1. NOTICE IS HEREBY GIVEN that the Council of the London Borough
of Enfield on 22 July 2020 made the Enfield (Prescribed Routes)
(No. 4) Experimental Traffic Order 2020, the Enfield (Waiting
and Loading Restriction) (No. 185) Experimental Traffic Order
2020 and the Enfield (20 m.p.h. Speed Limit) (Amendment No.
1)Experimental Traffic Order 2020 under sections 9 and 10 of the
Road Traffic Regulation Act 1984. The Orders will come into
operation on 31 July 2020.
2. The general effect of the Orders referred to in paragraph 1 will be to:
(a) close Palmerston Road N22 to through traffic, except
pedal cycles, in both directions, by placing a planter and bollards outside No. 153 Palmerston Road;
(b) ban the right turn by vehicles, except pedal cycles,
from Palmerston Road N22 into Kelvin Avenue N13 (traffic islands will be constructed in Palmerston Road to physically prevent the turn);
(c) remove the existing width restriction in Warwick Road N11, outside No. 3 Warwick Road;
(d) close Warwick Road N11 to through motor traffic in both directions by prohibiting northbound motor vehicles from
traveling further north than the common boundary of Nos.
3 and 5 Warwick Road and southbound vehicles from
traveling further south than that common boundary;
(e) prohibit vehicles, except pedal cycles, from entering or leaving –
(i) Maidstone Road N11 at its junction with the eastern side of Warwick Road N11; and
(ii) York Road N11 at its junction with Brownlow Road N11,
by placing planters and bollards in Maidstone Road and
York Road at the above junctions;

(f) introduce waiting restrictions and a ban on loading or unloading vehicles to operate “at any time” in certain lengths of York Road N11 near its junction with Brownlow Road N11 and Maidstone Road N11 near its junction with Warwick Road N11;
(g) introduce a 20 m.p.h. maximum speed limit on motor vehicles proceeding in Beech Road N11, Elvendon Road N13, Goring Road N11, Hardwicke Road N13 and Westbury Road N11 and in parts of Brownlow Road N11 and Queens Road N11.
3. FURTHER NOTICE IS HEREBY GIVEN that the Council of the London
Borough of Enfield on 22 July 2020 made the Enfield (Waiting and
Loading Restriction) (Amendment No. 170) Experimental Traffic
Order 2019 (Variation No. 1) Experimental Traffic Order 2020 and
the Enfield (Residents’ Parking Places) (Bowes Park) (No. 1)
Experimental Traffic Order 2019 (Variation No. 1) Experimental
Traffic Order 2020 under sections 9, 10 and 124 of and Part IV
of Schedule 9 to the Road Traffic Regulation Act 1984. The
Orders will come into operation on 31 July 2020.
4. The general effect of the Orders referred to in paragraph 3
(“the Variation Orders”) will be to vary the provisions of the
Enfield (Residents’ Parking Places) (Bowes Park) (No. 1)
Experimental Traffic Order 2019 and the Enfield (Waiting and
Loading Restriction) (Amendment No. 170) Experimental Traffic
Order 2019 (“the Original Experimental Orders”) so as to make
the following changes in the Bowes Park Controlled Parking Zone:-
(a) to remove the parking place situated in Palmerston Road
N22 outside the Trinity at Bowes Methodist Church; and
(b) to change the times of the waiting restrictions in lengths of Palmerston Road N22 (i) outside the Trinity at Bowes Methodist Church, and (ii) by Kelvin Avenue N13, so that they would operate at any time.
5. Due to the current Coronavirus pandemic the experimental
orders, statement of reasons and plans cannot currently be
inspected at the Civic Centre. However, in line with guidance
from the Department for Transport, the following alternative
arrangements have been made:
a) the experimental Orders referred to in paragraph 1,
the Variation Orders and the Original Experimental Orders
for Bowes Park CPZ, the statement of reasons and plans can
be inspected online at:

b) copies of the documents referred to above can also
be obtained by calling the above telephone number, or by
emailing [email protected] or by writing to Traffic &

