The Purpose Of Producing This Rulebook Is To Provide Those Involved In The Sport Of Hot Rod Motor Racing With The Rules, Regulations And Preparation Of Race Cars, As Specified By The Irish Hot Rod Motor Racing Federation Ltd. It Will Inform Clubs Regarding The Correct Layout Of Tracks And To The Running Of Race Meetings. This Book Is Issued To Make Hot Rod Motor Racing A Safer Sport For All Those Involved. Preparation of race cars. All glass, seating, loose wiring, headlamps, steering locks, roof cloths, loose fittings or any flammable material must be removed. Windscreens and windows. Windscreens must be removed unless laminated, in which case they must have a proper wiper washer system in use. Visors or windscreens must have the drivers full name clearly printed. Also a central vertical bar of 25mm round or 25mm square steel must be fitted. All side windows must be removed. Rear view mirrors must be fitted to all cars. Roll cage. A 6 point poll cage must be securely fitted to be at least 2" (50mm) above the driver’s head with helmet fitted, and must have 6 anchor points on the floor with a steel base plate of 6mm thickness 750sqcm (12 sq inches) welded to the cage, And bolted or welded to the floor. If bolted, a minimum of two 12mm bolts per plate. All welds on cage must cover a minimum of 75% of the circumference. All piping must have a minimum of 30mm outside diameter of 6mm wall thickness. (see figure l, page 9). If a bolted type cages used it must be securely fitted and properly clamped. A chicken bar must be fitted inside the driver’s door especially for junior and senior drivers (optional) excluding rookies. A 4mm hole must be drilled in each section of pipe that forms the roof support for

checking of thickness of wall piping.

Safety suggestion:

A reinforcement pipe/bar to be welded between the front and back of the roll cage. A

bar/pipe can be welded from lowest point of the b-pillar hoop of the roll cage from

one side of the car to the other. Junior drivers (optional).

A diagonal bar behind the seat may be fitted in either direction. Cross bar behind driver’s seat is optional. Floor bars under the seat are optional. Front protection Protection of not more than 40mm box. Angle or pipe may be fitted between the front chassis legs.

One 25mm box may be used to extend between the top of the wings to hold them in place. This bar may be braced from the top of the valance, or the valance may be braced from the bulk head or roll cage, but under no circumstances can both be Used, as a section of the car must remain collapsible. (see figure 2, page 9). Rear protection. This is optional but must be of 40mm box, angle or pipe. This must not be connected to the roll cage (see figure 3, page 9) Bonnets. Bonnets must be securely fitted with pins only. Lightened bonnets must be secured at all four corners. Wiring. W ring must be properly fitted, safely routed and insulated throughout the car. Brake light fitted and must work off brake pedal. Wheels Front and rear wheels may be of different sizes wheels on any one axle must be the same size. Cars which have wheels protruding outside the normal body width must be fitted with pre-made arches sufficient to cover same. Alloy wheels may be used. Mud flaps must be fitted to all rear wheel drive cars. Brakes and steering. All cars must have efficient brakes on all wheels. Brake lights are compulsory and must only work from the brake pedal. Steering must be in perfect condition. Batteries. Batteries must be securely fitted and covered with a liquid absorbent material properly affixed to the top. Those fitted in the cockpit must be encased in a plastic or metal box to prevent acid spilling on the driver in the event of a car overturning. Petrol tanks. Petrol is the only permitted fuel. No additives allowed. A purpose built tank must be of metal (stainless steel or aluminium type) and have a steel wall between it and the cockpit. Fuel tanks must be visible for scrutiny. The overflow / breathing system must be outside of car. All petrol pipes within the car must be of steel or copper material or steel braided hose, with no joints inside the cockpit. Petrol caps must be properly fitted with no leaks. Electric fuel pumps may be used.

A deflector shield must be fitted between the petrol tank and the exhaust system. All extra fuel being carried must be in an approved container clearly marked "highly

Flammable petroleum spirit" and fitted with a screw or other safety cap. The maximum capacity of this container is 25 litres. When refuelling the driver must vacate the race car and the engine must be switched off. Water pipes. All water pipes within the cockpit must be of steel or rubber material, steel must be insulated. Joints only permitted at radiator or within engine bay. Mid mounted engines Any car fitted with a mid mounted engine must have a steel wall in front of it, to seal it off from the driver. Doors. Full drivers door must open and a secondary locking system of a spring loaded shooting bolt must be used. The original locks may then be removed. This applies to both doors. Mesh must be fitted to the driver’s door of plastic or webbing material, this to fit tightly and securely and to cover the entire window area. The passenger door may be cut to the handle. Booth doors if remaining must be secured with a secondary fastening. Original bonnet catches must be removed and bonnet pins used. Opening of drivers door is optional. Welded doors are optional. Where welded doors are used it is recommended that a removable steering wheel is fitted. Seating. Fixed bucket seats - non reclining type – are compulsory and must be securely fitted. Harness. A full racing harness whi.ch complies with BS 3294 must be fitted usin6 the original Mounting points. Alternative mounting points may be fitted using a minimum of 3mm plate 75mm square welded to location points using a 10mm bolt to secure. Drivers must be capable of starting their car with the harness securely fastened. Engines An engine block may be bored oversize to the maximum size as specified by an engine manufacturing workshop, however, the total cubic capacity (cc) must not exceed that of any given class. Engine oil pumps. Oil filter system and sumps maybe altered at the drivers discretion. Dry sumps are only permitted in class 6. Modifications are permitted to engine and gearbox mountings.

Improved air filtration system can be fitted.

All engines must tick over at normal idle speed.

Cars ticking over at too high a speed will not be allowed race until it is reset to the proper speed. Racing numbers. Doors; Racing numbers must be displayed on the doors on both sides of the car. Door numbers can be of any colour, but must be 24" x 18' and clearly visible. Numbers to be of one colour only. Multicoloured or reflective numbers are not Allowed. Proper stick on numbers of block capital only. Roof Class roof colour must cover the entire area of the roof. The position of racing numbers on the roof is optional, but must be 6" x 8", black lettering on white background or white lettering on black background. Proper stick on numbers of block capital only. Advertising Race cars are permitted to have advertising but only on the following areas; car sides; bonnets; and booths. Presentation. Cars must always be in a clean and presentable condition.

