players on their scrimmage line at the snap.

5. No player of the offensive team shall make a false start.

6. The offensive team may have one player in motion prior to the snap as long as the motion is not toward his/her opponents’ goal line. All players not in motion must come to a set position and hold that position at least one second prior to the snap.

7. No offensive player, while on the line of scrimmage, may receive a snap.

8. If a zone line or the goal line to gain is three yards or less, the ball may not be carried across the line of scrimmage within three yards to either side of the spot of the snap. A play that becomes a “broken play” negates the rule.

SECTION 2: HANDLING THE BALL 1. The ball may not be handled or passed forward by any player once the ball has crossed

the line of scrimmage.

2. A ball carrier may pass he ball backwards at any time. A backwards pass or fumble may be caught in flight inbounds by any player and advanced.

SECTION 3: FORWARD PASS 1. All players are eligible to receive a forward pass. An offensive team may make only one

forward pass from behind the line of scrimmage.

2. There is no intentional grounding once the QB is outside the 3 yard zone on each side of the center and the ball goes to the line of scrimmage of further.

3. A pass is completed to a receiver who comes down with one foot inbounds. A pass is considered complete when both feet simultaneously contact the ground and one foot is inbound and one is out of bounds.

4. Contact by an opponent that interferes with an eligible player who is beyond the neutral zone and the ball is in flight, is pass interference. Except as judged incidental by the official, no contact shall be allowed between opponents.

Rule 8- ScoringSECTION 1: VALUE OF SCORES

The following system shall be used in scoring a game:

Touchdown 6 pointsSafety 2 points

Point after touchdown (PAT):

1. Successful try from 20 yard line 3 points2. Successful try from 10 yard line 2 points3. Successful try from 3 yard line 1 point

SECTION 2: THE GAME AND OVERTIME                Each team will start 1st and goal from the 10 yard line. The object will be to score a touchdown. An overtime period consists of a series of 4 downs by each team. If the score is still tied after one period, play will proceed to a second period or as many as are needed to determine a winner. If the defense intercepts a pass and returns it for a touchdown, they win the game. If they do not return the interception for a touchdown, the series is over, the ball is placed at the 10 yard line and the original defense will begin their series of 4 downs.

RULE 9- CONDUCT OF PLAYERS, COACHES AND FANSSECTION 1: DELIBERATE OF FLAGRANT FOULS

Whenever, in the judgment of any game official, the following acts are deliberate or flagrant, the players or coaches shall be suspended from the game. (All ejections carry an automatic minimum one game suspension).

1. Using fist, kicking or kneeing.

2. Using locked hands, elbows or any part of the forearm or hand to initiate contact.

3. Tackling the ball carrier as in regulation football.

4. Tying flag belt together.

5. Any other act deemed deliberate of flagrant.

SECTION 2: UNSPORTSMANLIKE CONDUCTThere shall be no unsportsmanlike conduct by players, substitutes, coaches, or team supporters including:

1. Abusive or insulting language.

2. Any acts of unfair play.

3. Managers, coaches, or others on the field of play at any time without permission, or their interference of any nature with the progress of the game.

4. A substitute or any other person interfering with a player or play while the ball is alive.

5. Using a “hide out play” by placing a player or players near the sideline whose intention is to participate in the play.

6. Failure of an offensive player to secure the flag belt prior to the snap.

7. A defensive player removing the flags from an offensive player as the ball is snapped or during a play with the obvious intent of making the offensive player ineligible to become a pass receiver or a ball carrier.

8. Any player tying the flag belt in such a way that it will not come off freely when pulled.

SECTION 3: UNFAIR ACTSThe referee may enforce any penalty considered equitable including the awarding of a score, in the following situations:

1. If a team refuses to play within two minutes after being instructed to play by the referee.

2. If a play is interfered with by an obviously unfair or unsportsmanlike act not specifically covered by the rules.

3. If a team repeatedly commits fouls which can be penalized only by halving the distance to the goal line.

4. If any member of a team commits a foul to prevent an apparent touchdown.

5. For refusal to play, for repeated fouls, or for an ejected team member failing to leave the playing field within two minutes, the referee shall, after warning the team captain, forfeit the game to the opponents.

