For submitting the digitally signed copy of the unpricedtender documents as token of acceptance, bidders are required to put tick markagainst tender documents in the "Bid common forms" of the E-Tender. In casenothing is mentioned regarding acceptance of the documents in separateattachment titled 'DEVIATIONS', it will be assumed that all tender documentsare acceptable to the bidders. DEVIATION :

You are requested to have all your queries clarified before bidding. However,if you still have deviations from our RFQ and the attachments (specifications/ scope of work / Drawings ) etc. please indicate deviations in your offerunder a separate attachment titled 'DEVIATIONS' giving reference to RFQ clauseno. Deviations appearing in separate attachment of the E-Tender titled'DEVIATIONS' shall only be considered while evaluating the offer. In casethere are no deviations, please submit "NIL DEVIATIONS". Deviations mentionedelsewhere shall not be considered for evaluation.

NEFT PAYMENT:

Payments to contractors etc. shall be made by National Electronic FundTransfer (NEFT) only. Payment by cheque will be made only to those vendorswhose bank is located in the city where NEFT payment facility is presently notavailable. Bids received from vendors who are not accepting the NEFT paymentterms are likely to be rejected.

MSME CLAUSE:

Clause regarding purchase preference to Micro and Small Enterprises

Owner reserves its right to allow Micro and Small Enterprises (MSEs) and MSEsowned by Scheduled Caste (SC) or the Scheduled tribe (ST) entrepreneurs,purchase preference as admissible/ applicable from time to time under theexisting Government policy. Purchase preference to a MSE and a MSE owned bySC/ ST entrepreneurs shall be decided based on the Net Evaluated Price quotedby the said MSEs as compared to L1 Vendor at the time of evaluation of theprice bid, in case the contract is divisible. Bidders claiming purchasepreference as MSE need to submit the following documents:a. Notarized copy of all the pages of the EM-II certificate issued by theappropriate authorities mentioned in the Public procurement policy ofMSEs-2012.b. Vendors' declaration on a duly notarized Rs.100 stamp paper stating that,in the event of award of contract, all the ordered supplies shall be made fromthe unit for which MSE certificate has been submitted.

The photocopy of the Valid MSE registration with any notified body specifiedby ministry of micro, small and medium enterprises should accompany the biddocuments. Failing which no price preference will be considered in such cases.

The Net Evaluated Price is the all inclusive delivered price.Net Evaluated Price = Quoted Basic Price + Excise duty + Freight +local taxesand duties+ Octroi Charges and /or entry tax less Cenvat Benefits on Exciseand Input Tax Credit on VAT.

Clause regarding ISO Certification and adherence:

BPCL Mumbai Refinery is an ISO:50001:2011 certified Refinery and is focused onenergy efficiency. In line with the same, all contractors providing servicesfor BPCL Mumbai Refinery should preferably deploy energy efficient equipmentssuch as energy efficient welding machines, LED / CFL temporary lighting andtemporary window AC of BEE 4-star rating and above for execution of the work.

Please submit folowing details in the E-Tender attachment titled "reply ofpoint no.13 of special safety conditions" along with techno-commercial bid:-

