The 4600 Main Street Housing, LP, Inc. (Owner) will be accepting competitive Sealed Bids for all qualified subcontractors for trades associated with the construction of the 56-unit Light Rail Loft Apartments located at 4600 Main Street, Houston, TX 77002. Scope of work includes the conversion of use, the remodeling of an existing two-story masonry structure, and the addition of a third story. The building will house 56 efficiency residential units on the 2nd and 3rd floors, with the 1st floor reserved for lobbies, support services and future lease spaces. The contract form will be an AIA A101 Stipulated Sum, and A201 General Conditions, and Subcontractor contract for the awarded subcontractors trades. Project Name: Houston Police Department – Uniform Police Services Building Renovation

Project Description: This project will include the total renovation of the existing three-story facility on Morin Place that was previously used as HPD’s Property Room. The renovation will include approximately 57,000 square feet of space to accommodate uniform police services divisions. The renovated facility is expected to accommodate up to 300 personnel. The scope of work will include selective demolition at the existing facility, new Mechanical, Electrical, Plumbing, Low Voltage systems, new building envelope components as well as new interior buildout and furniture. There will also be an addition of a parking deck to accommodate parking needs for up to 600 personnel. All construction will need to be compliant with all jurisdictional requirements.

APPLICATION AND PRELIMINARY DECISION. LGI Hpmes - Texas, LLC, 1450 Lake Robbins Drive, Suite 430, The Woodlands, Texas 77380, has applied to the Texas Commission on Environmental Quality (TCEQ) for new Texas Pollutant Discharge Elimination System (TPDES) Permit No. WQ0015760001, to authorize the discharge of treated domestic wastewater at a daily average flow not to exceed 700,000 gallons per day. TCEQ received this application on January 8, 2019.

The facility will be located will be located approximately 5,000 feet north of the intersection of Morgan Cemetery Road and Rutherford Road, in Montgomery County, Texas 77328. The treated effluent will be discharged to an unnamed tributary, thence to Bee Branch, thence to J ayhawker Creek, thence to Peach Creek in Segment No. 1011 of the San Jacinto River Basin. The unclassified receiving water uses are minimal aquatic life use for unnamed tributary, intermediate aquatic life use for Bee Branch, and high aquatic life use for J ahawker Creek. The designated uses for Segment No. 1011 are primary contact recreation, public water supply, and high aquatic life use. In accordance with 30 Texas Administrative Code §307.5 and the TCEQ implementation procedures (June 2010) for the Texas Surface Water Quality Standards, an antidegradation review of the receiving waters was performed. A Tier 1 antidegradation review has preliminarily determined that existing water quality uses will not be impaired by this permit action. Numerical and narrative criteria to protect existing uses will be maintained. A Tier 2 review has preliminarily determined that no significant degradation of water quality is expected in Bee Branch J ayhawker Creek, or Peach Creek which have been identified as having intermediate, high, and high aquatic life use, respectively. “Existing uses will be maintained and protected. The TCEQ Executive Director has completed the technical review of the application and prepared a draft permit. The draft permit, if approved, would establish the conditions under which the facility must operate. The Executive Director has made a preliminary decision that this permit, if issued, meets all statutory and regulatory requirements. PUBLIC COMMENT / PUBLIC MEETING. You may submit public comments or request a public meeting about this application. The purpose of a public meeting is to provide the opportunity to submit comments or to ask questions about the application. TCEQ holds a public meeting if the Executive Director determines that there is a significant degree of public interest in the application or if requested by a local legislator. Bids received after the closing time will not be opened and will be delivered to the Owner for its consideration. There will be no pre-bid conference.

Each Bid must be accompanied by a bid bond or a certified or cashier’s check, acceptable to the Owner, in an amount not less than 5 percent of the total amount bid, as a guarantee that the successful bidder will enter into the Contract and execute the Bonds on the forms provided and provide the required insurance certificates within 14 days after the date Contract Documents are received by the Contractor.

The District may not accept this bid until it has received from the bidder a completed, signed, and notarized TEC Form 1295 complete with a certificate number assigned by the Texas Ethics Commission (“TEC”), pursuant to Texas Government Code § 2252.908 and the rules promulgated thereunder by the TEC. Failure to provide said form complete with a certificate number assigned by the TEC will result in a non-conforming bid and will prohibit the District from considering this bid for acceptance.

The Owner reserves the right to reject any or all Bids and to waive all defects and irregularities in bidding or bidding process except time of submitting a Bid. Scope of Project:

Furnish and install a 450 KW Natural Gas Generator including foundation with sound attenuating enclosure, service disconnect, automatic transfer switch (ATS), pull box, ground well, and necessary electrical components and appurtenances for a complete emergency electrical power system for the HCMUD 106 Eagle Springs Water Well No. 3 site. Work shall include, but not be limited to, concrete foundation, site work, drainage, removal and dispose of auxiliary engine with raised access platform and appurtenances. Complete in Place.

A non-mandatory pre-bid conference will be held in the office of BGE, Inc. on Monday, August 3, 2020 at 2:30 PM.