SECTION 4: PERSONAL FOULSNo player shall commit a personal foul during any period of play or intermission. Any act prohibited under the following or any other act of unnecessary roughness shall be considered a personal foul.

1. There shall be no contact with any opponent who is on the ground.

2. There shall be no tripping, clipping, or hurdling.

3. An offensive player shall not dive to block an opponent.

4. There shall be no unnecessary roughness of any nature.

5. The ball carrier shall not deliberately drive or run into a defensive player. The ball carrier is responsible for avoiding contact.

6. Any attempt to guard the flag will be considered a personal foul.

SECTION 5: STIFF ARMSThe offensive team shall be prohibited from obstructing an opponent with extended hand or arm. This includes the use of a “stiff arm” extended to ward off an opponent.

SECTION 6: GUARDING THE FLAGSA ball carrier may not use any part of the body, the ball or any clothing to prevent an opponent from pulling the flag. Spinning, diving, or jumping to avoid being deflagged shall be legal so long as such actions do not result in the ball carrier making contact (charging) with a defensive player.

SECTION 7: OBSTRUCTING THE BALL CARRIERThe defensive player shall not hold, grasp, or obstruct forward progress of a ball carrier when in the act of removing a flag.

SECTION 8: ILLEGAL USES OF HANDS Defensive players may not use their hand to grasp, push or pull an opponent in an attempt to get at the ball carrier.

SECTION 9: BLOCKING AND SCREENINGThe terms blocking/screening are synonymous terms and shall be executed by body position alone and without body contact. The offensive player setting a screen must interlock the hands behind the back or hook both hands in the flag belt. Two types of fouls may result from enforcement of this rule.

1. An offensive player is guilty of illegal blocking if he/she in any way initiates contact with defensive player who has established a path to the ball carrier. The player screening or blocking must move his/her body in such a manner as to cause the defensive player to travel the greatest distance to down the ball carrier. An offensive player may not leave his/her feet to screen.

2. Defensive players are guilty of defensive charging if, in attempting to down the ball carrier, they charge over or use their hand on a defensive player in order to get to

the ball carrier. An offensive player who established a position cannot be run over. An offensive player may establish a path that follows the movement of the ball behind the line of scrimmage. There shall be no blocking beyond the line of scrimmage.

RULE 10- ENFORCEMENT OF PENALTIESSECTION1: PROCEDURE AFTER FOUL

A penalty is completed when it is accepted, declined, or canceled according to rule. Any penalty may be declined, but a disqualified player must leave the game immediately.

SECTION 2: DEAD BALLWhen a foul is committed at a time other than following a touchdown and before the ball is ready for play on a conversion, the penalty shall be completed before the ball is declared ready for play for any ensuing down. A penalty incurred after a touchdown and before the ball is ready for play for the conversion shall be enforced before the conversion try is made. All fouls by the defense during the conversion must be either accepted or declined by the offense. The only foul assessed on the ensuing possession shall be any unsportsmanlike conduct foul occurring after the PAT. All unsportsmanlike conduct penalties, regardless of when they occur, shall be treated as dead ball fouls.

SECTION 3: SNAP AND FREE KICKSA foul that occurs simultaneously with a snap or free kick is penalized from the spot of the snap or free kick.

SECTION 4: MULTIPLE FOULSWhen two or more fouls by the same team are reported, the referee shall explain the alternative penalties to the field captain of the offended team who may elect any one of the penalties.

SECTION 5: SIMULTANEOUS FOULSWhen fouls by both teams occur during the same play, the fouls are regarded as offsetting fouls and penalties cancel each other and the down is repeated. EXCEPTION: When team possession changes during a down and either team has committed a foul prior to possession, the down is not replayed and the penalty is enforced against the team that elects to retain the ball.