Race wear. Helmets. Full or open face helmets are allowed. Painted / damaged or those with stickers other than the manufacturers original, will be confiscated by either the course marshal and / or federation official until racing is concluded for the day. All helmets must comply with the following British standards: BS 2495 - 1960: BS 6658 - 1985; BS 8860 - 2004. They should be of correct size with no side to side movement making it as close fitting as possible, ensuring the user can see clearly over each shoulder. Visors or goggles must be worn at all times on the racing circuits. Helmets should be properly stored and transported safely. Accident damaged helmets must be replaced. Safety wear Single layer racing suits are compulsory. Neck braces are compulsory for all drivers, both junior and senior. Racing gloves and shoes are optional, but are recommended. Intercom systems. The use of mobile phones, intercom, cb radios or any other telecommunication devices allowing persons to communicate with the driver while he/ she is racing, is prohibited.

Class 1. Up to l000cc. White roof. Cars readily available in the republic of Ireland. (7 years old or over) and prepared as per rule book With the following points adhered to: 8,12 and 16 valve push rod or overhead cam engines allowed. E.C.U.s may not be modified in any way. Chipping is not allowed,/rev limiter can be removed. Carburettor or injection may be used or exchanged as long as it is part of original Equipment. Cylinder heads may be skimmed. Swopping of cylinder heads is not allowed. Cylinder blocks may not be skimmed. Racing or competition pistons are not allowed. Inlet / exhaust ports must remain as originally cast. No porting or polishing allowed. Standard valves only may be fitted. High lift cams or vernier cam pulleys or re-profiling of camshafts are not allowed. Engines may not be lightened or balanced. Steel bolting of bottom end not allowed. Exhausts can be either cut at the joint in front of the gearlever, otherwise a straight through pipe of not greater diameter than that of the pipe leaving the manifold may be used. Exhausts cannot be allowed to blow onto the petrol tank. Uprated suspensions may be used, springs can be lowered and hardened. Rear springs may not be removed. Adjustable platforms or adjustable shocks are not allowed, on either front or rear. Wishbones may be extended to allow for camber of wheels. Where possible front wheels may be cambered. Top of suspension and mounting point on body shell and lower control arms may not be altered. Flywheels can be lightened. Engines, drives, gearboxes, and brakes, must remain standard. All gears must remain in gearbox. Petrol is the only permitted fuel.

Tyres For tracks; Any tyre on rim with maximum size of 7 inches wide by 13 inches. If wheels are protruding outside body a proper arch and side skirts must be fitted. Track only. For grass; M & S only may be used. No extra grooving allowed. Unicoms or similar pattern may not be used. Please refer also to general rules. A review of all rules may apply from time to time

Class 2. 1001cc to 1275cc. Royal blue roof. Cars readily available in the republic of Ireland (7 years old or over) and prepared as per rule book With the following points adhered to: 8,12 or 16 valve push rod or overhead cam engines are allowed. Any engine can be fitted to any gearbox in any body. E.C.U.s may not be modified. Chipping is not allowed. Carburettor or injection may be used, but must remain as standard. It must bolt on direct, without the use of made up manifolds. Choke flaps and linkage may be removed. Injection may be used or exchanged as long as it is part of original equipment. Distributor must remain standard. Automatic advance and retard must remain in operation. Points type distributor can be replaced by an electronic type, once it fits without Modification. Cylinder heads may be skimmed. Swopping of cylinder heads are not allowed. Cylinder blocks must remain standard to manufacturers specification. Cylinder blocks may not be skimmed.

The original specifications as per manufacturer for pistons must remain as standard Competition pistons are not allowed. Lightening, balancing and skimming are not allowed. Inlet and exhaust valves must remain standard for engine. Inlet / exhaust ports must remain as originally cast, polishing not allowed. Valves cannot be doublecut or recessed into head. Spacers or washers to tighten springs are not allowed. Inlet and exhaust manifolds remain standard for engine. Camshafts must be original fitting for year of engine. Re-profiled camshafts, vernier cam pulleys or competition camshafts are not allowed. Con rods must remain as standard. No lightening or balancing. Steel con rod bolts may not be used. Balancing or lightening of crankshafts not allowed. Steel type crankshaft is not allowed.

Flywheels can be lightened. No skimming or balancing allowed. Gearbox must remain standard with all gears working. Limited slip or welded differentials are not allowed. Grinding of pins or moving of planetary gears to lock differential is not allowed. Uprated suspension may be used. Adjustable platforms or adjustable shocks are not allowed. Rear springs may or may not be removed. Lowered and hardened springs can be used all round. G-max or other types are allowed. Top mounting on body must remain standard. Where possible front wheels may be cambered. Top of suspension and mounting point on body shell may not be altered. Extended wishbone or track control arms may be used. Petrol is the only permitted fuel. Tyres For tracks; Any tyre on rim with maximum size of 7 inches wide by 13 inches. If wheels are protruding outside body a proper arch and side skirts must be fitted. Track only. For grass; M & S only may be used. No extra grooving allowed. Class 3. Up to 1350cc. Canary yellow roof. Cars readily available in the republic of Ireland (7 years old or over) and prepared as per rule book With the following points adhered to: Standard 8, 12 and 16 valve engine with any standard gearbox may be fitted to any body shell. 16 valve toyota engines may be used. E.C.U.s may not be modified, no chipping allowed. Injection or carburettor permitted. Carburettor or fuel injection may be used or exchanged as long as it is part of original equipment, (1 litre toyota carburettor may be used on 1300cc toyota engines up to 1992.) Any carburettor which will bolt on to the original manifold can be used. Cylinder heads and cylinder blocks may be skimmed. Engine number must remain on block. Swopping of cylinder heads is not allowed. Polishing or porting of heads or manifolds is not allowed. Oversized pistons may be used, but not to exceed the permitted cc of the class. Racing pistons are not allowed. Flywheels may be skimmed, lightened. Inlet and exhaust ports must remain as originally cast, with no polishing allowed. Standard valves only may be used. High lift cams, vernier cam pulley5 or re-profiled camshafts are not allowed. Gearbox ratio may be altered. Any standard fitting gearbox may be used. Gears may not be removed from gearbox. Welded differentials are optional. Limited slip differentials may not be used. Uprated suspension may be used, springs may be lowered and hardened. Rear springs may or may not be removed. Coil over and adjustable shocks are allowed. Where possible front wheels may be cambered. Top of suspension and mounting point on body shell and lower control arms may be altered. Petrol is the only permitted fuel. Tyres: For tracks; any tyre may be used unless specifically requested by the host club and Authorised by the federation.

