On-site registration will be located on the ground floor (Level 1) of the Lexington Convention Center in the ‘Heritage’ Registration area. The Lexington Convention Center is a part of the Hyatt Regency/Rupp Arena complex and is directly across the street from the Lexington Downtown Hotel and Conference Center by Hilton. See “Conference at a Glance” for on-site registration dates/times.

All students must check in at registration to confirm seat in classes and receive other essential conference information including classroom locations.

All lead instructors are required to check in prior to start of class to obtain instructor packets and receive final instructions for completion of administrative forms.

ExhibitsThe Exhibit Showcase is the largest show of emergency service equipment in Kentucky. Exhibitors come from many states showing everything from personal protective equipment to fire trucks.

Exhibits are open Friday afternoon and Saturday.

Meals will be provided during the exhibit show inside Heritage Hall.

101 Aircraft Firefighting Off-site Course (Bluegrass Airport)This course is designed to provide an overview of aircraft rescue and fire fighting for the structural firefighters. Topics of instruction will include aircraft types, systems, tactics and strategy, suppression and rescue. Each firefighter will receive instruction and will participate in “Hands-on Training.” The control and extinguishment of fuel spills, interior cabin fire with flashover, wheel/brake fires, and engine fires will be discussed. Full personal protective equipment, to include NFPA approved coat, pants, hood, gloves, helmet w/ full shield ( no bourke’s) and SCBA are required for participation.NOTE: This 2-day course will be offered Thursday through Friday and repeated Saturday through Sunday. “Hands-on Training” will con-sist of smoke maze and rescue training using a simulated Boeing 737 and smoke generators.Limited to 20 students.Lead Instructor: Chief Scott Lanter, Blue Grass Airport

102 Rapid Intervention Team Training (Updated Course for 2011)This advanced four day class is designed for the experienced firefighter, who wants to expand his/ her knowledge, skills and performance during RIT operations. The RIT classroom portion consists of various topics focusing on theory, preventative RIT operations, thermal imaging and basic equipment utilized in RIT operations. “Hands-on” training is EXTREMELY demanding both mentally and physically. HOT evolutions re-enforce and develop the skills of firefighter survival and rescue, Mayday procedures, and RIT operations. Training will conclude with increasingly difficult scenarios utilizing basic skills and tools. Prior exposure to firefighter survival and rescue training is strongly recommended. Full PPE is required, SCBA with extra cylinder required. Air fills available. 103 Basic Fire Fighting Off-site Course (Lexington Fire Training Academy)ATTENTION CHIEFS: If you have a new member to your department, this is the course for them! Experienced fire instructors will cover the basics of hose, ladders, SCBA, and PPE. The course will include ‘hands-on drills” and the opportunity for students to don protective equipment and extinguish live fire in a controlled environment. This course will also cover the minimum 20 hours of training needed for the new fire department member prior to emergency response activity as recommended by the Kentucky Fire Commission.NOTE: This 3-day course will be offered Thursday through Saturday.Class is limited to 30 students. Full PPE is required including SCBA and a spare cylinder. 104 “Bread & Butter” BootcampEvery fire department is being challenged to do more with less. This often puts firefighters into dangerous situations. We often ask, what training can be done to enable us to meet our challenges? Surely training can be a key to our safety, but where should we start? The answer is to start at the beginning. Start with your “Bread and Butter.” This 3-day, high impact, high energy “Bread & Butter” program, will NOT be your typical class! Rather this class will focus on those fundamental skills and aspects utilized on the fire ground that are not mastered or never employed. This INTENSE training program will provide participants with both classroom and realistic hands-on learning through training-in-context and scenario based training, some under live fire conditions, enhancing personal proficiency and reinforcing those skills required on today’s modern fire ground. This program will be packed with those critical elements employed on the fire ground. From learning new to reinforcing old, this program will consist of but not limited to: engine company operations - selection, stretching, advancing, and flowing hand lines, ladder company operations - search procedures, ventilation techniques, forcible entry, and laddering, “smoke diver” - mask confidence, air consumption/management, and breathing discipline, and many

other fundamental aspects/skills related to today’s firefighter. This class has been designed to teach any firefighter, new or seasoned, those critical “Bread & Butter” skills used day in and day out on the fire ground. Don’t miss out! - Students must bring their own turnout gear, SCBA, and spare cylinder. 105 Propane Truck / Bob Tail Truck FiresThis extensive 2-day course will cover essential information regarding L.P. gas and bob tail truck fires. Topics of instruction will include source identification, vehicle and equipment identification and characteristics, container design and construction, general emergency response procedures, the incident management system, hazard and risk assessment and evaluation, and strategy and tactical decisionmaking. This course will also address recovery issues, site safety and control issues, product transfer methods, and vehicle and cargo tank recovery including the use of air bags. This class will involve live fire evolutions involving the bob tail propane prop. 106 EMT RefresherThis is the mandatory section of the U.S. DOT EMT-Basic Refresher as required for recertification as a National Registry EMT-Basic. This 21-hour course will also qualify as CE’s for state recertification as an EMT-Basic. Course includes sections on Disaster Management/Mass Casualty Incidents, Airway Management, Patient Assessment, Medical/Behavioral Emergencies, Trauma, Emergency Childbirth, Pediatrics and Ambulance Operations. This course includes the two-hour HIV/AIDS education requirement. 107 F.A.R.M. - Fundamentals of Agricultural Rescue MechanicsNEW FOR 2011! Dale Dobson and his assistants will be delivering an advance ‘FARM’ rescue course. This is the first time a class of this level has ever been offered in Ky. Anyone who has ever taken the 2-day course will not want to miss this opportunity. Topics will include: use of ATV’s and utility vehicles in rescue situations, air-medical helicopter operations, large animal rescue situations including how to deal with the public and animal owners, grain bin safety and rescue, and tractor rollovers/equipment entrapment. This course will include classroom instruction as well as active hands-on training. EMT continuing education hours will be given for this course. (Add PPE requirement from old description.) 108 “Big Rig Rescue”This intensive 2-day course will utilize a classroom portion as well as practical evolutions on heavy vehicles. Students will be instructed in the most effective heavy rescue techniques which have been designed with the safety of both the rescuer and victim in mind. Included will be information and evolutions on incidents involving both light and heavy vehicles. Safety equipment required for this course include: Helmet, eye protection, extrication jumpsuit/turnout gear, gloves, and boots. 109 Confined Space RescueThis course will begin by covering 29 CFR 1910.146 Permit Required Confined Spaces and work its way through the equipment and procedures required to execute a rescue from a confined space. Vertical and horizontal spaces will be displayed and made available to execute rescues. Air quality monitoring, rope rescue, rescue tripod, basic to advanced rigging, and permitting procedures will be covered as a part of this course. 112 Tanker Operations and Water SupplyThis course will address the movement of water in a suburban/rural setting. Course subjects include relay pumping and mobile water supply operation. Students will participate in relay pumping operation and components of a water shuttle operation to include dump and fill site operation. 201 NFA – Incident Safety OfficerThe safety officer oversees all tasks performed by firefighters on the fire grounds. He/she is responsible for immediately correcting safety problems and creating an awareness of simple precautions that can save lives and prevent injury. The goal of this course is to provide firefighters with skills to function effectively as the safety officer at fire department incident operations. The primary focus shall be on developing decision-making skills through the recognition of problems that affect personal safety. 202 NFA – Leadership IThis National Fire Academy Course presents the company officer with the basic leadership skills and tools needed to perform effectively as a leader in the fire service environment. The course addresses techniques and approaches to problem-solving, identifying and assessing needs of subordinates, conducting meetings effectively, and decision-making for the company officer. 203 NFA – Managing Company Tactical Operations - Decision MakingThis is a National Fire Academy course that is designed to develop the management skills needed by company officers to make decisions at structure fires. Key content areas include: an introduction, the command sequence, size up, developing an action plan, and review of the incident command system. Actual “hands-on” training will be utilized by applying skills learned with a table top exercise. 204 NFA – ICSICS 100, Introduction to the Incident Command System, introduces the Incident Command system (ICS) and provides the foundation for higher level ICS training. This course describes the history, features and principles, and organizational structure of the Incident Command System. It also explains the relationship between ICS and the National Incident Management System (NIMS). ICS 200, ICS for Single Resources and Initial Action Incidents, is designed to enable personnel to operate efficiently during an incident or event within the Incident Command System (ICS). ICS-200 provides training on and resources for personnel who are likely to assume a supervisory position within the ICS. 301 NFA Arson Detection for the First ResponderThis is the latest National Fire Academy course, “Arson Detection for the First Responder.” This course will cover all phases of fire investigation with emphasis on the firefighter’s responsibility in arson detection. NOTE: This class satisfies the requirement for the FRT 161 in the KCTCS Fire / Rescue Science Degree Program.NOTE: This 3-day course will be offered Thursday through Saturday.Limited to 40 students.Lead Instructor: Rusty Todd, Fire Investigator, Kentucky Fire Commission, State Fire Rescue Training, Area 5