SPECIAL NOTES ON FLAG FOOTBALL MODIFICATIONS:There are some basic rules that are established for flag football because of legal or illegal removal of flags that do not apply to regular or touch football.

1. Deflagging is only allowed under special circumstances similar to tacking in football. Offensive players must have possession of the ball before they can legally be deflagged.

2. A flag removed inadvertently (not removed by grabbing and pulling) does not cause play to stop. Play should continue as if the flags had not been removed.

3. In circumstances where flags are removed inadvertently or illegally (accidentally), the play should continue with the option of the penalty or the play.

4. In all situations where a play is in progress and a ball carrier loses his/her flags either accidentally, inadvertently, or on purpose, the deflagging reverts to a one hand touch of the ball carrier below the neck.

5. Deliberately faking a deflagging to cause an inadvertent whistle shall be considered unsportsmanlike conduct. The IM Department retains the right to rule on matters not specifically mentioned in these rules to promote a fairness of the game.

Co-ed Soccer Rules and RegulationsGame time is forfeit time!! Please be sure to show up and check in at the IM fields at least 10 minutes prior to your scheduled game time.

RULE 1- EQUIMENTS, PLAYERS, FIELD AND GAMESECTION 1: EQUIPMENTS

1. The Intramural Sports Department will provide game ball at each contest. Even though shin guards are not provided, players are encouraged to use their own shin guards. Players can play at their own risk without shin guards.

2. The IM Soccer ball will be the official ball of play, unless both teams agree to a soccer ball of their choice.

3. Clothing:a. Athletic attire is required. No jeans, jean shorts, button shirts, hard soled shoes.

b. Headgear is not allowed to be worn by any participant during an Intramural event, except for one piece head/sweat bands that do not have to be tied or do not have any form of knot(s). Illegal headgear consists of any hats, bandannas, baseball caps, winter/wool hats, and any other such similar headgear.

SECTION 2: PLAYERS1. A team will consist of 7 players and a goalie. There must be a minimum of one female

player playing at all times.

2. A team may start the game with as few as 7 players.

SECTION 3: FIELDThe field dimensions are 80 x 50 (a regular, full sized field is 120 x 80)

SECTION 4: GAME1. There will be two 15 minute halves with a continuous running clock.2. There will be a 3 minute half time.

RULE 2- SCORE AND PLAYSECTION 1: SCORE

Female goals are worth 2 points and male goals are worth 1 point.

SECTION 2: GOALIE PLAY1. Goalies may use their hands anywhere inside their goal box.

2. Goalies have 6 seconds until they are required to release a controlled held ball.

3. Once a goalie has controlled and then released the ball he/she may not touch the ball again using their hands unless a legal action allows it.

4. Goalies may play the ball from being on the ground within their goal box. Once a goalie is outside of his/her goal box, they are considered a normal player in the field and must adhere to those rules.

5. To change goalies, the relief goalie must enter the field and previous goalie must exit the field immediately. Once off the field this person may sub in for teammates, but they must leave the field first.

RULE 3- FOULS, PENALTIES AND TIE BREAKERSECTION 1: FOULS

1. Handball: a ball touched with a hand or arm by any player other than the goalie. Shoulder is not considered hand ball. If the ball plays the hand in a natural position, NO HAND BALL! If the hand plays the ball in any situation, that is considered HAND BALL.

2. Any roughness: tripping, pushing, or holding.

3. Slide tackling: NO players are allowed to slide tackle and are subject to ejection.

4. Illegal substitution (substitute entering the court before the player he/she is replacing is off the soccer field).

SECTION 2: DIRECT FREE KICK1. A direct free kick is awarded to the opposing team if a player commits 1 of the 6

offences:a. Kicks or attempts to kick an opponent.b. Trips of attempt to trip an opponent.c. Jumps at an opponent.d. Charges an opponent.e. Strikes or attempts to strike an opponent.f. Pushes an opponent.

2. A direct kick is also awarded if a player commits any of the following four offences:a. Tackles an opponent to gain possession of the ball, making contact with the

opponent before touching the ball.b. Holds the opponent.c. Spits at an opponent.d. Handles the ball deliberately.

