General Chair’s Report

It has been a busy summer as I have met with several members of the Board of Directors and members of Ohio Swimming during my transition to General Chair. We have an exceptional group of Board Members who are committed to promoting the sport of swimming and moving the organization to the next level.

As the newly elected as General Chair, I made some promises to the organization that I am committed to keeping:

1. Transparency: Inform and educate our members. Promote participation on committees for all members.

2. Athletes: Improve athlete development (novice through senior) and promote opportunities for all athletes from developing the pipeline to increased presence and success at National level meets. Improved the balance between recognition and development to keep athletes motivated in the sport.

3. Organizational goals and objectives: Achieve “SMART goal alignment” to better serve the organization and its members. Develop strategies that are in line with our Mission and Vision. Goals need to be Specific, Measureable, Attainable, Relevant and Timely (SMART). Accountability will be key to accomplishing this. We began this process with a BOD retreat and LEAP workshop this weekend.

4. Membership: Increase our athlete membership pipeline to include more cultural and socioeconomic members. Improve retention rate on all membership levels (athlete, coach, official). Improve non-athlete membership success (more officials at national meets, increased Club Excellence/Recognition participation). Establish LSC Hall of Fame and Recognition Programs for all the members.

5. Governance: Update and practice Policies and Procedures. Empower leadership and committees to be innovative and creative in developing new programs with a balance of accountability. Strive for organizational excellence through LEAP programs. Implement strategic planning to improve success, shape our future and to also better align ourselves with USA Swimming’s Core Objectives (Build the Base, Promote the Sport and Achieve Competitive Success).

6. Fiscal Responsibility: Continue to balance the budget, establish a quadrennial budget that is both realistic and workable. Increase funding for programming.

On behalf of Ohio Swimming, I thank everyone for their dedicated service to the organization. I am looking forward to the future and have a good team of BOD officers, committee coordinators and staff behind me. As always, please feel free to contact me if you have any questions. DISABILITY REPORT Disability Chair Report – Jim Peterfish Communication is Key – What Ohio Swimming needs to know regarding athletes with disabilities:

Athletes, Clubs, and Competition

Who are they?

Where are they practicing?

When are they competing? The more we know, the more we can support these athletes. Ohio Swimming will be collecting the information this year to be able to improve our programs for Disabled athletes:

1. Who are the athletes with a disability 2. Club they represent. 3. Any special circumstances created or modifications necessary.

Entry policy into Championship meets (JO, Zone, Sectionals) coming from the national level down. Currently at discretion of the LSC hosting as to how they handle entries for these athletes. There will be a Disability Meet in May 2016 at the University of Cincinnati. Date has not been set yet. The meet will be added to the calendar when finalized. There are opportunities available for coach education/mentoring on national level. Seeking this at the LSC level. Interested? Contact Jim Peterfish at [email protected].

USA Swimming is committed to fostering a fun, healthy, and safe environment for all its members.

Training and Education

Athlete Protection Training expires 12/31/15. Athlete Protection Training Renewal Course is coming September 1st

. We’re excited to bring a new scenario-based Athlete Protection Training course for all renewing non-athlete members. It will be available on September 1st at USASwimming.org/Protect. New members must still take the original APT. USA Swimming offers three athlete protection training courses (mandatory for non-athlete, parents, and athletes) free of charge to our members. The USA Swimming Safe Sport Program offers several additional training resources at our home page: usaswimming.org/protect. To help promote the training please post the training flyer onto your website and add the heat sheet ads to your heat sheets. The new cost for initial background checks is $36.50 – with the renewal background check costing $18.00. There are no more level 1 background checks – everyone most do the level 2. We are proud to introduce, SwimStaffSelect, an online human resources tool available FREE as a member service to all of our coaches and clubs! Deck Changing At the 2014 USA Swimming House of Delegates meeting, the House passed R-9 which changed the sanctioning requirement for meets:

202.2 REQUIREMENTS FOR SANCTION — Sanctions are issued, withheld or withdrawn in accordance with the following regulations:

.1-.8 [no changes]

.9 Applications for sanction must be accompanied by a copy of the complete meet announcement which must include the following:

A-H [no changes] I. The following statement: “Changing into or out of swimsuits other than in locker rooms or other

designated areas is prohibited.” The Rules and Regulations Committee, working in conjunction with the Safe Sport Committee, Athletes’ Executive Committee and Officials’ Committee agreed on the following definition of “Deck Changing”: Deck Change - Changing, in whole or in part, into or out of a swimsuit (excluding a drag suit) in an area other than a permanent or temporary locker room, bathroom, changing room or other space designated for changing purposes while at a practice, competition, or other pool-related activity. It is important to note that although the House changed the wording in article 202.2.9.I to “prohibit” deck changing, it had the opportunity to but did not specify a penalty for a swimmer performing a deck change. We are put in a position where LSCs and officials are left with no direction regarding what, if any, penalty should be levied against an athlete observed deck changing. The risk here is that there will be varying degrees of enforcement of 202.2.9.I. In the first three months of this year we have seen exactly that.

It is the consensus of the Rules and Regulations, Safe Sport, Athletes’ Executive and Officials’ Committees that the preferred approach to dealing with deck changing is to view the change in 202.2.9.I as the House’s desire for a paradigm shift regarding deck changing: what was once considered acceptable is now unacceptable in the sport. Our focus should be on educating our members that deck changing is not acceptable and can put our athletes at risk. The consensus of these committees is that LSCs should be encouraged not to adopt a punitive approach to enforcing this provision of our rules but rather work collaboratively with coaches to stop instances of deck changing across the sport. The following is provided for LSCs consideration:

1. Officials’ eyes should be on the pool – not looking for swimmers who might be deck changing. 2. Should deck changing be observed, officials should not attempt to intervene to stop it, but rather note the gender

and team of the swimmer as well as the location of the deck change. Report this information to the Referee when time permits. The Referee should work with the Meet Director and/or facility staff to communicate with the coach of the swimmer(s) that were deck changing. This communication should provide the information and ask for the coach’s cooperation to get the swimmers to change in the designated areas in the facility.

3. Meet Directors and Referees should ensure that the Meet Marshalls and host facility staff are aware that swimmers should only be changing in designated changing facilities. Meet Marshalls and facility staff should not intervene directly with swimmers that are deck changing; rather, they should note the gender and team of the swimmer as well as the location of the deck change and deal directly with the coach in question.

4. If the coach of the swimmer(s) is uncooperative regarding requests to comply with getting swimmers to change in the designated changing areas, report details of the instance to the LSC Safe Sport Chair and General Chair for follow-up.

Hopefully this guidance provides LSCs, coaches, officials, athletes and their families a starting point for a discussion on how we can affect increased athlete safety and security by eliminating deck changing in our sport.

Pre-Employment Screening Article 502.6.8 Under Article 502.6.8 of the USA Swimming rulebook, all clubs are required to comply with the USA Swimming Pre-Employment Screening Procedures for New Employees for all new employees who are required to be USA Swimming members under Article 305.4 and 502.6.3.

Required Pre-Employment Screening Procedures As a condition of membership in USA Swimming, member clubs are required to conduct the following pre-employment screens on their new employees who are required to be USA Swimming members by USA Swimming rules.

1) Past Employment Reference Checks or Verifications. Where there have been multiple employers, minimum of the three most recent employers.

2) Education Verification (highest held) 3) State Motor Vehicle Report Examination

The club should carefully review and evaluate the information gathered as part of making a final decision to offer employment to a candidate. The screening process should be completed before the employee is officially hired and begins employment.

Additional Recommended Pre-Employment Screening Procedures USA Swimming also recommends that local member clubs conduct the following internal research into new employees who are required to be members by USA Swimming rules:

If the club chooses to complete the recommended screens listed above, it should carefully review and evaluate the information gathered as a part of making a final decision to offer employment to a candidate.

