BiASC, the Belgian IT Academy Support Center, is the largest ASC in Belgium and Luxemburg.

In Europe it ranks among the top-10 of Academy Support Centers.

Based in Brussels, the European Capital, BiASC has an open mind towards entrepreneurship, innovation and business relevance.

Since the start in 2013 BiASC has been closely cooperating with the Netherlands NASC, as well as other similar organizations in Europe.

BiASC functions both as an Academy Support Center and as an Instructor Training Center for Belgium and Luxemburg.

We are open to a better cooperation with the other ASCs in Walloniaand Luxemburg.

For historic reasons, Luxemburg has not been part of the BiASC region. In 2017 BiASC started visiting Cisco Academies in Luxemburg and intend to continue to do so.

BiASC 2017

The Belgian IT Academy Support Center - BiASC was founded in 2013 at the moment when Cisco Networking Academy changed the support model from Regional Academies to Academy Support Centers, bringing together 20-30 regional academies under one umbrella.

The number of academies currently supported by BiASC (65), will continue to increase. Currently around 10 academies are going through the onboarding process.

Until recently, BiASC operations were made possible through volunteers. The volunteers are experts because they use to perform the same function as when their organization was a regional academy (before the change in to the ASC partner model five years ago).

AgesBelgian Education System: Divide & Conquer

Belgium has a diversity of organizations

responsible for education

1. Linguistics & Culture

The Dutch – French – German Speaking education

systems are independent

2. Politics & Influence

In every linguistic and cultural region there are three

distinct education networks:

- Official education (state, region, city)

- Free education (catholic, Jewish, …)

- Specific or Experiential education (Steiner)

Page 15: in Belgium & BeLux Country Plan FY18 - honim.typepad.comhonim.typepad.com/files/biasc-country-plan-fy2018-v1.5.pdf · Population: 11.3m (2016) ... Innovation: 17 ... We are open to

The table on this slide maps the potential usage domains of more than a dozen Cisco Academy courses. The

main applications are in University Colleges (University of Applied Sciences) and in Professional Adult

Education. Secondary schools are slowly starting to come on board of Cisco Academy. We are expecting a lot

from the new exploratory and foundational courses.

(*) Some figures are derived from other statistics; the figures can be trusted but results should be checked

In Belgium nearly a million persons go to school, including higher

education. Collecting figures for Belgium is difficult, because education

is distributed among three linguistic and cultural regions.

In calculating statistics we used a ratio of about 40-60 regarding the

market share of the French (40) and Dutch (60) speaking communities.

As a result of the low number of enrolments in IT & Technology

programs, the total expected population interested in the Cisco

Academy Curriculum is inferred to be between 15 000 and 20 000

students. National campaigns (e.g. Agoria) are happening in order to

raise the interest of young people in Tech & IT.

Higher EducationIn Belgium Higher Education has the largest share within Cisco Academy. More than 70% of CCNA participants are in university colleges (bachelor degree programmes).

Professional Adult EducationIn Adult Education the employment office VDAB is an important player. The field of adult education is divided by many different types of professional educational programmes, including evening schools. Evening classes (adult vocational education) account for around 30% of participation by adult learners. Other professional education programmes are comparable to adult vocational programmes, but there is a myriad of social organizations offerings these courses.

Secondary EducationThe share of secondary education is still very small in our region. The growth factor lies in Packet Tracer (now 25%) , IT Essentials (now 10%) and exploratory courses like Python and IoT.

USAGE STATS OF THE CISCO NETWORKING ACADEMY CURRICULA

BiASC members are heavy adopters of the core curriculum, i.e. the career-oriented Cisco Networking Academy courses:

• CCNA R&S: more than 80%• Linux Essentials: 7,5%• IT Essentials: 5%• CCNA Security: 2.5%

The Cyber Security course at 1% is the first new type of course to be used within University Colleges and Professional Adult Education.

As far as the CCNA R&S Curriculum is concerned, the chart on the right indicates that higher education is dominant, followed by three types of adult education. The career oriented curricula have not found a large audience in Belgian secondary education (<1%). IT & Technology in secondary education are not widely preferred by the student population.

TYPES OF ACADEMIES IN BELGIUM

Higher Education Institutions are the dominant type of Cisco Academy among the BiASC members.

• University Colleges account for almost 70% of student participation.• Linux courses appeal to almost 30% percent of students.• At this moment less than 1% of pupils from secondary education are

taking advantage of the Cisco Academy program.

