In 2017, “the board approved a three year plan to fund children’s services at the full one-eighth of a mil funding cap,” Ms. Dan-iels said. “The first two years of the plan have been implemented.”

When the board initially approved fund-ing of $1,970,091 for Fiscal Year 2019-20, Ms. Daniels said, that was based on an esti-mated three percent tax roll growth. “How-ever, the tax roll growth was higher than

anticipated,” so “the 0.1250 millage cap for FY 2019-20 is $2,062,611 which is $92,520 or 4.7 percent higher than what was origi-nally approved.”

Ms. Daniels said also told the County Commissioners that the CSAC needs a new $50,000 allocation to fund a needs assess-ment. That funding was built into the new request.

“Staff proposes that the board approve funding children’s services the full 0.1250 mill totaling $2,062,611 for FY 2019-20 and allocate $50,000 towards the needs assess-ment. This additional expense will be taken directly off the total funding allocation leav-ing $2,012,611 available for children’s ser-vices agencies.”

The staff recommendation was passed 5-0.

“Climate change could be a world disaster, so we’re trying to do our little bit. One way to counteract climate change is to plant trees. If everyone planted one tree, we could make a tre-mendous positive step in reducing climate change.”

Planting trees can reduce stormwater runoff that carries pollutants by 12 percent.

Trees reduce soil erosion and retain organic material that will form muck if washed into the lagoon. Trees absorb odors and pollutant gases. Increased tree canopy helps mitigate the heat island effect of streets, parking lots, and roof-tops by reducing air temperature. By convert-ing lawn to trees and shrubs, fertilizer and her-bicide use and runoff is reduced.

For the inaugural planting March 10, Juli-anne Price of Every Dream Has a Price request-ed trees to be planted at two houses in a low-er-income area of the county. Every Dream Has a Price builds and repairs homes for those who need safe and affordable housing.

“One of the two houses is for homeless veter-ans,” Dr. Baker said. “We planted red cedar and live oak trees there. We got about 50 trees of various species from Sebastian River Farms, including the Southern Red Cedar and the But-tonwood, and the Indian River Land Trust pro-vided the four live oaks planted in Gifford.”

As of now, trees are available free of charge, including to private homeowners. Tree recipi-ents are expected to take a brief course about the value of trees, how to plant them, and how to nourish them so they don’t die.

In addition, Audubon and the ELC will track

where exactly all the trees are planted, with computer and GPS assistance from the city of Vero Beach. They also intend to use mapping technology to find the soil and drainage most suitable for each tree species.

While the trees are being offered for free, the program is not free of costs.

“We will have to purchase some trees,” Dr. Baker said. “Smaller trees cost less and grow faster. A new tree that is two feet tall will grow as fast as a larger tree that has been sitting in a pot for five years, where the roots have lost some ability to grow out. The roots of a younger tree will grow out to get the nourishment that they need.”

“We’d love contributions,” Dr. Baker said. “We’ve raised over $75,000 so far. Several orga-nizations gave us money for a greenhouse. And we’re going to raise other native plants. In our county we don’t have a native nursery. We’re going to start growing native plants and offer-ing those for sale.”

Dr. Baker said the ELC will visit schools and teach students about trees, and how to grow them. “We’re going to be giving kids trees too, that they can take home. We’ll also be planting trees at the schools, trying to get the youngsters involved. Getting kids involved is the biggest thing. They can educate their parents, and they are the ones who are going to have to look out for these trees eventually.”

“The Health Department also realizes the importance of trees for health, so they’re behind us. Everyone wants to help. The Sebastian Lions Club said they want to help plant trees.”

“We also need volunteers to help water and care for the growing trees at Audubon House. We’re doing everything with volunteers so far.”

VERO BEACH — Beer drinkers looking for a good reason to try something new have that opportunity from now through the end of May.

During the months of March, April and May, Walking Tree Brewery in Vero Beach and their distribution partners will donate a portion of the proceeds from their Man-grove Series of IPAs to the Coastal Conser-vation Association and its efforts to protect Florida waterways.

