The following is to be read in conjunction with HFL Constitution and By-Laws. Sponsorship The Hills Football league could not operate without their very generous sponsors. We thank them and ask that all clubs support them. The Major Sponsors of the Hills Football League are The Courier Newspaper, NAB and Raine and Horne. Corporate sponsors are The South Australian Brewing Company. Sportscentre Pty Ltd, Sportspower Mt Barker and Medi Pro. All clubs are required to stock Lion Nathan Products in their bars, and encouraged to use Medi Pro tape supplies. To claim from SAB-proof of purchase by clubs from 1st October to 31st May is to be sent to SAB and HFL no later than 15th June and clubs must contact SAB no later than 15th August to claim their entitlement. Purchases made during period from 1st June to 30th September must be sent to the SAB and HFL no later 30th October and entitlement claimed by 15th December. Sherrin Footballs are sponsors and are used exclusively by the Hills League. Meetings Board of Directors, General Committee and Junior Committee meetings will be held in the Hills Football League Office at 27 Alexandrina Road, Mt. Barker. Annual and Adjourned Annual General Meeting The A.G.M. is held on the first Monday of December, this year it will be the 5th December 2011 and the Adjourned A.G.M. will be the 6th February, 2012. Board of Directors Meeting Board of Directors meetings will be held on the 2nd and 4th Tuesday of every month. Clubs that have any matter to bring before the Board are invited to inform the Secretary in writing of the issue involved and the Board will act upon such matter. General Committee Meetings These are held as required on Monday nights. The League does not forbid a club from bringing an extra person from your Club to the Meeting, but when there is a need for someone to speak on behalf of your Club or to vote on an issue only one member from your club may do so. The following within the Club may hold office as a delegate on the General Committee: President, Secretary or Football Director and they are the only personnel who can vote. Failure to attend these meetings results in an $96.80 fine. League General Meetings are a closed meeting to the general public and media. If the media are invited to attend, it will be on the permission of the President of the Hills Football League. The dates for these meetings in 2011 are April 18th, June 20th August 15th and October 17th. Junior directors meetings All clubs must appoint a Junior Director and they have a set task to perform in each club: (1) To promote the game of Australian Rules football within their community. (2) To encourage young people to play Australian Rules football. (3) To foster the development of skills of the game by holding regular coaching sessions. (4) To attend all Hills Football League Junior Football Committee meetings. Meetings are held on the first Monday of each month. The Junior Medal Count will be held on Monday September 5th. Junior Directors have full voting power on junior matters within the H.F.L. and each club must have a Director at meetings. Failure to attend these meetings results in a $96.80 fine. Trainers meeting & seminars Clubs are required to nominate a person to attend all Trainers General Meetings and Seminars. Failure to do so will incur a fine of $96.80.

Senior players medal count/presentation night This year‟s medal count will be on Wednesday September 7th. All clubs are required to have a minimum of 10 people present including the players invited. The evening is open to the General Public. However, there is a limit to the numbers being able to attend from each Club. Bookings can be made through the League Office. The Board of Directors will organise the function. The League: -

(1) Will ensure that all provisions are provided for clubs to make the count. (2) Will provide the voting slips and all the necessary paper work for the night. (3) To provide all the trophies and medals at the function. (4) To do the necessary pre-count of votes prior to the evening.

Colts presentation night/medal count Colts Presentation Night will be held on Monday September 5th , and the general public will be given the opportunity to attend. At this function the League will have all the trophies to be presented to the players and all the paper work necessary for the medal count. The Board of Directors will organise the function. Sturt and Norwood Regional development co-ordinators Colin Casey (0412 538 112) and Danijel Herbut (0422 159 435) have been appointed by SANFL as the Sturt Zone Regional Development Co-ordinators. John Zantvoort (0439 996 292) and Paul Streatfield (0417081540) have been appointed by SANFL as the Norwood Zone Regional Development Co-ordinators. Sturt and Norwood will be available to co-ordinate coaching from juniors to seniors. Every coach must be qualified or doing the Level 1 Coaching Course. Clubs are invited to contact either of them for any assistance they require. Sturt and Norwood‟s Involvement In The Hills These SANFL Clubs will support their HFL clubs. If clubs request to have extra help in coaching skills, and would like assistance from the appropriate league clubs see above for contact details. Aus-kick centres are also run throughout the Hills. Payments to be made to the Hills League Monthly: Clubs are billed for the payment of Umpires, tape and “Final Sirens”. These will be issued at the beginning of each month. Clubs will then have 14 days in which to pay the account. Affiliation fees - Every Club will be billed on the following basis-

$300.00 plus GST a Senior Side $120.00 plus GST a Junior side $80.00 plus GST an Under 13‟s side

These must be paid before the 31st March or otherwise a Club can be deemed unfinancial and be prevented from playing or a fine imposed or the club be suspended from membership for such period as it may be unfinancial.

Final Siren Each home game, clubs will be provided with at least 200 final sirens, which are included in the entrance fee of $7.00 inc GST. Official, Umpires, Trainers and players with passes to be charged $2.50 inc GST per copy. Clubs will be billed $1.50 per budget at the end of month with umpire fees. Fines If a Club is fined by the Board of Directors a notice is sent to the Club and the fine must be paid 14 days from the date of such notice. If a club wishes to appeal against a fine, the fine must be paid and the appeal sent to the League then if the appeal is granted the club will then be reimbursed.

Admission to grounds The cost for an adult (17 years and over) is $7.00 (inc. GST). Pensioners $3.50 (inc. GST). Senior and Junior Colt players free. If they want a Final Siren they are to be sold at $2.50 (inc. GST) per copy. Student ID cards must be produced upon request at the gate. Refunds A full refund to be given to spectators who leave by quarter time of the Junior Colts upon forfeiture of their entry ticket. (only $4.00 if a final siren was purchased) A $3.00 refund to be given to spectators who leave by quarter time of the Senior Colts upon forfeiture of their entry ticket. A $2.00 refund to be given to spectators who leave by quarter time of the B Grade upon forfeiture of their entry ticket. Records kept by the league All player details are now available through sportingpulse under player stats for the season or in the players member records for all history. Leading goal kicker These records can be obtained on a Club or League basis or as an individual. The total of goals kicked by a player is kept over the season, and is also added to their total while playing in the Hills League. These records are obtained from the team sheet sent to the league weekly, so please make sure the details are correct. Games played A list of games played, in what grade and on what day for the current season can be obtained per individual or on a club level. The matches played are totalled and are available to clubs on request. Milestones of a player are the club‟s responsibility and the League will recognise such achievements if notified by the club in the budget. Suspended players A record is kept of all players who have been suspended for offences within the League. This information can be of value to the Board of Directors and Commissioners to see if the disciplinary decisions that are being made are effective. If a player has tribunal history it will stay with their membership records permanently throughout Australia. Computer details All games, goal kickers and tribunal records are recorded from the team sheets on Mondays. Sportingpulse can provide clubs with a list of players in various age groups, plus their footyweb numbers, date of birth, and contact details. Remember this information is only as accurate as the information that is entered and must be updated at the start of each season. Clubs can request to have this information sent to them via email or speak to their clubs sportingpulse person. Sportingpulse.

