Guidelines when addressing the Hooksett School Board under OPPORTUNITY FOR THE

PUBLIC TO ADDRESS THE BOARD section of the Hooksett School Board meeting agenda:

1. Public comment will occur at the beginning and the end of each School Board meeting. 2. Each individual wishing to speak will be given 3 minutes. Everyone is expected to be

CALL TO ORDER Phil Denbow, Chair called the meeting to order at 6:08 pm. FINANCE Review of Manifest and Action Relating Thereto K. Salvas motioned to approve the manifest for September 19, 2017 in the amount of

$740,043.99. Seconded by L. Laliberte. Vote unanimously in favor. Budget Adjustments J. Sullivan motioned to approve the Budget Adjustments in the amount of $17,353.59.

Seconded by A. Whatley. Vote unanimously in favor. OLD BUSINESS Hooksett School Board Goals The Board reviewed the progress on the goals. Full-Day Kindergarten (discussion) This is an ongoing agenda item. Dr. Littlefield: The Board needs to start discussing their commitment to all day kindergarten

and what the timeline will be. What would be the steps? Dr. Littlefield: We would engage the Turner Group to do an estimate and finalize this maybe

even expand on it a little more. This is conceptual. Bring someone in like Bonnet, Page, and Stone to look at the architectural design and come up with a hard and fast number. They estimated 3-5 million dollars; that is a wide range. Then the Board could put a warrant article on. One way is to have a warrant article in March to engage the architect to do construction plans and then the following year, you would seek to have a warrant article approved for the actual construction. Another way is in March to have a warrant article for the addition that would include the construction and design cost. There would have to be some discussion to include the fields at Cawley and the upgrades at Underhill. I was pleased that the take on Underhill wasn’t millions of dollars to catch up.

The addition to the building and the field; do you package it into three (3) warrants or one (1) each year? There are a number of options. There needs to be some discussion once you know the direction you want to go. Do you do a four (4) million dollar 10 year bond or you could do 20 years. The warrant article would have to pass by a 60% vote.

P. Denbow: Can you word the article to say that it is tied to Kindergarten? L. Laliberte: Can we do Kindergarten without an addition?

Dr. Littlefield: There are not enough classrooms. We have three (3) Kindergarten classrooms and we would need 7 or 8.

Allan Whatley suggested dealing with the fields in the budget. A. Whatley: We have to sell the Kindergarten program. We should suggest all-day

Kindergarten with a full curriculum upgrade. I suggest we contact UNH and do what they’ve done with energy and technology. P. Denbow: I agree that the fields should be done within the operating budget. I also think you

should tie the Underhill upgrades to Kindergarten. Dr. Littlefield: If you want the field’s addressed, we need to engage Turner for more work.

What they gave us is only conceptual. K. Salvas motioned to authorize the Administration to work with the Turner Group to come

up with final costs for the field to become part of the 2018-2019 operating budget. Seconded by A. Whatley.

Vote 5:1 motion carried J. Sullivan: I vote no because I haven’t seen the cost or the budget to know if I would support

this as a part of the operating budget or as a warrant article. I want to know the actual operating budget.

Dr. Littlefield: You may want to in parallel, pursue things the way they are normally done. If

you want to look at UNH, do that independently. There are standards for Energy Efficient schools. On another project in another district we would have gotten a high amount of building aid if it was LEAD Certified but the payback was 735 years so we did not do that.

The warrant article for the roof is specific for the roof so that money can only be used for the roof at Underhill.

Dr. Littlefield: You have taken action on the fields. If you move on the addition as well, we can

look at the report and have another discussion. If you do $300,000 for the fields and a warrant for the addition, you may decide in subsequent years you may subsidize the $300,000 and don’t bond this. Then the roof is already taken of. The only thing you are borrowing for is the addition and you are using the savings in the capital cost to manage these other items.

You need to make a decision on whether you want to pursue all day Kindergarten. If so, you need more space and you need to get rid of the portable classrooms. K. Salvas motioned to allow the Administration to engage the Turner Group to further refine

this addition and come up with a cost for the project. Seconded by J. Sullivan. Vote 5:1. Dr. Littlefield reminded the Board that they have a goal already set for all day kindergarten

which has five (5) initiatives that were established at the Board’s Retreat.

