‘Approach your work with a positive mindset’ –

A.K. Antony , Raksha Mantri A conference of officers handling financial advice work in Integrated Headquarters /Commands of Tri-Services, Army, Navy, Air Force, Border Roads, R&D and Ordnance Factories under Ministry of Defence was held at New Delhi on 15th & 16th December, 2011. Hon’ble Raksha Mantri, A. K. Antony delivered the valedictory address. He impressed upon the officers to approach their work with a positive mindset and strive to bring about an improvement in existing systems and procedures

Hon’ble Raksha Mantri told the gathering that currently no proposal for enhancement in delegated financial powers is being considered by the Ministry. However, he assured that next year proposal for enhancement could be considered provided a detailed report regarding use of existing financial powers and full justification for the proposed enhancement is provided. Dr M.M. Pallam Raju, Raksha Rajya Mantri, Dr Vijayalakshmy Gupta, Secretary Defence Finance (SDF), Shri Nand Kishore, CGDA and Senior officers from Ministry of Defence, Services, Coast Guard, Border Roads, Ord. Fys and DRDO were present on the occasion.

Defence Financial Management Course held at

Amritsar Thirty Eight army officers participated in Defence Financial Management Course conducted under the aegis of RTC Meerut at Amritsar from 08th to 12th August, 2011. Maj. Gen. A Chakravarty, VSM, GoC, HQrs 15 Inf Div. delivered the inaugural address. The valedictory address was given by Brig A K Goyal, Dy.GoC, HQrs 15 Inf Div. Brig A K Sehgal, DDG (FP), Ms Abha Rani Singh, IRS, Addl. Comm, CCIT, Shri Lallan Kumar, IC&CES, Addl Dir, NACEN, Army Officers and officers from SBI, Test Audit & DAD delivered the lectures.

Workshop at Kochi

A workshop on Defence Procurements was held on 05th Sept. 2011. The officers from Material Office (Kochi) and IFA (SNC) participated in the workshop. Issues like non-adherence to time frame for procurements, increasing indented qty at NLC stage, incorrect application of NIs, and incorrect calculation of indented quantity were discussed in detail to find solution to expedite the procurement process. “The Dream is not what you see in sleep, dream is which does not let you sleep.” Abdul Kalam

Conference of Principal IFAs & IFAs held at New Delhi A two day conference of Principal IFAs and IFAs was held at New Delhi on 15 – 16th Dec 2011. The conference was held to discuss/ identify the gaps in the existing financial advice system and how to strengthen/ improve the existing system. Thirty Five IFAs participated in the conference. For the first time CFA (Fys), CIA (Fys) and Controller of Finance, OFB also took part in the conference. The conference was inaugurated by Dr (Smt) Vijayalakshmy K Gupta, SDF. Speaking on the issue of IFA-CFA relationship, she mentioned that IFA has a duty to ask and to listen, CFA has a duty to tell and then the CFA has undivided responsibility to decide. She emphasized that the CFA’s responsibility is undivided. The Financial Adviser can only be questioned about what advise he gave and on what basis.

On this occasion Shri Nand Kishore, CGDA delivered a special address. He impressed upon IFAs that they should facilitate CFA in achieving the objectives of the organisation. Smt. Priti Mohanty, Addl. CGDA chaired the sessions. In her opening remarks, she emphasised that there is a need to discuss about the adequacy of internal control systems in defence procurements, financial management strategies and role of IFA in exercise of delegated financial powers.

The Joint sessions with the representatives from Services, Fy Orgn. and R&D was also held. Maj Gen S K Wadhawan, ADG (FP) made a presentation on agenda points on behalf of services. He stressed on the need to enhance the delegated financial powers. V. Ravindran, DDG (Fin), OFB and Sanjay Tandon, Dir MM, DRDO HQrs also gave presentations about the entire interface of financial advisers with CFAs in their organisations. Dr S C Pandey, JS and Addl FA made a presentation about the deliberation of conference during the valedictory session. On this occasion, a charter of commitment for IFAs was suggested. (See on Page- 6).