Cars readily available in the republic of Ireland (7 years old or over) and prepared as per rule book With the following points adhered to: Honda v-tech engines are excluded. A combination of different 8, 12 and 16 valve engines and gearboxes may be fitted to any body shell, provided they are standard production. E.C.U.s may be modified, i.e. Chipping. After market E.C.U.s may not be fitted. Carburetion open but excluding fuel injection throttle bodies. Injection or carburettor may be used or exchanged as long as it is part of original Equipment, or from a similar sized engine. Cylinder heads and cylinder blocks may be skimmed. Engine number must remain on block. Swopping of cylinder heads are not allowed. Standard valves only allowed. Inlet and exhaust ports must remain as originally cast. Re-profiled camshafts, and vernier cam pulleys are allowed. High lift cams are optional. Any 4 branch exhaust may be used.

Flywheels may be lightened. Limited slip or welded differentials are allowed. Unlimited modifications to suspension is permitted. Front wheels may be cambered. Petrol is the only permitted fuel. Tyres: For tracks; any tyre may be used unless specifically requested by the host club and Authorised by the federation. For grass; m & s only may be used. No extra grooving allowed. Class 5. Up to 1800cc. Emerald green roof. Cars readily available in the republic of Ireland (7 years old or over) and prepared as per rule book With the following points adhered to: Double overhead cam v-tech or similar engines Are excluded. 8, 12 and 16 valve engines with any gearbox may be fitted to any body shell. E.C.U.s may be modified, i.e. Chipping. After market E.C.U.s may not be fitted. Carburetion open, but excluding fuel injection throttle bodies. Cylinder heads and cylinder blocks may be skimmed, but engine numbers must remain. Swopping of cylinder heads are not allowed. Standard valves only. Any type of 4 branch manifold may be used, Re-profiled camshafts, high lift cams and vernier cam pulleys are allowed. Inlet / exhaust ports must remain as originally cast, with no polishing allowed. Flywheels may be lightened. Modified gearbox and limited slip/ welded differentials are permitted

Semi space frames are allowed in class 5 only.

Unlimited suspension modifications are permitted. Front wheels may be cambered. Semi-space frames to be allowed on grass only Petrol is the only permitted fuel. Tyres: For tracks; any tyre may be used unless specifically requested by the host club and Authorised by the federation. For grass; m & s only may be used. No extra grooving allowed. Class 6. Up to 3500cc. Black roof. Cars readily available in the republic of Ireland (7 years old or over) and prepared as per rule book With the following points adhered to: Any engine up to 3500cc may be used with unlimited tuning. Super chargers and or turbos may be used. Motor bike engines are allowed but must be fitted in a car shell. Unlimited modifications to engine, gearbox and bodyshell, to include space frames is allowed. Front wheels may be cambered. Unlimited suspension modifications are allowed. Petrol is the only permitted fuel. Tyres: For tracks; any tyre may be used unless specifically requested by the host club and Authorised by the federation. For grass; m & s only may be used. No extra grooving allowed. Unicoms or similar pattern may not be used. Please refer also to general rules A review of all rules may apply from time to time. Any deviation from the above rules and regulations is unauthorised.

Class 7. Up to 1400cc. Brown roof. Standard production class. Standard saloon body. The car must remain completely standard. Standard road tyres only. Kumo ecsta, toyo proxes, avon cr 5oo, yokahama advan 0320 r, a048, a021r or any similar road performance tyres are not permitted Body cannot be lightened. Rear doors must be welded shut. Chicken bar to be touching outside skin of door by cutting 4 inch piece out of inside of panel Note: all the inside skin is to be removed if removing any driver’s door only

Rookies

This class is being introduced as strictly on a trial period.

Children aged 11 to 13 years, only allowed race in class. As with all junior drivers original long form birth cert must be provided One litre sixteen valve micra is the only car allowed. Only the sixteen valve body to 1997 can be used Roof colour orange. Track Standard road tyres to only allowed, with only 13 inch rims Double chicken bar must be fitted,

Grass M+S may only be used. No extra grooving allowed. All inside skin of drivers door must be removed with chicken bar extending right To the inside of the door skin. The boot door must be removed for access reasons in case of an issue, No other lightening of body allowed Optional fitting for small fuel tank, must be covered as in other classed, Support between the b pillar to b pillar on the lowest point possible compulsory In relation to the preparation / presentation of the car all rules applying to the other Classes will apply in this new class, Door and roof numbers, visors, bonnet and battery fixings and door Latching will be according to the rules governing all classes Restrictor plates will be supplied which must be fitted, and interference with these Fittings will be taken very seriously., Other than points highlighted for the most part the cars for the rookie junior will be Prepared to the same rules as the class seven cars. Rookie class drivers may not be included with any other class's including other Junior class. As this is a trail class, from 17th march 2012 start of the new permit year, rules changes may be required and once agreed by the federation will be imposed in a timely manner.

