SAFETY POLICY

0 JAZAL Management recognize and accepts its responsibility for performing its work in a

manner that ensures the health and safety of its staff, its sub-contractor / personnel and any other person whom may be affected by its works.

Maintaining a high safety standard is a collective responsibility and teamwork, and every employee is responsible for achieving this goal.

The company also recognizes the need to conduct its work activities in such a way so as to ensure that all reasonable and practical steps are taken to its activities from affecting the Health and Safety of all personnel.

The company understands and conceives its responsibility in complying with the safe working procedural guidelines in the Contracts Specification, and the departmental norms, laws and statutes of the UAE pertaining to Health, Safety, Environment and Fire Protection systems.

1. SAFETY MANAGEMENT

The Purpose of this section is to describe the Health, Safety & Security Policy of JAZAL. and the responsibility of Site Manager and Employees.

1.1 Safety and Health Policy-Strategy

The safety and health of all personnel is the prime concern of JAZAL. JAZAL will:

Conduct its activities in a manner that ensure the health and safety of Its staff, sub contractors’ employees and other person whom its activity effects. Conduct its operations so as to protect the environment & fire and prevent the pollution.

Ensure the protection of property and safe operation of all plant and

equipment a) Comply fully with laws and statutes of U.A.E. b) Safety & Health Requirements of client departments. c) Recommendations contained in ANSI codes. d) Recommendations contained in Manuals issued by General Contractors of America Inc. 1.1.1 Objectives JAZAL will:

Encourage, support and implement methods aimed at continual improvement of safety at work.

Ensure by procedures, techniques and survey that the facilities are operated and maintained to a high standard such that they remain safe and reliable with the practical minimum risk of injury to personnel, damage to plant and equipment. Maintain and Environmental Protection & Safety System to fulfil an advisory and enforcement function for effective implementation of Safety and Health Programs and Regulations.

Promote safety consciousness and a concern for the environment in employees and sub contractors through publication of posters and booklets.

Organise safety education and training through training programs seminars, meeting etc.

1.1.2 Responsibilities

All employees must be well informed of JAZAL’s Safety and Health Policy and its objectives.

Everyone regardless of position has responsibility towards safety.It is implemented from the Director down to the lowest level of workmen.

Line management shall be totally responsible for safety of men and material in their is of activity.

The responsibilities stated above shall be complied with. 1.1.3 Management 1.1.3.1 Formulate and implement Safety and Health Policy. 1.1.3.2 Provide a safe work place, environment, facilities and equipment. 1.1.3.3 Provide training programs / seminars for all supervisors to increase safety

awareness. 1.1.3.4 Require each Site to conduct regular safety meeting discuss safety matters. 1.1.3.5 Review and assess the safety performance of each department. 1.1.3.6 Budgetary support for all the necessary safety programs initiated. 1.1.4 Head Office 1.1.4.1.1.1 Implement the Safety and Health Policies of JAZAL that they are observed by all

personnel in the company.

1.1.4.2 Establish safe operating procedures and ensure that all activities comply with procedures as they are carried out.

1.1.4.3 Make sure that all levels of supervision are competent and trained for for the safe performance of their job.

1.1.4.4. Ensure that all the required personal protective equipment is provided and ensure the enforcement through Sections Heads.

1.1.4.5 Ensure that accident reporting, investigation and action to prevent recurrence are properly done and implemented through Site Engineer.

1.1.4.6 Appraise the management of the safety issues and matters concerning safety and health measures.

1.1.4.7 Ensure that proper disciplinary measures are taken and implemented. 1.1.5 Project Manager

1.1.5.1 Ensure that all personnel understand the Safety and Health Policy and implement the

programs of the company. 1.1.5.2 Ensure that all operations under his management are carried out adopting safe

working practice at all times. 1.1.5.3 Ensure the use of personnel protective equipment. 1.1.5.4 Promote safety awareness through safety meetings, Safety Committees. 1.1.5.5 Co-ordinate with other sites on safety matters and appraise Head Office of problem

injuries or damages. 1.1.6.4 Ensure that his subordinates / sub contractors personnel are wearing the prescribed