This is a fantastic new program that the HFL started using in 2010. Clubs can control their own membership details and records that then fall in line with the rest of Australia. Players will only have 1 registration number Australia wide, for the rest of his/her football career, from the time they register with Auskick. Please make sure your players details, addresses and phone numbers are kept up to date. Your club secretary has the details to login to sportingpulse where you can then generate passwords for team managers if you wish. Sportingpulse also offer free websites to all clubs which you can administer from home. All question on sportingpulse can be directed to the HFL office or to the sportingpulse helpline 1300 139 970. All teamsheets are now generated on sportingpulse and team managers are to enter results, best players and goal kickers by Sunday night. Please be sure to cross anyone off the printed Saturday sheet who doesn‟t play and make appropriate adjustments in the Match day results section.

Level one trainer present at home games The Hills League require at each home game a Head Trainer who is qualified with at least a Level One Trainer‟s Certificate, and will be in attendance at all games and it is his/her responsibility to make the decision to move a player when he is seriously injured. If there is not a qualified trainer at your Club, seek advice from the Trainers Association. Trainers passes 6 only seasonal passes for Accredited Trainers will be available for club trainers on applying to the Secretary at a cost of $15.00 plus GST per pass. Names of Accredited person must be given to Secretary. Medical records Clubs should be encouraged to keep records of Private Health Insurance Cover for all colts to ensure medical aid by hospitals can be given when parents are not in attendance at matches. Sportingpulse has the facility to keep these records. Racial vilification Racial Vilification will not be tolerated in the Hills Football League. If any player, official or spectator is reported by an umpire or league official for an act of racial vilification and subsequently found guilty by tribunal, they will be harshly dealt with. The Hills Football League will use their full powers to punish any offender. The Hills Football League has a policy of zero tolerance towards racial vilification. The use of illegal & recreational drugs The use of illegal & recreational drugs will not be tolerated in the Hills Football League. If any instance of drugs use is reported at any Hills Football League fixture (home & away games & finals) the authorities will be notified and the club involved will be called before the Board of Directors. Penalties could be involved. The Hills Football League has a policy of zero tolerance towards the use of illegal & recreational drugs. PROMOTION & RELEGATION

18.2.1 Promotion to Central Division: A Country Division Club may, during the current season, nominate in writing for promotion to Central Division for the following season. For any nomination to proceed, the nominee Club must be in a position to satisfy all the following criteria 18.2.1.1 The Senior Team (A grade) of that Club must contest the Grand Final for that

current season; and 18.2.1.2 Must have all teams as specified within the 18.1 to compete within the

Central Division Competition, (with these being A and B Grade, Senior and Junior Colts, and any other team that may be specified and agreed by the League, for the inclusion in Central Division Competitions, for the next season); and

18.2.1.3 Any such nomination must be submitted prior to 31 October in the that current season; and

18.2.1.4 Confirmation must be tabled at the HFL AGM (1) (December) for that current season.

18.2.1.5 If two (2) Country Division clubs nominate, the club finishing in the higher position and meeting all the necessary criteria, shall have first preference.

If a Country Division Club nominates for promotion as per 18.2.1, the Board of Directors of the HFL shall advise all Clubs of the HFL of the nomination.

18.2.2 Relegation to Country Division: If the nomination of a Country Division Club for promotion to Central Division meets all criteria the following shall be applied in determining the Central Division Club that will be relegated: 18.2.2.1 A Central Division Club may nominate to be relegated to Country Division and

if successful shall be relegated in the next season. 18.2.2.2 If no Central Division Club nominates for relegation, the Board of Directors of

the HFL shall apply the promotion and relegation points system as referred in Rule 18.2.3, to all Central Division Clubs.

18.2.2.3 The Central Division Club with the lowest points shall be relegated to Country Division in the next season.

18.2.2.4 If two clubs finish on equal lowest points in Central Division, the percentage of all four (4) teams (ie: A grade, B Grade, S/C and J/C) of each Club shall be added and the Club finishing with the lowest percentage shall be relegated to Country Division.

18.2.3 Promotion and Relegation Points System:

The following points rating system shall be applied to all Central Division Clubs so as to confirm the Central Division Club to be relegated as per the HFL Promotion and Relegation as referred in Rule 18.2.2.

A Grade win: 10 points

B Grade win: 5 points

Senior Colts win: 3 points

Junior Colts win: 3 points

Drawn game: ½ points to each team (Points to be shared equally)

Forfeited game: Full points awarded to the team receiving the forfeit.

Abandoned game: Referred to the HFL Board of Directors.

Home Club Responsibilities on a Saturday Before the match

Mark the ground as shown in the Rule Book. DO NOT USE LIME only Whiting, or a suitable marking paint, if you have that type of equipment.

Make sure the Insurance Check list is marked off and signed with an opposition member before the first game and must be returned with paper work to go to the HFL on Mondays.

Check that the scoreboard is ready with visiting club names and you have someone to work the scoreboard for each match.

Check that the siren works and is loud enough. Check that the Goal Umpire flags are in position and the posts padded. A new Sherrin Football branded with NAB/Sportspower is available for A grade. Home club

decides if a yellow Sherrin Ball is to be used. A Sherrin ball in good condition for B and U/17 ½. A size 5 Sherrin synthetic ball for Junior Colts, a size 4 Sherrin synthetic ball for under 13s and a size 3 Sherrin synthetic ball for U/10‟s. A spare ball in good condition must be kept in the Coaches box at all times.

