Stormwater Public Education & Public Participation Clinton River Watershed & Rouge River Watershed
Dear Mr. King: Public education and public participation are two of the six minimum measures required in the stormwater management program to meet with the conditions of the National Pollutant Discharge Elimination System (NPDES) permit. As part of these measures, the program must promote, publicize, and facilitate education for the purposes of encouraging the public to reduce the discharge of pollutants in stormwater. Additionally, the public input shall be encouraged in all aspects of the stormwater management program. To address the PEP/PIP requirements, Arch Environmental Group, Inc. participates in various watershed activities in behalf of the district, maintains relationships with teachers and staff members currently participating in education and participation activities, track district wide public education and participation activities and provide presentations to students when available.
Watershed Events
The following activities were conducted on behalf of your district in an effort to meet the public participation minimum measures:
Rouge Education Project Advisory Committee Meeting:
An Arch Environmental Group representative attended the following meetings. November 22, 2016 – January 24, 2017 – March 28, 2017

District Participation/Education Activities
The following district activities were identified as actions that meet the public participation & education minimum measures:
Birmingham Public Schools ‐ Cleanwater Chronicles: Birmingham Public Schools has taken an interactive approach to outreach within their community. This approach is through the blog Cleanwater Chronicles, which focuses on clean water education allowing Birmingham Public Schools to reach the public and inform the community about recent environmental news, participation events and to learn about other district environmental projects. Since October 18, 2016 eighteen (18) blogs have been posted.
Birmingham Public Schools ‐ SEMCOG Postings: Birmingham Public Schools has continued to display posters from the South‐East Michigan Council of Government (SEMCOG) through the district to inform the public about the importance of protecting out waterways from unnatural pollutant.
Birmingham Public Schools – Illicit Discharge Postings: Throughout the district in custodial areas where illicit discharges are more prone, Birmingham Public Schools have informational posters detailing how to spot illicit discharges that may be entering our stormwater system. These posters help staff identify and give instructions on how to report illicit discharges that may occur.

Birmingham Public Schools – Spill Kits: Birmingham Public Schools have purchased spill kits and continue to maintain them, in the event an illicit spill does occur on school property. The spill kits come equipped with “How to” instructions and are located in either the custodial break rooms or boiler rooms of the facilities.
Birmingham Public Schools – Recycling: Birmingham Public Schools continues to participate in recycling programs throughout the District

Birmingham Public Schools – Michigan Green Schools: The following Birmingham Schools below have meet the 2016‐2017 criteria to be recognized as Michigan Green Schools. These schools had to implement green activities within the following categories: Recycling, Environmental Protection, Energy, Miscellaneous Category.
Berkshire Middle School Beverly Elementary Bingham Farms Elementary Birmingham Covington Derby Middle School Greenfield Elementary Harland Elementary Pembroke Elementary Pierce Elementary Seaholm High School Groves High School
Birmingham Public Schools ‐ Watershed Announcements: On January 11, 2017 and March 23, 2017, emails regarding watershed events were forwarded to staff.
Gardening – Early Childhood Education: Birmingham Public Schools Early Childhood Education Program gets their students started at an early age learning how to care for their environment.
-

Garden & Green House – Groves High School: A garden and greenhouses are located at Groves High School. The garden and greenhouses provide students with an opportunity to play a role in caring for plants while learning about what they need to survive. There are also numerous environmental benefits to growing plants in gardens & green houses such as animal habitat, infiltration of rain water, and production of oxygen via photosynthesis.

Michigan’s Animals Informative Posters – Groves High School: Various informative posters on Michigan’s native animal habitats and adaptations are posted in the science wing at Groves High School. These posters have fascinating facts about the turtles, frogs, and toads of Michigan that live in our watersheds.
Outdoor Educational Center – Bingham Farms Elementary School: At various locations around the building at Bingham Farms Elementary, there are little informative cards about local wildlife and places for students to sit in an outdoor setting. These cards also have fascinating facts about the wildlife of Michigan that live in our watersheds. There is also a garden outside the school where tomatoes, squash, and flowers are grown.

Plant People Project – West Maple Elementary School: Students at West Maple Elementary School used natural materials gathered from the outdoors such as leaves, pine cones, and twigs to create art work. This is a creative way for the students to enjoy nature at its finest and get their hands dirty, while learning about the natural cycle that trees go through of shedding their leaves.
Green Spaces – Berkshire Middle School: Berkshire Middle School has a multitude of places and signage that promote stewardship of the environment that we live in. There is a nice environmental study area where students can learn about the great outdoors. The Berkshire Community Garden is well maintained and provides a place for students to grow and nurture plants. Reminders to be “green” and recycle symbols are posted in one of the facilities windows, and there is a lovely nature trail behind the building where students can explore the habitats of Michigan. Trees were also recently planted and are being protected by a sign warning to keep off. On April 22, 2017, the environmental study area and the Berkshire community garden were cleaned up in preparation for spring use and planting.

Salmon Release – Birmingham Covington School:
Students at Covington were able to raise salmon throughout the fall and annually release the salmon into their natural habitat in the spring. This neat project allows the students to see the early life cycle of fish that survive in our lakes and streams.
-

Hydroponic Garden – Birmingham Covington School: In February, students at Covington School helped develop a hydroponic garden in their classroom which showed them how the proper amount of heat, light, and water can yield more crops faster without the use of fertilizer or pesticides.
Busy Bees – Birmingham Covington School: Students at Birmingham Covington School get to work directly with Bees and learn about their habitat, life cycle, and importance to our environment.
Rouge Education Project – Birmingham Covington School: Covington School participated with the Friends of the Rouge in the “Rouge Education Project” on May 17, 2017. Students conducted macroinvertebrate sampling and chemical and physical monitoring of a neighboring waterbody at Linden Park.

Survey
Between October 16, 2016 and May 1, 2017, three (3) surveys have been completed by district staff or other public participants through online training or through the survey located on the district stormwater webpages. This broad survey will help measure public awareness and evaluate the overall effectiveness of the BMP’s. The completed surveys are attached.

Have some fun and help Friends of the Rouge assess the health of the Rouge River by joining a team of volunteers to search for critters in the streambed
Benthic Macroinvertebrate Sampling Program Volunteers will be divided into teams prior to their arrival. The teams of volunteers, led by trained volunteers, will drive to 2 different sites in the headwaters of the Rouge River Watershed to sample. Please note personal transportation is necessary. The abundance and diversity of the organisms found at each site provides information on the health of the stream. Results are used to assess the health of the Rouge River. This program is supported by the Alliance of Rouge Communities.