3. A direct free kick is taking from where the offense occurred.

SECTION 3: INDIRECT FREE KICK1. An indirect free kick is awarded to the opposing team if a goalkeeper, inside his own

penalty area, commits any of the following four offences:a. Takes more than 6 seconds while controlling the ball with his/her hands before

releasing it.b. Touches the ball again with his hands after it has been released from his/her

possession and has not touched any other player.c. Touches the ball with his/her hands after it has been deliberately kicked to

him/her by a teammate.d. Touches the ball with his/her hands after he/she has received it directly from a

throw-in taken by a teammate.

2. An indirect kick is also awarded to the opposing team if a player in the opinion of the referee:

a. Plays in a dangerous mannerb. Impedes the progress of an opponentc. Prevents the goalkeeper from releasing the ball from his hands

3. An indirect free kick is taken from where the offence occurred.

SECTION 4: PENALTY KICK1. A penalty kick is awarded if any of the above offences is committed by a player inside his

own penalty area, irrespective of the position of the ball, provided it is in play.

2. Goalies must keep their heels on the goal line. Once the kicker has begun his/her kicking attempt, the goalie may move laterally.

3. Once a kicker has kicked a penalty shot, then a goalie may move forward/backward, but not until the ball has been kicked.

4. The kicker has only one attempt to score. The attempt must be in one motion. If the kicker stops the penalty shot, it is considered a missed shot.

5. The goalie may not move from the end line until a ball is kicked.

6. Goalies may not be exchanged during penalty kicks.

SECTION 5: THROW-IN1. A goal cannot be scored from a throw-in.

2. Ball must pass over the player’s head.

3. Both feet must remain on the ground.

SECTION 6: CORNER KICK1. A goal may be scored off a corner kick.

2. A corner kick is awarded when the whole ball, having last touched a player of the defending team, passes over the goal line either on the ground or in the air, and a goal is not scored.

3. The ball is placed on or inside the corner arc.

4. The ball is kicked by the player of the attacking team.

SECTION 7: OFFSIDEOffside rules will not be enforced.

SECTION 8: TIE BREAKER1. If at the end of a match the score is tied, there will be a penalty style shootout.

2. Teams will decide on 5 players to take the penalty kick and will announce which 5 players they have chosen for the shootout.

3. 5 shots will be taken on the goalie that was in the goal at the end of regulation.4. The 5 shots will be taken from 12 yards out.

5. If the game is tied after the 5 shots, each team will kick until an unanswered goal from the remaining players on the roster.

6. Goalie is allowed to kick for penalty style shootout.

RULE 6- PLAYER AND COACH CONDUCTSECTION 1: PLAYER AND COACH CONDUCT

1. Captains are responsible for the conduct of their players and fans

2. Any acts of unsportsmanlike conduct including unnecessary roughness, argument, abusive language directed towards officials/opponents will result in player(s) involved being ejected from the game.

3. Any player ejected from the game will automatically be suspended for one contest.

Softball Rules and Regulations (Co-ed)

RULE 1- DEFINITIONSSECTION 1: BLOCKED BALL

A blocked ball is a batted or thrown ball that is touched, stopped or handled by a person not engaged in the game or which touches any object which touches any object which is not part of the official equipment or official playing area.

SECTION 2: CHOPPED BALLA chopped ball is one at which the batter strikes downward with a chopping motion of the bat. Chopping will not be permitted.

SECTION 3: DEAD BALLThe ball is not in play and is not considered in play again until the pitcher is within eight (8) feet of the pitcher's plate and the plate umpire has called play ball.

SECTION 4: ILLEGALLY BATTED BALLOccurs when a batter hits a ball while his/her entire foot is completely out of the box, on the ground when he/she hits the ball; when any part of the batter's foot is touching home plate when he/she hits the ball; or when the batter hits the ball with an illegal bat.