Paper work

See that the Insurance checklist, Medal votes, Golden Whistle and Goal & Boundary Umpire Award slips and envelopes are at the ground for each grade. Hand these to the respective umpires and people who have to vote. The Medal Votes slip and envelope is given to the Field Umpires, Goal & Boundary Umpire Slip & envelope also given to Field umpire. One Field umpire slip is placed in 1 envelope and

handed to the Goal Umpires to vote individually on the Field Umpires. These 3 envelopes are then collected and placed in the envelope to be delivered to the HFL.

Have the Scoresheet for the day ready.

Check that the Goal Umpire cards are distributed. Check that there is an umpire‟s sheet in their rooms. Check that the Timekeeper has a copy of the Timekeeper Penalty Report Form for A, B, U/17

½, U/15 & U/13s and timekeeper cards. The U13s timekeeper will have ONE send off sheet to last throughout the day, and the A Grade timekeeper will hand this sheet in at the end of the day to be put in the yellow envelope. A laminated copy of the Starting Times and quarter x quarter times is on display in the Timekeeper‟s box. A laminated yellow card must also be in the Timekeeper‟s box for acknowledging any send-off that occurs.

After the match

Note the correct scores and enter them on the official score sheet & enter into footyweb. The quarter-by-quarter scores must be filled in.

Obtain the 6 (1 being the best) Best Player and Goal Kickers, and the goals kicked check with the official score.

Wait on the Umpire to get the Best Player, Golden Whistle and Goal Umpire Award voting envelopes and team sheet. Also the officiating umpire must sign the Timekeeper‟s Penalty Report Form even if no player has been sent off.

Ask the Umpire if any of your club‟s players have been reported. Phone in scores for the Junior Grades and B Grade by 3.30pm, they will be recorded on tape on

8398 2524 or fax on 8391 2081. The A Grade scores/Goal kickers and best players must be in by 6pm either by phone or fax. Please do not fax in entire team sheets. Summarize them and fax through one sheet.

After the last match Insurance checklists, send off sheet, time keepers cards, goal cards, team sheets and voting envelopes must all be collected and signed by the officiating Umpires and put in the yellow envelope. Envelopes are to then be delivered to the Hills Football League Office by 9am the following Monday morning; failure to do so will result in a $100 fine. Don‟t forget to delegate responsibilities and encourage other members in your club to share the workload with you. 19 men on ground Only the captain of either team may call for a count of players on the ground. In the event of a side found guilty of having 19 players on the ground after an umpire‟s count has been conducted the score of the offending team will be cancelled at the time of the offence. What to do if a player is reported After the match you MUST wait upon the Umpire and ask him if any player from your club has been reported. If yes, the Umpire will give you a copy of the report when it is convenient for him before he leaves the clubrooms after the match. If you are not going to accept the automatic penalty (pg 15) you must notify the Hills Football League by 12 noon on the Monday after the match, that you would like the report to go to a tribunal. At all times after the game, the umpire must be informed of the reported players decision, if it is a prescribed offence. At no stage are you to dispute his decision just accept it, and notify the reported player. You should tell the player that the hearing will be held on the following Wednesday night, at League Headquarters beginning at 7.30pm unless you are notified differently or he is taking the automatic penalty. Your next obligation is to prepare your case of what occurred, you can have, as many witnesses as you like but remember this could be detrimental to your case. At the hearing you must present to the commissioners‟ co-ordinator the $77.00 fee (inc. GST) to hear the case. If this is not paid, the Commissioners have the power to withhold the findings of the case until it is paid. If the player is found not guilty, the fee is refunded.

Remember the player‟s advocate must be the President, Secretary or Football Director of your club. The player must give his opinion of what occurred. Be exact and explicit. You can question the Umpire who laid the charge through the chair. The Commissioners have quite considerable powers as per By-Law 13, and they may withhold their findings if they require evidence by summoning certain persons to appear before them. Remember the Commissioner task is difficult, as they need to visualise the incident so help them in whatever way you can to give them a clear picture of what happened. The hearings are held (usually on a Wednesday evening) at the Hills League Office, 27 Alexandrina Rd, Mt. Barker. Where a charge is laid by an affiliated club Copy of By-law 13

When an Affiliated Club believes an incident not reported by the central umpires, requires investigation, the following procedures apply. THE CLUB MUST – 1. Advise the officiating umpires of its intentions at the completion of the said game. 2. Have the clubs understanding of the incident documented with witness contact names and

phone numbers lodged at HFL Headquarters by 9.00 a.m. on the following Monday. 3. Have all witness/medical/statements available for interviews at HFL Headquarters at a time

agreed with the League secretary prior to the close of business on the following Tuesday. 4. A fee of $100.00 to accompany the request, refundable only if the charge is upheld.

13.1.1 On receipt for an investigation request from the Affiliated Club by Monday morning the co-ordinating commissioner will review the evidence and investigate the incident in the allotted time above.

13.1.2 The Commissioner after consultation with the club shall decide if there is a charge to answer, and if so will instigate proceedings to have the charge laid by the HFL, heard by the Disciplinary Tribunal. The investigating commissioner will then act on behalf of the HFL, presenting the evidence and calling whatever witnesses he believes necessary to substantiate the charge. The disciplinary commissioners‟ findings are final.

The above may be used if your club umpire wishes to lodge a report.

REPORTABLE OFFENCES - PRESCRIBED OFFENCES – ACCEPTED PENALTIES The Board may nominate certain „Category A‟ reportable offences as prescribed offences. A player or official, if charged with a prescribed offence, may plead guilty without appearing before the tribunal and accept the prescribed penalty. A fee of $38.50 will apply. “Striking” is not a prescribed offence. You must go to a tribunal hearing. The prescribed offences and penalties are as follows:-

Engaging in rough play against an opponent which in the circumstances is unreasonable; 1 Match

Attempting to kick another player; 2 Matches Attempting to strike another player; 1 Match Attempting to trip another player whether by hand arm/foot/leg; 1 Match Disputing a decision by an umpire; 1 Match Wrestling another player; 1 Match Throwing or pushing another player after the player has taken a mark,

disposed of the football or after otherwise out of play; 1 Match

Engaging in a melee, except where a player‟s sole intention is to remove a team mate from the incident; 1 Match

Using abusive insulting threatening or obscene language; 1 Match Failing to leave the ground when directed to do so by an

umpire; 2 Matches Any act of misconduct; 1 Match

Use of an obscene gesture; 1 Match Engaging in time wasting; 1 Match Intentionally shaking a goal or behind post when another player is

preparing to kick or is kicking for goal or after the player has kicked for goal and the ball is in transit; 1 Match

Wearing boots, jewellery and equipment prohibited under Law 9 of The Laws of Australian Football; 1 Match

The League shall assume that a player reported for a prescribed offence as listed above, has chosen to accept the prescribed penalty; unless the League is notified by 12 noon on the Monday after the match that the player wishes to have the matter heard by the Tribunal.