personal protective equipment for the job. 1.1.6.5 Conduct regular safety meetings to his subordinates. 1.1.6.6 Ensure that personnel are following the safe operating procedures. 1.1.6.7 Conduct on the job safety training programs for his personnel. 1.1.6.8 Initiates the necessary disciplinary measures for violation of safety procedures. 05 1.1.7 Employees and Sub Contractor Personnel 1.1.7.1 Follow safety procedures and instructions. 1.1.7.2 Report hazardous or unsafe conditions to your supervisor. 1.1.7.3 Use the safe tools and equipment for the job and wear the required personal

protective equipment. 1.1.7.4 Perform the job without endangering himself or co-workmen. 1.1.7.5 Ensures that the tools are in safe conditions and kept in a safe place. 1.1.7.6 Do not engage in horseplay on the job. 1.1.7.7 Never abuse safety equipment or other devices. 1.1.7.8 Seek assistance if not sure of safety precautions. 1.1.8 Safety Officer And Accident Reporting 1.1.8.1 Safety Officer

Head office appoint a person in the rank of Officer to discharge the safety functions connected with JAZAL

The role of designated Safety officer shall be to :

a) Advise on the safety need of the Company. b) Inspection and audits of work under the jurisdiction of the company.

c) Reporting and investigation of accidents and follow up. d) Safety training of employees. e) Record keeping. f) Safety activities as detailed in Section 1.5.0. g) Conduct Monthly Safety Meeting

h) Timely correction of safety hazardous i) Submit job hazardous analysis for each major phase j) Posting of safety signs on the project 1.1.8.2 Accidents Reporting and Investigation. 1.1.8.2.1 All incidents whatever causing injury / damage or not (including near-miss incidents)

shall be reported by the employees to their immediate supervisor. The supervisor shall visit the site and initiate the investigation and report in the prescribed incident report. A model format is attached the incident report form and guide to accident reporting and investigation detailed in the Appendix 1 will assist in proper reporting and investigation of accident.

1.1.8.2.2 Safety Officer shall prepare the incident report with all details and investigate the accidents to identify the cause of the accident. The corrective measures required to be taken for preventing recurrence of similar accident shall be recorded by the investigatig person.

1.1.8.2.3 The nature of injury, part of the body injured shall recorded by the first aid / clinic after giving due treatment.

1.1.8.2.4 The Project Manager shall review the report and recommend the corrective action to prevent recurrence to Head Office for approval.

1.1.8.2.5 Each site should establish procedures taking into consideration the following points.

Establish procedures on the site to achieve the objectives of this site, to report all incidents and thoroughly investigate with a view to find out the cause sub-cause and contributory factors to eliminate recurrence of similar incidents.

The register of incidents showing the details of name of injured brief description of accident, date and time of accident, date return to work, shall be maintained. The safety performance of the Site must be evaluated with reference to man-hours worked, by the Dept. Safety Officer.

All accidents or incidents shall be reported to the HEAD OFFICE and Civil Defence

or relevant Authorities where necessary. 1.1.9 Disciplinary Action

A Safe work place / system is ensured by proper engineering control methods. But experience shows that majority of accidents are contributed by human failure. That is why effective safety education and training program focus on people for building positive approach towards safety. In this process safety procedures and practices are

enforced by each employee.

The safe behaviour of an employee is made as a condition of employment. Through the disciplinary action comes as a last resort after exploring all other resources to educate a person on the subject of safety, it needs to be enforced. The main objectives of disciplinary action is to prevent accidents. The disciplinary actions are initiated by Project Engineer / Manager and approved by the Head Office.

1.1.10 Action 1.1.10.1 For JAZAL employees.

As specified in personnel department rules :

First offence - Verbal warning and recorded Second offence - Written warning and copy to personnel file.

Third offence - Monetary fines.

For major offence such as inflicting or causing to inflict injury to fellow workers and / or Property damage could be grounds for dismissal.

1.1.10.2 Supervisors Recording in job assessment reports any failure to implement these requirements. 1.1.10.3 Contractor Personnel on Site.

Written warning followed by fines in accordance with the standard rates for such violation / contravention’s.