A. Gianunzio motioned to have A. Whatley engage with UNH’s alternative energy program in parallel with our discussion with the Turner Group to see if it is feasible and pursue grants. Seconded by K. Salvas.

Vote unanimously in favor. J. Sullivan motioned that the School Board supports the implementation of a full day

State Assessment Update The NH DOE has announced changes in the state assessment:

• Students in grades 3-8 will participate in the new NH Statewide Assessment System (SAS). The NH SAS for ELA/Writing and Math are standards-based, computer adaptive tests aligned to the NH Academic Standards for English Language Arts and Mathematics. The assessments are unique to NH and can be adjusted to meet NH’s needs. Previous statewide assessments (SBAC) were controlled by a consortium of states and could not be customized. The NH DOE has contracted with the American Institutes for Research (AIR) as the vendor for this assessment. It is anticipated that student testing time will be reduced.

• Grade 11 students will continue to take the College Board School Day SAT. • All students in grades 5, 8, and 11 will also take the common statewide assessment

for science, known as the NH SAS for Science. Science is now administered in grade 5, not grade 4. The change is based on the alignment to the science standards adopted in 2016.

• The NH DOE also continues to offer the Dynamic Learning Maps Assessment (DLM) for ELA, Math and Science as the alternate assessment for the 1% of students who are not able to participate in the regular statewide assessment.

• Trainings on the administration of the new assessments will be offered in November.

Competency Conference • On September 25th, Becky Wing and I attended Transforming Curriculum,

Instruction, and Assessment in NH, a conference sponsored by the NHSAA and 2Revolutions. The focus of this day was to address moving from a traditional educational system to one of a deeper and more personalized education.

Report Card Update

• September 29th Workshop Day – Hooksett teachers, Shannon Baldoumas, Maura Cassedy, Meghan McLain, Abby Sousa, and Beth Curran will provide training to K-5 teachers in Auburn and Candia on implementing the new report card in those towns. Teachers in Hooksett have been using this format as a reporting tool for over 15 years and many have developed great expertise in understanding standards/competencies, using rubrics, and recording evidence. These teachers are to be commended for their hard work and professionalism in supporting and leading a district initiative.

• During the course of this year, these teacher leaders will also work closely with their building administrators and grade level team members to develop practices that lead to more consistency in grading. Initially, discussions will focus on using teacher created rubrics in a more uniform manner. (School Board Goal)

Dyslexia Law

• This law is intended to focus on children who struggle with learning to read based on potential indicators of reading disorders. Districts are required to screen students in kindergarten prior to November with an approved screening tool. In Hooksett, our kindergarten students are screened using the DIBELS in September.

• The Underhill team will reconvene to discuss screening results and other procedures to comply with additional requirements of this law. Core reading instruction and

intervention services in grades K-2 will be reviewed. Instructional changes will be made as appropriate.

• During this process, we will also take the opportunity to review the half-day kindergarten program and curriculum. Regular updates will be provided to the board. (School Board Goal)

Student Services Review

• Christine Gialousis and I have begun conversations and planning for a program review of special education services. Typically, these reviews include the following areas: Demographics, Childfind/Referral, Continuum of Services (Ages 3-21), Staffing, Compliance, Student Outcomes and Cost Effectiveness. This will be an ongoing process for a number of months and updates will be provided as the process is formalized. (School Board Goal)

Assessment Boot Camp

• On Monday, October 23rd, all administrators in the three school districts will take part in an Assessment Bootcamp. This session will take place after school and will be led by Becky Wing, Director of Mathematics, Accountability, and Assessment and myself. The goal of the session is to ensure that administrators have a deep understanding of each assessment (SBAC, NWEA, DIBELS), the data received, and its use in determining student achievement and improved instruction. ALPs Kick-Off at Underhill Dot Day

● Grade 2 celebrated Dot Day on September 15th with a variety of activities, including the ALPS teachers sharing a light waves science investigation called Make the Dot Shine on the Dot - where students used small flashlights and mirrors to meet challenges to reflect light and hit a target. Students also created their own models to culminate this differentiated lesson. The finger flashlights were sent home to allow each student to continue their learning.

