Ed Barnes Salmon Report

Fall is the time of the year when adult salmon return to their native streams to spawn. This year was no different, except that fewer numbers of adult salmon returned. This was after spending 2-4 years off the coast of Alaska. Boeing Creek had a few adult coho salmon return, but not as many as in years past. This trend was seen in other area streams and hatcheries in the Puget Sound ar-ea. The most likely cause was poor ocean conditions. Despite the low returning numbers I hope that Innis Arden residents were able to see some of the coho salmon, along with chum salmon (that should have gone back to Pipers Creek in Carkeek Park to the south). Since July I have been able to observe salmon, eagles, deer, coyotes and other wildlife in the Reserve 'O' ar-ea. Hopefully other folks have too. Thanks again for the opportunity to restore and enhance

a salmon run to Boeing Creek.

Canine Observation Even if dogs are within the perimeter of an invisible fence, passers-by don’t know that and may become alarmed by a large lunging barking dog. Also when a dog is on the roof, the barking noise carries farther and louder.

Annual Meeting/Election to reconvene

The community did not have a quorum at our annual meeting on January 18th and therefore we were una-ble to elect new officers to the board. With the hope of achieving a quorum, the Annual Meeting will re-convene on Wednesday February 8, 2017, at 7:00. We need your help to obtain a quorum so that we may elect new officers to serve on the board. If you have not already voted, please vote via email, mail in, or bring your ballots to the meeting on February 8th at 7:00. At the continuation of the Annual Meet-ing the candidates will be giving their statements and the ballots will be counted. In addition to the candidates printed on the ballot (David Fosmire and Steve Johnston), three people have indicated their intent to run as ‘write-in’ candi-dates: Jeff Gough, Easton Craft and James McCul-loch.

January 10, 2017 Board Meeting The meeting was called to order at 7:00 PM. Pre-sent: Easton Craft, Steve Johnston, Dave Fosmire, B.J. Oneal, Cindy Esselman, Kathi Peterson, Maggie Tabor. Absent: Harley O'Neil. President - Easton Craft Opening remarks: Annual Meeting: The annual meeting is next Wednesday, January 18th. Sign in for proxy holders begins at 4:30 pm. At 6 there is coffee hour and sign in for members and at 7 pm the meeting will begin after reaching a quorum. Currently we have 5 positions up for election (Easton, Harley, Dave, Steve and Jamie’s vacated position). Members will also be ratifying the election of the Activities committee member to serve on the Board and voting to approve the annual budget. A motion was made by Dave Fosmire and seconded by Steve Johnston allowing for Sue Cox and Carol Solle to be the designated agents of the Board of Directors of the Innis Arden Club to process eBallots for the Annual Meeting. The motion passed unani-mously. Compliance: We continued our compliance efforts this past month although many of the properties we have been work-ing with have proven challenging. Several properties have either been delayed by permitting or have failed to achieve compliance by the prescribed deadlines set by the Board.

Compliance Hearing: Scheduled for Jan 11th at 7pm – Webb 18605 17th Ave NW Thanks to the members of the Board and neighbors for your efforts on these and other compliance mat-ters. The Board will continue to communicate to the owners the importance of complying with the Cove-nants or schedule compliance hearings where there is a refusal to comply. Redditt Litigation: Ms. Redditt recently completed the sale of her house. While there are extenuating circumstances surrounding the sale, the underlying compliance mat-ter continues to accrue daily fines. The Board hopes the new owners will move to bring the property into compliance quickly. Unfortunately, the Redditt law-suit against the Club continues. Redditt’s Land Use Petition Act lawsuit (“LUPA case”) challenging the City’s approval of her permit application to cut her trees was dismissed by the King Superior Court because she let her permit ex-pire. The appeal is likely to be briefed and argued in the spring and summer of 2017 or perhaps later de-pending on whether extensions are sought. Redditt’s 2nd lawsuit (the “main case”) challenging the Club’s compliance decision and related matters, and in which Redditt seeks damages, has been par-tially stayed pending the outcome of her appeal in the LUPA case. Motions can also still be brought if they do not turn on the outcome of the LUPA case now pending in the Court of Appeals. Vice-President - Dave Fosmire No report. Acting Secretary - Kathi Peterson Sue Cox and Carol Solle have stepped up and worked together to plan the upcoming Annual Meet-ing. It takes a lot of time, coordination, organization and hard work to pull off this important community meeting. On behalf of the Board and the community, we all thank Sue and Carol for their contin-ued volunteer work that helps make Innis Arden such a wonderful place to live. Treasurer - Harley O'Neil The Innis Arden bank accounts are doing very well. Our checking account ending 2216, as of today, has $43,983.44 in it. Our savings account ending in 6400, as of today, has $4,283.89, but today Dave Fosmire took two checks from our insurance provider in the total amount of $23,539.00 to the bank so the actual balance in this account will be $27,822.89 to-