1.1.11. Safety Activities & Regulations 1.1.11.1. Safety Activities on Site 1.1.11.2 Safety Programs

Each and every site engineer has the responsibility to provide a safe work place in their operational area; facilities and property under their control and each person must contribute towards accident prevention programs by their active involvement in following safe practices. The site’s / sub contractor’s participation in all safety activities by total compliance to safety procedures is a must for a successful safety program of any plant. 07

Safe operation will help us to achieve higher productivity, no injury or no damage. 1.1.11.3 Safety Meetings. Safety meetings involving all levels of personnel shall be held at regular intervals. 1.1.11.4 Inspections

All facilities shall be subject to inspection by supervisor / Project Manager. 1.1.11.5 Safety Promotion & Publicity

a. Information about topical matters of safety including recent accidents, their causes, prevention and safety trends should be posted and circulated.

b. Depending upon the need, specific safety training relevant to the risk and exposures shall be given to employees.

c. Fire extinguisher training shall given to an adequate number of employees in each work place.

d. First aid training shall be given to all or selected staff depending upon need. e. Sub contractors shall arrange for safety, fire , first aid training for their

personnel. 1.1.11.6. Safety Performance.

The safety performance of Site must be evaluated by individual sites with reference to accidents and man-hours (exposure) works. The sub contractor safety performance will also be evaluated by the concerned sites.

1.1.11.7. Staff Insurance

JAZAL employees are insured under Workmen’s Compensation policy in accordance with the U.A.E. Federal Labour Law 1980, Number 8. The cover and benefits are detailed in staff insurance policy issued by Contracts and Purchasing Dept. All cases of accidents or occupational diseases should be brought to the attention of Personnel Department immediately for onward dispatch to Insurance Office Contracts and Purchasing Department for submission of claims to the Insurance Company.

2.1 GENERAL SAFETY RULES 2.1 Safety practices are effective means of preventing accidents. All personnel, sub

contractor personnel and visitors are obliged to comply with the following safe practices.

2.1.1. Know the job; Follow the standard operating procedures. 2.1.2. Observe all safety rules, regulations fire prevention procedures and safety programs

of JAZAL Electro Mechanical . 2.1.3. Practice good housekeeping. Do not leave tools / materials / scraps in your

workplace. Keep your workplace clean and tidy. 2.1.4. Wear the appropriate work clothing and personal protective equipment for your job. 2.1.5. Work permits are required for certain specific jobs. Follow the instructions and

procedures. 2.1.6. Locate machines, benches, work areas in such a way to allow free movement. 2.1.7. Adequate and suitable fire fighting equipment must be provided for all hot works or

areas where combustible or flammable material are Know the exact location of fire fighting equipment stored. 08

2.1.8. Standard emergency kit and first aid equipment must be provided and readily available at all times.

2.1.9. Know the potential hazardous of your job and take precautions. 2.1.10 Smoking is only allowed in designated smoking area. “No Smoking” signs and all other warning signs exhibited shall be followed strictly. 2.1.11 All incidents causing injury / damages or not, shall be reported to the site engineer /

supervisor. The injured person shall report to the medical clinic for proper attention immediately. All accidents must be reported to the Personnel Department and the Insurance Office.

2.1.12 Conduct safety induction and on the job familiarisation program for new employees. 2.1.13 Drivers and operators must obey all speed limits and other traffic rules and

regulations of the U.A.E. 2.1.14 Do not tamper with any fire equipment. Be sure to understand emergency procedures

and know what to do in case of emergency. 2.1.15 Intoxicating drugs or beverages are forbidden in JAZAL workplace. 2.1.16 No visitor / client shall be allowed inside hazardous workplace without supervision. 2.1.17 Check that tools and equipment are in safe condition. Use tools and equipment

correctly. If defective, report to the supervisor. Never use unsafe tools and equipment.

