You stood so long your feet hurt at the end of the day and often the pain began midday. Heels eroded at a faster clip. Days off were spent sleeping longer than usual. And, maybe most hurting of all, tickets to Olympic sporting events, sometimes obtained at pre- mium prices, somehow had to go un- used. What was the occasion that promp- ted the sacrifice? While millions of spectators witnessed world class athletes in competition, hundreds of RTD employees were making sure that more than a million spectators got to their venues and back — by RTD bus. Nearly 300 District employees took to the streets serving as passenger assistants, fare exchangers, and venue captains during 16 days of the Garnes. Throughout much of the Southland, the familiar RTD logo could be seen an armbands, caps and badges at bus boarding sites where District personnel directed buses and passengers to Olympic venues. Memorable Occasion The effects of the experience will not be quickly forgotten by those who served as passenger assistants. Not forgotten, they say, for the sense of comradery, pride, warmth and effi- ciency evident at each boarding loca- tion. For many employees, the Olympic bus service provided their first oppor- tunity to work in a function outside their normal responsibility. At RTD's shuttle and express terriiin- al at First and Spring streets in down- town, venue captain Joe Uresti, nor- mally a special events dispatcher, directed the movements of buses into and out of the site. On a few days, it was a hectic scene. Sometimes, peo- ple and buses would circle the block starting at Spring Street, extending to Temple and Broadway and ending at First Street. lt was an operation, however, that experienced few hitch- es. At the east end of the Coliseum an oblong bus facility, similar in shape to the Coliseum track, allowed the RTD to disembark passengers near the famous Olympic Gateway statues be- neath the Olympic flame. The turnaround was three bus- widths wide. Buses an the outside lane loaded passengers, with those bound to and from downtown Los Angeles boarding at special passenger control gates an the north side of the loop. On the south side, patrons boarded buses serving three park and ride facilities, including all patrons traveling to and from the Garnes from Orange County. On the inside track, RTD sored up to 20 buses, 10 an each side. These idled until a berth opened, then moved swiftly to load passengers. Passing was done along the center lane. Bus Control Person At the entry to the facility, facing what is now world famous Figueroa Street where hundreds of thousands of spectators traded pins and purchased Olympic's memorabilia, sat an RTD bus control person. Often Stephen Parry, the lead plan- ner for RTD's Olympic Bus service, served at this position, calling for equipment during the evening breaks, the critical time when spectators in the three stadiums served in the Exposi- tion Park area — the Coliseum, the swim stadium and the Los Angeles Sports Arena — poured out to ride an RIO bus. lt was his job to anticipate the need for equipment based an his view of the 20 loading berths. Outside, east of the Coliseum, as many as 200 buses were stored an three streets — Flower, Hill and Broadway. Those stored an Flower were idled facing north, and required three right turns before they were fed, along with the others from Hill and Broadway, down the "chute", 39th Street, a narrow three-lane roadway exclusively for buses feeding into the facility. The line of stored buses often extended for more than a mile. Continued on page 6 RTD Buses Carry Thousands to Venues For Olympic Garnes The RTD carried hundreds of thousands of spectators who enjoyed the record-breaking performances of world class athletes at the Olympic Garnes in Los Angeles without having to compete with traffic. The RTD also set a few records it- self. With the world ready to judge the results, RTD developed a plan to avert what many had feared would be ter- minal gridlock where thousands of fans would be caught in traffic jams while athletes performed to empty sta- diums. Consider these logistics: Unlike past Olympiads where events were scheduled in a cen- tral location, the Summer Garnes in Los Angeles were held in 23 separate venues spread over a distance of 200 miles. Los Angeles was the first city to host the modern Olympics since Rome in 1960 that lacked a rail rapid transit system. Approximately 500,000 people attended the Games each day for a total of six million spectators for 16 days of the XXIIIrd Olympiad. The most popular sporting events were scheduled in Exposition Park near USC, and at UCLA in West- wood where there was a severe shortage of parking for specta- tors. Compounding matters, RTD carried a record 1.6 million weekday boarding passengers an its existing service in June, only a month before the Garnes began. Many bus lines were operating at capacity, particularly those travel- ing by Exposition Park, site of boxing, swimming-diving and track and field events, and UCLA, site of tennis and gymnastics. Two Years of Planning RTD planners began grappling with these issues more than two years be- fore the 1984 Garnes. Once specific event locations and schedules were announced, along with seating capa- cities at the various venues, a complex transportation plan began to evolve. After meetings with city and state transportation officials, and the Los Angeles Olympic Organizing Commit- tee (LAOOC), the District opted to start from scratch a second bus fleet which would provide special direct service to the major Olympic venues during the 16 days of the XXIIIrd Olympiad, July 28-Aug. 12. RTD's 550-bus Olympic fleet ranked in size as the fourth largest public tran- sit Operation in California. lt required more than 1,000 workers to operate, including 400 temporary drivers who had to be hired and trained. Many RTD management employees also volun- teered to work in the field as passen- ger assistants providing fare ex- change and information and supervis- ing bus traffic and security at the va- rious terminals. Service Varied The service an 24 routes to venues varied daily depending upon the num- ber of scheduled events. This posed an administrative and scheduling challenge of unprecedented propor- tions. Moreover, the District aimed to provide this special Olympic service without tax dollars. Flexibility became the watchword. RTD tailored service to meet demand while assigning extra buses to handle a sudden surge in patronage. Garnes are now part of history andthe accolades continue to flow intoour community. Everything worked— the games themselves, security,the weather, the crowds, and of keyconcern to all of us, transportation.