15.1. HFL SEND OFF RULE – ‘CATEGORY A’ OFFENCE - (RED CARD). (By law 15) Any of the following types of conduct (AFL Laws of Australian Football Rule 19.2.2) shall constitute as a reportable offence and considered a ‘Category A’ Offence by the Hills Football League.

Intentionally, recklessly or negligently making contact with or striking an Umpire

Attempting to make contact with or strike an umpire

Using abusive, insulting threatening or obscene language towards or in relation to an umpire

Behaving in an abusive, insulting threatening or obscene manner towards or in relation to an umpire

Using an obscene gesture

Intentionally, recklessly or negligently:

Kicking another person

Striking another person

Tripping another person whether by hand arm foot or leg

Engaging in time wasting

Charging another person

Throwing or pushing another player after that player has taken a mark, disposed of the football or after the football is otherwise out of play

Engaging in rough conduct against an opponent in which the circumstance is unreasonable.

Engaging in a melee except where a player’s whole intention is to remove a team mate from the incident

Spitting at or on another person

Bumping or making forceful contact to an opponent from front-on when the player has his head down over the football. NOTE- - A player can bump an opponent’s body from side-on but any contact forward of

side on will be deemed to be front-on. - A player with his head down in anticipation of winning possession of the ball or

after contesting the ball will be deemed to have his head down over the ball for the purpose of this law.

Attempting to kick another person

Attempting to strike another person

Attempting to trip another person

Intentionally strike a goal or behind post when another player is preparing to kick or is kicking for goal or after the player has kicked for goal and the ball is in transit.

15.1.1. For a breach of any of the above ‘Category A’ offences, the offending

player(s) or official (s) shall be automatically reported and sent from the field for the REMAINDER OF THE GAME and NOT REPLACED for a period of 15 minutes Flat Time in A Grade and 10 minutes Flat Time in all other grades, if in the opinion of the umpire the breach was intentional,vicious or provocative. A player or official so reported shall not be permitted to take part in any other game on that or subsequent days, until the charge has been finalised by the Disciplinary Tribunal.

15.1.2. In this situation the field umpire will stop play using the time off signal, verbally

inform the player of the report and hold vertically a red card so that it can be seen by the timekeepers. Timekeepers are to acknowledge send-off by showing the yellow card. Play shall not recommence until the player has exited the field through the interchange area. The timekeepers shall note the time of the send off and the player involved. The report sheet completed by the umpire will indicate the nature of the offence.

15.1.3. Where the 2 umpire system is used, the Number 2 umpire shall at the time of the

offence indicate to Number 1 umpire by blowing his whistle to stop play at such a time that the team offended against is not disadvantage.

15.1.4. The replacement player can only enter the arena after the 15 minutes Flat Time

in A Grade and 10 minutes Flat Time in all other grades and after permission from the timekeepers or interchange steward (if present).

15.2. HFL SEND OFF RULE – ‘CATEGORY B’ OFFENCE - (YELLOW CARD) Any of the following types of conduct (AFL Laws of Australian Football Rule 19.2.2) whereby any player(s) or official(s) Dispute an umpire's decision

Disputing a decision of an umpire.

Uses threatening or abusive language

Throws an opponent

Engages in unduly rough play

Used audible offensive language

This or other conduct by any player which is collectively deemed by the umpire as misconduct and unreasonable in the circumstances.

Shall constitute and be considered as a ‘Category B’ Offence by the Hills Football League.

15.2.1. For a breach of the above ‘Category B’ offences and where any infringement is collectively deemed by the umpire as misconduct, the offending player(s) or official(s) shall be warned at the discretion of the umpire

15.2.2. The player or official so warned will be sent from the ground for a period of 15 minutes Flat Time in A Grade and 10 minutes Flat Time in all other grades and NOT REPLACED. In this situation the field umpire shall stop play, verbally inform the player of any warning and hold vertically a yellow card.

15.2.3. Timekeepers are to acknowledge send-off by showing the Yellow Card. Play shall not recommence until the player has exited through the interchange area. The timekeepers shall note the time of the send off and the player(s) involved.

15.2.4. the player or his replacement can only enter the arena after the 15 minutes Flat Time in A Grade and 10 minutes Flat Time in all other grades and permission from the timekeepers or interchange steward (if present).

15.2.5. If any offending player receives a second yellow card in the same game, he shall

be off for the REMAINDER OF THE GAME and NOT REPLACED FOR A PERIOD OF 15 minutes Flat Time in A Grade and 10 minutes Flat Time in all other grades.

15.2.6. At the conclusion of the game the umpire will enter the details of the misconduct on the Send Off Sheet and complete a report form endorsed as ‘Yellow Card’, for the purpose of any subsequent tribunal appearance.

15.2.7. Where the 2 umpire system is used, the Number 2 umpire shall at the time of the

offence indicate to Number 1 umpire by blowing his whistle to stop play at such a time that the team offended against is not disadvantaged.

15.2.8. Any abusive language after a yellow or red card shall be treated as a second and

reportable offence as in Category A. The player or official will be verbally informed of the second offence and shown a red card. The timekeeper is to acknowledge the send-off by showing the yellow card. The player or official will be off for the REMAINDER OF THE GAME AND SHALL NOT BE REPLACED FOR 15 minutes Flat Time in A Grade and 10 minutes Flat Time in all other grades.

15.2.9. The Time Keeper Send-off Sheet must be signed after the game even if no player has been sent off, with a fine being imposed on the home club if not done.

15.2.10. Where a player has received a yellow card and sent off:

15.2.10.1. On three (3) occasions in the same season, they will receive an automatic weekend suspension.

15.2.10.2. For the fourth time during the same season, they will receive an automatic 2 weekend suspension.

15.2.10.3. On any subsequent occasions, they will appear before the Disciplinary Tribunal with penalties increasing by a further weekend suspension for each offence and any further penalty the Commissioners decide. These matters will be treated as a report with the umpire appearing and a fee of $77.00 plus GST being payable.