2.1.18 Operate equipment, machines, apparatus, etc. that you are familiar with and authorised.

2.1.19 Do not oil / attend repairs on a machines or equipment while running energised. 2.1.20 Use and place ladders and stepladders in safe condition. 2.1.21 Never direct or use compressed air for cleaning you body. 2.1.22 Poisonous / dangerous chemicals must never be kept in unauthorised bottles / cans. 2.1.23 Do not clean your hand with solvents such as gasoline, thinner, Use prescribed

cleansing agents. 2.1.24 Do not store gasoline or other flammable materials in open containers. It should be

stored in closed metal containers. 2.1.25 Wash your hand before eating. Personal his very important. 2.1.26 Maintain all equipment in accordance with manufacturer specification. 2.2. Personal Protective Equipment

When engineering control measures are not possible to be provided for total elimination of hazards, the use of personal protective equipment is required. Proper selection, use and maintenance of personal protective equipment to provide adequate protection should be considered taking into account the risk and hazard. All personnel shall use personal protective equipment required for their job. All personnel protective equipment shall conform the appropriate standards.

2.2.1. Head Protection 2.2.1.1. A safety helmet / hard hat is required to be used on construction sites, excavation

work, overhead crane operation, low structure / pipes / beams or in other operational areas there is risk of head injury.

2.2.1.2 Safety helmets having the hard shell of metal should not be worn. 2.2.1.3 Person with long hair shall wear hairnets to protect hair coming in contact with

moving part of machineries. 09

2.2.2. Eyes and Face Protection

General 2.2.2.1 Employees shall be provide with eye and face protection equipment when machines

or operations presents potential aye of face injury from physical, chemical or radiation agents.

2.2.2.2 Eye and face protection equipment required by this Section shall meets EPSS Technical Guideline No. 15.

2.2.2.3 Employees whose vision requires the use of correction lenses in spectacles when required by this rule to wear eye protection, shall be protected by goggles or spectacles.

2.2.3. Respiratory Protection 2.2.3.1 Dust mask respirators must be worn to protect against dust particles. 2.2.3.2 Chemical cartridge type respiration must be worn when painting or spraying solvent

or chemicals. 2.2.3.3 When there is potential for the presence of toxic gas / vapour or oxygen deficient

atmosphere, the sabre airline apparatus should be used. 2.2.3.4 Only authorised / qualified personnel will issue Respiratory Protective Equipment.

2.2.3.5 Persons trained / certified on the usage of sabre airline apparatus shall be engaged and the work should be done under direct supervision. The basic test to ensure

proper fitting of facemasks must be done before each operation. 2.2.3.6 Proper selection and use of respiratory protection equipment should be ensured by

taking into consideration hazardous operation, contaminant, time, and protection from the particular equipment, limitation and state of health of individual.

2.2.3.7 When working with asbestos, staff shall be provide with respiratory equipment approved for use with asbestos which does not allow penetration by or retain

dust and which should be a close fit with head cover. 2.2.3.8 When engaged in grit blasting, the use of air supplied hood is essential, if blasting in

direct contact with the dust / grit. 2.2.4 Body Parts 2.2.4.1 Wear proper protective clothing / coverall. Loose or baggy clothing is not permitted in

work areas. 2.2.4.2 To protect against splash of any chemical or corrosive substance, a PVC apron must

be worn. 2.2.4.3 Leather apron is required to be worn by welders and other where there is potential

hazard of hot metal / sparks. 2.2.4.4 Full PVC suit to cover full body is required for persons entering tanks / vessels /

sumps / pits to protect against any chemical / corrosive substance / sewerage. 2.2.5 Hand Protection 2.2.5.1 Hand gloves must be used in jobs likely to cause injury to hands. 2.2.5.2 Gloves must be used near moving machinery parts. 2.2.5.3 PVC / rubber gloves must be used when handling chemicals / sewerage. 2.2.5.4 Select and use the gloves suitable for the jobs. 10

2.2.6 Fall Protection 2.2.6.1 Safety belts with lifeline must be worn when hazards of falling from height exist or

when working on elevated platforms or baskets. Select the proper safety belt and use it. 2.2.6.2 Safety belts shall be examined periodically. Defective and worn out safety belts must

never be used. 2.2.6.3 Rescue safety belts with harness / lifeline must be worn when an employees is

working in a confined space. 2.2.6.4 When using ladders, a fall arrest advice connected to body harness must be used. 2.2.7 Foot Protection 2.2.7.1. Standard safety boots with metal toe caps must be worn by all personnel on

operational areas and in places where foot injury could occur. 2.2.7.2 Ordinary leather or rubber shoes including slippers / sandals must never be allowed

in operational areas or in places where risk of foot injury exist.