All Hydrocarbon lines are to beflushed, drained and purged before cutting, and unbolting of the flangedjoints wherever required, as instructed by Engineer- in charge. Contractor mayhave to open/dismantle the pipelines at intervals specified by BPCL operationsby cold cutting or using spark-free tools to ensure no hydrocarbon is leftinside the line before starting hot work on the same. Dismantled lines mayrequired to be cut in small pieces of 2 meters length and removing all bendsand angles to make them straight before disposal to BPCL scrap yard. Allflanged fittings like valves, NRVs, control valves, electrical and instrumentfittings etc shall be removed from piping and shall be segregated. Theremaining portions of the dismantled lines are required to be properlysupported and open end to be covered with suitable plastic cap / blind flangeassembly as per the size of the line. Material and type of plastic cap / blindflange to be used for covering the open end shall be approved by BPCL/EIC.Contractor is required to dispose all scrap material to BPCL scrap yard in aformat acceptable to BPCL. DISMANTLING OF ELECTRICAL ITEMS MADE OF CS/MSCS/MS Electrical Items includes all types of Switch boards, Plug Sockets,Junction Boxes, Call Points, Lighting Poles of Carbon Steel, Mild Steel,Galvanized Iron, Cast Iron. (excluding Aluminium and its alloys). Bidder toquote rate per Metric Tonne for removal of above mentioned items of all typesat all elevations and heights as directed by Engineer-in-charge. The scrapand non salvageable material like canopies, covers etc generated out ofdismantling work to be disposed off outside refinery keeping BPCL indemnifiedof any liability of whatsever nature without any extra cost to BPCL. Switchboards / Plug sockets which are identified for disposal to scrap yard shall bedisposed to scrap yard. All electrical items which are identified for reuse byBPCL/EIC shall be dismantled carefully, serviced with cleaning and cover usingplastic sheets so as to avoid ingress of water and dust before shifting to thestorage location. It is the responsibility of contractor to Tag allfittings/equipments clearly indicating the type of fittings with its locationin a manner approved by BPCL/EIC before starting dismantling work. Contractorshall take all necessary precautions and ensure that fittings are shifted andstored as per the tags and no tag is missed or damaged during the activity.

SCOPE OF WORK

1. INTRODUCTION:BPCL is putting up a new unit "Gasoline Hydro Treatment Unit" at MumbaiRefinery. For making the area available for putting up the new unit under thisproject, existing CRU-NSU units and its associated facilities like Substationand Control Room are to be dismantled. This Contract includes the dismantlingworks of existing CRU plant and its associated facilities for setting a newGTU. Contractor should apprise himself of all the site conditions beforequoting for the contract.

Mr. K. Naveen Chander (Chief Manager, Projects) shall be theEngineer-In-Charge (EIC) for this project.

2. SCOPE OF WORK: "Dismantling work" will be consisting of followingsdisciplines such as Civil & Structure, Piping, Electrical, Instrumentation,Equipments and Equipment Packages as per the instructions of BPCL/EIC which

2.1 CIVIL & STRUCTURAL WORKS:

The Scope of Work involved in general is to carry out dismantling works forconcrete and steel structures above ground (including elevated structure) byadopting any methods such as RCC core cutting / diamond cutting / chipping /jaw crushing / hand crushing / gas cutting/ cold cutting /conventional methodsetc. It includes the following list of structures but not limited to the same.

Technological structures supporting vessels, exchangers etc. at all heightswhich include concrete/steel columns, beams, pedestals & slab, local pipesupports above slab & foundation.

Grade supported Column, Vessel, Reactor & Exchanger pedestals, tie beams andother miscellaneous structures required during course of work.

Pipe rack & Pipe supports pedestal, columns, beams etc.

Isolation of existing tech. structure (concrete/steel) if necessary byproviding necessary supports for existing structure during the course of workat all depth & heights.

Providing temporary protection arrangement to protect the existingstructure/facilities like equipment, pipes, cable supports, instruments andother miscellaneous structures to be retained which may be affected duringcourse of work at all heights.

All other civil structural works forming part of scope of works of GeneralCivil, Mechanical, Electrical, Instrumentation, other disciplines as laid outelsewhere in this tender document to ensure completion.

Therequirement laid down here is the minimum requirement and the same should notbe interpreted as limiting.

2.2 PIPING/STATIC/ROTARY EQUIPMENTS:

EQUIPMENTS:

As a part of dismantling job, all Static/Rotary equipments like Vessels,Columns, Pumps, Pump-Motors, Fans, Ejectors, De-superheaters, Silencers,Reactors, Heat Exchangers and Air Fin Coolers, Tanks, Stack etc of CRU are tobe dismantled and shifted to M/s BPCL Scrap Yard / location identified byBPCL.

Contractor is required to prepare a detailed dismantling scheme indicatingdetailed procedure, steps involved, equipments and tools to be deployedincluding types and capacity of lifting as well as trailing cranes, etc. andtake approval from EIC before commencing the dismantling activity. Duringhandling of equipments, if required, adequate lifting lugs/ trunnions/ tailinglugs shall be provided by contractor. Design of above shall be in contractor'sscope and shall be approved by BPCL Engineer-In-Charge before proceeding withthe job.