These arrangements will apply until the Orders cease to have
effect.
6. The Council will consider in due course whether the
provisions of the experimental Orders referred to in paragraph
1 and the Original Experimental Orders for the Bowes Park CPZ
(as varied by the Variation Orders) should be continued in force
indefinitely by means of permanent Orders made under sections 6,
45, 46 and 84(1) of the Road Traffic Regulation Act 1984. Any
person may object to the making of the permanent Orders, within
a period of six months beginning with the date on which the
experimental Orders referred to in paragraph 1 and the Variation
Orders come into operation or, if any of the Orders are varied
by another Order or modified pursuant to section 10(2) of the
1984 Act, beginning with the date on which the variation or
modification or the latest variation or modification comes into
force. Any such objection or any representation must be made in
writing and must state the grounds on which any objection is
made and be sent to the Head of Traffic and Transportation, the
Civic Centre, Silver Street, Enfield, Middlesex, EN1 3XD, or by
e-mail to [email protected] quoting the reference
TG52/1454.
7. Under the Local Government (Access to Information) Act
1985, any letter you write to the Council in response to this
Notice may, upon written request, be made available to the press
or to the public, who would be entitled to take copies of it if
they so wished.
8. If any person wishes to question the validity of the
experimental Orders referred to in paragraph 1 or the Variation
Orders or of any of their provisions on the grounds that it or
they are not within the powers conferred by the Road Traffic
Regulation Act 1984, or that any requirement of that Act or of
any instrument made under that Act has not been complied with,
that person may, within 6 weeks from the date on which the Orders
are made, apply for the purpose to the High Court.

Enfield Council is proposing various restriction points with the intention to:
1) deny a route to motorised through-traffic along Warwick Road and connecting estate roads, 2) deny a route to motorised through-traffic along the northern section of Palmerston Road and
connecting estate roads The Council also proposes to extend into the Enfield part of Brownlow Road and the estate to the east the 20mph limit currently found to the south and west. This offers better consistency to drivers and should reduce the sense of traffic domination on Brownlow Road. A second phase is planned to remove through-traffic, except buses, on Brownlow Road by way of a further restriction point. Warwick Road, Palmerston Road and their connecting estate roads are unclassified roads. They are typically narrow and have close-fronting homes. Through traffic is better accommodated on the perimeter roads that border the area, namely: A406 North Circular Road, A105 Green Lanes, and A109 Bounds Green Road. Removing through traffic within these neighbourhoods is likely to establish more attractive conditions for walking and cycling, with modal filters for cycling at the closure points further boosting the convenience of cycling over car use for local trips. Lowering the level of traffic on Palmerston Road will make it better suited for on-road cycling, helping complete a cycle route into Haringey that already links to Palmers Green and Enfield Town to the north. Reducing the overall volume of traffic to levels that better match the character of these narrow, densely populated streets will also improve air quality within the zone. These proposals follow a period of engagement with London Fire Brigade and London Ambulance Service. Camera controls, rather than a physical barrier, are proposed on Warwick Road to avoid hindering emergency access in and out of the estate to/from the south and reducing response times. In this regard the proposals represent an improvement over the existing width restriction. Where closure points and islands are placed, the removal of some adjacent kerbside parking/loading space will be required so that parking does not foul access around narrowed sections of road or occupy space needed to be left clear for drivers to turn vehicles around. The proposals, including the localised parking controls, are supported by experimental traffic orders so that the Council can assess their impact further, consider representations and make amendments if necessary.

The Council of the London Borough of Enfield, after
consulting the Commissioner of Police of the Metropolis, in
exercise of the powers conferred by sections 9 and 10 of the
Road Traffic Regulation Act 1984(a) as amended, and with the
agreement of Transport for London in so far as this Order
applies to a part of Palmerston Road N22, and of all other
powers thereunto enabling, hereby make the following Order:
1. This Order shall come into operation on 31st July 2020 and may be cited as the Enfield (Prescribed Routes)
(No. 4) Experimental Traffic Order 2020.
2. In this Order:-
“enactment” means any enactment, whether public
general or local, and includes any order, byelaw,
rule, regulation, scheme or other instrument having
effect by virtue of an enactment and any reference
in this Order to any enactment shall be construed
as a reference to that enactment as amended,
applied, consolidated, re-enacted by or as having
effect by virtue of any subsequent enactment; and
“pedal cycle” has the same meaning as in Schedule 1
to the Traffic Signs Regulations and General
Directions 2016(b).

3. Whilst this Order continues in force and without
prejudice to the validity of anything done or to any
liability incurred in respect of any act or omission before
the coming into operation of this Order, the Enfield
(Prescribed Routes) (No. 1) Traffic Order 2019(a) is hereby
suspended.
4. No person shall cause or permit any vehicle, other than a pedal cycle, proceeding in Palmerston Road N22 in the
London Borough Of Enfield to turn right into Kelvin Avenue
N13.
5. No person shall cause or permit any vehicle, other than a pedal cycle, to enter that length of Palmerston Road
N22 which lies between a point 11.5 metres south of the
southern kerb-line of Bowes Road (North Circular Road) and
a point 13 metres south of that kerb-line.
6. No person shall cause or permit any vehicle, other than a pedal cycle, to enter that length of York Road N11
which lies between a point 3.8 metres west of the western
kerb-line of Brownlow Road N11 and a point 5.3 metres west
of that kerb-line.
7. No person shall cause or permit any vehicle, other than a pedal cycle, to enter that length of Maidstone Road
N11 which lies between a point 3 metres south-east of the
eastern kerb-line of Warwick Road N11 and a point 5 metres
south-east of that kerb-line, both points measured on the
north-east side.
8. No person shall cause or permit any motor vehicle proceeding in a southerly direction in the length of Warwick
Road that lies north of the common boundary of Nos. 3 and 5
Warwick Road, to enter the length of Warwick Road N11 which
lies south of that common boundary.
9. No person shall cause or permit any motor vehicle proceeding in a northerly direction in the length of Warwick
Road that lies south of the common boundary of Nos. 3 and 5
Warwick Road, to enter the length of Warwick Road N11 which
lies north of that common boundary.
10. Nothing in Article 8 or 9 of this Order shall apply
in relation to:-
(a) LBE 2019/2