There were skeptics, in case youhadn't noticed. There were thosewho said Los Angeles and its transitsystem were not up to handling theinflux of Olympics visitors.

We said we would need 550 busesto handle the Olympic special busservice. We got them, thanks to amassive effort involving processingnew buses, reviving old ones, andobtaining leased vehicles.

We said we would have to addmore than 700 temporary em-ployees to operate and maintainthese buses. We hired them, trainedthem, and they performed well dur-ing the Garnes.

We said we would provide asystem of shuttle, express, andpark/ride service to the major

venues to provide a high level ofservice and reduce congestion. Thenetwork went in and was a success.

We said we would get the wordout to Olympic spectators on thespecial service. We printed and dis-tributed more than a million copiesof our Olympic service brochureand worked closely with the newsmedia to provide information.

The results of this were evident:the vast majority of people knew ab-out the system, its routes, and itsfares prior to getting to the bus stop.

Each and every one of you can beproud for your part in this effort thatnot only met the needs of the publicfor 16 days in July and August, butfor the goodwill generated by theDistrict which we will build on in thedays to come.

On behalf of the Board of Direc-tors and myself, thank you for thelong hours and hard work that en-abled your agency to count itself asone of the Olympic winners.

For five years, she served as Director of Em-ployment Litigation for the Mexican American legal Defense and Education-al Fund. Emerson, a 30-year resident of the San Fernando Valley, is Directorof Public Affairs for The Voit Companies, a Woodland Hills commercial realestate development firm. Metro Rail

RTD Studies Impact Of4.4 Mile Initial Segment

RTD is conducting an environmentalassessment process to determinewhether there would be any new en-vironmental impacts created by a 4.4mile initial rail segment instead of the8.8 mile originally planned.

The 4.4 mile subway rail segmentwith five stations would run from UnionStation to VVilshire/Alvarado, instead ofall the way to Fairfax and Beverly.

A public hearing on the segmentwas held August 30 to hear commentson the newest proposal.

RTD estimates it will cost $1.75 Bil-lion to construct the new rail segment.The cost includes capital investmentsin control facilities. storage yards andmaintenance shops that will serve theentire 18.6 or 18.8-mile Metro Railsubway.

"If federal funding is approved, RTDexpects to break ground on Metro Railthis fall." said Board President NickPatsaouras. "Construction will notoccur, however, unless the federalgovernment gives RTD assurancesthat it will finance construction of theentire 18.6 mile project when funds be-come available," he added.

I hope my letter is one of thousandsyou receive from your "customers" ofthis nation and the world after the L.A.Olympic Garnes, 1 would like to thankall of the RTD staff for the courteous-ness, professionalism, promptnessand efficiency they exhibited as theytook on the gargantuan task of trans-porting tens of thousands of us whorelied upon you to help us see theevent of our lifetime.