Suggested additions:

When a rookies driver reaches his/her 13th birthday they may move up to the regular

junior classes or if they wish they may continue racing in the rookies class up to the

16th march at renewal of permit, but must then move to the regular junior classes.

Specials

This class is being introduced as strictly on a trial period.

This class is to be created for grass tracks only.

This class to compromise of autograss specials built to autograss specifications.

Engines up to 3500cc-car and motorbike engines allowed with unlimited tuning & modifications to gearbox.

Race permits.

Persons wishing to apply for a race permit must first be a member of an affiliated club. Permit year extends from the 17th march each year for a period of 12 months. Cost of permit will be announced by the Irish Hot Rod Motor Racing Federation ltd. Annually. Permit function. Permits must be examined and signed at both entry and scrutiny, by the host club. Any faults recorded at scrutiny must be rectified before the next race meeting (safety issues excluded). Permit number is the race number, and must be displayed on all race cars. Permit numbers not renewed each year will be held only for a period of 2 years, after which they will be re-issued. New applications. A new driver applying at a race meeting must have appropriate fee, photograph and completed form (which he / she may receive from their club secretary), and return to same before they may race. This is then forwarded to the federation competition secretary to be processed. All permits will be returned via the club secretary . All new applicants should be familiar with the rule book which is available on the website : www.ihrmrf.com Permits will not be returned directly to applicants and will not be issued on a race day. Applications made by persons under 21 years of age must be signed by their parent or guardian. All permits are issued at reduced rates after the all Ireland finals. Renewals. Renewal forms will be automatically forwarded to all drivers who have held permits during the previous year. These should be returned to the federation competition secretary as soon as possible. Applications which are left until the week before start of the season will not be returned on time. Application forms must be filled out fully in block capitals and signed. Incomplete or illegible forms will be returned unprocessed. All applicants must forward their permit forms together with the appropriate fee, passport sized photograph (photocopies are not acceptable) to the federation competition secretary. Valid driving licence information (i.e. number and expiry date) must be filled out on all senior permits.

If an applicant’s road licence is suspended by the courts, then their race permit is automatically withdrawn. Inspection of driving licences may from time to time be carried out by the Irish Hot Rod Motor Racing Federation. Junior permits. Junior permits are available to persons between 13 and 17 years of age. Permit application must show full name and address, date of birth and must be signed by his / her parent or guardian, and be accompanied by a current passport sized photograph, and appropriate fee and original long birthcert. Photocopies of birth cert are not acceptable. On reaching his / her 17 birthday, his / her permit will remain valid until the following 17th march, at which point they must transfer to the senior classes. Otherwise he / she may transfer to a senior licence on production of a valid provisional driving licence, and payment of the balance. One day permits A permit for a driver that did not hold a permit from I.H.R.M.R.F. before – must be signed by the host club and a current permit holder. A day permit may only be received once in a permit year. Replacement day permit This is a permit for a driver that lost or forgot his permit on a racing day. Any one applying for replace permit on a race day must fill out the appropriate form and host club secretary to retain it and send it on to the federation competition secretary. Important warnings. If a permit holder wishes to race with a non affiliated club, then public liability insurance cover for same must be produced 2 weeks in advance of racing, for verification. Failure to comply will warrant a suspension at the discretion of the federation. Federation permit holders found driving hot rod cars on public roads will receive an automatic 12 month suspension. Any deviation from the above rules and regulations is unauthorised.

Club regulations.

All clubs must have a registered company ltd by guarantee, and, following the registration a copy of the registration form must be forwarded to the federation. Each year all affiliated clubs must send in a list of their top table to include their federation delegates to the governing body. Persons wishing to change clubs may only do so at the end of the permit year. And, with the permission sought and granted by the club. . All marshals must be members of an affiliated club and must have attended a marshals training course. A club may not race on two consecutive Sundays without prior permission from the federation. Any club wishing to race on a track outside the federation or wishing to change their event from hot rod racing, must apply to the federation by letter, fax or e-mail, one month previous, to the event, for discussion by the full governing body. All correspondence to the governing body must be by letter, fax, or e-mail. Each club must submit a report which includes all incidents, disqualifications and results, to the federation secretary by the Friday following a race meeting. Failure to do so will result in a fine or suspension. Receipts will be issued for all monies paid to the federation by the clubs.

Treasurers report at annual general meeting to be dated at start and finish of year.

All clubs must keep a record of all accidents /

Incidents, to persons / property, attending or Involved at race meetings. Club secretary. Each club must have a secretary who's duties include the following; 1. Recording of minutes at club committee meetings. 2. Entries at race meetings. 3. Race reports and forwarding of same to the federation on time. 4. All correspondence needed between clubs and federation. (this by either letter, fax or e-mail.) If any club has items for discussion at the federation, they must forward their request in writing to the federation secretary by post prior to the meeting, and must be signed by the club secretary. Letters will not be accepted on the night of the meeting. Correspondence to the federation secretary may be by either letter, e-mail Or fax. Chief steward / safety officer.

Official in charge of stewarding arrangements at a race meeting. Duties are as follows: 1. To oversee all stewards appointed on the day. 2. To see that all reports are being made on spectator control. 3. To see that all participants are taking every safety precaution. 4. To see that all barriers are erected and that the track is safe for racing. 5. To see that no unauthorised personnel are permitted on to the track. 6. To see that the spectator area is inspected for obstacles which may cause injury? Any such obstacles should where possible be removed, and if not, to be clearly marked, 7. Photographs should be taken of the set - up of the track and retained. 8. To ensure that there is liaison with the first aiders. And to ensure that all accidents whether to members or spectators are recorded and investigated. Lap recorders. Persons who record on paper the number of laps completed by each car. Results for the days racing rely on this recording. These personnel must be positioned on the outside of track. Clubs are responsible for providing capable personnel for this job, who's duties entail; A. Keeping a correct and complete record of all cars as they cross the finish line of each lap. B. Record of incidents including black flags or cars that pullout of race. C. Communication with the finish line and course marshal at all times. D. Adding of points for championships if necessary Course marshal. The course marshal is the official in charge of racing. It is his / her duty to see that all meetings are run in a proper manner, and in accordance with the rules and regulations of the Irish Hot Rod Motor Racing Federation. He /she can instruct the flag persons and may on their own initiative call in a driver for any unsporting conduct or safety reason. Recipients of black flags may ask the course marshal the reason for same in a calm way and between racing only. No other persons may approach the course marshal. The course marshal's decision is absolute and final at all times. It is suggested that the course marshal should not be the starter. This would leave him free to move around the track during racing. Flag persons. These are positioned at strategic points on the race track and control racing with the warning flags. They should wear reflective clothing and, be trained via their own club in the use of fire fighting equipment. They report to the course marshal only. The starting marshal. He / she is the official who is responsible for the handicapping of cars and will start and finish races. Commentators.