2.2.7.3 In specific operations, rubber boots with steel toe could be used. 2.2.7.4 Special electrical safety shoes should be used by those involved in electrical trades. 2.3 Housekeeping

Good housekeeping is an important part of our Company’s safety program and it is the first line of defense against accident/injury. It’s everyone job to maintain higher standards of awareness

. Keeping the work area clean and tidy will eliminate most of the accidents and fire hazards. The co-operation of all employees is required to keep the workplace safe.

2.3.1 Obstruction free passageway, exits must be maintained at all times. 2.3.2 Work areas shall be clean and tidy with no accumulation of scrap, rubbish or waste

material. 2.3.3 Any spillage, oil or greasy liquid shall be cleaned immediately ; oily rags shall be

disposed of in a metal container with lid. 2.3.4 Tools and materials should be stowed away when not in in use kept clear from the

edges of benches, walkway, and stairs, scaffolding and work platforms. 2.3.5 Wash hands with soap and water. Do not clean hand with solvents. 2.3.6 Eating is allowed only at designated place or canteen areas. 2.3.7 Toilets and washing facilities must be kept in good sanitary conditions. 2.3.8 Keep change room clean and clothes and apparels inside lockers. 2.3.9 Keep all cleaning equipment in proper place when not in use. 2.4 Manual Lifting And Handling 2.4.1 Bad manual lifting methods may result in personal injury. The most common cause are : - Bad posture - Using wrong muscles - Incorrect handgrip - Lifting beyond capacity. 2.4.2 Safety Guidelines for Manual Lifting and Handling 2.4.2.1 Before attempting any lift, the person intending to do so should : 11 a. Ensure that there are no hazards such as oily or uneven surfaces. b. Examine the size/weight of the object to be lifted. Test its weight and if too heavy, request assistance. No person should attempt to list a load that they feel may be too heavy for them. 2.4.2.2 When more than one person are involved, the same lifting techniques should be

followed and the persons should work together as a team. 2.4.2.3 The foot position, hand and finger holding the object, back straight position and the

load close to the body are very important aspects of lifting techniques. Follow the correct posture and protect your back, incorrect operations leads to back injury. 2.4.2.4 Hand and finger should be protected against possible hazards of trapping, and being

caught in between, sharp objects etc. 2.5 First Aid

a. The Company shall ensure the availability of one first-aider in each site prior to commencement of the project for prompt medical attention in case of serious injury. The name of the first-aider shall be disat the site office.

b. Where there are less than 50 employees at each site, the company must then ensure that an appointed first-aider is present to take charge of the situation if a serious injury or major illness occurs. An appointed first-aider is some one of experience and training in first-aid who should be able to handle an emergency, summon help (call ambulance) and also be responsible for any first-aid equipment.

c. The telephone nos. of hospitals or ambulance and Police shall be posted. d. First-aid box shall be placed in clearly identified and readily readily

accessible location and contain a sufficient quantity of suitable first-aid materials.

e. The first-aid box or cupboard shall protect to contents from dampness and dust.

f. Where there area 250 or more persons at work on site, a suitable staffed and equipped first aid room shall be provided and maintained.

g. Where there are several employees working on site or in the same premises as sub-contractors to the main contractor, one first-aid facility shall be maintained and it shall be adequate covered by first aid.

h. All first aid cases shall recorded in Accident Register and shall be readily available.

2.6 Fire

a. The company shall ensure availability of fire extinguisher at the job site location.

b. The company shall ensure adequate provision of fire extinguisher through the works for the duration of the construction period.

c. Ensuring availability of suitable fire extinguishers for all heavy equipment, mobile/stations, plant, machines, etc.

d. No burning of rubbish or debris at the site work. e. Fuel storage tanks shall be properly grounded & provided with proper type of

fire extinguisher.