If you do not have one of the policies or code of conducts, you may want to consider using it as a template and put something into place. You do not have to use the models word for word as it is only a starting place to begin. I am more than happy to work with you to get something in place or answer any questions that you may have.

Administrative Vice Chair Report

5/2015 – 8/2015

Since HOD is being held prior to the USA-S Convention this year we do not know if there will be mandated changes to our Bylaws and Policy Manual. The Bylaw changes that were voted on in May have been approved by USA Swimming and are now in force. No additional submissions were made for review and vote at this HOD. Now that the LSC Administrative Review Board has been re-instated we will be looking for nominees to fill those seats, beginning with the prior members. Look for further communication regarding needed skills and interests for this very important function. Due to expected legislation at Convention and ongoing work on LSC policies, the release of our Policy and Procedure manual will be delayed until October. Once the necessary changes have been made it will be announced and posted on the web site. Immediately prior to HOD the Board of Directors and other invited people are participating in a Governance Workshop (Saturday) and a LEAP 2 Workshop (half day Sunday) that is provided by USA Swimming. The Governance Workshop will focus on the roles and responsibilities of the LSC board, as well as creation/affirmation

of Ohio Swimming’s core values, vision, and mission. The LEAP 2 Workshop will focus on a plan to complete our LEAP 2 submission. I am sure there will be information to share as we work to incorporate learnings from both workshops and finalize our LEAP 2 submission in a few months. In July we held an election at the Senior Meet for the Junior Athlete Representative. By moving the election from HOD we had a record number of athletes participate. We will continue to evaluate how best to get the athletes engaged and assisting us in all aspects of our operations. The LSC equipment for Officials (bells and radios) had more extensive use this past year, giving officials opportunities to work on radio protocols and be evaluated at the Chief Judge, Referee, and Administrative levels for advancement. Because of the need to demonstrate appropriate radio protocols, OQMs will continue to have right of first refusal. Respectfully Submitted Anne Lawley

1. 2015 January-June Accident Statistics.

Detailed analysis continues to be available from Gina Mensay, Member Services, USA Swimming,

719-866-3574, ([email protected]).

These represent accident summaries that were entered in the database through June 19, 2015,

affected body part(s), etc. are available in a graphic display form (see attached).

I also have the statistics spreadsheet of all reported January-June 2015 occurrences in Ohio and

nationwide available in PDF format and can e-mail them to you upon request (58 pages; to long for

this report!).

Please utilize this data to continue to promote safety within your clubs.

2. USAS Safety Chair Workshop: June 26-28, 2015.

Topics included: Hypoxic Blackout, Facility First Aid Kits, Coaching Credentials, Promoting Safety

at Meets, Deck Control, Risk Management, Backstroke Specific Issues, Concussion – Medical,

Practical and Legal Issues.

Please see the attached documents for detailed informational notes and handouts.

3. Report of Occurrence Form.

Reminder of procedures to access and submit the Report of Occurrence (ROO) form.

a. Report of Occurrence form has been revised (slightly) during the 3rd. week of June 2015.

b. More emphasis is being put on “where, when, & how” accident happen (in addition to

gathering information for insurance purposes).

c. Goal is to reduce incidences (ex: putting mats in front of water fountains and drink

machines when it was determined that slips & falls were occurring at those locations).

Documents/Meet Forms.

As before, please make sure that all accidents are reported, regardless of their severity.

2015 USA Swimming Safety Chairs Workshop Notes

1. Hypoxic Blackout – It Can Happen in YOUR Pool: - Bobbi Houghton

a. Statistics show that it usually happens to those individuals that are young and in good health.

b. More prevalent in highly intelligent and accomplished individuals.

c. Usually male!

d. For females, more prevalent in synchronized swimming.

e. Concern during Navy SEAL training: 1 instructor to every 2 candidates when working on

hypoxic training.

f. Hypoxic training does not result in an increase in oxygen in the blood, but a decrease in

carbon dioxide.

g. Hyperventilation causes changes to the central nervous system.

h. Most common problem: fainting in water after a hard workout. Brain is deprived of oxygen.

i. There is a lack of education, training, and proper procedures on how to avoid hypoxic

blackout.

j. Excellent video by Bob Bowman on this topic & hypoxic rules on USAS website. Look under

“Risk Management” tab.

k. Recommended pool guideline: “1 breath, 1 time, 25 yards”.

l. Please see separate handout (#1) on Hyperventilation & Shallow Water Blackout.