morrow. And, finally, our savings account for Asset Reserve maintenance and replacement has $150,292.69 in it. I want to thank each of the Board members for being careful spending the money approved by the mem-bers of the community last year. It would have been very easy to overspend the money budgeted but every Board member was careful in managing the money in their respective budgets. Later this month, the community will have the oppor-tunity to approve the budget provided earlier to eve-ryone with the dues remaining at the same level as last year. It has been a pleasure to act as your Treasurer this past year and I will make myself avail-able to help in any way possible to whoever takes over this position next year. Building and Remodels - Cynthia Esselman There are no remodels to report this month The language for the Homeowner’s Guideline for Re-models and New Construction has been updated to include the requirement for the size of plans present-ed to neighbors for review. The Language will now read:

The Plans presented to neighbors and submitted for board review must be scaled, at a minimum , 1/4”=1’ and 1”= 10’ for site plans. The McNaughton property located at: 1098 Innis Ar-den Drive Intends to have plans ready for review at the February meeting. Dave Fosmire is facilitating the review of the property for the board since Cynthia Esselman and her family is directly impacted by the project. Clubhouse - Kathi Peterson We closed out the Clubhouse with our annual Activi-ties party, family celebrations, memorials and Parkour early morning exercise class. This year the Clubhouse will be unavailable from February 25-March 23 due to the pool remodel. Activities will need to unload the Rummage Sale items from the pool house and their storage container to the Club-house a week earlier than normal. We are delighted we have the space available. There will be a brief interruption in the gas supplied to the Clubhouse as the Swim Club needs to rerun their own line. No cus-tomer will be disrupted. Email update regarding the Swim Club from Lance Blair: "I have asked PSE how long the work will take and they have not yet responded. However, based on previous conversations, I believe the work will last two days. The gas will not be turned off the entire time. They will run the new gas line first and then disconnect the old and hook up the new line to the meter. They said that the clubhouse would only be without gas for 1 to 2 hours, and I believe that will occur on the second day of work... The new line will come from 188th, go around the east side of the building and then turn and go under the patio to the meter. They use a boring machine to minimize disturbances but there will be the need to cut or dig small holes approximately every 30 feet. They will try to make these holes in dirt areas as much as possible. There will be at least one hole in the patio where the line comes up to the meter, and it is possible there will be more depending how the boring goes. All holes will be patched by the crew on site, and then a specialty paving contractor will come out approximately 4 to 6 weeks after the job to match the patched areas to the rest of the surroundings. PSE is covering the cost of the installation of the new gas line to the clubhouse."

Grounds - B.J. Oneal Not much to report for Grounds this month apart from Lance, Greg, and BJ continuing to discuss where to locate the sprinkler controls once the pool remodel is complete. More to come on this topic. Natural Reserves - Steve Johnston Trail Maintenance Club Trails and Grounds manager Greg Paquette has been hard at work placing crushed rock and gravel on muddy areas of the spur trail just south of the drain-age ditch in NE Blue Heron reserve. He is using the Club’s new motorized “Muck Truck” wheel barrow that makes it easy to move 1000 lbs. of gravel in one trip. Our immediate goal is to make that section of trail walkable in any season. Maintenance/Garden Shed The new maintenance/garden shed was built be-tween Christmas and New Years. It is located behind the tennis courts, and is already proving very use-ful. We will paint the trim when the weather warms up. The shed was designed to complement the new pool house architecture. Council of Neighborhoods - June Howard At the January 4th meeting of the Council of Neigh-borhoods a panel discussed social media and these

attributes were suggested to be part of our communi-cations to our neighbors: inform, educate, entertain, delight, and inspire. Margaret Smith, the Shoreline City Attorney, will be guest speaker at the March meeting of the Council of Neighborhoods. Community Comments: Looking ahead, it appears the Board meeting date for March will have to be re-scheduled. Has the yellow line that was removed on Ridgefield made any difference? Traffic Monitors are out as a result of a request by homeowners on Ridgefield. Af-ter the City made some adjustments on Innis Arden Drive, the work appears unfinished. Easton mentioned that Richmond Beach Congrega-tional Church in the past has hosted homeless groups on their property. A gentleman residing in Richmond Beach, under a Temporary Use Permit, has wanted to use his property to house a tent city. The Planning Commission has adjusted and re-written the code and it will go to the City Council. The City is trying to write a better written, more comprehensive code.