Each club must provide a suitable commentator for each race meeting, who's duties include; 1. Mentioning sponsors as often as possible. 2. Try to encourage the crowd to support the racing. 3. Try to mention all the drivers. 4. Try to keep meeting orderly. 5. Try to keep the crowd in order around the track. 6. Mention stalls and traders.

7. Try to minimise dangerous events which stop racing.

8. Mention forthcoming events and owner of land. Commentators do not; 1. Challenge marshal's decisions or criticise them. 2. Try to influence marshal's with remarks. 3. Belittle or insult the cars racing. . 4. Swear or use strong and abusive language that may offend. 5. Put out personal messages except in the event of a lost child. Commentators must not forget that people are relying on them for information about the racing so they must keep the public informed. General. Officials must take action to ensure that pits areas are free from spectators and children. Consideration of the safety of competitors, marshals and spectators must be utmost at all times. At the end of race meetings, drivers are responsible for all parts which may have fallen off their cars during the day. These must be disposed of properly. Quads are only to be used in an official capacity.

Any club member who is under suspension may not take part in scrutiny, lap recording or marshalling duties while under suspension. The use of strong or abusive language is not permitted by any member of the federation. Any deviation from the above rules and regulations is unauthorised.

Types of race meetings.

Club race day. Each class to get a minimum of 3 races per day. (weather permitting). Classes may be run together if needed, (time restrictions, or lack of numbers, etc.), but must be classed individually. 1st place trophy for first two races of each class. 1st, 2nd, and 3rd place trophies for third race of each class. Junior drivers to get 1st. 2nd, and 3rd place trophies in all their races. For cup race days, all classes should be run on their own. Also clubs are responsible for the recovery of perpetual cups won by their club members and should ensure their return to the awarding club. Two day events. These are run on Saturday evening and Sunday afternoon only. A club may only run one of these events in any racing season. Inter county. Inter county is a race day where all participating clubs will compete for a trophy with one team per club. Points are to be allocated as per the number of cars in the race, i.e. 16 cars = 16 points. Cars receive points for where they finish and not per class. Cars can be borrowed from other clubs, but drivers compete for their own clubs with only one team per club to enter. Competition to be divided into four races, i.e.1,2, & 3 and 4,5, & 6, juniors and ladies. A minimum of 10 points to be awarded for the ladies race with the first lady over the line for each club to get the points. Ladies to be handicapped as per class. All Ireland and qualifiers Two all Ireland qualifiers will take place each year, these may be allocated to class at the start of the season. The number of race days excluding qualifiers will be determined by the federation at the beginning of the season. A minimum of 5 days (of which 1 day must be on grass and, 2 day events count as 1), plus one or both qualifiers is required to enter the all Ireland finals. Junior drivers need only attend one qualifier. Venues for major events such as qualifiers, etc., must be inspected by a group consisting of one member from each club and a federation official. The grid positions for both qualifiers will be made based on the entries received up to 11.30am / 12.00pm. Late entries will be started at the back of the grid. These draws will take place with one member from each club observing.

N.b. Drivers (except ladies and juniors) must drive their own cars on the day and roof colours must be as per class. All Ireland finals. The all Ireland finals to be held on the first weekend of august, weather permitting, with clubs having the option of running this event on a track. Entries along with race permit to be forwarded to the federation secretary on the Wednesday previous to the all Ireland, so that draws for grid positions can take place early on the day. A driver who has attended both qualifiers but is short of one race day may use one of the qualifiers to make up that day and will revert to the second draw for grid positions. First draw. This draw to be held for drivers who have attended both qualifiers and will determine the front rows of the grid. Second draw. This draw to be held for drivers who have only attended one qualifier and will determine the back rows of the grid. (one row of the grid remains empty between the first and second grids). Juniors. One draw only will take place for the juniors for each class.

Procedure. Racing to start at 12.30pm and to run as per a normal race day. Competitors will be called to their places through the public address system. Drivers will proceed from the dummy grids at pits gate to the race line immediately. For consolation races the original drawn grid positions are to be used less the first 3 cars over the finish line, from the class races. Race of champions. This race takes place between 1st,2nd, & 3rd place winners in each class on the day and three prizes must be awarded for same. Ladies. Ladies races may take place for this day provided that there are a minimum number of cars (number to be decided by the Irish Hot Rod Motor Racing Federation). Ladies race to be handicapped on the c.c. Of car. N. B. Drivers (except ladies and juniors) must drive their own cars for the day and roof colours must be as per class. Format for all Ireland may change. Stripping of engines. An enclosed secured area must be provided to hold the 1st, 2nd, & 3rd position cars from each of the classes 1 to 5. These vehicles will be held here until after the stripping of engines takes place. This area should have security and if repairs are necessary to cars it can only be

carried out under supervision.

Federation officials can carry out random stripping of cars at any time during the year without prior notice to the host club.

