Property: 1422 Heights Blvd, Lot 18, Block 157, Houston Heights Subdivision. The property includes a historic 1,000 square foot, one-story wood frame single-family residence and a detached garage situated on a 7,500 square foot (50' x 150') interior lot.

Significance: Contributing Cottage residence, constructed circa 1940, located in the Houston Heights Historic District East.

Proposal: Alteration – Addition

The HAHC approved an application to construct a 400 square foot one-story addition in January 2017. The applicant now proposes to construct a 1,608 square foot two-story addition with a one-story component.

The addition will have a max width of 22’, a max depth of 56’ and a max height of 27’, and will be inset 1’ from the northwest corner of the existing residence.

The one-story portion of the addition will have a gable/shed roof with 3/12 and 9/12 pitches. The two-story portion of the addition will have a hipped roof with a 9/12 pitch.

The addition will have a pier and beam foundation with 28” finished floor height to match existing.

The addition will be clad in 105 siding and feature 1/1 and fixed wood windows.

The applicant also proposes the following alterations to the historic residence:

The existing non-original front door will be replaced with a partial-lite paneled wood door.

The existing non-original concrete porch pad and metal columns will be removed. The concrete pad will be replaced with a wood porch with a 2’ finished floor. The metal columns will be replaced with 6” wood columns.

APPROVAL CRITERIA

ALTERATIONS, REHABILITATIONS, RESTORATIONS AND ADDITIONS

Sec. 33-241: HAHC shall issue a certificate of appropriateness for the alteration, rehabilitation, restoration or addition of an exterior feature of (i) any landmark, (ii) protected landmark, (iii) any building, structure or object that is part of an archaeological site, or (iv) contributing building in a historic district upon finding that the application satisfies the following criteria, as applicable:

(1) The proposed activity must retain and preserve the historical character of the property;

(2) The proposed activity must contribute to the continued availability of the property for a contemporary use;

(3) The proposed activity must recognize the building, structure, object or site as a product of its own time and avoid alterations that seek to create an earlier or later appearance;

(4) The proposed activity must preserve the distinguishing qualities or character of the building, structure, object or site and its environment;

(5) The proposed activity must maintain or replicate distinctive stylistic exterior features or examples of skilled craftsmanship that characterize the building, structure, object or site;

(6) New materials to be used for any exterior feature excluding what is visible from public alleys must be visually compatible with, but not necessarily the same as, the materials being replaced in form, design, texture, dimension and scale;

(7) The proposed replacement of missing exterior features, if any, should be based on an accurate duplication of features, substantiated by available historical, physical or pictorial evidence, where that evidence is available, rather than on conjectural designs or the availability of different architectural elements from other structures;

(8) Proposed additions or alterations must be done in a manner that, if removed in the future, would leave unimpaired the essential form and integrity of the building, structure, object or site;

(9) The proposed design for any exterior alterations or addition must not destroy significant historical, architectural, archaeological or cultural material, including but not limited to siding, windows, doors and porch elements;

(10) The proposed alteration or addition must be compatible with the massing, size, scale material and character of the property and the context area; and

(11) The distance from the property line to the front and side walls, porches, and exterior features of any proposed addition or alteration must be compatible with the distance to the property line of similar elements of existing contributing structures in the context area.

PROJECT DETAILS

Shape/Mass: The existing residence has a maximum width of 37’ and a maximum depth of 38’ with a 10’ eave height and an 18’ ridge height.

The one-story portion of the addition will measure approximately 22’ wide by 18’ deep, and will be inset 1’ at the northwest corner of the existing residence. The addition will have a 10’ eave height.

The two-story portion of the addition will measure approximately 16’ wide by 38’ deep by 27’ tall, and will maintain the 1’ inset.

The addition will have a maximum depth of 56’ and will contain 1,608 square feet of conditioned space.

Setbacks: The existing residence is setback 40’ from the front property line, 2’ from the north (side) property line, and 10’ from the south (side) property line.

The addition will be setback 3’ from the north (side) property line.

Foundation: The existing residence has a pier and beam foundation with a 28” finished floor height.

The addition will also have a pier and beam foundation with a 28” finished floor height.

Windows/Doors: All historic windows will be retained and repaired.

The existing non-original front door will be replaced with a partial-lite paneled wood door.

The addition will have 1/1 double-hung and fixed wood windows.

Exterior Materials: The existing residence is clad in 105 siding. Rotted siding will be replaced in-kind.

The one-story portion of the addition will have a gable/shed roof with a 10’ eave height. The gabled portion of the roof will have a 9/12 pitch and the shed portion of the roof will have a 3/12 slope.

The two-story portion of the addition will have a 20’-11” eave height and a hipped roof with a 9/12 pitch.

All portions of the roof will be covered with composition shingles.