Blood rule (1) A Player who is bleeding from a minor graze or scratch may continue to receive treatment

from a trainer or call a trainer for treatment on the playing area. (2) A player who is bleeding profusely shall be required to leave the playing arena for treatment

immediately. (3) When an umpire determines that a player should leave the ground for treatment, the player

shall be permitted to leave at ANY POINT OF THE PLAYING ARENA and shall be replaced under normal interchange rules (i.e. the replacement player must enter through the interchange gate). Any player having left the playing arena for treatment may only return to the playing arena through the interchange. The umpire will stop the game at the first opportunity to enable the interchange of players to take place without disadvantaging either team. The replacement player may enter the arena IMMEDIATELY THE BENCH IS NOTIFIED BY THE UMPIRE. The game shall not restart until the replacement player is in position.

(4) The umpire will stop play using the time off signal, face the appropriate coach‟s box and signal with crossed wrists/forearms in front of the chest. If in the vicinity of the coach‟s box, a verbal indication is also appropriate. Any player refusing to leave the playing arena after having been sighted by the umpire as requiring treatment shall be reported for misconduct. Play will not recommence until such player has left the ground.

The bye & qualifying players

QUALIFICATION FOR FINALS (by law 17) o No senior player shall be qualified to play in any finals round in any current season,

unless they shall have played at least four (4) of that club‟s matches on four (4) separate weekends.

o A junior player will be eligible to play in any match subsequent to the end of the minor round in any current season, provided they shall have played at least four (4) of that club‟s matches in that current season, on four (4) separate weekends.

o Any player to qualify for a Grade final below the highest grade in their Club must play

the majority of their games for that Grade.

o In the event of more than one grade playing in the finals on the same weekend, any player not selected in the 21 of the highest grade they qualify for, shall be eligible in a grade one below the grade they are qualified for.

o No one of the twenty one players who were selected to play in the last match of the

season (including finals) played by the Club in the higher grade, shall be eligible to play for such lower grade should it still be playing in the final round of matches and that no player shall be permitted to play in any grade more than one (1) level below that in which they played their last senior match for the Club.

A deviation from this rule necessitated through injury or illness only may be dealt with by the Permit Committee.

o Any „C‟ Grade player to qualify for „C‟ Grade finals must play one third of the Home and

Away games of the current „C‟ Grade season matches to the nearest whole number including the last minor round game.

o At all times if there is any doubt permission must be obtained from the Chairperson of

the Permit Committee.

o Every permit application must be in writing from the Secretary or Football Director and accompanied by a fee of $20.00 plus GST and submitted by 3pm Tuesday in the Week the permit is required. The decision of the Permit Committee is final.

o Where on any day a player has played for more than one senior team for their Club

then the match for the highest graded team shall be the only match to count in qualification for finals matches.

16. PLAYING DISQUALIFIED OR UNQUALIFIED PLAYERS 16.1. No Club shall play any player who is under disqualification or suspension by any Australian

Football authority whether such authority is affiliated with the SANFL or any other body or not and any Club after having received a written notice from the League Administration Clerk that a player has been disqualified or suspended, shall not play such player.

4* 22 min plus time on All games must start at stated times. Long blast (until players move into position) by timekeepers 1 minute before start of play and recommencement of each quarter. Please note if any games other than A grade are running behind schedule at half time the timekeepers must divide the remaining time evenly for the last two quarters to finish at the above times. Timekeepers responsibilities It is important that clubs clearly select competent and responsible people for this position. During an A1 Grade match both Timekeepers are to take time on and off. The general approach to which watch is to be used is as follows

Home Club - 2nd and 4th Quarters Visiting 1st and 3rd Quarters The idea of both taking the time on and off for all the quarters is a precaution in case one clock breaks down.

Timekeepers must regularly check their watches for accuracy. Timekeepers shall add time on when:-

1. Directed by the field umpire including ball out of bounds. 2. When the goal umpire signals a point. 3. When the goal umpire signals a goal. Clubs must note that the Umpires may call for extra time in the last half of B Grade, Senior colts, Junior colts and Under 13s. for serious injuries where a stretcher is required. The Timekeeper is responsible for filling out the Timekeeper Penalty Report Sheet relating to sending off players in all Grades. Umpire will complete and sign penalty report sheet. Home timekeeper must note the time of start and finish of each quarter together with the score on the score-card, both timekeepers must sign the home club score card before presenting to the field umpire to sign. Remember that the Timekeeper is required in some clubs to prepare a match report, vote on the most valuable players, take goal kickers, and even select best players, and report on umpires. This is being very unfair on the timekeeper as he has a responsible task to do on the day, and therefore his workload should not be impinged upon. Share the work around, remember it is better to have more involved for the overall benefit to the club.