302 Fire Scene InvestigationsThis is a comprehensive course with emphasis on techniques to determine the origin and cause of fires. Actual case scenarios will be incorporated to enhance this class. A wide variety of expertise is brought together through the cooperation of local, state, federal fire, police and private investigators to provide the student with excellent instruction and detail. (Students will need full protective turnout gear.) Prerequisite: Arson detection for the first responder. 303 Legal Issues for Fire InvestigationsThis course is the final and concluding level in arson investigations. This course emphasizes legal aspects, case preparations, trial procedures, and criminal enforcement. A mock trail is planned for Saturday morning, incorporating the Arson II class. Prerequisite: Arson Detection for the First Responder. The Fire Scene Investigations course, must be sanctioned by the Kentucky Chapter IAAI, a certificate or documentation must be provided at registration.NOTE: This 3-day course will be offered Thursday through Saturday.Limited to 30 students.Lead Instructor: Paul Richwalsky, Jefferson County Attorney’s Office

304 Continuing Education for Fire Alarm InspectorsThis course will enable the firefighter to have a more in depth understanding on why fire alarms are required and where. 305 Fire Alarm Systems For FirefightersThis class will help the student have a deeper understanding of Fire Alarm systems. This class is being presented by firefighters for firefighters who want to learn more about fire alarm systems and what procedures to implement when one alarms or malfunctions. Classroom discussion will be presented about where they are required, how they are to be maintained, proper inspection of the systems, how they function, and how they can help save a life.NOTE: This 1-day class will be offered Friday and repeated Saturday.Instructor: Lt. 306 Fire Inspector 1 CourseThis class is the second step in the Fire Marshal’s newly revised Inspector Certification program. This class is designed for fire professionals that perform fire prevention inspections on a daily basis. This class will provide instruction on the 2006 fire codes. Prior knowledge of dealing with inspections is required. This class will consist a two days of instruction followed by an exam. Students are encouraged to bring a tablet and calculator. 401 “Meth” Lab AwarenessThis course will provide the participant an overview of the emerging methamphetamine threat in Kentucky. The drug’s effect on the individual will be discussed however the primary emphasis will be the recognition of clandestine labs and their dangers to the first responder. Clandestine lab detectives/ technicians will display the equipment and materials utilized in the production of meth and discuss the process. Participants will be provided an instructional CD, “Meth=Death” and after completion of the session, should be able to conduct an introductory awareness class in their communities.NOTE: This 1-day course will be offered Friday.Lead Instructor: Mark Boaz, Area 3, State Fire Rescue Training

402 Introduction to the Homeland Security Exercise and Evaluation ProcessThis course is designed for individuals involved in planning, conducting, and evaluating exercises. The class will discuss the exercise design and development process, exercise conduct and evaluation, and development and implementation of improvement planning, all according to Homeland Security principles. This operations level course builds the foundation for future courses that will provide the specifics for a comprehensive program of exercises. The course is presented by staff from the Kentucky Office of Homeland Security Exercise & Evaluation Program, the Kentucky Department for Public Health and the Kentucky Fire Commission.NOTE: This 1-day course will be offered Thursday.Instructors: Sabine Gumm, Jim House, Butch McKinney, Lisa Mills, Kim Thomas

405 Fire Department Planning and Response to Weather-Related EmergenciesFire departments today do much more than just respond to fires. The fire service has an increasing role as an “all-hazard” response agency. Each year, Kentucky experiences a wide variety of weather phenomenon which ultimately leads to responses from the local fire department and other public safety agencies. The morning session of this course will include information about some of the more common weather phenomenon experienced in Kentucky, how to pre-plan for it, ways to anticipate its arrival, and discuss ways to improve fire department response in its aftermath. In the afternoon session, a SKYWARN Weather Spotter Class will be presented by the National Weather Service. 407 Learning from the Experience of Others Safety,Wellness and Survival in the Fire Service “NEW”Capt. Bill Gustin (Miami-Dade Fire Rescue) will deliver a one day seminar entitled “Intelligent Firefighting;” be aggressive, but don’t be stupid. The course focuses on the causes of firefighter injuries and deaths, tunnel vision, overly aggressive tactics, fire dynamics, hazards of fires in non-residential occupancies, and building construction. Everyone from the newest firefighter to the most experienced Chief Officer will find this offering very informative. 408 Basic Chaplaincy “NEW”The Basic Fire Chaplain Training includes 14 hours of course material designed to introduce the fire chaplain to ministry in the fire service. Topics include Ministry to Firefighters, Ministry to Fire Victims, Critical Incident Stress, Fire Department Funerals, Fire Chaplain Operations, and many others. Successful completion of this class will fulfill the training requirements necessary to become a certified chaplain by the State Fire Commission. The class also serves as a great annual refresher for all fire chaplains. 409 Advanced Chaplaincy “NEW”This training includes information on the following topics: Types of trauma caused by disaster, phases of disaster, and risk factors that make disasters and terrorist events psychologically toxic for survivors and responders. Participants will learn: The factors and situations that influence psychological response; Assessment of community needs; Effects of terrorism before, during and after impact; Types of terrorist agents (CBRNE), and The psychological reactions likely with each.Participants will be provided with psychological first aid tools applicable in the aftermath of disasters and catastrophic events and will practice these tools in class. Recent innovations in service delivery as a result of terrorism will be highlighted. The Oklahoma City bombing, September 11, 2001 attacks, Hurricane Katrina, Pandemic Flu and Severe Acute Respiratory Syndrome (SARS) will be used as case studies. Participants will be given a variety of small group learning exercises.Training will be provided in two parts: part one will be online; part two will be an eight-hour, face-to-face classroom event. In addition to registering through the State Fire School, Participants will need to register online at ky.train.org and complete Part 1. 410 Scene Preservation - Death Investigation “NEW”This class will familiarize the student with role of the coroner in death investigations. The interaction of the coroner and first responders will be identified as well as actually the criteria that constitute a “Coroners Case.” Several types of “Death Scene Investigations” will be discussed and procedures used to investigate each of these different cases. 411 Kentucky All Hazards Incident Management Team Training “NEW”Purposes And Goals:The purpose of the Kentucky All Hazards Incident Management Team (AHIMT) training is to build on those lessons learned in ICS 300 and ICS 400 and apply them to developing a local/regional AHIMT.Course goals discussed included: • Definition of a Type 4 team• Purpose of a team • Composition of a team• Activation of a team• Training requirements for a team• Steps to establish a team• Difference between a Type 3 and Type 4 team The class is a 3-day event. Day one is classroom instruction focusing on developing an IMT. The remaining portion of the class is exercising an IMT. Students are assigned ICS positions and must respond to two different exercise scenarios. The training and exercise focused on communications, coordination, and interaction with multiple agencies, jurisdictions, and various resources needed to assist with the simulated emergency incident. They will discuss various commission programs to include:• Fire Commission operations• Training program for the beginner and expert• Audits• Junior Firefighter programKentucky’s New Junior Firefighter ProgramWhen you take an overall look at the Kentucky Fire Service, you will find more than 22,000 firefighters responding from approximately 820 departments. You will also find that collectively all involved are exceedingly dedicated to two fundamental objectives: protecting the lives and property of those they serve, and ensuring that at the end of the day they, and those around them, are able to go home safely.More than any other occupation, the desire to become a member of the fire/rescue/EMS delivery system is something that can often be identified at a young age. Often multiple generations choose to follow older relatives’ footsteps and become first responders. Whatever the reason, the fire service and emergency services sector as a whole tend to attract people at a younger age than most other occupations. As a result, many different programs have been developed to teach skills, leadership and discipline to the participants, while at the same time helping the departments meet some of their needs and grooming potential members for future service.In an effort to better prepare the fire service throughout the Commonwealth, the Kentucky Fire Commission implemented a new Junior Firefighter Program on January 1, 2011. This introduction and overview will address the process of how the program was developed and what specifically a Junior Firefighter can and cannot do in accordance with the new approved guidelines. 502 Integrating the KY Fire Service into the KY Intelligence Fusion Center “NEW”Federal, State and Local Partnerships Working Together to Protect our Communities! (FOUO)Suspicious activity, whether occurring in rural settings or in large cities, can be the key to identifying criminal and terrorist plots being developed on a local, state, or national scale. Firefighters are often first to arrive on an incident scene, allowed into industry for the purpose of preplanning, and spend countless hours conducting home inspections. These actions could result in observing suspicious or criminal activity.