The new exploratory and foundational course materials are an important opportunity to increase the number of Networking Academy student participants in Belgian secondary education. Also the simulation tool Packet Tracer offers an important attraction to secondary schools.

It has to be noted that the rate of students choosing IT & Tech programmes in secondary education is rather low in Belgium. Probably, there are only about 1000 students among more than half million students in secondary education.

Because of the lack of IT training in secondary education quite a few candidates go for adult IT training programmes, when not opting for higher education.

NEW TYPES OF ACADEMIES IN BELGIUM

Recently the Belgian IT Academy Support Center BiASC onboarded the Belgian Defence ICT Academy. Telecommunication training within the Belgian Army will from now on be based on the career-oriented course materials from Cisco Networking Academy.

A very recent evolution (last months) is the growing number of secondary schools inquiring about becoming a Cisco Academy. An important lever to make secondary schools interested in Cisco Academy is the simulation tool Packet Tracer. Also IT Essentials and the new exploratory and foundational course materials are appealing. Belgian secondary school pupils have not shown much interest in career-oriented courses like CCNA. They prefer postponing this until higher education or adult training.

Every secondary school entering as a Cisco Academy will receive one free instructor training in IT Essentials.

Prominent Cisco Academies

Higher Education Institutions

University Colleges in Belgium have been the first type of institutions to adopt the Cisco Networking Academy Program since 2000.

The number of student participants is directly related to the number of students opting for IT & Technology education programmes.

Unfortunately, IT & Technology have not been popular in Belgium among young people. Professional organisations such as Agoria are intensively addressing this problem. The TECH.MATTERS campaign is a recent example.

Oftentimes there is a tendency of higher education institutions to underestimate “specific” education programmes. This might have an influence on the future participation of HE students in the Cisco Academy program.

The institutions in the list above vary from 1000 down to 300 students. ++ and – indicate if the academy has grown over the previous year.

ADULT EDUCATION

Adult Education accounts for a 30% market share in Belgian Cisco Academies.

In Belgium there are three types of adult education institutions:

Professional training organised by national employment offices (VDAB, FOREM)

Training organized by a myriad of social professional organizations(INTEC, Interface3, Evoliris, Syntra, …)

Adult education organized by evening schools (CVO): see next slide Even though IT & Technology training is considered to have high

relevance, there are not always sufficient budgets to organize training projects for adults.

The institutions in the list above vary from 750 down to 50 participants. ++ and – indicate if the academyhas grown over the previous year.

EVENING CLASSES (CVO)ADULT EDUCATION

Evening classes have a market share of about 30% of adult professional training within Cisco Academy.

A large share of participants in CVO institutions are enrolled for a 2-year vocational graduate degree (120 ects).

It is well-known that CVO institutions have no big budgets for hardware. However, they receive sufficient financial means to pay for teachers’ salaries.

By 2019 the organization of vocational higher education will go to university colleges. As a result evening classes are suffering a decline.

As a result of this evolution the number of participants in university colleges will increase as of 2019.

The institutions in the list above vary from 500 down to 100 participants. ++ and – indicate if the academy has grown over the previous year.

Conclusions & Forecast

BiASC 2017

Now is the time to expand the Cisco Academy program in Belgium. The new exploratory and foundational course materials will allows us to take many more institutions on board.

Until now the interest for IT & Technology by the young generation in Belgium has not been enormous. Lots of professional organizations, including Agoria, are actively promoting that more students should learn IT & Technology. BiASC are developing activities to improve the financial situation so that we can have a more permanent staff. The Brussels context

offers excellent opportunities for this aim. With BiASC will take every opportunity to increase the number of students participating in the Cisco Academy program.

The table at the bottom right shows the situation of our various target groups within Cisco Academy as well as a predicted evolution for the near future: In higher education we hope for a growth of 30% in three years. University colleges will start organizing 2-year vocational degree

programs, apart from the existing bachelor degree programmes. Also, the new course materials for non-it students and for beginners are important to ensure stabilization or growth in student participation.

The participation in adult education can increase by 30% as a result of the new exploratory and foundational courses offered by Cisco Academy.

Adult Vocational (CVO) might grow by 20% even though a large part of their graduate student audience will go to university colleges as 2019.

(*) It has to be noted that recent evolutions have made BiASC a little bit more optimistic than two months ago.