Senior officers of the Ministry of Defence, DRDO,

Ladies and gentlemen,

I am pleased to be amidst you all for this conclave. Before proceeding any further, I wish to commend the efforts of Secretary Defence Finance and her entire team for bringing together all the financial advisers from all wings of the Ministry of Defence. I am told that such a large gathering of financial advisers has been organized for the first time. You must multiply such initiatives at more frequent intervals in future.

The conclave provides all the professionals in the field to share and benefit from each other’s practical experience and discuss ways and mean to meet the combined challenges confronting you. The strategy sessions and the other deliberations at the conclave will benefit both the financial and the executive side. The presence of officers from the executive side is indeed a welcome development.

Although in a somewhat different context, I wish to recount the words of Mahatma Gandhi. He said and I quote, “I will give you a talisman. Whenever you are in doubt, or when the self becomes too much with you, apply the following test. Recall the face of the poorest man whom you may have seen, and ask yourself, if the step you contemplate is going to be of any use to him. Will he gain anything by it?” The face you will have to recall is that of the Jawan guarding our borders at great personal risk and sacrifices. Your actions must reassure him that his interests and well being are in safe hands.

All the same, rules must be followed in letter and spirit. However, in doing so, you also have to take extreme care that the morale of the troops is not adversely affected. On the other hand, the same logic must not be misused for perpetrating any financial wrongdoing, or bending and distorting procedures.

It is often said that one who holds the purse, holds the power. The absolute power lies with the people of our country. You too must ensure that the power vested in you is well-directed to

provide hassle-free service to our soldiers.

We have put in place a mechanism that includes fairly independent oversight institutions, Parliamentary committees, judiciary, the audit and media. We have given to ourselves a Constitution and must respect laws, rules and regulations. Rules and regulations must be utilized to optimize transparency, accountability and good governance and must not be invoked in a manner that can have any negative fallout. All of you must contribute to further strengthen our defence capability by following laid down rules and procedures.

The real challenge before all of you is to help each other achieve goals without compromising on integrity and the existing checks and balances in the system. You must indulge in healthy competition.

I am sure that the Conclave will deliberate on finding ways and means to strengthen our national security. When you dispense your duties and responsibilities, you would do well to remember at all times that you are spending the tax payers’ money.

I also wish to emphasise upon all of you the need to expedite the process of consultative information and clarifications by regular discussions to clear any doubts. You must approach your work with a positive mindset and aim to bring about an improvement in existing systems and procedures.

The Ministry of Defence looks forward to receive concrete and detailed proposals after proper consultations.

Special Address by Dr. M.M Pallam Raju, Raksha Rajya Mantri

Hon’ble Raksha Mantri ji, Secretary Defence Finance, Dr Vijaylakshmy Gupta, CGDA, Shri Nand Kishore, Secretaries, Vice Chiefs and other senior officers of the Ministry, ladies and gentlemen,

It gives me great pleasure to be with you on the occasion of the valedictory session of this conference of financial advisers in the Ministry of Defence with participation from executive side as well. It is a welcome initiative.

I think the financial advisers are like doctors in many respects. Both ask searching questions and admonish patients on their unhealthy habits and lifestyle, order additional tests, call senior doctors for help and sometimes prescribe bitter pills, injections and even drastic surgery but all this is done in the interests of the patient. So we must pay heed to their advice. It is for our own good.

I wish all you doctors, sorry financial advisers success in your efforts so that we can be healthy and blemish free. For this very purpose, we should also keep the professional ethics high, build competence and identify quacks amongst us.

Secretary Defence Finance Dr Vijaylakshmy Gupta has done well to boost the morale of financial advisers. The presentation on the outcome of the conference has deep imprint of her professionalism.