More important, however, than thetask of transporting, was the classshown by RTD employees during thegames. No question was answered in-differently, even if it was for the hun-dredth time that day. There were stilllots of smlies . even at 10 pm .after long, long hours and weeks with-out a day off. You seemed proud ofyour city, and the part you played inthe Olympic Garnes, and it showed!There also were special memories ..

In a letter approving the District'srequest to conduct the environmentalassessment, Urban Mass Transporta-tion Administration (UMTA) Adminis-trator Ralph Stanley said his agency"continues to believe in the worthin-ess" of the rail project.

"Our support in excess of the $176million (to date) in federal financialassistance demonstrates this belief,"Stanley said.

"We are pleased UMTA agrees withour suggested approach to analyzethe environmental impacts of the 4.4mile initial segment." said John A.Dyer, RTD General Manager. "We areconfident that at the conclusion of thisprocess it will be shown that there areno serious impacts and that the projectwill remain the most cost effective railtransit improvement project in the na-tion."

"We also trust that at the conclusionof this environmental assessment pro-cess, UMTA will g rant a letter of intentto fund the initial segment and a letterof no prejudice indicating federalapproval for eventual construction ofthe entire 18-mile subway line," Dyeradded.

1 will remember our non-stop talkingdriver from Hollywood Park to Exposi-tion Park. She delighted us on many anoccasion. The driver made us feel likea king and queen as she pointed outspecial sights and points of interest.

I was amazed to be able to pick upthe passes that had not arrived by mail— in an air-conditioned space, in aone-on-one situation with a specialrepresentative. That is unheard ofthese days. Frankly, I expected a twohour line through some parking lot inthe blazing sun. You hand/ed Prob-lems so well!

RTD employees, you should bevery, very proud of yourselves. You alldid an outstanding job during theOlympic games. lt I ever come back toLos Angeles, I am going to "catch abus" for old times' sake. You werevery much a part of my positive Olym-pic experience.

Olympic VenuesThe challenges were formidable. So

were the stakes if RTD didn't surmountthem.

There was no parking for spectatorswithin the immediate Exposition Parkarea near downtown Los Angeles, thescene of daily commuter tie-ups evenbefore the Olympics.

Exposition Park was the site of open-ing and closing ceremonies, track andfield, boxing, swimming and divingevents. The Coliseum, Sports Arenaand McDonald's Swim Stadiumoffered combined seating capacity for125,000 spectators. Thousands with-out spectator tickets milled outside in afestive milieu which persisted through-out the Garnes.

Yet, within a mile and a half radius ofExposition Park, sufficient parking wasavailable for only 35 percent of thespectators, assuming each auto (sta-tistically) carried two and a half per-sons. This figure includes off-streetparking in neighborhood drivewaysand front lawns.

40 Percent SplitRTD was counted on to carry 40 per-

cent of all spectators attending Ex-position Park events. Charter buses,limos, and taxis were to handle theremaining 25 percent.

At UCLA, site of popular gymnasticsand tennis competitions, RTD againwas assigned a 40 percent mode split.Significant mode splits also were pro-jected for other major venues includ-ing Rose Bowl, the Forum, Dodger Sta-dium, Long Beach and Anaheim Con-vention Centers, Loyola-MarymountUniversity, and Santa Anita RaceTrack.

In response to these challenages,RTD fashioned a three-pronged Olym-pic service plan:

• Park/ride buses operating fromseven suburban parking lots pro-vided non-stop direct service toExposition Park and other majorcompetition sites. Advance re-servations were required for park/ride service so planners couldmore efficiently schedule buses.Nearly 200,000 advance reserva-tions were received and manyother passengers were trans-ported on a stand-by basis.

• Shuttle buses ran frequently toand from major stadiums withidentified parking deficienciesfrom distances of less than fivemiles.

• Non-stop express buses were dis-patched from special terminalareas by City Hall, to UCLA, theRose Bowl, Forum and other sub-urban venues.

Reserved bus lanes were estab-lished on surface streets approachingthe stadiums. Freeway ramps near Ex-position Park were closed except forbuses.