All associated structure, platforms, ladders, instruments, insulation,fireproofing, piping etc shall be removed from the equipment, segregated asper SOR prior shifting the same to Scrap Yard. All associated items shall bepaid as per respective SOR.

The contractor shall dismantle and shift these equipments to BPCL Scrap Yardor any other place inside BPCL Mumbai Refinery as instructed by BPCL/EIC. Therequirement laid down here is the minimum requirement and the same should not

If required and/or as per instructions of BPCL/EIC, dismantled equipmentsshall be cut into smaller pieces for ease of loading/unloading, shifting andtransport to Scrap Yard.

Saddle supporting system to ensure stability/ rigidity duringtransportation/storage shall be designed for each equipment wherever requiredand to be provided by contractor for storing the equipments at M/s BPCLwarehouse. Contractor to provide the required number of saddles of structuralquality (IS 2062), saddle height considering the platform width, dimensionsand thickness of base, wrapper and gusset plates.

Before dismantling and shifting the equipment, contractor to ascertain theequipment condition and intimate the same to BPCL/Site in-charge in writingbefore proceeding with the job.

If instructed by Engineer-In-Charge, instruments already installed in theequipments are to be properly dismantled before shifting so as to ensure nodamage.

For air-fin coolers, dismantling and shifting of complete equipment and itsaccessories including bundle frame, plenum chamber, motors, bearing block,motor suspension assembly, structural's, platform, hand railing, gratings etcin parts (but tube bundle in one piece) shall be in contractor's scope.

During dismantling, any damage done to the equipment or its accessories ornear-by equipment by contractor will be repaired or replaced by contractorfree of cost to BPCL.

All manpower, equipments including cranes, hydra, trailers etc, scaffolding,tools and tackles and all resources required for carrying out the dismantling,segregation, loading/unloading and shifting of equipment to BPCL Scrap Yard /Designated place in the refinery shall be in contractor's scope of work.

Payment for all the above activities shall be made as per scope of workdefined in individual SOR items.

PIPING:

The contractor's scope of work includes spading, dispading, connection forflushing/steaming if required,dismantling, cutting, gas-cutting of all typesand sizes of piping into suitable sizes; at all elevations, segregating as perSOR and shifting to BPCL Scrap Yard / Designated place inside BPCL MumbaiRefinery as per instructions of BPCL/EIC.

The pipe shall be dismantled from flanges, valves, NRVs, flanged fittings etc.

Thepiping shall be segregated as per metallurgy/SOR items before shifting it toScrap Yard.

Cement Lining, Insulation, Instrument & Electrical Fittings, Pipe Supports andall such attachments to piping shall be removed and segregated prior toshifting of scrap. All such attachments shall be paid as per respective SORItems. Piping Supports and supporting structure shall be paid as per SOR Itemof "Dismantling of Structure".

All manpower, equipments including cranes, hydra, trailers etc, scaffolding,tools and tackles and all resources required for carrying out the dismantling,segregation, loading / unloading and shifting of equipment to BPCL Scrap Yard/ Designated place in the refinery shall be in contractor's scope of work.

2.3 HEATER PACKAGE:

Contractor scope of work is to dismantle, cut, segregate and shift the heaterpackage to client warehouse/scrap-yard or any other place inside BPCL Mumbairefinery as instructed by BPCL/EIC all along with accessories &instrumentation and attachments like platforms, ladders, insulation, fireproofing etc.

The heater shall be cut into pieces suitable for transportation as directed byBPCL/EIC. The contractor shall separate/ segregate refractory lining,insulation, coils etc during dismantling of the package. Removal of suchaccessories, segregation, loading/unloading and shifting/transport of materialshall be in contractor's scope. All such attachments / accessories shall bepaid as per respective SOR.