● Kindergarten was supported during Dot Day with a lesson subitizing numbers 1-5 by shining the light dot (flashlight) on large number (dot) cards in various combinations. The ALPs teacher supported the teachers and went into a class to demonstrate the lesson.

Pirate Mapping Skills ● Grade 2 also celebrated Pirate Day on September 19th where the ALPs teachers

brought map skills to the classrooms. Students used a compass rose to navigate a map of Gangway Island, performing the direction tasks written on “gold doubloons” from the treasure chest. They were challenged to come up with their own direction task.

Ladybug Book & Design Challenge ● As September draws to a close, Grades 1 & 2 have begun this lesson. They will listen to

a Ladybug Award Nominated book called “What to Do With a Box.” Then, they will create something kids would find entertaining (game, toy, prop) using cardboard box pieces and other limited materials.

Fred C. Underhill School Principal’s Report October 2017

PTA Ice Cream Social / Open House On Wednesday, September 20th and Thursday, September 21st, our school hosted it’s annual PTA Ice Cream Social/Open House events. It was great to see all of the families come out to support the students and staff. The teachers did a great job of displaying student work and communicating with parents. The Hooksett PTA conducted its membership drive while many of the families enjoyed ice cream and a little bit of shopping at the book fair. It was really great to see all of the students and their families. PD Day - September 29th On Friday, September 29th, Underhill staff participated in a variety of professional development offerings, which are connected to our goals. The Reading Specialists led trainings on the writing framework and writing strategies. The teachers learned about the various pieces of writing that students must complete. The teachers also learned about how to use a gradual release model along with specific strategies to help students become better writers. The Reading Specialists also trained the teachers on how to use DIBELS progress monitoring tools to assist students in need of academic support. The teachers learned how to administer the assessment, how to interpret the results, and how to adjust their instruction based on students’ performance. Teachers also worked on reviewing the competency-based report card, the scoring rubrics, and the reading and math program assessments. New Hampshire Partners in Education - Blue Ribbon Award Winning School New Hampshire Partners in Education has been recognized Fred C. Underhill School as a Blue Ribbon Award winning school for the 2016/2017 school year. This honor is earned because of our outstanding volunteer program and the number of volunteer hours accrued throughout the school year. Underhill has earned this honor for multiple consecutive years! Thank you to the entire Hooksett school community, parents, students, and teachers, for their dedication to our school and students. All Blue Ribbon Schools will be recognized at a ceremony on October 25th. Study Skills At Underhill, study skills are addressed through many grade-appropriate lessons and activities, which are integrated into our daily routines. Students practice many of these skills through the use of notetaking in journals, completing assignments on time, managing time, learning mnemonic tools, organization of materials and tools, using digital and text resources to complete assignments, and communicating needs to their teachers. Off-Site Evacuation On September 27th, our staff and students participated in an off-site evacuation of the school. Both the Hooksett Fire and Police Departments supported us through the drill and offered feedback on the exercise.

New Hampshire Partners in Education - Blue Ribbon Award Winning School AGAIN New Hampshire Partners in Education has again recognized Hooksett Memorial School as a Blue Ribbon Award winning school for the 2016/2017 school year for our outstanding volunteer program and the number of volunteer hours. Thanks to the entire Hooksett Memorial School community, parents, students, and teachers,

for their dedication to our school. PickUp Patrol™ started at Hooksett Memorial School on September 20 HMS now has a more convenient, efficient, and safe way for parents to make changes to their children’s after-school dismissal plans. Underhill School has used this with great success. PickUp Patrol is a cloud-based application that eliminates the need for notes and phone calls, and streamlines the entire after-school dismissal process for families and the school. Parents use PickUp Patrol from their smartphone or computer. Staff at the school receive notifications about these changes automatically, thus streamlining the arduous task of student dismissal. Looks to be a great time-saving tool. Ice Cream Social / PTA Open House On Tuesday, September 27 and Wednesday, September 28, from 6:00 to 7:30PM, our school will be hosting the annual Ice Cream Social/PTA Open House. Families will have an opportunity to meet their children’s teachers and visit the school. The Hooksett PTA will provide and serve ice cream for our school community. Members of the PTA and many volunteers will be on hand scooping ice cream and selling PTA memberships. We are all looking forward to this family and school event. Hooksett Community Skywatch Night All students, families and community members are invited to Cawley Middle School on Thursday, September 28, at dusk to view the stars. Amateur astronomers will set up telescopes for a closer look at the stars, moon and any visible planets. This is a beginner-friendly viewing to the stars. Each telescope will have an expert that will guide you. Please visit the school’s website for more information.