New Bus Facilities

The Los Angeles Olympic Organiz-ing Committee constructed two bus

facilities at the east and west ends ofthe Coliseum so RTD could literallydrop passengers off at the door. Dur-ing peak Olympic activity, buses ar-rived or departed from the Coliseumabout every 10 seconds.

An elaborate traffic managementprogram was developed in conjunc-tion with local and state transportationand law enforcement agencies andthe LAOOC, host of the Garnes.

During the Garnes, helicopters ho-vered overhead relaying traffic in-formation back to the Traffic Coordina-tion Center (TCC) at the Caltrans dis-trict headquarters near City Hall.

Television cameras above the free-ways and sensors in the roadbedsmonitored traffic flow while RTD busoperators, CHP and LAPD law en-forcement officers radioed up-to-the-minute status reports to the TCCenabling quick response to traffic bot-tlenecks.

All this would have been for naught,however, without public cooperation.

An unparalleled RTD communica-tions program was used to inform thepublic of the special Olympic bus ser-vice. City, state and Olympic transitofficials, as well as the RTD, motivatedthem to use it.

Brochures DistributedSpecial RTD Olympic bus stop

signs were provided and installed.Buses were identified by Olympicemblem decals on the front and rear.

Some 1.25 million free RTD Olympicservice brochures were distributedthroughout the world. An intensiveadvertising campaign was reinforcedby an international media blitz. RTDprovided its own videotape about itsOlympic preparations. Copies weremade available to news stations anddocumentary producers from aroundthe globe.

Premium one way fares rangingfrom $2 for the shuttle buses to $6 forpark/ride service were charged to payfor the special Olympic service. Butthe District also sold sets of 24 com-memorative Olympic bus tokens to de-fray costs.

RTD opened an Olympic informa-tion center across from City Hall at Firstand Spring Streets, the hub of Olympicbus service activity, to seil tickets,tokens and a $10-a-day Gold pass,good for unlimited riding on all RTDbuses.

attended the grand opening where herepeated a familiar theme: "Take theBus to the Games."

More than one million boarding pas-sengers heeded his message. Allwere carried with only a few minorhitches.

Pin Fever

Pin fever hit RTD Transit Police Offic-er Mario Casas' like thousands ofOlympic enthusiasts.

Casas nurtured an idea: amasspins. He dreamed of a collection ofrare and prized memorabilia. TheGarnes are over, his mission accom-plished.

Casas cannot place a dollar valueon his collection. As with most pin col-lectors, pin value is a subjective mat-ter. What matters, said Casas. are thefond memories his collection providesfor him.

Pins give strangers an opportunityto meet and mingle with tourists andnatives, said Casas. "I met so manypeople that way. lt was one of the un-expected pleasures to come out of theOlympics."

While they were mass-manufactured ornaments, pins mightas well have been priceless gems forsome. There were a few ways of view-ing pin phenomena.

As a prestige item, adorning lapelsor a hat with pins became a statussymbol of sorts: the bigger the aggre-gate and the rarer the components,the longer the stares pin owners re-ceived from onlookers.

And if you were not into gettingattention, maybe you were into makingmoney. Some entrepreneurs who sawthe Olympic pin craze coming, cashedin their Garnes' pins for a minor for-tune. A month's rent, a week'sgroceries, a new pair of shoes or madmoney suddenly became available,these fadish capitalists boasted.Sometimes their stories were true, andsometimes the tales were as improb-able as the money tree they werelikened to.

Friendship FirstFor Casas, the value of these pins

fell someplace in between their pre-stige and monetary value. He says hedid it for the fun and for the friendshipshe made in collecting pins.

Casas only traded pins. "I didn'tthink that pins had to go to the highestbidder," said Casas. And, he neverplans to seil the ones he has. "I want tokeep these to give to the kids I mighthave one day or to look back on themyears from now and recall the happymemories I have from collectingthem," he said.

Casas traded mostly with athletesand tourists at the various Olympicvenues. "There was a tremendousamount of goodwill in doing that," hesaid.

From the athletes he got pins repre-senting China, Italy, Korea and Kenya.And he got some new pen pals as well.A Chinese athlete competing in theshooting events was one of thosewhose friendship Casas especially re-members.