The dismantling of heater shall be paid under SOR Item "Dismantling ofStructure". The dismantling of Stack shall be paid under "Dismantling ofEquipment". The dismantling/demolition and disposal of refractorybricks/lining shall be paid as per SOR Item "Dismantling and Demolition ofBrickwork/PCC".

The work involvesdismantling of all types of Electrical Fittings, equipments, Instruments,Flow, Pressure, Level, Temperature Field Instruments with their manifolds andits accessories like thermo-wells / Local Instruments (Electronic & Pneumatic)and special instruments / instrument items like (Including its accessories,vents, drains, pedestals, etc), Local Control Panels, Local Gauge Boards,Instrument Airlines, Tubing (SS & Cu) with Tube fittings, Junction Boxes(including cable glands, junction box supports), Cables, Cable Trays / Ladderor perforated Trays (including its supports), Cable ducts, Angle trays, fireproofing of different types of trays/ducts, Cable Trenches, InstrumentSupports/Stanchions, Canopies / Sunshades, Instrument impulse lines (includingits supports), Instrument accessories, Gas Detectors, all instrument relatedstructural / concrete supports, insulation material used for instrumentinstallations, etc., within the unit battery limit of CRU and for cabletrenches up to Substation-9 and CRU Control Room.

All MV/HV cables (in cable trays / trenches), cable trays, cable glands, cablelugs, MV/HV termination kits, earth plates, Earth strips, Lightning protectionsystem, lighting fixtures, flood lights, lighting poles, control gear boxes,power sockets, receptacles, lighting/power panels, junction boxes, fire alarmsystem components (manual call points/ break glass units), plant communicationsystem components (field call stations, loud speakers etc.), push buttonstations, field panels and miscellaneous field electrical equipments, etc.

Contractor shall perform dismantling, segregation and transport to BPCL ScrapYard / the location designated by the EIC/BPCL and the item rates quoted bythe contractor under the respective items shall be inclusive of all theactivities required to be done for completing the activity in totality.Further the contractor shall dismantle the Electrical fittings / cables /instruments / instrument items either as a whole entity or as individual itemsas per the instructions of the BPCL / EIC. All instruments & instrument itemsalong with accessories shall be stacked by the vendor as per the items coveredin the schedule of rate and these items shall be disposed as per the terms andconditions of the contract as indicated elsewhere in this contract.

Contractor scope includes dismantling of instruments installed on Pipelines(A/G), Equipments, Pump SKIDs, Package Equipments, etc as per SOR.

Contractor shall remove cables from the existing cable racks, structures,platforms, buried inside RCC lined trenches/underground by excavating orRCC/PCC breaking at all heights as per the procedures approved by the EIC andthis shall also include removal of sand / brick layer, caution mats, insidethe cable trench, dismantling of wires / cables as per the instructions of theBPCL / EIC. Payment shall be made as per SOR.

The dismantled cables shall be segregated, rolled into coils onto each other/on cable drums into sizes/volumes for ease of transportation to Scrap Yard.

After dismantling / removal of the instruments / instrument items from theexisting location, contractor shall segregate & transport the materials as perthe instruction of the BPCL / EIC.

All manpower, equipments including cranes, hydra, trailers etc, scaffolding,tools and tackles and all resources required for carrying out the dismantling,segregation, loading/unloading and shifting of equipment to BPCL Scrap Yard /Designated place in the refinery shall be in contractor's scope of work. Therequirement laid down here is the minimum requirement and the same should notbe interpreted as limiting.

3. SPECIAL CONDITIONS OF CONTRACT:

Please note that "Scope of Work" will be read along with the 'SpecialConditions' of this contract. Contractor shall be required to abide by theconditions stated in General terms & conditions attached.

Bidder is advised to visit and examine the site, its surroundings andfamiliarize himself of the existing facilities and environment, and collectall other information which he may require for preparing and submitting thebid and entering into the Contract. Claims and objections due to ignorance ofexisting conditions or inadequacy of information will not be considered aftersubmission of the bid and during implementation.