SECTION 5: FAKED TAGA form of obstruction on a runner, while advancing or returning to a base, by a fielder who neither has the ball nor is about to receive the ball, and which impedes the progress of the runner. The runner does not have to stop or slide. Merely slowing down when a faked tag is administered would constitute obstruction.

SECTION 6: INFIELD FLYA fair fly ball (not including a line drive) that can be caught by an infielder with ordinary effort, when 1st and 2nd, or 1st, 2nd and 3rd bases are occupied, before two outs. The pitcher, catcher and any outfielder who positions him/her in the infield on the play shall be considered infielders for the purpose of this rule.

SECTION 7: INTERFERENCEInterference is the act of an offensive player or team member, which impedes or confuses a defensive player attempting to execute a play.

SECTION 8: OBSTRUCTIONObstruction is the act of: a) a defensive player or team member which hinders or prevents a batter from striking or hitting a pitched ball or b) a fielder, while (1) not in possession of the ball, (2) not in the act o fielding a batted ball or (3) not about to receive a thrown ball, impedes the progress of a base-runner or batter-runner who is legally running bases.

SECTION 9: OVERTHROWAn overthrow occurs when a thrown ball from a fielder goes beyond the boundary lines of the playing field (dead ball territory) or becomes a blocked ball.

SECTION 10: STEALINGThe act of a base runner attempting to advance during a pitch to the batter. No base stealing will be permitted. The runner must be in contact with the base until the pitch crosses the plate or it hit.

SECTION 11: STRIKE ZONEThe space over any part of home plate which is between the batter's back shoulder and his/her knees when the batter assumes his/her natural batting stance. The strike zone remains the same no matter where the batter positions.

RULE 2: THE PLAYING FIELD AND EQUIPMENTSECTION: 1 DISTANCE

1. Bases shall be sixty-five (65) feet apart.

2. Pitching distances shall be fifty (50) feet from home plate.

3. The playing field shall be described as the area defined by extending a line from the edge of the backstop parallel to the baseline.

4. Permanently placed objects falling within the area shall be considered out of play. All questions arising in this area shall be left to the judgment of the umpire.

SECTION 2: EQUIPMENT 1. Only official softball bats are legal.

2. Official twelve (12) inch softballs in men's play and official eleven (11) inch softballs in women's play will be used. Coed games will alternate softballs for the gender of the batter. Teams must use balls provided by the IM Department unless others are mutually agreed upon.

3. Tennis shoes, turf shoes, or other soft sole shoes must be worn. Shoes with rubber cleats soles are permitted, however plastic and metal cleats are prohibited. Any person wearing illegal shoes will be ejected from the game.

4. A player may wear gloves but only the catcher and the first baseman are permitted to wear mitts. Players must supply their own gloves/mitts.

RULE 3- PLAYERS AND SUBSTITUTESSECTION 1: NUMBER OF PLAYERS

Each team shall play with ten players, but may start/play with nine players with no penalty, or with eight players with one automatic out. Four players shall be in the infield, four in the outfield, one pitcher, and one catcher. The pitcher and catcher positions must be filled.Each team should have a minimum of three female players playing at all time. Team may decide whether they want to have two female players playing infield or outfield.

SECTION 2: SUBSTITUTIONS1. To make a substitution, the captain must notify the umpire who will suspend play and

notify the scorekeepers.

2. A player who has been substituted for may re-enter the game.

3. A player may not bat more than once in the batting rotation. (Example: Batting rotation means batting once through all 10 positions.)

4. No designated hitting will be permitted.

SECTION 3: PLAYERS NAMES ON SCORECARDSA player shall be officially in the game when his/her name and ID number have been entered on the official scorecard.

SECTION 4 PLAYER ELIGIBLITY AND TEAM ROSTERSTeam rosters are due prior to the beginning of the season. Players may be added to teams any time before the playoffs start. Updates to team rosters can be done on the online registration system. Only current OUHSC students are eligible to play and need to be listed on the team roster. Ineligible players include current students who are no listed on the team roster, spouses of current OUHSC students, former OUHSC students, and any other classification of a non-student.
