Job Summary:

The Divisional Head of Nursing, in conjunction with the Divisional Director and Divisional General Manager will:

• Provide strategic direction with the Divisional Director to the Division’s nursing workforce

• Provide high level professional and operational support for nursing across the wider Foundation Trust (FT) and support the successful achievement of the FT vision

• Lead the delivery of excellent quality Paediatric nursing care providing expert advice to the FT and Division on all nursing matters

• In collaboration with the Divisional Director and Divisional General Manager Lead the Clinical Governance Assurance Framework and ensure the quality of care, patient experience, comprise patient safety and clinical effectiveness is of the highest standard, meeting national and local outcomes and achievement of agreed CQUIN payments for Children and young people wherever they are cared for within the Trust.

• Ensure the Integrated Clinical Governance Assurance Framework is embedded within the Division

• Integrate corporate nursing plans with the Divisional clinical service plans. Work with senior nurses across the FT to evolve and develop predictive/early warning clinical quality dashboards that enable targeted intervention

• Ensure the nursing agenda is delivered by providing leadership and professional management of Matrons, Nurse Consultants, Clinical Nurse Specialists, Clinical Practice Educators and all nurses within the Directorate

• Lead the work to strengthen and optimise the role of the ward sister both within the Division but also across the FT.

• Ensure the Care Quality Commission (CQC) Registration Standards are achieved and exceeded

• Lead on the improvement and sustainment of patient safety across the Division and the wider FT, with a focus on minimising risk to children and young people.

• Lead nursing innovation, use of technology and quality improvement initiatives to meet the changing needs of patients and users of the service

• Be accountable for the nursing budget in the Division and ensure the nursing resource is used effectively, contributing to continuous improvement, increased productivity and realisation of benefits both in financial cost improvement savings and in resource terms

• Contribute to the delivery of agreed corporate schemes

• Contribute to the achievement of specific targets and statutory requirements associated with the role of the Division.

Strategic Responsibilities 1. Lead on the Clinical Governance Assurance Framework and implementation for the Division and

across the FT, with regard to children and young people. 2. Contribute to the development of the profession through proactive involvement in local, regional and

national forums. Represent the FT and Chief Nurse when required. 3. Manage the nursing workforce and associated budget for the Division and contribute to and

implement the cost improvement savings programme. 4. Provide professional and operational advice and guidance, at a senior level. 5. Deputise for the Deputy Chief Nurse as required. 6. Participate in the FT on-call senior manager rota. 7. Lead in the FT investigations and disciplinary hearings as required. 8. Contribute to the delivery of the FT’s Aim and Strategic Objectives. 9. Take the lead for designated corporate projects or programmes of work. 10. Effectively contribute to relevant senior nurse forums and meetings associated with clinical

governance. 11. Attend appropriate external networks/meetings related to the work of the Division. 12. Role model the ASPH nursing philosophy, leading and inspiring others. 13. Act as an Ambassador for the FT. 14. In conjunction with the Divisional team contribute to the development of the Paediatric services. 15. To lead on Safeguarding Children ensuring compliance with training across the FT. 16. To create a ‘child friendly’ environment across the FT. 17. To create an environment appropriate for young people across the FT. 18. To ensure standards and recommendations related to “Every Child Matters” and the Children’s

National Service Framework – Hospital standard are implemented, evaluated and monitored. 19. To lead on nursing issues in the Neonatal intensive care unit (NICU) ensuring representation on

internal and external meetings/networks. Professional Leadership Responsibilities 1. Provide leadership and direction to nursing staff 2. Lead the implementation of the corporate nursing plans within the Division 3. Work with senior nurses across the FT to design and implement a Ward/Department Sisters/Charge

Nurse Development Programme 4. Undertake annual performance development review of Matrons, Nurse Consultants, Clinical Nurse

Specialists and Clinical Practice Educators, ensuring each has a personal development plan to optimize their performance and potential for career progression. This is in conjunction with the Divisional Director and Divisional General Manager

5. Act as a role model, maintaining and upholding high standards of professional behaviour and maintaining own clinical skills

6. Develop and promote a positive and open culture within the Division to enable continuous quality and service improvement which results in financial and other benefits.

7. Promote a positive image of nursing internal and external to the FT. 8. Lead on the line management of nursing staff within the Division and manage the nursing

establishment budget. In collaboration with the Nursing Directorate undertake a regular annual review of the nursing workforce and a review when a change in service occurs.

9. Take a lead role in managing the Divisional Patient and Public engagement and experience work, using corporate surveys and results and other tools to seek user views as appropriate and ensure action is taken as appropriate

10. Work with Divisional Clinical Directors and Divisional General Managers to develop skills to manage effectively the nursing agenda and ensure safe and effective patient care

11. Be an effective leader of change, embedding a culture of continuous quality improvement, innovation and use of technology that meets the changing needs of patients and users.

12. In collaboration with the Chief Nurse and Divisional Director and General Manager, influence the development of the future professional agenda and the development of policies.

13. Implement robust systems to ensure the nursing workforce is fit for purpose in relation to health and well-being and statutory and mandatory training, specialist training, leadership skills/competence and Bands 1 – 4 development

14. Represent the FT at a local, regional or national level through membership of working groups, publications or conference presentations as required

15. Ensure the Chief Nurse is briefed on all professional issues within the Division 16. Manage own professional development using 360 degree review and IPRs for self and team. Standards of Care 1. Work with the Divisional Director and Divisional General Manager to embed systems to deliver high

standards of quality and safe care based on best practice and clear evidence and participate in Divisional reviews. This includes leading on the Care Quality Commission’s (CQC) Quality Risk Profiles (QRP) to ensure the 16 quality standards are met and risks mitigated. Lead the delivery and maintenance of clinical quality across the Division and in particular:

• Reducing Patient Harm 2. Identify risks relating to nursing, developing and implementing action plans to mitigate them as well

as alerting the Divisional Director, Chief Nurse and Divisional General Manager and ensuring they are recorded appropriately

3. Work with senior colleagues across the FT to refine clinical quality dashboards so that they increasingly enable early intervention before significant risks or harm occur

4. Implement a robust system across the Directorate to evidence and monitor the nursing contribution to national and local standards of care;

• Lead on the High Impact Nursing Actions and Energising for Excellence within the Division

• Lead on regular establishment and activity reviews per ward area and advise on staffing issues, taking action where necessary to resolve

5. Work with senior nurses across the FT to develop and implement a routine Ward and Clinical Area Peer Review Process

6. Maintain a high visibility within clinical areas and develop a work plan that ensures a minimum 50% of working time is spent in clinical areas in order to undertake clinical activity to monitor the quality of care and experience of patients in all clinical settings – this should be via clinical shifts, PEAT audits;

quality reviews etc.

7. Support and participate in the development of the nursing research and audit agenda within the Division

8. Be accountable regarding the monitoring of complaints and incidents relating to nursing within the Division, ensuring appropriate responses and the implementation of action plans to resolve issues identified effectively.

9. Develop and implement systems to identify opportunities for learning and sharing good practice creating a learning environment for the Division.

10. Take action when professional standards fall short of those acceptable – including disciplinary action and reporting to the NMC

11. Implement a robust system to deliver patient safety assurance and mitigate risk. 12. Ensure the implementation and monitoring of practice standards that meet the Hygiene Code (2009)

taking a lead for infection control and cleanliness within the Division 13. Take a lead role within the Division on roll out and embedding the Productive Ward: Releasing Time

Financial Responsibility 1. To work in partnership with the Divisional Director and Divisional General Manager, in the ongoing

identification and operational delivery of schemes to contribute to the FT cost improvement programme (CIP) and maintain cost effectiveness of services through ensuring and demonstrating that services are provided in the most efficient manner possible

2. To work in partnership with the Divisional Director and Divisional General Manager to ensure that nursing budgets (pay and non-pay) are managed appropriately

3. To work in partnership with the Divisional Director and Divisional General Manager to identify the cost and productivity benefits of increased clinical quality in order to focus on those care and clinical interventions; pressure ulcers and nutrition for example, that have the greatest opportunity and potential impact

Service Delivery 1. Take a lead role in the short and long term strategic planning for redesign and modernisation of

nursing and nursing roles within the Division 2. Translate national guidance and direction into local actions for service delivery 3. Take responsibility for the review and development of roles ensuring they add value to the patient

experience 4. Ensure the Matron has an effective workforce plan to support service delivery and quality standards.

Lead in the production of a Divisional nursing workforce plan 5. Recommend optimum deployment of the senior nursing workforce 6. With the Professional Development Lead Nurse, develop a Divisional training plan for nursing to

inform the education and training commissioning and in-house provision 7. Work as part of the Divisional management in identifying savings/QIPP ideas and solutions 8. Lead on e-rostering within the Division 9. To work in partnership with the Divisional Director and Divisional General Manager in using

Experience Based Design to enhance and improve service structure and delivery 10. Take every opportunity to work across organisational boundaries (primary and community care) in

order to smooth care pathways and enhance patient flow across the health economy Public and Patient and Staff Engagement and Experience 1. Use an evidence and values based approach to lead clinical staff in delivering the very best patient

experience which includes internal and external benchmarks. 2. Identify and implement high impact initiatives to improve the patient experience 3. Integrate staff experience monitoring and improvement initiatives with patient experience initiatives

and work across the Division to develop understanding of one upon the other 4. Translate the corporate Patient Experience and survey results for implementation in the Division 5. The FT complies with the requirements of the Criminal Records Bureau (CRB) and the requirement to report safeguarding issues to the Independent Safeguarding Authority (ISA).