The Bidder and any of his personnel or agents will be granted permission bythe BPCL to enter upon his premises and land for the purpose of suchinspection, but only upon the explicit condition that the Bidder, hispersonnel or agents will release and indemnify the BPCL and his personnel andagents from and against all liability in respect thereof and will beresponsible for personal injury (whether fatal or otherwise), loss of ordamage to property and any other loss, damage, cost and expenses incurred as aresult thereof.

Contractor is required to study the equipment layout & associated drawings,prepare the list of equipments being dismantled and shifted, Analyzing whichdiscipline items to be dismantled first with respect to easy handling, reducedeffort, smooth flow of job etc., Preparing the sequence of dismantling andshifting with respect to the discipline (such as electrical, hazardous items,Instrumentation, piping, rotating equipments, static equipments, finally civilstructures etc. and get it approved from BPCL/EIC.

Contractor has to study the site & prepare route survey for shifting ofequipments/scrap, crane requirement & local movement, preparation ofdismantling and shifting sequence with respect to the erection weight of theequipment, elevation of the equipments etc. and get it approved from BPCL/EIC.

In a case BPCL/EIC instructs todismantle some or all of the instruments attached to the equipment then thepayment for the same shall be made as per SOR.

Contractor to apprise himself with existing HSE policy of M/s BPCL beforequoting. Contractor to follow M/s BPCL HSE policy and instructions of EIC,since the equipments being dismantled are located in running refinery.

Contractor shall deploy sufficient manpower during agreed working period toensure effective output to meet the agreed schedule/ bar chart.

The contractor without prejudice to the responsibilities to execute andcomplete the work as per the specifications and time schedule, progressivelydeploy construction equipment, tools and tackles and further augment the samedepending on the exigencies of work and as directed by the Engineer in chargeso as to suit the construction schedule within scheduled completion datewithout any additional cost to BPCL.

Fabrication works will be carried out at the contractor's workshop insiderefinery. Hot work (welding/gas cutting etc.) will be permitted at the site onfulfilling all conditions and requirements of work permit system followed inBPCL along with safety action plans. Contractor shall ensure the safety whiledoing hot works on lines and equipments by first arranging for cold cutting atspecified intervals and flushing the lines using raw water or compressed airas instructed by BPCL/EIC.

Quality of work shall be guaranteed by contractor & any rectification to meetthe quality standards set by good engineering practice shall be done bycontractor free of cost as directed by Engineer-in-charge.

The contractor to start dismantling of CRU and its associated facilitiesimmediately on award of contract.

4. FIRE & SAFETY REGULATIONS

The work shall be carried out in a safe manner as per Refinery Fire & SafetyRules & Regulations. Work permit condition shall be scrupulously followed.

BPCL conducts an intensive training programme on various aspects of Fire &Safety, on regular basis, at Refinery-Sports Club. It is the responsibility ofthe Contractor to nominate all the supervisors/labours (likely to be employedfor this job) for training through BPCL site engineer.

The successful completion of training is mandatory requirement (in addition toother qualifications/experiences mentioned earlier) for any supervisor/labourto be eligible for working at Refinery work site. Failing which nosupervisor/labour will be deputed for working at Refinery work site.Contractor shall also send all the other workmen deployed at Refinery for thistraining.

Contractor shall arrange all required safety gadgets like safety helmet,safety Belt, safety shoes, Boiler suit, Gloves, Goggles, Fire hoses, FireExtinguishers, etc. for their workmen and to execute the job as per permitconditions.

All Equipments and tools to be used at site shall accompany valid TestCertificates. For Cranes contractor shall arrange the Third party inspectionincluding load test at site before starting the activities which shall bewitnessed by EIC without any extra cost to BPCL. Contractor shall maintain arecord of all equipments and tools being used at site with theiridentifications numbers and test certificates in a separate file.

Contractor shall arrange for temporary lighting inside the plot area whereverrequired without any extra cost to BPCL. If flameproof light fittings arerequired to be used as per work permit conditions the same shall be providedby BPCL on returnable basis. Contractor shall arrange all other necessarymaterials such as cables, ELCBs etc. and carry out all necessary works as perrequirement without any extra cost. Scaffolding will be as per BPCL standards.As far as practicable the danger zone around the work area should beadequately fenced off and sign painted.

