2. DATA SOURCES2.1 Previous experiences: The e2i 2010 Action Plan. Lessons learned, outcomes achieved

• Monitoring the National Innovation Strategy (e2i): FECYT developed a data collection methodology targeted for all ministerial actions within the scope of the Innovation Strategy Action Plan, 2010.

• In order to meet the established objectives, FECYT carried out the following actions:1. Identification of public authorities responsible of the innovation Strategy Action Plan 2. Drafting two templates for data collection: o calls for tenders o procurement of goods and services.

The actions of the e2i 2010 Action Plan collected using the template for procurement of goods and services can be understood as a first approach to an Public Procurement Scoreboard.

3. NEXT STEPS

• (Ongoing) Drafting a template for public authorities bidders responsible of Public Procurement contracts. It implies identification of: o ministries and their managerial departments, o programs and actions, o responsible delegates.

• (Expected) Defining procedure for validation of main indicators (coming from state procurement platform): tracking BOE: Spanish “official gazette” and (for execution) the Spain´s Business R&D innovation survey which asks firms the value of R&D contracts with the government (both central and local).

• (Expected) Asking procurement questions in innovation cognitive tests.

• (Open proposal) Topic modelling to find out patents and publications on PPI.

• (Open proposal) Using PITEC, the Technological Innovation Panel.