2. Facility First Aid Kits - (Starre Haney and Allan Meier)

a. Make sure that the facility that your team is visiting or swimming in has a First Aid kit that

is current and readily available.

b. Meet Director should ensure that First Aid kit(s) is readily available and “stocked”.

c. Please see separate handout (#2) on what a good First Aid kit should contain.

d. Team sized First Aid kits are available from American Red Cross and many other vendors.

e. Kits need to be maintained on a regular basis (missing/used items, expiration dates, open

items).

3. Coaching Credentials - (Jen Ridge and Jeff Chu)

a. CPR: USAS is interested in knowing about other organizations that may provide this training

(other than Am. Red Cross).

b. Potential liabilities when Coaching with lapsed credentials (no insurance!).

c. Many clubs are going to “tyvek type” wrist bands that coaches have to wear on deck during a

meet to show that they have up to date credentials.

d. USAS may be considering this for volunteer workers on deck during meets as well.

e. Discussion with ARC regarding their web site while coaches are renewing their certification.

i. Make sure to close out as instructed, or data will not be saved!

f. How do we "strongly encourage" coaches to maintain current credentials.

4. Promoting Safety at Meets - (Mike Seip)

a. Consider assigning a Safety Coordinator for each pool session.

i. Coordinate marshalling, First Aid kits, safety checklist of pool & deck.

b. Discussion regarding the possibility that EMS and other first aid responders may not handle

a victim in the water.

i. They may ask that pool staff either get the individual to the shallow end or out of the

pool before they will treat. May have implications for “backboarding” a victim out of

the pool.

ii. Check what the policy is in your area.

iii. Staff are encouraged to have a conversation with first responders on mutual

guidelines in case of an emergency.

c. An individual with a disability can have an uncertified personal assistant on deck with them.

i. Written verification should made by a physician.

ii. Individual should also be a non-athlete member of USAS.

d. Discussion of photography restriction enforcement:

i. Cell phone cameras used on deck.

ii. Parents using tablets to video (dropping & breaking on deck).

iii. USAS currently does not have a policy on this.

iv. Clubs are encouraged to develop their own policy for this and document it in their

meet guidelines.

6. Risk Management – (Sandi Blumit and John Kline)

a. Report of Occurrence form has been revised (slightly) during the 3rd. week of June 2015.

b. More emphasis is being put on “where, when, & how” accident happen (in addition to gathering

information for insurance purposes).

c. Goal is to reduce incidences (ex: putting mats in front of water fountains and drink machines

when it was determined that slips & falls were occurring at those locations).

d. Dry land training instructors should be encouraged to become a non-athlete member of

USAS, for both liability as well as insurance coverage.

i. Not as critical if the trainer has her/his own insurance.

7. Backstroke Specific Issue – (Mary Jo Swalley and Jen Ridge)

a. Backstroke Ledges are becoming more popular and prevalent in pools.

b. Because of this, USAS will soon consider including instruction on backstroke starts as part of

its racing start protocol.

i. Progression for teaching backstroke starts is currently being reviewed and developed

by the Operational Risk Committee.

ii. Policy to be presented and voted upon at convention.

c. Reminder: racing start certification stays with the club and does not go with the swimmer if

she/he changes club.

i. All new swimmers for your club will need to be recertified.

d. Please see separate handout (#3) for draft proposal.

8. Concussion – Medical, Practical and Legal Issues – (Dr. Danny Mistry – Primary Care Team

Physician, USA Swimming, & Rich Young, Bryan & Cave, Counsel to USA Swimming)

a. See handout #4 for overview.

b. 3.8 million concussions annually in the USA (this is probably a low figure as many concussions

go unreported).

c. Comprises 10% of all sports related injuries.

d. Concussions are no longer graded on severity.

e. USAS has a draft policy for concussions (see handout #5).

f. If questionable, assume it is a concussion (ie: “guilty until proven innocent!”).

g. Mutual of Omaha is now the insurer for USAS.

athletes up to $25,000.00 after a $100.00 deductible.

ZONE TEAM REPORT

The Ohio All-Star Zone Team assembled the largest team to ever to travel over 500 miles to Topeka Kansas for the 2015 Age Group Zone Championships. Outnumbered by Illinois, Ohio matches point for point with Indiana for second place through days 1 and 2. On day 3, Ohio surges ahead and closes in on Illinois to lock in 2nd place overall. The 13-14 boys win the overall age group by winning 3 of the 4 relays with various combinations of the following athletes: Jacob Eismann from OSSC, Tyler Babinec from MHSW, Chase Fisher from MHSW, Isaac Grinberg from SYL, Ian Mikesell from CAC. In individual High Point scoring, the following athletes finished in the Top 3 overall for their age group: 10 & under girls – Sloan Antonetz from OSSC 3rd, 10 & under boys – Chase Swearington from BKYS 2nd, 11-12 girls – Ellie Andrews from DCST 1st, 11-12 boys – Seth Young from CLPR 1st, 13-14 girls – Madison Linstedt from MFY 2nd. Seth Young broke the all-time Central Zone record in the 11-12 boys 200 IM at 2:19.64. Seth broke the Ohio record in the event at Junior Olympics 2 weeks prior with a 2:19.46, currently the 3rd fastest time in the country this year with most meets already loaded to the National database.

OSI Senior Travel Fund Reimbursement Guidelines

ATHLETE ELIGIBILITY

1. Athlete must be a registered member of Ohio Swimming. 2. Athlete must have competed in at least one individual event at the funded meet. 3. Athletes on international or fully reimbursed USA Swimming sponsored trips are ineligible for reimbursement. 4. Athlete must have participated in the following OSI sanctioned meets during the same swimming season of the meet

for which reimbursement is requested**:

Three (3) OSI Sanctioned Meets during the Short Course Season

Two (2) OSI Sanctioned Meets during the Long Course Season 5. Relay-only swimmers will be eligible for reimbursement for Nationals only. The maximum amount of

reimbursement for relay-only swimmers will be set at 25% of the maximum amount of reimbursement for swimmers qualifying in one or more individual events.

6. Time Trial-only Swimmers will NOT be reimbursed. 7. Non-collegiate Swimmers registered prior to their 18

th birthday, and holding consecutive annual Ohio Swimming

membership, shall be eligible to receive the respective maximum amount of reimbursement.

**Up to two (2) Grand Prix Meets may be used annually for participation requirement – one each during the short course and long course seasons

COLLEGIATE ATHLETES:

1. Collegiate swimmers, not registered in Ohio Swimming prior to their 18th birthday, must hold continuous Ohio Swimming registration for the following periods of time in order to receive the stated reimbursement amount:

a. During the 1st

year after a swimmer registers with OSI, the swimmer will not be eligible for the travel fund reimbursement.

b. During the 2nd

year after a swimmer registers with OSI, the swimmer will be eligible for one-third (1/3) of the maximum amount of the published reimbursement.

c. During the 3rd

year after a swimmer registers with OSI, the swimmer will be eligible for two-thirds (2/3) of the maximum amount of the published reimbursement.

d. Once a swimmer has been continuously registered for four or more years in Ohio Swimming, the swimmer is eligible for the maximum amount of the reimbursement, as long as continuous Ohio Swimming membership in maintained.

2. Enrolled Collegiate Athletes are not eligible for funding during the short course season. 3. Must not be fully funded by other sources.

REIMBURSEMENT GUIDELINES:

In order to qualify for funding from Ohio Swimming, the following process shall be followed:

1. Athletes will need to request funding, in the form of a reimbursement. The burden of providing the required information resides with the Athlete.