5. MOBILIZATION FOR WORK:

Within 7 days of issue of contract letter the contractor shall mobilize allnecessary manpower & equipments & start the job at site as directed.

6. SCOPE OF SUPPLY:

6.1 BY BPCL (free issue): NIL

6.2 BY BPCL (Chargeable): Water & Electricity.

WATER:

Water shall be provided to the CONTRACTOR at one point, subject toavailability, on chargeable basis. The CONTRACTOR shall at his own costarrange for tapping, storage tank & distribution required for his workincluding supply, installation & calibration of water meters.The charge for Water is Rs. 80.0 / KL. Non availability of water through BPCLshould not be a case for extra claim or time extension. Therefore, theCONTRACTOR shall, within the quoted price, make alternate arrangement to copewith such eventuality. Additional water, if required, to meet the contractualrequirements, shall be arranged by the CONTRACTOR at his own cost.

POWER:

Construction power shall be provided to the CONTRACTOR at one point, subjectto availability, on chargeable basis. The charge for Electricity will be Rs.9.50 / kWh. All the works related to laying of cable / distribution panel etc.for construction power shall be arranged by CONTRACTOR at his own costincluding supply, installation & calibration of energy meters. The cost ofpower supply shall be recovered by the BPCL every month (without prejudice toany other mode of recovery available to the BPCL) by deduction from theCONTRACTOR'S bills.

The energy meter to be installed by the CONTRACTOR shall be tested andcertified by State Electricity Board or any other agency approved by BPCL. Theconstruction power shall be made available to the CONTRACTOR subject to grid

Therefore, the CONTRACTOR shall, within the quoted price, makealternate arrangement to cope with such eventuality. Additional power, ifrequired, to meet the contractual requirements, shall be arranged by theCONTRACTOR at his own cost.

6.3 BY CONTRACTOR:

All the Consumables & Equipments including safety gadgets such as fireextinguishers, fire hoses to complete the work as per scope of work & asspecified in SOR.

7. TECHNICAL PERSON AT SITE/DEPLOYMENT OF ENGINEER

Minimum manpower to be deployed at site during execution (Starting from 15thday from award of contract to Job Completion) without any extra cost to BPCLshall be as below-

I. PROJECT LEADER (CONTRACTOR)The CONTRACTOR is responsible to deploy the Project leader or ResidentConstruction Manager (RCM) possessing degree in Engineering with minimum 7years of experience OR diploma in Engineering with minimum 10 years ofexperience of working inside refinery who shall have overall responsibility ofall the works under this CONTRACT.

II. ENGINEERS (Civil & Mechanical)CONTRACTOR shall deploy adequate qualified competent Engineers(Degree/Diploma in Civil/Mechanical engineering) to supervise and control thedismantling works during the execution of works with a minimum experience of 3years for working in petrochemical industry. The minimum numbers of theengineers / supervisor staff shall be based on a ratio of one Engineer toevery 3 supervisors and a ratio of one Supervisor to every tenworkers/laborers available on site over and above the mandatory requiredspecified above.

III. ELECTRICAL TECHNICIANContractor shall deploy ITI/NCTVT Electrical Certificate Holder as anElectrical Technician and shall have valid PWD electrical license ofElectrician/Wireman. He should have minimum 5 years of experience for work onHV/LV electrical system.He should have basic knowledge of all the electrical equipments i.e. Cable,Motors, Fuses, Switch fuse units, Power DBs, ELCB/RCCB, Cable glands, lugsetc.The Contractor shall have experience of installation and testing of FLP/NonFLP electrical equipments, PDBs, DBs, LT Boards, Transformers etc. in theRefinery. He should be well acquainted with use of Millimeters, Clip-onmeters, Insulation Tester, Earth Tester, lamp changing, attending to

IV. INSTRUMENT TECHNICIAN.The CONTRACTOR shall deploy adequate qualified Instrument Technicians to beresponsible for all instrument related matters during the duration of allwork. The nominated Instrument Technicians shall be conversant withPetrochemical Industry Instrument systems and shall have at least 3 years ofexperience of working in the petrochemical industry.