“IPA” stands for “India Pale Ale,” a style of beer that generally has a higher average alcohol and hop content than regular beer. India Pale Ales are thought to have originat-ed in England, and are brewed world-wide.

“As a company comprised of mostly Trea-sure Coast natives, we feel an obligation to bring awareness and to do what we can to aid causes that protect our delicate eco sys-tems,” said Danny Rey, Sales and Marketing Director for Walking Tree Brewery. “Most of us have grown up enjoying the Indian River Lagoon and surrounding beaches our whole lives and we feel privileged to now have a platform to help bring more aware-ness to the causes that are near and dear to us.”

The campaign will feature Walking Tree Brewery’s Mangrove Series of IPAs, named after the different species of native Florida mangroves.

White Walking Tree IPA is a traditional

west coast-style IPA, featuring bitter citrus and a crisp, refreshing finish. Black Walking Tree IPA is named after the black man-groves, with rich notes of chocolate and cof-fee balanced with a floral citrus provided by the hops. Red Walking Tree IPA offers a malty sweetness accompanied by fruity notes. Buttonwood Double IPA features heavy fruit notes and piney bitter hop bite.

“Living on the Treasure Coast means that our lagoons, beaches, and waterways are a part of our daily life,” said Mike Malone, owner/head brewer, Walking Tree Brewery. “They are where we play, they fuel our economy, and they need our help.”

Re: Enough is Enough

Dear Editor, I would like to submit some addi-tional information to the R&R entitled “When Will Enough Be Enough?” in the March 8, 2019 issue of Hometown News.

First, the writer mentions the cost of the Mueller Investigation to the taxpayers, which is a valid concern for all of us. However, some vital information has been left out. This investi-gation is on track to actually make a profit, which is unusual for these sorts of investiga-tions, because assets seized and forfeited come to a total of at least twice the cost ($46 Million versus $25 million). This information is available at several websites including Yahoo News, ABC News, Politifact and CNBC, but unfortunately NOT at Fox News.

Anther important point is that it is not the objective of these investigations to make a profit, but rather to bring to justice persons who have committed crimes against the United States; in this case many financial crimes which deprived the country of legitimate tax revenues and defrauded many banks, insur-ance companies, etc. In addition, many of these crimes were against our democratic insti-tutions, including free and fair elections and the functioning and policies of agencies of our fed-eral government. If we as a people determine that these activities should not be crimes, we need to change the laws through our legislative process.

Lastly, in a historical perspective, previous special counsel investigations have cost much more, in particular those investigating the ille-gal sale of heavy weapons to Iran by the Rea-gan Administration, which cost about $50 mil-lion; and the unending horror of the Ken Starr investigation into the Clinton administration, which cost over $150 million, humiliated the US on the world stage, and produced nothing of substance.

As a footnote, the Mueller investigation so far has resulted in five people close to the Presi-dent and his business organization pleading guilty (and beginning their jail sentences as we speak) and dozens more indicted for major crimes against the security of the United

States, INCLUDING coordinating with the Rus-sian Army and Russian civilians and govern-ment employees to affect the outcome of a US national election and to change the policies of the US government in FAVOR of Russia and its citizens and aligned states. Is that enough?

As a concerned citizen, I would call it a bar-gain at twice the price. I eagerly await the 2020 election cycle but we must remain alert because, as a result of these illegal activities, there are persons in the government now who stand to benefit from further election fraud and who have taken no action to prevent a repeat of 2016 crimes, despite the oath of office they swore to which requires them to uphold the Constitution and to defend the US against ALL enemies Foreign and Domestic.

Regarding the Mueller investigation

The vast majority of the American people do not approve of Trump’s presidency for many reasons, the least of which is not his pathologi-cal lying. Trump lies to us on a daily basis. I don’t know about you but if my kid lied to me as often as Trump lies to me I would have stopped believing a word he said long ago. Beginning with “No collusion” really? No collusion? For starters, we know only a tiny bit of what Mueller has discovered, and just eight hours after Mr. Trump looked into the camera, during the pres-idential debate, and said: “Russia, if your listen-ing, see if you can find the missing emails, our press will reward you mightily”. Russians did just that. Days after his inauguration, Trump had Russians in the Oval Office, no US report-ers were allowed in. only Russian reporters. soon thereafter, Trump traveled to Helsinki for a private meeting with Putin, no reporters allowed, nobody but an interpreter, whose notes Trump snatched, was allowed into their private little meeting a half a world away. Trump then dined with Comey, to get him to lay off Flynn, who has since been convicted, the Trump fires Comey and on TV, says about “the Russia thin”. Then, on a world stage, Trump, in answering a reporter’s question after his secret meeting with Putin, replied “Putin very power-

fully denied hacking into our election, even though all 17 American intelligence agencies said Russia did, in fact, penetrate our election. Trump took Putin’s word over all 17 American Intelligence Agencies, on a world stage! Add to that, most of the six convicted criminals in Trump’s orbit had ties to Russia, Manafort, Trump’s election campaign manager, is in pris-on right now, in part for lying about his connec-tions to the Russians. It’s no secret Trump, who couldn’t get money from American banks due to all his bankruptcies, got his funding from the Russians and is most likely still indebted to them. The Russians, in turn, need Trump to lift the sanctions the US placed on their country for penetrating and meddling in our elections. It isn’t that complicated. Let’s let the special counsel finish the investigation and if in fact, Trump is so innocent, we will breathe a sigh of relief and have to accept all of his cam-paign workers’ ties with Russia were just a coincidence. Let us not forget Trump’s organi-zation is also under investigation in the South-ern District of N.Y. where Trump has already been deemed an un-indited co-conspirator in crimes against the USA. Feel free to fact-check all of this. Enough will be enough when the investigations and indictments are all addressed and justice served. Witch hunt? By

the time this over, I predict there will more witches coming out Trump’s orbit than there were in Salem Mass. in the 1600s.

Regarding the school taxDon’t increase the school tax. The average

retired Joe on a fixed income like me would be hurt by adding an extra $175 or so onto my tax bill to give these part time public employees a raise. School safety is the red herring being used to shoulder teacher raises. Safety is one thing, but to tie 70% of this proposed safety tax increase to salary is underhanded to say the least. Enough is enough, time to vote no!

Addressing the Snow Bird rant

I could not go home without addressing the person who called the “Snow Birds” a plaque and curse. Most of us are just hard working retired folks fortunate to be able to afford and escape the harsh winters and enjoy the sun in Fl. We rent a beautiful ocean front condo from a local couple, happy to have us and continue to invite us back yearly. TREASURE COAST — The Indian River Lagoon National Estuary Program has funding available in seven grant categories, all in support of the health of the lagoon. The deadline for all pro-posals is April 10.

A total of about $1,285,000 in grants is avail-able. Approximately $860,000 comes from local contributions made by the IRL Council and spe-cialty license plate sales. An additional $425,000 comes from the U.S. Environmental Protection Agency.

Funding is divided into seven broad categories. The $860,000 not from the EPA all goes to Catego-ry One: Restoration Projects. These are projects that improve water quality and/or restore natural habitats in the lagoon.

Habitat restoration projects may include sea-grass restoration, filter feeder restoration, primari-ly oysters and clams, living shoreline restoration, wetlands and wetland-upland transition resto-ration, primarily focused on salt marshes or man-groves.

Category Two: Community-Based Restoration Projects offers grants up to $200,000 from the EPA. These are projects that focus on communi-ty-based citizen engagement and citizen science that restores water quality and/or natural habitats in the lagoon.

These can include projects that provide support to water quality and/or habitat restoration efforts yielding long-term value to the lagoon or address-ing recurring needs of the community. Examples include provision of oyster shells or live oysters, clams, or seagrasses; and provision of native plants

and materials for creation of living shorelines or restorations of wetlands or marshes.

This category will also fund projects that build coastal resilience to flooding, storm surge and sea level rise or provide emergency repairs to habitats damaged by flooding or storm surge.

Category Three is one $50,000 EPA grant to produce the State of the Lagoon Technical Report.

Category Four is another $50,000 EPA single award for development of the IRL Habitat Resto-ration Plan, a lagoon-wide plan for restoration that considers the diversity of natural habitat types requiring restoration and stewardship along the lagoon.

Category Five is a $50,000 EPA grant to develop a comprehensive lagoon-wide monitoring plan that identifies existing assets, gaps and emerging needs and opportunities.

Category Six is $25,000 from the EPA for Geo-graphic Information Systems mapping support, including acquisition and synthesis of available data from IRL stakeholders to develop new lagoon-wide maps.

The final grant, Category Seven, is $50,000 from the EPA for creation of a new lagoon boaters’ guide. In 1995, the IRLNEP published the “Boat-er’s Guide to the Indian River Lagoon” to provide maps and information useful to the boating com-munity. The guide included maps of seagrass dis-tribution, locations of marine facilities, public parks, boat ramps, anchorages, pump-outs and public recreational facilities.

Driving is crazy

Lately driving back and forth to Physical therapy or my cousin’s place to get it ready for selling, I’ve realized Florida drivers have no concept of speed limits. At any time on any given road you find people driving at 20 mph up to 65 mph, depending on their mood. While it’s frustrating if your running late and the person in front of you has no idea where the gas petal is located, they instinctively know where the brake pedal is. So before you leave the house, you need 4 things, a bottle of water, a cup of coffee, (donut option-al) a good book, and reading glasses, people are old here! Love Retirement!

Vote for schools!

The Florida lawmakers are gathering for their 60 day session and they are receiving guidance from Governor DeSantis. For too many years the state of Florida has operated education on the cheap. The legislators failed to appropriate enough money to give mean-ingful salary increases for teachers or instruc-tional material for the students.

At least the voters in St. Lucie County have the opportunity to vote for money for the edu-cational needs of St. Lucie County Schools. Regardless of what the state legislators do or do not do, the voters of St. Lucie County will do the right thing and approve the increase.

This will be the first county wide voter refer-endum conducted by mail. If approved, it will generate 22 million dollars and cost the owner of a $175,000 home an additional $168 per year. Some of this money will go towards raising the starting salary pay of St. Lucie County teachers which at the present time is several thousands of dollars lower than the surrounding counties. In addition, at the start of the school year St. Lucie County had 80 teacher vacancies!

The voters of St. Lucie County have the opportunity to do what the state legislators have failed to do over the years – put educa-tion first!

In response to ‘No to tax hike’

I have worked for over 20 years in the school systems in different states.I really think you need a reality check when it comes to teachers and what they get paid for. I think you forgot that teachers do not get paid for any extra curricular activities. I think you for-get about all the papers, tests and other quiz-zes that have to be graded. That is done at

Take a look around any computer’s hard drive and you will notice hundreds, no, thousands of things

that are known as “System files.” These are files that your computer needs to operate. Delete, re-name or move them and your machine could start acting like Forest Gump.

People are often surprised to find out just how many things there are in a typical computer that do not “belong to them.” Now, I know it’s logical to think “hey, it’s my computer, every file in it belongs to me.” That may be true but most of the files on your computer really “belong” to the system. Meddle with them and you risk breaking your Windows.

Let me explain. Items on your hard drive are, essentially, files which are organized into groups called folders or directories. These files are either system files, user files or a combination system/user file.

Your operating system (Windows, Mac, whichever) is a program that relies on a plethora of files to function properly. Most of these files (system files) are so necessary that without them, Windows won’t run at all. Many times system files have cryptic names and you have no idea what they are when you see their icon. The rule of thumb to follow is “unless you are absolutely sure what a file is, don’t mess with it.”

Sometimes, as luck would have it, system files may be named similarly to one of your own files. This can cause a problem if you’re not careful because not everything on your computer is what you think it is. Always make absolutely sure a file is what you think it is before you delete or modify it.

An easy way to check a file is to right click it and then click (with the left button) “Properties” and then click “Details.” This will allow you to take a quick peek at a file without opening it (or accidentally running it if it’s a program file) to determine what it is. If it’s a system file, chances are you won’t understand what you are seeing in the details page and that’s your clue; if you don’t understand it, don’t mess with it

and certainly don’t delete it. If a file is “one of yours,” you will

recognize it right away in details. If you recognize it as not being a system file, you can do what you want with it.

“So, what about all of these things that I don’t need? How do I get rid of them? ”Well, the safest answer to that is to get rid of them “mentally.” In other words ignore them. One of the skills that any good computerist develops is the ability to ignore all of the things that don’t apply to the task at hand.

Some files, the ones that are half user files and half system files, are necessary for certain programs to run. If these files are modified, The operating system will still run but the program that “owns them” may not.

How do you tell which are which? You don’t need to. It all boils down to “if you are not absolutely clear what a file is, assume it’s a system file and leave it alone!” And that’s good advice.

TREASURE COAST — The Indian River State College Foundation hosted the 20th Annual Entrepreneur of the Year dinner at the Dan K. Richardson Center, located at IRSC Mueller Campus in Vero Beach, on Thursday, March 7. The event was held in honor of the 2019 award recipient Michael Brown, retired CEO of both Harbor Federal and Harbor Community Bank and current Director of CenterState Bank.

Mr. Brown began his banking career in Florida in 1972 as Chief Financial Officer for University Federal Savings and Loan in Coral Gables. In 1974 he was called to First Federal Savings and Loan of Fort Pierce to serve as its Chief Financial Officer, and then was named Chief Executive Officer at just 34 years of age.

During his leadership, First Federal Sav-ings and Loan grew to become Harbor Fed-eral Savings Bank, a publicly traded compa-ny valued at over $320 million, serving 10 counties with more than 900 employees. It was one of the top-performing banks in Florida.

Mr. Brown launched Harbor Real Estate in partnership with Hal Roberts and Mike Brown Jr. and subsequently retired from the bank in 2008. He then led in the enterprise of establishing Harbor Community Bank, and served as Chairman and Chief Execu-tive Officer beginning 2011. In 2018 the bank was sold to CenterState Bank where he now serves as Director.

During his career, Mr. Brown has served on many key advisory and leadership boards related to the banking industry, including service as a member of the Feder-al Reserve Thrift Institution Advisory Council from 2003-04 alongside Alan

Greenspan, chairman of the Federal Reserve of the United States.

As a lifelong philanthropist, Mr. Brown leads his life with the philosophy of giving back to the community. His support of numerous charities and community organi-zations includes Fort Pierce Rotary Club, St. Lucie Chamber of Commerce, Economic Development Council of St. Lucie County, Treasure Coast Hospice, Harbor Branch Foundation Board, HANDS Clinic of St. Lucie County, and the Sunrise Theatre.

The Entrepreneur of the Year Award pro-gram recognizes the entrepreneurial spirit, business excellence, and community involvement—central elements of the Dan K. SEBASTIAN — Indian River County and the city of Sebastian hope to end a year-long dispute over fire prevention and response duties.

County Commissioners voted 3-2 on March 5 to approve the recommendation of County Administrator Jason Brown, who proposed a negotiated interlocal agreement with the city of Sebastian. Under the agree-ment, the city will manage Fire Marshal services within certain parameters.

The county had hoped to retain one uni-fied fire district, but in the end yielded to home rule arguments.

