Chair Holstege reported that the City of Palm Springs has received a formal agreement to secure a $10 million grant with the State.

Councilmember Sabby Jonathan highlighted the importance of regional collaboration in Coachella Valley for addressing homelessness, and members expressed interest in providing feedback on Palm Springs’ next steps.

Councilmember Mark Carnevale reported that the City of Cathedral City is opening a cooling center at the Elk’s Lodge.

August 5, 2020

Staff Report Subject: Update on Project Homekey Contact: Greg Rodriguez ([email protected]) Recommendation: Provide feedback on Project Homekey proposal from Riverside County to acquire a hotel site in Palm Springs for permanent supportive housing units

Background: The CVAG Homelessness Committee has heard on numerous occasions about

the challenges CV Housing First and other providers experience with finding permanent housing

solutions. The programs and organizations throughout Coachella Valley have made great strides in terms of improving outreach, crisis stabilization housing, and linkages to services and transitional housing, but this work is hampered by the lack of permanent doors.

California Governor Gavin Newsom recently launched Project Homekey to allocate funding from

the federal Coronavirus Aid, Relief and Economic Security (CARES) Act for the purpose of hotel,

motel, or apartment acquisition and rehabilitation. The goal of the program is to increase the supply of permanent housing for California’s homeless residents. The State has allocated certain

amounts based on geographic regions. Riverside County is included with the Counties of Orange, San Bernardino, Ventura, and Imperial for a combined allocation of $55 million.

The deadline to submit an application is quickly approaching, and the Homelessness Committee

has been asked to provide feedback on a proposal that’s being submitted by Riverside County. The County’s Housing, Homeless Solutions and Workforce Development Department is actively

looking at sites across the County and has identified three potential sites in Palm Springs.

Attached to this staff report is the letter sent by the County to the City of Palm Springs, requesting approval for the County to move forward in acquiring one of the sites. The County is also seeking

an allocation of $3 million from the $10 million that Palm Springs received from the Homelessness

Housing, Assistance and Prevention (HHAP) grant. The County has asked Palm Springs for a special city council meeting for public input and council approval, which would provide an opportunity to share any feedback from the Homelessness Committee.

Fiscal Impact: There is no fiscal impact to CVAG for this funding application. Project Homekey

presents a unique opportunity to leverage City, County, and State funds for permanent solutions to housing. The timeline for this program is very tight, with all funds needing to be expended by December 31, 2020.