3.1 ELECTRICAL SAFETY

Electrical safety is a subject requires utmost care in all industrial operation. To prevent shock, burns, fire, and explosions the safe practices detailed below should be observed strictly.

3.1.1. A proper work permit with electrical isolation / de-isolation must be obtained before doing electrical works in any restricted area. The established procedures will be followed strictly.

3.1.2. A non-conductive safety helmet, rubber mats, safety gloves, electrical safety shoes shall be used.

3.1.3. Wearing of loose clothing, chains, rings, wristwatches is not allowed. 3.1.4. Follow the internationally accepted wiring colour code at all times. 3.1.5. All electrical maintenance or repair work must be performed by a competent and

authorised electrical person. 3.1.6. All electrical work in hazardous areas shall be decided and planned by the supervisor

taking into consideration the hazard, competency of the individual, tools and equipment, requirement, condition of weather, etc.

3.1.7. During maintenance and repair work, the equipment involved should be isolated and locked out to ensure physical separation and inadvertent switching on.

3.1.8. Electrical tools and equipment should be inspected periodically. Damaged or defective tools must be returned to tool room/workshop for necessary repair.

3.1.9. At night standard warning signs, barriers, red light, etc. must be used. 3.1.10 Regard all conductors as “Live”, do not touch them, and use a meter. 3.1.11 All junction boxes, circuit breaker panels must be covered. 3.1.12 “ELCB” shall be used on all circuits and in extended power from extension rolls using

portable electric power tools. (ELCB - Earth Leakage Circuit Breaker) 3.1.13 Overloading of electric circuits is prohibited. All circuits must be used only for

designated load. 3.1.14 Steam, water or oil leaks near electrical equipment must be reported to the

supervisor. 3.1.15 Work in pairs on electrically energised equipment, one can check and render aid if

necessary. 3.1.16 Never insert base wires into outlets. Use only approved three pin plugs. 3.1.17 A minimum gap of 6 meters shall be maintained between the top of the boom and

energised overhead high voltage line to avoid energising of crane. 3.1.18 All repair or maintenance work on motors, starters and other electrical apparatus

must be done with devices isolated. Testing shall be done only by authorised competent persons.

3.1.19 Hot fuses or circuit breakers must be handled with gloves and approved fuse pullers. 3.1.20 Handles of electrical tools shall be insulated properly. 3.1.21 When working in elevated positions on poles, towers use appropriate safety belts.

Inspect the belts before climbing each day. 3.2 Hand and Power Tools 3.2.1 Hand Tools

Correct maintenance and use of hand tools will prevent injuries and lead to more efficient operation. A large proportion of cuts, eye injuries etc. are caused by poor

condition of tools, work pieces and incorrect use of hand tools. 13

3.2.1.1 General The following general rules shall apply to the use of hand tools. 1. Hand tools should be in safe condition when used.

2. All tools should be inspected before issuing them from the store. Damaged / defective tools must be repaired before issue/use.

3. Some tools are permanently held by the individual. This person has a duty to ensure that the tools in his care are safe to use.

4. The wooden handles of tools such as hammer, pick axes, files, etc. should be of the correct size, be correctly and surely fitted and free from oil and grease.

5. Tools designed for striking i.e., will mushroom around their impact surfaces. This shall be dressed off frequently with a hand file.

6. Non-sparkling tools should be inspected regularly to ensure that no steel splinters have become embedded in them. If there is any steel

splinters, it should be dressed out.

7. Tools should be used only for the purpose for which the were designed. They shall be used in the correct manner and shall not be adapted or modified in any way.

8. Tools should not be carried up or down ladders by hand. 9. Tools should not be thrown from one level to another or from one job

place to other. 10. When not in use, tools should be correctly stored. Tools lying on the

floor on scaffolds, in walkways, worktable, represents an unsafe condition. 3.2.2 Electric Powered Tools 3.2.2.1 All power tools shall be - of the type approved

- inspected, tested, serviced and used in accordance with the manufacturer’s instruction. - Provided with a fail safe device which renders tool inoperative when the operator release his hold.

3.2.2.2 Power leads/cables shall be routed/positioned so as not to be liable to damage or present an obstruction or tripping hazards.

3.2.2.3 No person should be permitted to use a power tool unless he has been trained and is authorised to do so.

3.2.2.4 No person should be permitted to use a poser tools unless he has been trained do so. 3.2.2.5 Where guards are required, they shall be securely fitted and correctly adjusted. 3.2.2.6 The operator shall ensure that all moving parts are motionless before setting the tool

down. 3.2.2.7 A chuck key of the correct type shall be used to operate shucks. The operator shall

ensure that the key is removed from the chuck before operating the tool. 3.2.2.8 Ensure that the work places are adequately secured before the tool is operated. 3.2.2.9 Standard personal protective equipment must be worn while using power tools. 3.3 Welding and Cutting 3.3.1 Pressure Regulators

Compressed gas shall never be used from cylinders without reducing the pressure through a suitable regulator attached to the cylinder valve or manifold. 14

3.3.1.1 Before connecting regulators, cylinders of line valves shall be “cracked open” to

ensure that all dust and foreign materials is blown into air and not into the regulator. 3.3.1.2 Cylinder and line valve shall always be opened gradually. 3.3.1.3 Cylinder or line valves shall never be opened when pressure is exerted by the

adjusting screw to prevent damage to valve seat, pressure gauge. 3.3.1.4 When closing down, the cylinder valve shall be closed and gas bled frthe regulator by

opening the blow pipe valve. 3.4 Safety In Machine Tool Operation 3.4.1 Lathe

3.4.1.1 Before operating a machine, make sure that it is in good operating condition. Machine guards must placed in position.

3.4.1.2 Reports defects. 3.4.1.3 Machines must never be left running unattended. 3.4.1.4 Never attempt to removed chips when the machine is in operation. Use chip breaker

tool/swarf pullers. 3.4.1.5 Ensure that chuck key is removed from the chuck before starting the machine. 3.4.1.6 While repairing, oiling, cleaning disconnects the power and tag machine. Before

starting ensure that no one is working on it 3.4.1.7 Suitable personal protective equipment must be worn. Loose fitting clothing with

sleeves must be prohibited while operating these machines 3.4.2 Drilling Machine 3.4.2.1 Manufacturer’s safe operating procedures shall be followed. 3.4.2.2 The use of eye protection is required. Use of gloves is not recommended. 3.4.2.3 Never wear long sleeves since clothing could be caught by the rotating drill. 3.4.2.4 Guard for the drill shall be in position while in operation. 3.4.2.5 Jewellery like ring, chain shall not be used by the operator. 3.4.3 Pedestal Grinder 3.4.3.1 The manufacturer’s safe operating and mounting procedures must be followed. 3.4.3.2 Check the rated speed of the machine and peripheral speed of the wheel labelled by

the manufacturer. 3.4.3.3 Check for any crack or defect in the wheel. 3.4.3.4 Tool rest must be provided and the gap between the tool rest and wheel shall not

exceed 1/8”/ 3.4.3.4 Apply only regulated pressure on the wheel never take too heavy a cut. 3.4.3.6 Allow the wheel to run for a minute before starting grinding. 3.4.3.7 Grinding must not be done at sides of the wheel. 3.4.3.8 Eye and face protection is required. Safety goggles / spectacles with impact resistant

glasses, face shield shall be worn by operator in addition to coverall, safety shoes, etc.

3.4.4 Hydraulic Press 3.4.4.1 Always leave the ram in close position and power must be in “off” position when the

machine is not in use. 3.4.4.2 Always check the controls of the machine prior to start up. 3.4.4.3 Ensure that the necessary machine guard is in position. 3.4.4.4 Never exceed the capacity of the machine. 15 3.4.4.5 The machine should be grounded and electrical standards shall be followed. 3.4.4.6 Use the required personal protective equipment. 3.4.4.7 Check the hydraulic hoses periodically for damages. 4.1 PAINTING OPEARTIONS 4.1.1 The paint products are not only flammable but also toxic, corrosive or ca cause

harmful effects to the skin. The work places involving painting operations require special precautions.

4.1.2 Where operations involving paints / solvents producing flammable vapours are carried out.

1. Care shall be taken when mixing, decanting and ransferring paints/solvents. 2. Naked flames and lighted cigarettes shall not be permitted 3. Adequate ventilation should be providing. 4.1.3 All paints / solvents spillage should be mopped up without delay. 4.1.4 All rags or other combustible material contaminated with paint/solvent should be

disposed of in metal container with metal lid. The container should be emptied regularly.

4.1.5 When paint spraying operations are in progress :

1. The correct type of spraying equipment based on manufacturer’s recommendation shall be used.

2. Spraying should be carried out in a booth with suitable exhaust ventilation. 3. Appropriate personal protective equipment must

4. Special precautions shall be taken when working with paint which may contain lead to prevent absorption through the skin, swallowing or inhalation of the fumes.

5. Always shut off air-pressure to pump and relieve fluid pressure in the system before attempting to remove gun.

6. Never point a spray gun directly at any part of the body. 7. Handle hose carefully. 4.1.6 Wash hands after painting using cleansers. The use of thinner to clean hands is

prohibited. Personal hygiene is very important. 5.1 Scaffolding & Accesway 5.1.1 Scaffolding should be erected for any work, which can not be accessed safety from

ground 5.1.2 Safe & defined access like ladders etc to be provided to all works areas. 5.1.3 Details of erection & use of scaffolds shall be worked out for Engineers approval. 5.1.4 Positive fall prevention will be employed as per SPD construction Safety Manual for

working on platforms 1.2 meter or greater from ground. 6.1 Excavation 6.1.1 When excavation is to be done the requirements for trenching & storing as

established by Dept. Manual will be complied. 16

7.1. Confined Space Entry

The confined spaces such as manholes, sewers, pumping stations, wet wells, chambers vessels tanks, pits, sumps or any other area having enclosed or semi-closed with restricted opening or access, may contain toxic / flammable gas, vapour or liquid in addition to oxygen deficient atmosphere. Special precautions are required to be taken before the start of work right from planning to actual work.

7.1.1 All workmen must be trained in the job. Permit to work shall be prepared and followed strictly.

7.1.2 Description of work, possible hazards, personal protection required tool and equipment to be use, gas monitoring, isolation preparation of confined space and all other safety precautions covered in the permit to work shall be clearly understood and followed by the workmen.

7.1.3 No person shall be allowed or required to enter a confined space without a proper breathing apparatus.

7.1.4 Proper ventilation shall be ensured in the confine space. Mechanical ventilation should be maintained wherever necessary.

7.1.5 Where the condition of the atmosphere is not safe or likely to change, a self contained breathing apparatus shall be used right from the time of entering and during the progress of the work.

7.1.6 The person entering a confined space must wear safety harness with a lifeline and a second person outside should assist him in case of emergency. A spare breathing apparatus and oxygen resuscitator should be made available as standby.

7.1.7 Proper communications shall be established. 7.1.8 For every confined space entry the level of supervision shall be fixed and maintained. 8.1. Emergency Procedure 8.1.1 Gas Emergency

If a man collapses inside a confined space due to toxic gas or oxygen deficient atmosphere.

8.1.1.1 No person shall enter the confined space for rescue purpose without a self-contained

breathing apparatus. 8.1.1.2 The second person should raise the alarm and seek assistance. 8.1.1.3 Call the safety and first aid unit of your plant and follow the established procedures. 8.1.1.4 Oxygen Resuscitation and Cardio Pulmonary Resuscitation maybe required to be

administered to the affected person. Hence keep the equipment handy before the start of the confined space entry. Competent persons trained in CPR may give resuscitation.

8.1.1.5 First aid shall be given by authorised/trained first aider. Employees must be trained in basic first aid.

8.1.2 Fire Emergency

When you discover a fire, asses it. If you can extinguish with proper extinguisher, put it out if not sound the alarm. If fire alarm bell sound automatically.

4. For water spray protected area confirm spray water, otherwise

5. Only authorised/trained first aider should give first aid to affected persons. All or selected employees should be trained in basic and advance first aid.