2. The reimbursement will go straight to the athlete. In certain cases (e.g. College Athletes) special consideration will be given to provide reimbursements to the club in order to comply with requirements of other organizations such as NCAA.

3. Athletes will need to provide proof of swims at a given meet and expenses associated with travel and accommodations for the meet. This may be submitted electronically (preferred) via email or by US Mail to the OSI Permanent Office. The following are required:

a. An athlete, parent or guardian, or club must complete an on-line Reimbursement Request Form for each eligible meet.

b. Proof of times must be from the USA Swimming SWIMS database. A screen capture printed copy of applicable meet results is required to be submitted.

c. Because this is being treated as a reimbursement rather than a stipend, copies of receipts for expenses must be emailed to [email protected] within 24 hours of submitting the request form. Receipts must include the name of the athlete.

d. Expenses (plane ticket, hotel, etc.) must equal or exceed the amount of the requested reimbursement. 4. Requests for reimbursement must be received by May 1

st for meets during the short course season (Sept 1 – April

15) and August 31st

for meets held during the long course season (April 16 – August 31). Incomplete applications will be returned to the Applicant for resubmittal.

5. OSI will reimburse Athletes within 30 days of submitting all required documentation. The 30 day period will start upon the acceptance of complete information.

6. The amount funded will be a set “up to” amount. The funding amounts are based on actual expenses. 7. Travel reimbursement for the USA Swimming Sanctioned meets listed below shall be given only to team or

unattached swimmers whose base practice pool (team) or permanent residence (unaffiliated swimmer) is located 45 miles or more from the meet site as determined by current MapQuest routing and mileage.

8. The OSI Board of Directors has established the following reimbursement levels for the 2016 Short and Long Course seasons (September 1, 2015 – August 31, 2016). OSI reserves the right to change future reimbursement levels.

COACHES:

1. Up to two coaches representing one or more swimmers eligible for reimbursement, shall receive reimbursement of

$50 per day for which a Coach has a swimmer in competition. When a national meet is held within two days of the

conclusion of another national meet in the same location, coaches who remain for the second meet shall receive an

additional $150.00. Coaches will need to provide proof of expenses associated with travel and accommodations for

the meet. This may be submitted electronically (preferred) via email or by US Mail to the OSI Permanent Office.

2. Reimbursement shall be given only if the meet is located 45 miles or more from the coach’s permanent residence (as

listed in the SWIMS database) as determined by current MapQuest routing and mileage.

WELCOME: Anissa Kanzari was appointed the new Ohio Swimming Sanctioning Chair.

Meet Information Book Requirements:

Updated checklist of requirements for meet books can be found on web under Forms>Meet Forms. It is recommended not to use rule citations in the meet books in case they change.

Sanctioning Misc:

There were a few changes to the 2016 SC meet schedule:

1. DR added an intrasquad meet Sept 27

2. Virtual Distance Meet Dates:

a. NW Meet @ BGSC Dec 12 or 13 (tbd)

b. Central Meet @ GCST on Dec 20

Because of the size of the LC North Regional Meet, Technical Planning recommended the addition of a 3rd LC Regional Meet in the Central Commission. Meet hosts are needed for the meet. Team assignments will be determined at the next Age Group Committee Meeting. Ohio Swimming Teams will be equally divided among the three meets.

2016 LC Season Schedule attached and posted on website. Need a meet host for 2016 Central LC Regionals. Tentative site is Kenyon College.

2017 LC Championship season schedule attached. Need a meet host for the 2017 Central LC Regionals.

Meet Observations:

Relays times are not uploaded to the USA Swimming database from Observed meets, unless by special request in advance. Because of the difference of rules and no requirement for an AO, lead-off splits are also not auto-loaded. Lead off splits will be manually loaded by request only via a Time Certification Form. Requests are to be made in advance of the meet. The policy is outlined in the Ohio Swimming Policy Book.