V. SAFETY HEALTH AND ENVIRONMENT (SHE) SUPERVISORS.The CONTRACTOR shall deploy SHE supervisors, having diploma in Safety/HSE, tobe responsible for all safety related matters during the duration of all work.The nominated SHE supervisors shall be conversant with BPCL Fire& SafetyRegulations and Permit SystemNote: Contractor is required to submit the details with work experiences forall the positions mentioned under clause 7.0 and deploy only on approval byBPCL/EIC on successful screening through personal discussions. Contractor isadvised to prepare the site organogram with identification of keyresponsibilities and submit to BPCL/EIC within 7 days from the date of awardof contract.

8. WORK TIMINGS:Normal working hours for carrying out this job will be morning 07.45 am toevening 03.45pm. Contractor may have to work in extended hours and on holidaysif required to meet the project schedule as instructed by Engineer-in-chargeafter taking all necessary permissions from BPCL.For execution of this job, contractor shall be required to get clearances fromBPCL.The work shall be carried out in a safe manner as per Refinery norms & workpermit condition shall be scrupulously followed. The work should be plannedand undertaken only under the Supervision of a competent person.No idle time wages or compensation for temporary stoppages of work orrestrictions would be paid and the rate quoted for various items of workshould cover the cost of all such contingencies and eventualities. Substantialstructures and utilities exist both above ground and underground, adjacent tothe work site, Special care is necessary in transportation, storage, workingon equipments and other construction activities to protect the existingfeatures and prevent damage to any facility. Necessary protective structures,barricades etc. have to be erected at various places as directed by Engineerin charge. No extra payment of such protective work will be made. All roadsand open areas adjacent to the work site shall either be closed or suitablyprotected as per the job requirement.

9. HOUSE KEEPING:

All materials brought by the contractor, cables, steelscrap (like structural steel, reinforcement steel etc.) & other debris (likeconcrete, earth, shrubs, rubbish etc.) generated at site shall be stackedneatly in well defined spaces at no extra cost. In case BPCL finds that properhousekeeping is not carried out by the contractor, BPCL shall get housekeepingdone by other agencies/contractors at the risk and cost of the dismantlingcontractor.Cart away all the debris generated from the work outside the Refinery anddispose it off without giving rise to any complaints from local, municipal andgovernment authorities. Certified copy of gate passes shall be attached withthe final bill. Metal scrap or any other scrap including wooden materialshall be disposed category wise as indicated by the Engineer in Charge. Theweighing slip issued by the warehouse will be attached with the final bill.All moveable, salvageable, serviceable material shall be dismantled carefullyand transported/ stored as directed by Engineer in charge.The final bill of the contractor shall be linked with the area cleaning in allrespects including disposal of debris/scrap etc. to the entire satisfaction ofEngineer in charge.

10. MEASUREMENT OF WORKS FOR PAYMENT:

Measurements of works shall be as per respective item description or IS: 1200if nothing is mentioned in the schedule of rates/quantities.

The quantities indicated in the SOR/SOQ are indicative & payment shall bebased on actual/jointly certified measurements for the work done.

Any discrepancy in measurement or foul play during the weight measurement willresult in no pay against the SOR Item/s.

11. BILLING:

Contractor shall be paid against Running Account (R.A.) bills for the workdone on the basis of item rates as agreed in the contract.

Contractor's bill for executed works shall be accepted only when jointlycertified (contractor & EIC) & signed measurements for the said works areenclosed.

Final bill shall be submitted along with jointly certified & signedmeasurements within 2 months from the date of completion of total work.

12. PAYMENT TERMS:

For all items: As per the agreed item rates for completed & certifiedquantities of work for respective item against RA bills.

10% from each RA bill shall be retained as retention till completion of defectliability period of six months. 13. COMPLETION PERIOD:

The contractual completion period for this contract shall be as under:

Dismantling of CRU and its associated facilities - 4 months from the date ofLOA or Purchase Order whichever is earlier.

14. LD CLAUSE:
