What is PACE Financing?
• Property Assessed Clean Energy (PACE) is a financing option that allows property owners to install permanently affixed energy efficient improvements, water conservation measures and solar panels
• Authorized by state law (AB 811 and AB 474) Allowing jurisdictions to offer financing to property owners for the purchase and installation of these improvements
• Repayment is made through the property tax bill process
Advantages of PACE
• Participation in PACE financing is voluntary
• Available to residential and non-residential property owners, including multi-family, agricultural and industrial properties
• The financed amount becomes an assessment attached to the property, not the owner
Advantages of PACE
• No income qualifications
• Easy application process
• Disclosures and schedules provided
• Statewide Loss Reserve Program
Advantages of PACE
• The minimum amount of financing is $2,500
• The maximum amount allowed is to 10% of the property value
• Paid back through the property tax system over a term of 10 or 20 years (SCEIP terms, others vary)
• Fixed 7% simple interest rate (SCEIP terms, others vary)
Consumer Assurances
• All projects require permits and are inspected by a local building official
• Participating contractors are verified with each application to ensure their status with the State License Board is active and in good standing
• Participating contractors are required to carry at least $1M of commercial general liability insurance
• Costs for projects are checked to make sure they qualify and meet the Program’s reasonable cost measures