Racing procedure. Entries. At a race day, each driver must register for competing by filling his / hers details and Signing an entry form. A driver must produce his / hers race permit to be signed, and, each driver must sign on to a class sheet book. Drivers must not enter the race track without first going through entries and scrutiny. All flagmen and officials including federation officials must sign in for the day before Entering the track. Scrutiny. This is the checking of all cars for compliance with rules and regulations and for safety. This is carried out by scrutinisers appointed by the host club and or federation officials. At every race meeting each car must pass scrutiny before it is permitted to race for that day. It is at the scrutinisers discretion whether a car with a fault is permitted to race. All faults must be recorded in the permit book, and, if not rectified by the next day it is presented for scrutiny, it will not be allowed to race. Cars and drivers with their permits, helmets and racing suit must be present by a given time and must remain with their cars until they have passed. No permits no race. Drivers must proceed on to the track where they leave their cars until racing is ready to commence. In the event of a roll over a car must be inspected by the scrutiniser before it is permitted to race again. All cars must attend scrutiny on both days for two day events. The federation reserves the right to check any competitors vehicle for compliance with the rules at any time. marshal's briefing. A marshal's safety briefing must be held at each race meeting by the course marshal, or designate. This should consist of; A. Run down of flags and fire extinguishers. B. Chain of command, i.e. Flagmen to course marshal. C. Track / car observation. D. Reports of incidents. E. Clothing policy , i.e. Reflective jackets, etc Drivers briefing. A drivers briefing must be held at each race meeting by the course marshal, before racing. This should consist of; 1. Welcome and introduction to venue. 2. Explanation of track conditions (grass racing) 3. Order of racing. 4. Trophy presentation.

5. An explanation of the warning flags. 6. Behaviour warning. Senior drivers. A senior driver is any person over the age of 17 years holding a current driving licence. These are eligible for classes 1 to 6 and ladies.

These classes to be run separately but may under certain circumstances be run together. Ownership. A car may be jointly owned and may be driven by both drivers provided they declare on their entry form which races they wish to complete in. For senior and junior ownership the car should carry he senior drivers number. Ladies. The format for the ladies races is as follows; Classes 1 & 2, 3 and 4,5 & 6 race together. These may be run at the same time and be handicapped as per class. Ladies race is allowed to take place within the juniors race only. Ladies are permitted to race with senior classes. Due to a breakdown or accident a lady may only rejoin the race in the same car / class car. New drivers start at the back of the grid for the first two days. A lady driver / owner who's car is stripped and found illegal will be suspended for 12 months. A lady driver who is driving a barrowed car that is subsequently stripped and found illegal, will lose points and trophy for that day only. Owner of same car will receive a 12 months suspension. Juniors. Junior class is for drivers 13 to 17 years of age

Class 1& 2 cars only permitted in junior races with separate races which can be run together. Junior driver may have a check / test by scrutinisers on driving, reaching switches, Pedals, fitting of harness / helmets. Junior drivers are allowed to race within the ladies race, but cannot race against or within senior classes. When a junior driver reaches his / her 17 birthday their permit remains valid until 17 March, at which point they must transfer to the senior classes.

Junior drivers may borrow a car for the all Ireland finals. Persons under the age of 17 are not permitted to officiate at race meetings. A junior driver / owner who's car is stripped and found illegal will be suspended for 12 months. A junior driver who is driving a borrowed car, that is subsequently found illegal will lose points and trophy for that day only, while the owner of the same car will receive a 12 month suspension. Racing starts and restarts. When competitors are called for a race they must proceed to the race line immediately. Only two calls for a race will be made. Races should have one restart. If a race is stopped again, drivers on the second restart should line up in the positions they finished on the last fulllap, and, race the remaining number of laps. If the race is stopped a third time it is to be abandoned, and may be rerun later. Rolling starts in races are not allowed. If a race is stopped after 2/3 of laps have been completed then the result of the last complete lap is considered the finishing position of the race. Consolation races. These consist of cars and drivers that have not won a trophy on that day. Incident report. A standard documented incident report procedure must be adopted and maintained. All clubs have incident report forms as part of their race report books which must be filled in should any accident occur. N. B. In the event of a serious incident / accident the federation must be notified on the day. Objections. Persons who may object to engines; 1. Drivers who have competed in the same race. 2. Appointed federation officials. 3. Host / visiting clubs. Objection procedure. 1. Drivers, host or visiting club must lodge their objection with the course marshal within 30 minutes of the race in which the car has completed. 2. A fee of €1oo.oo must accompany the objection 3. A driver has 30 minutes to decide whether or not to surrender his / her car for stripping. Failure to do so will result in an automatic 18 month suspension. 4. Due to the above, all race results are unofficial until this time has elapsed. Stripping of engines.

Stripping will only be carried out under the supervision of the federation, at which only the following persons may be present. 1. The driver of the vehicle being opened and one assistant. 2. The objecting club chairman and the objector. 3. The chairman of the host club. 4. Federation officers and their engineers. Cars will be retained until such time as a full written report can be achieved, of which the owner / driver will receive a copy. At club level it is their responsibility to provide suitable premises. If engine / etc. Are found to be within specifications, the driver / owner will receive Fee as per receipt for gaskets, bolts, etc., from a main dealer pertaining to the car. Where engines / etc., are found to be outside specification, a disqualification of 12 months will be imposed and the objector will have their fee refunded. Fees will not be paid for cars opened at all Ireland finals. N. B. A senior driver who is driving a borrowed car which is stripped and found illegal will lose points and trophy for that day only. The owner of the borrowed car will get a 12 month suspension. Suspensions and appeals of racing incident / conduct. A driver must make his / her appeal in writing to the course marshal and receive a reply in writing from the host club. An appeal will not be discussed on a race day, but at a committee meeting within 14 days. The race results will be held pending the outcome. Persons being disciplined by the federation will be given a hearing to put their point of view forward, before any action is taken. General. Passengers are not permitted on or in a competition vehicle under any circumstances; This excludes marshals and officials, a driver may not approach a flag person at any time. Marshals must at all times stand behind the protective barrier. Racing must not start until all marshals are in their respective positions. In the event of a roll over the race must be stopped by the use of a red flag. Following the completion of the race all cars must complete a final lap at a reduced speed and then proceed to the pits in a safe manner. If a car breaks down during a race the driver must vacate the car and proceed to the centre of the track. No repairs are permitted on the track during the race. All tracks must be cleared of all cars between racing.

Track Construction.

All tracks.

Adequate warning signs must be erected on public roads approximately 100 metres on either side of the entrance to the track. Entrances must not have a queue of traffic onto the public road. Standard warning motor sport signs are required. A prohibited sign for the pits with Road cars to be kept out of same. Where pits area is sufficiently large, car transporters may be stored there. Car transporters and race cars are not permitted in the spectator area or centre of tracks. Host club is responsible for providing a suitable area for scrutinising. At the end of the day an official must be in attendance at the gate to direct traffic on to the public road, with any clay or debris being cleaned from same The responsibility of the clubs does not end until such time as all cars and people have departed from the venue. All tracks must be constructed in a safe manner.

Grass tracks. (See figure 4 page 36) A rope must be used to mark the boundary A safety rope must be placed at a distance of 8m (25 ft) from the boundary. A line of safety flags must be placed 10m (30ft) from the safety rope. Tyres, strong bales or other similar soft impact materials must be used to identify a minimum of 4 corners, with special emphasis being placed on the position of the last corner approaching the spectators. Transporters should be positioned between the safety rope and the flags. These cannot be removed until racing has been completed.

Permanent tracks. (See figure 5 page 38). A strong barrier / fence of 8 to 10 feet high must be erected the total length of the spectator area this is to consist of chain link type fencing. The straights closest to the spectators should have a safety barrier on the inside of the track, consisting of railing made up of either sleepers or armco barriers. Or A barrier of strong tyres should be buried in the ground. Each straight should have at least one run off area provided (see figure 8 page 41). A tyre barrier must be erected before each corner and at the start / finish line for protection of marshals and course marshal as follows:- Barrier to consist of 2 dumper type tyres standing upright side by side and buried in the ground up to bead level and filled with either clay or concrete to ground level. Or A barrier consisting of either 2 / 3 columns of tyres to be used and set up in the following manner. 1. Each column to consist of either 2 super single truck tyres or 3 standard tyres. 2. Each column to be either strapped or bolted together. (see figure 6 page 40). 3. Each pair of columns to be either strapped or bolted together. Columns of tyres should be positioned before the corner and stepped back from the line of traffic and angled to the track to give the marshals the best possible view of race traffic. Individual in /out gates should be erected at the entry to and exit from the track. These to be kept closed during racing.

Marshals protection. (See figure 6, page 40). A tyre barrier must be erected before each corner and at the start / finish line for protection of marshal / course marshal as follows. A barrier consisting of 2 / 3 columns of tyres to be used and set up in the following manner. 1.each column of tyres to consist of either 2 super single truck tyres or 3 standard truck tyres. 2. Each column to be either strapped or bolted together. 3. Each column to be either strapped or bolted together. 4. Columns of tyres should be positioned before the corner and stepped back from the line of traffic, and angled to the track to give the marshals the best possible view of race traffic. (see figure7 , page 41). Special precautions must be taken during dusty conditions e.g. Water tanker or move the track etc.

Important rules for all tracks. The tricolour must be properly displayed at all race meetings. All pits areas should be positioned outside track areas. All clubs should provide a suitable and audible public address system. Fire extinguishers. A fire extinguisher of at least 2.2kg dry powder type must be at hand at each flagging point, at pits gates plug in the centre of the track and on tow truck. Fire extinguishers should be stored in an upright position at all times, and serviced Regularly with a stamp to show same. Each club to have one person responsible for these. Ambulance. A race meeting cannot take place without at least one ambulance with qualified personnel present. This should be positioned in a safe place with easy access to the track. If the ambulance ,must leave the track then racing is to be suspended until such time as it returns. For qualifiers and all Irelands and all important events two ambulances must be Present. Warning flags. The colour of the warning flags are; Yellow, red, black, blue, white, green, chequered. All clubs must have a proper set of flags of good size(18"sq),with one set plus a fire extinguisher positioned at each flagging point. Yellow flag. Yellow flag will be raised when there is an obstruction on the track. Competitors must show a noticeable reduction in speed. No overtaking permitted until after the obstruction is passed. Disregarding a yellow flag will be regarded as dangerous driving and a black flag will be issued. Yellow and blue. Should the situation worsen the blue flag will be added to the yellow. Extreme caution must be taken and a further reduction in speed noticed. (yellow and blue raised together is one step away from a red flag). No changing of positions is permitted while yellow and blue flags are raised. Red flag. Do not start racing. If raised during a race, stop racing immediately. Black flag. Competitor disqualified from that race, please leave track immediately. Failure to obey this flag will result in a one month suspension. Flagmen have the power to stop a race to remove a disqualified driver, and, must report all black flags to the course marshal. A black flag may be issued to a driver in the pits area if his actions warrant it. Blue flag. Faster car approaching, racing line to be held. Intentional obstruction of a driver means disqualification. When a blue flag is raised a competitor must hold his line. White flag. This will be raised to indicate a warning due to a racing incident and, that a repetition will mean a black flag. Black and white flags crossed. To indicate a mechanical defect, you may continue racing at your discretion. Red and white flags crossed. This signals that the ambulance is required. Green flag. This is used to signal the start of race. Chequered flag.

Federation governing body The federation governing body ("the top table ") Shall consist of six officers (or such number of officers as will equate to the number of clubs within the federation if greater than six), who shall be appointed to or be removed from the top table in the manner herein after set out. The officers appointed to the top table shall at the discretion of the said officers appoint from amongst themselves persons to fill the following offices on behalf of the federation. A. President. B. Chairman. C. Secretary. D. Treasurer. E. Public relations officer. F. Competition secretary. Each person appointed to hold a particular office shall retain that office for the duration of their appointment to the top table. It is the intention of the federation that each officer shall hold office for a term of two years. Each club within the federation shall(by notice in writing, to be delivered to the current secretary of the federation at least one month before the relevant a.g.m.), Notify the federation as to that clubs nominee for appointment to the top table with effect from termination of the a.g.m. To be eligible for nomination any such nominee must have a minimum of one years experience at club committee level. It is the intention of the federation that one third of the officers appointed to the top table shall retire by rotation each year. (on a basis that the longest standing officers retire first), however this policy will be subject to availability of suitable replacements to facilitate such retirement by rotation. In the event of a casual vacancy at the top table the remaining officers on the top table shall have the power to appoint a replacement officer to fill the casual vacancy. That replacement officer shall hold office in all respects, as if he / she had been appointed by a club in the manner more particularly set out above. In the event that the top table forms an opinion that it is in the best interest of the federation that a particular officer be removed from office. (and cease to hold a position on the top table), then the top table have the power to so remove such an Officer. In the event of such removal the club who nominated the said officer shall have the option to nominate a replacement officer. (said nomination to be delivered to the secretary of the federation within one month of the notification of the removal of the said officer). In default of which the top table have the power to appoint a replacement officer. All decisions of the top table shall be passed by simple majority unless stated otherwise herein in the event of a tie the chairman shall have the casting vote. All decisions of the top table in relation to the affairs of the federation shall be final and binding upon all club members within the federation

With regards to internal affairs of individual clubs within the federation the top table shall only make determinations where such issues are raised within the top table by that clubs representative body, and, the top table is requested to arrive at a final and binding determination in respect to the issue under consideration. Any officer, from the top table attending a race meeting in an official capacity shall, at that race meeting be entitled to give direction to the relevant club, in respect of any aspects of the convening of the race meeting which that officer considers to be unsafe, or, not in compliance with the federation rules, or, otherwise unacceptable. The said club shall be obliged to comply immediately with direction given. An annual fee will apply to all clubs affiliated to the federation, this will be Determined by the top table annually.

General meetings of the federation top table. General meetings shall be convened by the federation top table and giving not more than 7 days notice to the duly nominated delegates representing each club. Notice of the general meeting shall contain the following; A. The time date and location of the general meeting. B. The agenda setting all matters to be discussed (optional). All members of clubs within the federation shall be entitled to attend and make representation at general meetings, however, in the event that any matter before the general meeting is put to a vote, each club represented will be entitled to exercise one vote (cast through their nominated delegate) Any resolution before the general meeting shall unless stated otherwise herein be passed by simple majority. The federation shall have a discretion as to whether any matter before the general meeting shall, be determined by the top table or by the clubs represented at the general meeting by vote as set out in clause 2 above.

Insurance. It is compulsory that all drivers have personal accident insurance. This is issued automatically as part of the drivers permit. With the expiry date on both being the 16th march each year. All clubs must take out personal accident insurance cover for marshals / officials with a minimum of 15 persons. This number may be adjusted upwards as necessary to cover the needs of each individual club. It is a condition for insurance purposes that all clubs must have a registered company ltd. By guarantee and all associated paperwork up to date. The public do not have authorised right of access to the race track, pits area or trailer unloading areas. Clubs must ensure that sufficient precautions are taken to prevent access to these areas. All chip wagons must produce a copy of their public liability cover. All tracks will be inspected by the governing body and can be inspected at any time by an insurance official, without prior notice. All safety issues will be reviewed on a regular basis and upgraded as required. Failure to comply with same will result in withdrawal of insurance cover.

Federation track at Kilflynn. The hot rod track at Kilflynn, Tralee, Co. Kerry is the property of the Irish Hot Rod Motor Racing Federation. This will from time to time be rented to clubs within the federation for the purpose of hot rod racing under the rules of same. Clubs renting the track must comply with the following; 1. Rental fees as determined by the federation. 2. They must be fully paid up members of the federation. 3. The track must be taken over from the federation by the host club 3 days prior to racing. 4. Maintenance; A. Clubs using the track are responsible for filling water tanks prior to racing. B. The renting club must ensure all rubbish from pits, track and spectator areas is cleaned and removed, burning, of rubbish is not allowed. C. All vehicles must be removed from the track and grounds by the end of the race day. D. Track, grounds, office, toilet and stores must be maintained and returned in a manner fit for the next club to use. E. Any damage done to the track in the course of a day’s racing must be rectified by the host club. Failure to comply with any of the above will result in a fine, suspension or ban from use.

Code of conduct. All permit holders must abide by all the rules and regulations of the Irish Hot Rod Motor Racing Federation Any members of an affiliated club who in any way discredits his / her club or federation by misconduct shall be liable for suspension. Disciplinary action will be taken against competitors or club members who in any way violate the rules governing a race meeting, or bring the sport into disrepute. Any such instances must be reported to the federation. Drivers will be held responsible for the conduct, safety and behaviour, of their helpers / supporters and family members whilst they are at race meetings, Persons who are suspected to be under the influence of drugs or alcohol, or, any illegal substance at a race meeting will not be permitted to race or officiate. Members of any affiliated club using insolence, objectionable language or misconduct towards any official person or persons will be disciplined. This includes the disruption of a race meeting. Betting. Betting on races is strictly forbidden. Any competitor or club member found to be engaged in such practices shall be suspended from the federation and all race meetings. Any competitor who is aware of gambling going on amongst his Supporters or others should bring it to the notice of his / her club. This report will be held in confidence. Sabotage or interference. These acts will not be tolerated and will lead to a suspension or prosecution. Any deviation from the above rules and regulations is unauthorised.

Unforeseen circumstances Or Rules not in the rulebook. In the event of any ambiguity or inconsistency arising in respect of any of the rules or Provisions contained on this rulebook, or in the event that any matter which has not been addressed herein comes before the top table for consideration, the top table shall be entitled to make determinations to resolve such ambiguities or inconsistencies, and, to address such formerly unaddressed issues and, such determinations shall be final and binding upon all clubs and club members within the federation.