(a) any vehicle being used for ambulance, fire brigade or police purposes if the observance of that
Article would be likely to hinder the use of that
vehicle for the purpose for which it is being used
on that occasion; or
(b) any council waste collection vehicle, or approved waste collection contractor’s vehicle, when
engaged on the collection of waste from
neighbouring premises.
11. Nothing in Article 4, 5, 6, 7, 8 or 9 of this
Order shall apply to:-
(a) anything done with the permission or at the
direction of a police constable in uniform; or
(b) any person who causes any vehicle to proceed in
accordance with any restriction or requirement
indicated by traffic signs placed pursuant to
section 66 or 67 of the Road Traffic Regulation
Act 1984.
12. In pursuance of section 10(2) of the Road Traffic
Regulation Act 1984, the Head of Traffic and Transportation
or some other person authorised in that behalf by him, may,
if it appears to him or that other person essential in the
interests of the expeditious, convenient and safe movement
of traffic, or for preserving or improving the amenities of
the area through which any road affected by this Order runs,
modify or suspend the operation of this Order or any
provision of it, save that no modification shall make an
addition.

Borough of Enfield now apply in additional lengths of

EXPLANATORY NOTE
The Enfield (Waiting and Loading Restriction) (Amendment No.
170) Experimental Traffic Order 2019 modified the provisions
of the Enfield (Waiting and Loading Restriction) Order 2012,
so as to introduce new lengths of waiting and loading
restrictions in certain streets and parts of streets in the
Bowes Park area of the London Borough of Enfield, as an
experiment.
This Order varies the hours during which those restrictions
apply in lengths of Palmerston Road N22 in the said London
Borough, so the restrictions apply at any time.

liability incurred in respect of any act or omission before
the coming into operation of this Order, the Enfield (20
m.p.h. Speed Limit) (No. 5) Traffic Order 2011(b) is hereby
modified so that it shall have effect as though:-
(a) there were added to the Schedule to that Order the
roads and lengths of roads specified in the Schedule
to this Order; and
(b) in the heading to the Schedule to that Order the words
“in N11” were omitted.

3. In pursuance of section 10(2) of the Road Traffic
Regulation Act 1984, the Head of Traffic and Transportation or
some other person authorised in that behalf by him, may, if it
appears to him or that other person essential in the interests
of the expeditious, convenient and safe movement of traffic,
or for preserving or improving the amenities of the area
through which any road affected by this Order runs, modify or
suspend the operation of this Order or any provision of it,
save that no modification shall make an addition.

The Council of the London Borough of Enfield, after
consulting the Commissioner of Police of the Metropolis, in
exercise of the powers conferred by sections 9 and 10 of the
Road Traffic Regulation Act 1984(a) as amended, and of all
other powers thereunto enabling, hereby make the following
Order:
1. This Order shall come into operation on 31st July 2020
and may be cited as the Enfield (Residents' Parking Places)
(Bowes Park) (No. 1) Experimental Traffic Order 2019
(Variation No. 1) Experimental Traffic Order 2020.
2. Whilst this Order continues in force and without
prejudice to the validity of anything done or to any
liability incurred in respect of any act or omission before
the coming into operation of this Order, the designation by
the Enfield (Residents' Parking Places) (Bowes Park) (No.
1) Experimental Traffic Order 2019(b) of the parking place
numbered 58 therein is hereby suspended.
3. In pursuance of section 10(2) of the Road Traffic
Regulation Act 1984, the Head of Traffic and Transportation
or some other person authorised in that behalf by him, may,
if it appears to him or that other person essential in the
interests of the expeditious, convenient and safe movement

of traffic, or in the interests of providing suitable and
adequate on-street parking facilities, or for preserving or
improving the amenities of the area through which any road
affected by this Order runs, modify or suspend the operation
of this Order or any provision of it, save that no