“The county does not support fracturing of the Emergency Services District,” Mr. Brown said. “The county supports a holis-tic view of fire rescue, with both prevention and response critical aspects of the services provided. Fire protection is not just about extinguishing fires. Fire prevention is a key component to the overall fire protection

delivery system to a community. This starts with ensuring compliance with the Fire Code. This is a life safety issue that impacts county and city residents and taxpayers.”

This argument swayed Comm. Bob Solari, who cited that portion of the staff report, said that this reflected his views, and that based on that “I will not be able to support the proposed interlocal agree-ment.”

Comm. Peter O’Bryan agreed with Comm. Solari and said he would not sup-port the motion.

Mr. Brown said that he had unsuccess-fully presented the county’s arguments to the city of Sebastian.

“The city has stated concerns about the county overriding the city’s home rule authority,” Mr. Brown said. “This is a mis-characterization of the county’s posi-tion. Our position is that the city can remain a part of the ESD, or establish its own Fire Rescue system. We are very sensi-tive to home rule authority. It is not the county’s intent to tell the city how to pro-

vide services.”“The city has framed this as a level of

service and customer service issue. While service is an important component of the Fire Marshal’s office, it is, most important-ly, a life safety matter.”

Mr. Brown referenced the establishment of the Emergency Services District.

“In 1991, the voters of Sebastian, as well as Vero, Fellsmere, Orchid and the unin-corporated area of the county approved a referendum to provide a consolidated fire rescue system throughout the four munici-palities as well as the unincorporated area. This arrangement has been beneficial to all of those areas. We’re all able to get better fire rescue services than we would individ-ually at lower cost.”

In the end, County Administrator Brown and three commissioners decided a negoti-ated solution was better than litigation.

“We could continue to move down the path of litigation,” Comm. Susan Adams said. “Even if we win, we’re forcing some-one into a relationship with us that they

don’t want to be in. So I think this is the best outcome that we could hope for.”

“I believe that the dispute resolution pro-cess is about attempting to resolve our issues amicably,” Mr. Brown said. “It would be beneficial for all involved to reach an agreement on this important topic. I believe it is best for municipalities and local governments to avoid litigation to the extent possible. Litigation may sometimes be necessary, but it should be as a last resort.”

Comm. Joe Flescher agreed that main-taining one agency “was probably optimal for all citizens,” giving consistency through-out the county, but he emphasized home rule, and said that presuming Sebastian properly trains personnel, he wants to respect home rule, and would endorse the interlocal agreement.

The motion passed 3-2 in favor, with Comm. Solari and Comm. O’Bryan against. The negotiated interlocal agreement will then be brought back to the County Com-missioners for final review and approval.

There are dances, proms, after school groups that meet, sporting events, There are PTA meet-ings, meet the teacher nights, report card meetings, conferences about your childrens well being, spelling bees, awards ceremonies etc. All of those are extra events that teachers do not get paid for. They hold fundraisers that are on weekends and weeknights that they do not get paid for. There are holiday concerts that all family enjoy that are non paid events, so for you to say that they only work half days or limit-ed hours and comparing them to a regular job is ridiculous. You really need to open your eyes to the education that our children are getting. I praise the teachers these days for all their hard work and commitment. I believe they deserve more and I will be voting for a tax hike and any other salary increase they need to further their education.

owner. I have paid taxes in Martin County my whole adult life. I have two pets. I rescued both, paid a fee to do so, and pay for a county license for both. I’m a widow whose only income is social security. I keep by pets current on shots, feed them well, and might adopt more pets, who would be out of tax payers (that includes me) responsibility, if I could afford it. To further tax pet owners would only limit the number of pets getting rescued. The irresponsible would still not take their pets to the vet, not have them neutered and not pay for a license.

The writer/author is spot on about Florida inheriting many people from different area with unusual driving talent. I am a rare bird, born in central Florida. A good majority of the local drivers here in Port St. Lucie are courteous and allow you access to the road in heavy traffic. It’s a dead give away when that “horn” is blow-ing when only a faint shade of green appears in the signal light....yep that’s a New Yorker. I love my state and all is welcome, but no need in being so anxious.