Inspiring Excellence Together

Student Skills at HMS One of the Hooksett School Board goals is to “Continue implementation of study skills in the curriculum at all grade levels.” At HMS, grade-appropriate study skills are embedded in many ways into academic lessons, not necessarily taught in isolation, that foster the development of good work and study habits. Examples include: practice work, mnemonic memory tools, organization/time management strategies, practice memory games, etc. Off-Site Evacuation During the week of October 2, our staff and students will participate in an off-site evacuation of the school. Both the Hooksett Fire and Police Departments are expected to participate in the exercise. We

thank the school’s Emergency Management Team for their work to plan this important exercise. The NED Show - October 19 The NED Show is a character education program that centers around three important messages that have lifelong relevance: Never give up, Encourage others and Do your best. During the assembly, students will learn about the importance of these three life skills while also enjoying storytelling, magic, humor and yo-yo tricks. • Michele Garon, HR, and I consulted on current practices for hiring paraprofessionalemployees. Both us feel the practices in place are aligned with the scope of theprofession and support hiring qualified candidates.

Hooksett PTA and Special Education • The Hooksett PTA has invited Special

Education Administration to presentand at an upcoming PTA meeting. Weare looking forward to working withthe PTA, meeting more families, andanswering any questions that theyhave.

HSD Technology Updates October 2017

The Hooksett Technology Team has completed the wifi upgrade at Underhill Elementary School for the access points install and configurations of new switches. In November the team will complete the internal wiring swap for remaining switches. Wifi connectivity is showing a marked improvement in locations previously experiencing low or limited connectivity.

The Memorial Wifi Project is marked to begin in late January to upgrade the school’s wifi, access points and switches. The new network wifi upgrade for Memorial will allow for wider bands of signal strength and adds additional wifi access points to the school for a greater coverage area of wifi availability.

iMac desktop computers from Cawley’s updated lab have been distributed out to classrooms for use allowing more teacher’s additional resources available to them in their room. iMacs desktop computers from Memorial’s upgraded lab will be distributed to classrooms in the coming week to teachers who have requested a desktop for his or her room.

The new open source help desk system has been received very well by faculty and staff, the tech department is able to maintain a continuous flow of tech tickets from all schools in a centralized database. Since the rollout of the ticket system we have resolved over 100 help tickets with a ticket open to close time of 2 days or less. System reports show us that the majority of tickets received are based on a laptop or ipad issue for hardware or an activation notice. For peripheral devices, the most tickets have been for apple tv’s not working properly. The new reporting system allows us to gage future projections for materials and replacement items in technology. We plan to expand the open source software use to include asset management.

Lightspeed web filters have been consolidated from 3 licenses and multiple billing periods to 1 license for the district and one vendor with an annual bill for subscription. The Tech teams is continuing to consolidate the number of vendors and hardware subscriptions.

Mathematics

Mathematics Instruction • Throughout the month of September I met with each of the 45 classroom teachers who

teach mathematics. Our conversations focused on fall assessment results and meetingthe needs of each student through purposeful planning of math instruction.

• On the September 29 professional development day middle school math teachersreviewed the consistency of grading practices and discussed retake procedures.

• Instructional coaching in mathematics is beginning thismonth. During the first coaching cycle of 2017-2018 Iwill be working with five teachers. The cycle will beginwith a classroom observation followed by a debriefingsession where the teacher and I collaboratively setgoals to focus on throughout the 6-8 week cycle basedon observation data.

Transforming Curriculum, Instruction and Assessment in NH: Preparing to Lead Your District in the Next Stages of Your Competency Journey

• I attended the New Hampshire School Administrators Association fall conference onSeptember 25th. The design principles for competency-based education framed the day:advance upon mastery; explicit, measurable, transferable competencies; assessment ismeaningful & positive; competencies emphasize application & creation, skills &dispositions; and timely differentiated support.

