• Netherlands Development Cooperation Policy

• Thematic focus: Climate change and sustainable development

• Regional focus: Horn of Africa

• Grant of € 4,000,000 to HoA-REC&N for the start-up of the Horn of Africa Climate Change Programme (HoA-CCP) from December 2014 to November 2018.

• Explicit task to leverage other funding with the HoA-CCP.

• Vision is to kick-start a longer-term climate change programme with government bodies, communities, CSO’s and companies supported by the environmental sector in the Horn of Africa, led by HoA-REC&N.

A Regional Climate Change Adaptation and Mitigation Programme, focusing on Water, Land, Sustainable Value Chains and Green House Gas Emission Reduction.

• Response to the vulnerability emerging from a high dependence on natural resources in the context of climatic change;

• Due to livelihood vulnerabilities there is a need to improve the resilience and productivity of the natural resources for those that depend on them.

• Develop and promote income generating activities that increase, and even strengthen the value of the natural capital.

• Select five landscapes that are increasingly under pressure as a result of climate change, population growth and land use change, where some measures have already been taken to work towards sustainable landscapes.

An area-based approach will be used, promoting ecosystem- based adaptation, mitigation and development measures in an integrated way. Focus lies on:

1) Promotion of landscape restoration through sustainable land and water management and natural resource conservation;

Both ‘soft’ and ‘hard’ interventions. Participatory Land Use Planning; soil and water conservation measures.

Output indicators

• 4 Integrated Land use Development Plans prepared and applied

• At least 10 water management and soil conservation practices applied

Sustainable farming practices (integrated soil fertility management, agro-forestry and crop diversification, including fodder production) and income generating activities through value chain development of sustainable products and services.

Output indicator

• At least 5 agro-production sites where climate smart agricultural practices are applied / established.

• 8 ‘green’ value chains established and/or enhanced.

3) Reduction of green house gas emissions and improvement of livelihoods by promoting renewable energy and green infrastructure.

• Support to entrepreneurs in the production and dissemination of devices and services for the household level (cook stoves, solar home systems) and agricultural production and processing (solar irrigation pumps, solar dryers).

• Promotion of carbon neutral, cradle-to-cradle building methods.

• Climate smart waste management practices in selected locations.

Output indicators

• At least 2 localities with an integrated waste management plan developed and a pilot implemented.

• At least 6 local entrepreneurs strengthened for dissemination of renewable energy and energy efficient technologies (for household and productive use).

• Green buildings constructed on at least 2 locations. locations

• Promote the HoA-CCP as a flagship approach of HoA-REC&N activities.

• Creation of ‘green’ value chains that do not compromise, and even strengthen natural capital in a landscape.

• Ecosystem restoration and GHG emission reduction components are supporting the development and strengthening of income-generating activities.

• The ecosystem cannot be improved if this does not happen through the livelihood of those that depend on it.

The EcoHub as a value chain learning and training centre to initiate and strengthen ‘green’ products and services

The EcoHub as an agro-processing site to add value to products in the landscape itself, and create new job opportunities.

Gambella EcoHub

• Capture good practices to be exported to the other landscapes.

• Use the EcoHub as a learning landscape for the other countries with exchange visits organised.

• Showcasing the potential of what a landscape approach could look like to donors, in order to leverage more funding for the overall HoA-CCP.

• Countries that will benefit from HoA-CCP interventions.

• Gambella, Ethiopia has been preselected as learning landscape.

• Djibouti, Kenya, Somalia and Sudan will propose landscapes during the workshop the coming days.

• When a cross-border landscape is not feasible, South Sudan will be involved in learning activities.

HoA-CCP products and activities

• Baseline studies for all landscape

Capture biophysical / socio-economic data; information on factors causing natural resource degradation; institutional presence; community expectations and capacity analysis (who can do what).

• Land Use Development Planning

When the baseline is finished, start a discussion with critical stakeholders (civil society, academia, government, private sector) in the landscape to develop a common vision and priorities, related to the programme objectives.

HoA-CCP products and activities

• Demonstration Initiatives

The priorities will in a next step be translated into the conduct of feasibility studies and implementation of suitable value chains.

Use EcoHub concept as a sustainable development accelerator in the landscape with activities related to the three core components (ecosystem restoration, increased food security, GHG emission reduction). Academia and civil society activities are combined here.

HoA-CCP products and activities

• Landscape Governance Learning Trajectory

Provide members with knowledge and tools to become pro-active, well-informed core actors in multi-stakeholder processes. Starts with a broad introduction to landscape governance, and becomes more specific to deal with the challenges and opportunities in the landscapes.

• Regional Landscape Studies

Capture success stories and lessons learned to influence environmental policies in the Horn of Africa and attract additional funding.

HoA-CCP implementation

• Considerable role for the Network, particularly the National Focal Point Organisations, both academia and civil society.

• See the first four years as a start-up phase. Additional funds to be attracted by both the Centre and the Network.

• Much room for initiative by the Network, with active support from the Centre. Programme will show what the potential is of the network.

• This presentation is there to tease your mind and start thinking about possibilities in your country.

HoA-CCP vision

• To give a strong impulse to the integrated landscape management approach in the Horn of Africa.

• Showcase the potential for climate resilient communities and businesses in selected landscapes in the Horn of Africa, which have the capacity to better adapt to climate change and mitigate its causes, by employing an integrated, area- based development approach.