Away colours The away club in all matches will wear white shorts with the HFL stripe down the side.. From 2008 HFL shorts are compulsory. Heat Policy When the temperature reaches 35º ¼ and ¾ time breaks are to be extended by 3 minutes. Teams to be encouraged to have extra drink runners. If the estimated temperature is going to be 38º or higher on the 9am Saturday news report (ABC 891) games are to be postponed and the board to reschedule the game. This covers all Hills Football League games. Courier match report When clubs have a home match, someone in your club should be responsible for giving a match report to the Courier. It does not need to be a great drawn-out affair, but be concise, writing about each quarter. The writer should comment on the best players and if necessary give a brief comment about the umpire in a positive way. The report should give reasons why the winner won and the loser lost. Courier cup competition This competition is run in conjunction with the normal home and away matches in the first round of matches. The top two sides are determined on points and percentage. The final is played when these two sides meet in the second round. After the final has been played, Clubs are asked to remain on the ground while the presentation is made to the winning Captain or Coach. Insurance All clubs must be insured with Insurance Brokers JLT Sport. Contact on 1300 130 373. Or jltsport.com.au/afl There are 3 levels available Gold, Silver or Bronze. If only Bronze cover is taken clubs must be aware that if an ambulance is called to the ground there is a $100 excess plus only 50%of expenses is paid, if Silver cover $100 excess and 75% of claim is paid and if Gold cover $100 excess and 90% of claim is paid. Clubs may want to encourage all players to take out Ambulance cover. It is recommended clubs insure all junior teams. Official Attire Runners All runners‟ outfits must be iridescent yellow. This may consist of a tracksuit with club name clearly marked on back of the jacket. If a Shirt is worn the club name also must be clearly marked on the back. If shorts are worn they must be white football shorts with white socks. Dress of trainers The dress for trainers is white based club top & black track pants. If you have a drink-runner they must be in white. A white coat will suffice. Any volunteer entering the oval MUST be on the team sheet and MUST have closed in shoes on. Club umpires Club Umpires in 2011 must be qualified to Level 0. The League will run courses from time to time at Mt Barker. Training is held Wednesday nights at Mt. Barker Oval at 6.15 p.m. Your club is responsible for boundary and goal umpires in all grades except A Grade. If you have an interested person to be a panel goal or boundary umpire, please contact Michael Taylor on 0415 614 400. It is a requirement of the rules of the game that umpires should be correctly dressed and that applies to all club boundary and goal umpires. The correct dress for goal umpires is black trousers, white jacket, and hat. Boundary umpires can wear all white with black socks, or the Hills Umpire Association uniform available from Trevor McDonald 8261 6692. Regular lecture nights are held throughout the year and along with your club coaches your boundary and goal umpires are invited to attend. It is advisable for club boundary umpires to train with the umpires to help with teamwork of the umpire‟s panel. Lecture nights are held monthly at League Office. Please check with the Umpires Coach as to dates and time. Please encourage your umpires to attend.

Finals Gate-sharing

Clubs will be allocated finals by the board. Each will be responsible to present their ovals to an acceptable standard to the Board for the appropriate final. Finals in Central Division to be on Central Division Grounds and Country Division on Country Division Grounds.

Clubs whose grounds are not up to standard (the standard to be decided by the Board) will be required to source an alternative oval – clubs to which they have applied would be encouraged to supply the grounds at a nominal charge. Clubs to negotiate own hire arrangement and are responsible for setting up and cleaning up of ovals. Club hosting finals to notify the Board 1 month prior to finals of oval being used.

The Board of Directors will select the ground for the Grand final.

Club hosting Grand Final in Central Division and Country Division will be levied 8% of Gate-takings to be split among clubs not hosting a final.

Where an outside club is catering for a final the home club shall have its licensed premises closed until ½ time of the A Grade game.

The Board reserves the right to change ovals if ground conditions are not satisfactory. Club responsibilities If your club is fortunate to be given one of the League finals, the Club has the following responsibilities.

To ensure that the playing surface is in excellent playing condition. To ensure that the clubrooms are clean and that all amenities are in excellent working order.

To have the oval correctly marked. To have signs placed on the doors for the various clubs (the highest finishing club has the

home change room) to know where to change, and to have the team names for the scoreboard.

To provide competent people for the scoreboard for each grade. To provide adequate protection for the umpires on and off the field. To provide a Trainer and drinks for the Umpires at the breaks. To provide equipment for the matches, a siren that is loud and can be heard easily by the

umpires and general public over the noise of the crowd. To have a pump available to inflate footballs, to provide goal flags and provide other matters that may be pertinent to the specific ground - parking personnel, supervisors allocated for the smooth running of the final. Adequate public toilets must be provided.

If awarded the Grand Final an adequate P.A. system must be provided, if not one will be provided for you at a cost to your club.

League responsibilities

To provide the float and tickets for the gatekeepers. To arrange for all clubs playing that day to sign the insurance check list. To arrange all the paper work, goal cards, score sheets etc, to be managed on the day. To provide footballs. To appoint all umpires. i.e. for goal, boundary and field. To organise all the presentations that may be necessary.

To provide football budgets for the match. To see that the rules of the game and the Hills Football League Constitution are upheld. To organise promotional activities that will benefit the game and the League.

Grand final awards Alex Parker award The Alex Parker Award will be presented to the Best Player in the Central Division A Grade Grand Final to be decided by the Umpires. Peter Page award The Peter Page Award will be presented to the Best Player in the Country Division A Grade Grand Final to be decided by the Umpires. Harold Raymond medal The Harold Raymond Medal will be presented to the Best Player in the Central Division B Grade Grand Final to be decided by the Umpires. Dale Speck medal The Dale Speck Medal will be presented to the Best Player in the Country Division B Grade Grand Final to be decided by the Umpires. Trevor Edwards medal The Trevor Edwards Medal will be presented to the Best Player in the Central Division U/17.5 Grand Final to be decided by the Umpires. Neville Clarke medal The Neville Clarke Medal will be presented to the Best Player in the Country Division U/17.5 Grand Final to be decided by the Umpires. Don Shearer Medal The Don Shearer Medal will be presented to the Best Player in the Central Division U/15 Grand Final to be decided by the Umpires. Malcolm Herrmann Medal The Malcolm Herrmann Medal will be presented to the Best Player in the Country Division U/15 Grand Final to be decided by the Umpires. League Awards Golden Whistle Award The Golden Whistle Award will be voted on independently by the A Grade Goal Umpires each week, and placed in the envelope provided and returned with all paper work by 9am Monday morning to the League Office. The winner of this award will be announced at the Medal Count Dinner. A Grade Goal and Boundary Umpiring Award This is voted on by the Central Umpires after the game and given to the home team to return to the League Office with all other paper work. The winner will be announced at the Medal Count Dinner. Inter-league seniors The Board of Directors will elect the Senior Coach. The elected Senior Coach will discuss with club coaches players the selectors may wish to select. The selectors will then determine a squad to represent the League at Inter-League level. The players will be notified that they have been selected and informed of the training programme. The club will also be notified that the player has been selected to represent the League and that he must attend training as required by By-Law 6(e) of the Hills Football League By-Laws otherwise penalties may be incurred. Any player selected and not available for Interleague can be suspended for up to two matches. In season 2011 it was voted there will be no senior Interleague. Responsibilities Of Clubs The Clubs after receiving notification must make certain that their players who have been selected attend training as required. If there is any doubt the Club must notify the Coach or Chairman of Selectors of the problem. Responsibilities Of The League The League will endeavour to promote these players as the best who represent the League through the budget and through the Courier.