Accountability

PowerTeacher Pro • Teachers in grades K-5 will be using PowerTeacher Pro for recording and reporting

competency scores in PowerSchool this year. PowerTeacher Pro is the web-basedgrading system that replaced PowerSchool’s Gradebook. I have conducted trainingsessions for this new tool in grades 3-5 and will train grades K-2 in November.

State Reporting • Course and student class submissions are being updated on a regular basis to keep

information in data systems such as Performance Plus up to date.

• Our annual Beginning of Year report is due to the state no later than October 15, 2017and I will be working with secretaries to verify the accuracy of our submissions.

Assessment

NWEA MAP Growth

• Fall MAP Growth testing in the areas of reading and mathematics in grades K-8 is complete. We have begun looking at the data to inform instruction moving forward.

New Hampshire Statewide Assessment System (NH SAS)

• The NH SAS for English language art/writing and mathematics are computer adaptive tests aligned to the NH Academic Standards for English Language Arts and Mathematics. The assessments are unique to NH and can be adjusted to meet NH’s needs. These assessments will be administered to students in grades 3 through 8 in the spring. Scores will be reported using the same scale as Smarter Balanced, so we should be able to continue to monitor student progress over time in ELA and math without interruption.

• The new science assessments are aligned to the newly adopted NH Academic Standards for Science and will create a new baseline for science assessment data. The NH SAS for science will be administered to students in grades 5 and 8 in the spring.

HSD School Board Report October 2017

Fred C Underhill School Items circulated this month: 1,443 Mrs. Landsman & Mrs. Eaton held 18 kindergarten classes in the library this month. Kindergarten students were introduced to the library media center, and how to find & check out books.

There were 24 first grade classes in the library in September. First grade students reviewed the process for locating and checking out library books and were introduced to the New Hampshire Ladybug Book Award nominees for 2017.

Twenty-one second grade classes were held in the library this month. Second graders practiced using the online catalog to search for books. They also explored biographies as a way to learn about different people and their lives. In addition, two first grade and two second grade classes came to the library for Digital Citizenship lessons focusing on internet safety.

The Underhill fall book fair was a huge success, with sales over $4,400. The library received over $300 worth of books and instructional materials, along with a cash profit of $1,100 that will be used to provide enrichment opportunities to the whole school. Thank you to Mrs. Landsman, Mrs. Eaton and many volunteers for coordinating this event.

Hooksett Memorial School Items circulated this month: 1,421 Ms. Beaudoin & Mrs. Sigel have held 29 third grade classes in the library media center this month. Third grade students were introduced to the resources available in the library and how to use guide letters to locate books in the fiction section. Third graders listened to the book The Invisible Boy by Trudy Ludwig, which connects to the Imagine It! Unit Friendship.

Twenty-eight fourth grade classes were held in the library in September. Fourth graders learned how to cite sources for digital images and how to use the Explore tool in Google. They also listened to the book Toad Overload by Patricia Seibert, connected to the Imagine It! Unit Nature’s Delicate Balance.

There were 29 fifth grade classes in the library in this month. Fifth graders learned about QR codes, how they are generated and how they can be used with a QR Reader app on iPads. All

fifth grade classes came weekly to the library or computer lab to practice keyboarding with Mrs. Siegel.

Additionally, Ms. Beaudoin met with 17 third, fourth and fifth grade classes in recognition of International Dot Day, a global celebration of creativity, courage and collaboration. Students used a variety of digital techniques to create artwork based on the concept of the Dot. Works are on display on the HMS entry hall LCD Display. Ms. Beaudoin also helped all classroom teachers set up their new LED displays and connected them to Apple TV streaming devices.

David R Cawley Middle School Items circulated this month: 628 There were 31 classes, 10 before/after school meetings & 2 professional development events held in the CMS library media center this month. Sixth grade language arts classes came down for an introduction to the library. They learned how to access our digital lending platform, databases and online public access catalog. We also spent time learning about our 3D printer, how to create 3D designs and ways to export design files. Students are excited about designing their own creations. Sixth grader Jackson M. completed and printed his first design.

In addition to meeting with students, I’ve been meeting with individual teachers across the district to assist them with designing/redesigning their class websites and creating virtual courses with Google Classroom.

The entire library media department will be meeting during the September professional development day. We will spend time developing plans in conjunction with the Hooksett Public Library youth services department, as well as ways to support district-wide english language arts competencies.
