    3. SCOPE OF WORK:

    3.1 The broad parameters and features of the instrumentation and control panel shall be as per the technical details provided later in this tender.     3.2 The scope covers supply, erection and commissioning of Instrumentation, Control Panel, Synchronizing panel, Motor control centre and other accessories, system Integration and commissioning and prove out at site of MRS-DLW.   • 3.3 Successful tenderer will have to submit QAP for approval of DLW within 15 days of the placement of contract. Shop Inspections and test as per specified codes and standards and as per specifications/approved QAP shall be carried out by the contractor. Successful tenderer shall prepare a presentation on logic of operation explaining operation philosophy and get same approved by DLW before proceeding with detail design of system. The successful tenderer will further be required to submit Wiring diagrams and logic diagrams for approval of DLW before starting the fabrication.

    3.4 At site, material handling facilities will have to be arranged by the contractor.

    3.5 Governor control unit, associated KW transducer and AVR will be provided by DLW to the successful tenderer for mounting in the DGLCP.

    3.6 All required minor Civil works associated with installation of items will be in the scope of tenderer.

    3.7 Fabrication, pre assembly (if any), erection, commissioning, testing and putting into satisfactory operation of all the equipment / material shall be in the scope of contractor.

    3.8 Satisfactory conclusion of the contract and handing over of the completed and fully functional and operational system.

    3.9 The Bidder shall be responsible for providing all material, equipment and services specified or otherwise which are required to fulfill the intent of ensuring operability, maintainability and the reliability of the complete work covered under this specification. Contractor shall be responsible for design and engineering of overall system and all its elements, subsystems, auxiliary systems and services, facilities, equipment, material, etc. Contractor shall provide complete engineering data, drawings, reports, manuals, etc. for DLW's review, approval and records.

    3.10 Contractor shall also furnish the recommended relay settings to be adopted.

    3.11 The contractor shall note that the list of standards specified elsewhere in this specification is not complete. Whenever necessary the list of standards shall be considered in conjunction with this specification, IS & IEC. In case governing standards for the equipment is different from IS or IEC, the salient points shall be clearly brought out along with English language version of the same.

    3.12 Preliminary drawings, documentation and End documentation in proper bound form shall be submitted by the tenderer as per Clause 12. All drawings and documents (manuals, procedure etc.) shall also be furnished by Contractor in soft form on compact disc media.

    3.13 Contractor will be also required to co-ordinate with other Agencies and DLW for approval of all drawings and design data which affects performance of his supplied equipment, such as rating of auxiliary power supply, ratings, class and ratio of CTs for instrumentation and protection in DG Control and synchronizing panel and respective cable sizes, number and type of auxiliary contacts of DG CBs, Neutral isolating switchgear, maximum and operating range of parameters etc.

    3.14 The bidder to note that drawings enclosed with specification are indicative for Tender purpose only and shall supplement the requirements specified herein. These are preliminary drawings for indicative purpose only and are subject to changes that may be necessary during detailed engineering after award of contract keeping the basic parameters as specified.

  • 3.15 Whether called for specifically or not all accessories required for normal operation of equipment are to be considered as a part of contractor's scope of supply. Since design, engineering, supply erection and commissioning is in the scope of the contractor, the details indicated in our specification are of minimum requirement. Additional requirement called for during detailed design and engineering shall have to be provided for in the offer. Contractor will be required to have close co-ordination in successful installation and commissioning of project for ensuring -

    i. Trouble free operation.ii. Ease of Maintenance.iii. Personnel and equipment safety.

    Drawings and documents submitted to Contractor for vetting shall be reviewed and returned within 7 working days. During commissioning of plant if Contractor raises objection or needs modification in frozen specs and working drawing for safe operation of his supplies, Cost of such modification and project delays consequences shall be to Contractors account.

    3.16 The contractor shall take necessary precautions to carry out work with utmost safety and care. The damages, if any to the existing equipment shall be made good to the satisfaction of engineer in charge whose decision shall be final and binding.

    4. Basic Design Features:4.1 It is not the intent to specify completely herein, all details of design and construction of the

    equipment. However, the equipment shall conform in all respects to high standards of Design, engineering and workmanship. The Engineer in charge shall be entitled to reject any work or material which, in his judgment, does not meet the drawings and specification entirely.

    4.1.1 The design material, construction, manufacture inspection, testing & performance of all the items shall comply with the latest editions (including amendments there to) of all currently applicable standards, statutes, regulations and safety codes in the locality where the equipment will be installed. Nothing in this specification shall be construed to relieve the CONTRACTOR of this responsibility. List of Standards and codes is attached at Annexure-4

    4.1.2 In the event of any conflict between the requirement of the codes/ standards and this specification, the more stringent of the two shall govern.

    4.1.3 Prior approval shall be obtained by the contractor from the DLW regarding make and type of instruments and sub-contracted items (if any) included in this scope.

    4.1.4 Other standards are acceptable if they are established to be equal to or superior to the listed standards. In all such cases, however, copies of English translation of such National Standards shall be attached to the tender.

    4.2 Features of DG Set:

    4.2.1 The DG set shall be highly reliable which shall be prime design consideration. The equipment shall be capable of safe, proper and reliable operation for the specified service conditions. The TENDERER shall specifically explain the design features incorporated by him to achieve a high degree of reliability.

  • 4.2.2 It is expected that DG set may be started about 200 times in a year and may run for about 1000 hours in a year. TENDERER shall confirm that equipments offered are capable of operating under such operating conditions to the standards specified for over 25 years life of the DG Set. TENDERER shall