The League will ensure it has qualified trainers to care for the players. The League will make certain that all those associated with the inter-league sides are given due recognition in some way. Absence from League Training If a player cannot train, he must notify the Chairman of Selectors or Coach and state his reasons. If it is employment/Lectures, the player must have a written statement signed by his employer/lecturer indicating the hours of work and the obligations the player has to his work/study. The copy is to be handed to the Chairman of Selectors. If it is an injury the player is required to attend training to receive treatment and have the injury assessed by the League Head Trainer. Inter-league awards A trophy will be awarded to each grade in Inter-League decided by 5 random voting slips given to officials and supporters to vote on. It will be numbered 1 to 5 and at the end of each game they will vote on it. The highest number of votes at the end of the competition in each division will be presented with a trophy at Presentation Night. Inter-League Juniors The junior inter-league coaches will be elected by the Board of Directors. Selection procedure Clubs are to nominate players the selectors together with the coach will determine the squad and all clubs and players will be notified of the training and playing arrangements that will be required. All players selected in the junior squads must attend the set training sessions. Responsibilities of Clubs The clubs after receiving notification must make certain that their players who have been selected attend training as required. If there is any doubt the club must notify the Coach of the problem. Responsibilities of The League The League will endeavour to promote these players as the best who represent the League through the League Budget and through the Courier. The League will endeavour to make sure that the players are recognised in some way. Mouth Guards It is the ruling of the Hills Football League that all players who play in the Inter-League matches shall wear mouth guards. If a player chooses not to do so and receives an injury to the mouth, then he will be responsible for the dental and medical expenses that may occur from the injury. Numbers In Central Division And Country Division Senior colts, Junior Colts and und 13s A team may start a game with 13 players and the opposition side start with no more than 15 players. If one side has 15 players it will be a 15 a side game and even numbers a side will apply up to 18 players. Clubs are asked to even the numbers per side where one club has an excess of players by allowing those players to play for the opposition and those players may be rotated at the end of each quarter. Senior Colts may use 22 players and Junior Colts and Under 13s, 25 players with the rule still remaining that the teams shall only play the same numbers of players from 15 onwards on the ground. Players playing for a SANFL Club may return to their home club on a SANFL Bye or Interstate game providing the SANFL Club gives written consent and they are returning to Hills Colts competition. The correct procedure is to be followed on sportingpulse. Inspection Of Grounds And Facilities The Board of Directors will be inspecting each ground and facility throughout the year. If there are any problems the club will be notified and if it has not been fixed by the next inspection fines will be imposed on the club concerned.

Final Siren This is produced weekly with the aim to improve communication throughout the League and give every club an opportunity to let everyone in the League know of what has or is about to happen in their club in 2011. Each club is required to have a contact person who will be responsible to provide information to the Final Siren Editor Owen Lamshed by mid-day each Monday by phone 8398-2530 or fax on 8391-2081. Owen‟s mobile number is 0409 886 429. Clubs are required to number their jumpers from 1 to 60 (A & B) and colts teams 1 to 25 and weekly updates on numbers must be in the office by midday Wednesday. This will require an effort by that person in your club to check that they are all correct. Clubs may also advertise any function they are holding or a sponsor they want to feature. Any person who does not pay an entrance fee must pay a $2.50 for a Final Siren. Registration All players are required to be registered. For the registration to be valid, all details must be included e.g. The players names, address, phone number at home and work if possible, their mobile number and email address. The previous Leagues he has played with, the date he last played, if he is under suspension or disqualification, or any history re suspension. Colts are required to fill out the section indicated as well, with their parent‟s names and contact numbers. All registration forms must be signed where indicated. Players may be registered until 12 noon Friday. No player is permitted to play without a registration number. Transfers/Clearances Please refer to your SANFL Affiliated Leagues Directory for all rulings on clearances. Clearances Fill in the CFL form and request the transfer through sportingpulse. (If you don‟t know how, contact the HFL office). Please keep in mind you must be able to produce the signed transfer if requested. NEVER request a transfer until you have the signed paperwork. Forward this form to the league office for their records. The club has 8 working days from the date of request to approve or deny the clearance. If this is not done, the transfer will happen automatically. Transfers can only be lodged between February 1st and June 30th. For a club to refuse a clearance on financial grounds it must mean that the player is financially indebted for subs for the previous season only. If a transfer is denied “under contract” you may be asked to produce the document. Affiliated leagues clearance not required The “Affiliated Leagues Clearance not required” form is used when a player has not played any football for a clear period of 24 months, and is used for all Affiliated Leagues except Interstate Clubs. It should not be taken to mean that the player has not played with your club for twenty-four months because he has been playing for a League Club or another Club. Interstate Notification Of Transfer The “Interstate transfer Notification form” is used in cases of players coming to your club from any interstate club, which is part of a State Affiliated League. They are a notice of transfer, and the club gets 7 days to reply, before the player is automatically cleared. Players cannot be stopped from going if unfinancial. Independent Tribunal The Tribunal shall hear all appeals made against the refusal of any member club to grant a player a clearance to play with another member club. The Tribunal shall also hear and determine any dispute between players of member clubs, between players and a member club or between member clubs concerning the registration, eligibility and qualifications of players to play for a member club or in the League competition. The Tribunal shall also have the responsibilities set out for bodies such as the tribunal (provided any such responsibility is not inconsistent with this Constitution) in the Associated Leagues Constitution.

Disciplinary Tribunal The Disciplinary Tribunal shall be comprised of not less than three members and in any event at least three (3) members must preside at each hearing of the Tribunal. If the members of the Tribunal disagree then a decision concurred in by two of the members shall prevail. The Tribunal shall enquire into, hear and adjudicate any charge made in respect of an infringement against the rules of football on or adjacent to a playing arena and committed by any player, club official or member club. That charge may be laid by any person authorised to do so by the Board. Summary Of Appeals Within The Hills League Independent Tribunal Any hearings will be held at the Hills League Headquarters. You must lodge the appeal no later than a Thursday and then it will be held on the following Wednesday. If you lodge an appeal on a Monday, it will not be heard until the following Wednesday week. A fee of $100 is required for the hearing to be heard. Make the cheque payable to the Hills Football League. If the Independent Tribunal considers the case to be frivolous they will keep the $100. If not, the money will be refunded. Refused Clearance (may be heard after 1st refusal as long as contact has been made between the two clubs and it has still been refused). Permit Committee Permit for a player to play in the finals if he has not played the required four (4) matches in that grade or for the season - (always submit doctor‟s and physio certificate in case of injury) accompanied by a fee of $22 (inc GST) before it will be dealt with by the Permit Committee. A phone call to the Chairman of the Permit Committee prior to submitting may save you a fine of $50 if the appeal is frivolous. Permits are also available for junior players with medical conditions who need to play down in the grade below what they are age eligible. The granting of these permits means that player cannot play in any other grade than the one granted for the whole season. Board of Directors Protest re any issue (i.e. Club playing an unregistered player etc). Independent Tribunal Against a decision handed down by the Board (i.e. Club suspended, League did not follow the set rule) or the Permit Committee. Appeals Outside Hills League Zone Independent Tribunal - This tribunal will adjudicate on a refused clearance from Clubs in our Zone. Appeal To The Commissioner Of Country And Junior Football This is for players refused a clearance from an Affiliated League outside our Zone.