We would give utmost consideration to the many suggestions that have emerged to improve financial advice system. Change is the only thing constant. Wherever required, we must keep reviewing our systems and procedures to stay tune to current realities and not lose sight of the ultimate goal of our collective effort, which is to safeguard this great nation of ours from external aggression and proxy war in all its forms and manifestations.

I recognize that the nation’s security is the topmost consideration. Interests of organizations and individuals are subordinate to it.

I realize that CFA has a duty to provide full information to IFA and the CFA has the undivided responsibility to decide.

I also realize that I am responsible for the basis and rationale for the advice I give.

I will give due consideration to the fact that the decision and responsibility belongs to the CFAs, who are answerable for delivery of outputs and outcomes in time.

I will facilitate within the framework of Rules / Orders to the best of my authority and ability.

I shall facilitate decision making to the best of my authority keeping the positive/negative outcomes in mind as procedures are means to achieve certain ends and not end themselves. I will facilitate within the framework of Rules / Orders to the best of my authority and ability.

I will not wait till a fully baked proposal comes to me to react. I will proactively facilitate in formulating proper proposals in the best interests of the State.

I shall not raise piecemeal queries and keep myself informed about the functioning of the organization to avoid unnecessary queries.

I realize that the IFAs and CFAs together have to work for achieving the organization’s stated goals and policies.

TELLING TIME

On some air bases the Air Force is on one side of the field and civilian aircraft use the other side of the field, with the control tower in the middle.

One day the tower received a call from an aircraft asking, "What time is it?" The tower responded, "Who is calling?" The aircraft replied, "What difference does it make?"

The tower replied, "It makes a lot of difference. If you’re an American Airlines flight, it is 3 o'clock. If you’re an Air Force plane, it is 1500 hours. If you’re a Navy aircraft, it is 6 bells. If you’re a Marine Corps aircraft, the big hand is on the 12 and the little hand is on the 3. But if you’re

an Army aircraft, it's Thursday afternoon and 120 minutes to "Happy Hour!!!".

INTERACTION WITH THE EXECUTIVES

Shri D. R. Negi, IDAS, IFA (WC) visited Yol, Pathankot and Ambala during the month of November & December, 2011 with an aim to create an awareness about IFA system and procurement procedures. During the interaction, an hour long presentation was given, which was followed by detailed discussions on the subject and current proposals in the pipeline. More than 50 service officers participated the interactive sessions.

WELFARE MEASURES

IFA (MC) and Jt.CDA (AF) organized a blood donation camp in association with Jeevan Jyoti Blood Bank, Nagpur. Staff members voluntarily took part in the camp.

INSTRUCTIONS/ ORDERS Determination of CFA in Custom

Duty Exemption (CDE) cases.- Amt of CDE is to be loaded to determine L-1 in the CST and CFA for the procurement. [CGDA Instruction No.9 of 2011 ]

Purchases/replacement of vehicles

by Ministries/ Departments- Approval of Ministry of Defence (Fin.) is required. [HQrs office Circular No. 10 & 12 of 2011.]

CELEBRATIONS DAD Day

Defence Accounts Department Day was celebrated on 1ST October 2011 with lot of entertainment and fervour in all the offices of the department. During the celebrations at HQrs office, Hon’ble Raksha Mantri awarded the ‘Raksha Mantri Awards for Excellence’ for the year 2011 to the teams from PCDA (CC) Lucknow, CDA Secunderabad & HQrs office (IT wing) for initiatives in the field of IT.

TRAINING & DEVELOPMENT WEEK

The Training & Development week was celebrated in HQrs office at CENTRAD, Brar Square Delhi Cantt from 05th to 09th December, 2011. Debate, Essay and Quiz Competitions were conducted during the celebrations. Teams from the offices of PCDA (SC), PCDA New Delhi, CDA (Army) Meerut, CFA (Fys) Ishapore, CFA (Fys) Jabalpur & CDA (PD) Meerut took part in the final round of ‘All India DAD Quiz Competition’. The team from PCDA (SC) won the competition.