APPROVED PLAYER POINTS SYSTEM (“APPS”)

1. Basis of the APPS

The basis of the APPS is as follows:

1.1 An Affiliated League Club must not field players in its Senior (A Grade) Team in any game which exceed the total points which have been allocated to that Club under the

Total Points Rating. (Refer clause 2.1 below).

1.2 The APPS will only apply to Senior (A grade) Teams.

1.3 “Junior Football” means a competition in which players must be under the age of

18 years on a prescribed date in the calendar year in which that competition is conducted.

1.4 “Junior Player” means a player under the age of 18 years who has played a minimum

of 25 games from the year in which he turns 13 years of age with the Club of an

Affiliated League with which he is seeking registration.

1.5 A player who is the child of a Club Life Member can be registered with that same club and they will attract zero (0) points.

2. Total Points Rating

2.1 Each Affiliated League Club will be allocated a “Total Points Rating of up to and including 15 points” for each Season based on the position on the premiership table of

each clubs Senior Team at the end of the preceding Season, or on such other criteria as may be approved by the Board

Example:

Clubs which finished at the top of the premiership table at the end of the preceding season will be allocated a lower Total Points Rating then those Clubs finishing at the

lower end of the premiership table which will be allocated a higher Total Points Rating.

Thus, in a 10 team competition the top four clubs could be allocated 10 points, the

next three clubs 12 points and the bottom three clubs 15 points.

2.2 Any League may apply to the Community Football General Manager for increased Total Points Rating for club/s in excess of 15 points for exceptional circumstances

before the 1st March preceding the season.

3. Player Points Rating

3.1 A player of an Affiliated League Club must, before being selected to play in the Senior

(A Grade) Team of that Club, complete and deliver to the Club a declaration in a form approved by the Affiliated League (“the Player Declaration”) which must:

3.1.1 Include complete details of the previous playing history (including games played at Clubs, numbers of Seasons and games played) of the player;

3.1.2 Include an assessment by the player and the Club of the Player Points Rating

of the player calculated under the APPS which has been adopted by the Affiliated League;

3.1.3 Be signed by both the player and an official of the Club and lodged with the

Club and with the Affiliated League.

3.2 For the purposes of a Player Points Rating a playing coach is classified as a player.

3.2.1 A non playing coach does not attract any player points.

3.3 Each player playing in the Senior (A grade) Team of a Club will be allocated a “Player

Points Rating” as outlined below:

3.3.1 Each player selected to play in the Senior Team of a Club will be given a base

rating of Zero (0) points with the exception of Junior Players who are selected in that team who will be given a minus one (-1) rating. HFL ruling is that there may only be 2

colts per A grade game that will have -1 rating. Ie, you may have 5 senior colts in your A

Grade team, however the maximum you will receive is 2 bonus points.

3.3.2 In accordance with the criteria below, each player selected in a Senior Team who has had playing experience with another Club in Australia may be given a

further points rating (in addition to any point or points given under 4.1.1 above) depending on the level of the competition or competitions in which he has

previously played, the number of games played in that competition, the period

of time since he previously played in that competition and/or any other criteria which may be approved by the Board.

A. AFL Players

A player who has played a majority of matches in the AFL in their previous playing season – five (5) additional points, less any deductions or concessions

as set out below: - • Deduct five (5) points if the player has returned to the Club of the

Affiliated League for which he last played (including Junior Football) before playing for an AFL Club.

• Deduct a further one (1) point for each season since last playing for

an AFL Club. • If a player has not played football at any level for 24 months or more

before resuming as a player he will automatically have a Player Points Rating of zero (0).

B. State League Players (SANFL, AFL VIC, WAFL)

A player who has played a majority of matches for the Senior team for a Club or Clubs in any one of the above State Leagues in their previous playing

season – four (4) additional points, less any deductions or concessions as set

out below: • A player who is registered to play with a Club of an Affiliated

League who returns to that Club of the Affiliated League will not attract any additional points irrespective of the number of games

played in the Senior Teams of the clubs in any of the above State Leagues.

• Deduct one (1) point if the player did not play a game for the

Senior Team of a Club of any of the above State Leagues in the previous season.

• Deduct a further one (1) point for each Season since the player last played with a senior team of a club of any of the above State

Leagues.

• If a player has not played football at any level for 24 months or more before resuming as a player he will automatically have a

Player Points Rating of zero (0).

C. Major League Players

A player who has played a majority of matches for the Senior Team of a Club or Clubs in a Category One League or Category 2 League in their previous

playing season - an additional three (3) points should be added in the case of a Category One League and an additional two (2) points should be added in

the case of a Category Two League.

The Community Football Board has created the following two category lists;

played for a senior team of a Club in a Category One League or a Category Two League.

• If a player has not played football at any level for 24 months

or more before resuming as a player he will automatically have a Player Points Rating of zero (0).

• A registered player of a Club of an Affiliated League who has played a total of 25 or more games in the Senior (A grade) Team, Reserves (B grade) Team or Junior Football Teams with that Club, who has transferred to a Club of another League within Australia and returns to his original Club will have a Player Points Rating of zero (0).

4. APPS General In the case of a player who has played an equal number of games in two or more categories, the highest category (points) shall apply. An Affiliated League has the delegation to vary the additional points where a player is required to relocate from one township to another within the same affiliated league. Any proposed amendments to the APPS must be submitted to the Community Football General Manager for referral to the Board by no later than the 31st July for the following season. Please note that leagues can request exceptional Club ratings in excess of 15 points by the 1st

March preceding the season.