Seeing the officer in uniform, theathlete struck up a conversation onguns. The two exchanged stories ab-out life experiences, gave each other apin and, in parting, promised to visitand write each other. Recently,

Trading BeginsCasas began his collection by trad-

ing a handful of pins that he purchasedfor $30 for Tour District pins. With hispockets warehousing his collection,Casas was able to trade for a colorfulassortment of pins representing na-tions, sporting events, corporationsand government agencies, especiallyother police authorities.

Casas recognized quickly that RTDpins were in relatively small circula-tion. Only full-time employees re-ceived pins, and these employees,especially operators, were a highlyvisible group. Once collectors saw anew pin, such as the District's, theyhad to have one.

Among other corporate pins, RTDpins took on a sudden luster in themind's eye. But what did a District pinbring in dollars or in trade?

Casas said that he was able to tradean RTD pin in a four to one exchange.The most that he has seen a pin beingpurchased for, said Casas, was $100for a multi-colored "LA 84" pin.

Pin MysteryA mystery surrounded the number

of pins made. Manufacturers andsponsors would not give a true figureon the number of pins producedin order to keep their prices high, saidCasas. Casas then developed his ownsystem of measuring pin value. Helooked at design, color scheme andavailability, which he determined byhow often he had seen a pin out on thestreets.

It's been a month now since theOlympics ended. Is the pin fever overfor Casas? Not quite. The 27-year-oldofficer serves as head of the approp-riations committee of the SouthernCalifornia Transit Police Associationcharged with fund raising.

His idea for raising funds? Sell pins,of course. The organization has sold

Board Approves $449.7 MOperating Budget for FY 1985

A $449.7 million operating budgetand a capital budget of $404.9 millionwas adopted by the RTD Board ofDirectors for fiscal year 1985 whichbegan July 1.

There will be no change in RTD busfares, which have been set by law atcurrent rates through June 30, 1985.However, the new budget proposes a2.3 percent increase in RTD bus ser-vice, which is equivalent to deployingan extra 40 to 50 buses.

Overall, the proposed 1985 operat-ing budget is up 5.8 percent over thecurrent fiscal year's estimated ex-penditures of $425 million. During thisperiod, RTD has shown a 13 percentincrease in ridership and projects a3.2 percent ridership increase abovethat in fiscal year 1985.

Despite the sharp increase in rid-ership, the new budget calls for hiringonly 251 new employees, a 2.9 per-cent increase in present staffing.

Challenging Year

"This year will be one of the mostexciting and challenging periods inRIO history," predicted RIO generalmanager John A. Dyer, who submittedthe new budget.

"The Olympics, alone, representeda formidable challenge with its specialfleet of 550 buses," Dyer said, addingthat the $13.3 million estimated costwas covered in a separate RTD Olym-pics budget.

"RIO is also making final prepara-tions for construction of the 18-mileMetro Rail subway, linking downtownLos Angeles and the San FernandoValley via the Wilshire Corridor," Dyersaid.

• He added the District is currentlyseeking a long-term federal fundingagreement for construction of the pro-ject, which will be the backbone of afuture 150-mile regional rail trans-portation network.

Automation Plans

Besides providing funds for the startof Metro Rail construction, other high-lights of RTD's fiscal year 1985 spend-ing program include plans to automatemany RTD operations and proce-dures.

RTD Reaches AccordOn M-R ConstructionWith Labor Unions

A work stabilization accord de-signed to prevent disruptions fromlabor disputes during Metro Rail con-struction has been reached betweenRIO and the Los Angeles CountyBuilding and Construction TradesCouncil AFL-C10.

"This is the first time the Council andits affiliated unions have signed such apact with a local public agency and itis a significant positive development inRTD's efforts to secure federal con-struction funding for the 18-mile sub-way system," said Nick Patsaouras,RTD Board president. The subway willlink downtown Los Angeles and NorthHollywood via the Wilshire corridor.

Keystone Agreement

"This work stabilization agreementis a keystone for the proposed $3.3billion Metro Rail project," said JohnDyer, RTD general manager. "Con-struction delays because of labor dis-putes could cost nearly $1 million aday because of inflation and othercosts."

RTD's agreement is patterned aftera similar labor-management pact thatBaltimore Transit used successfully incontrolling costs of the Baltimore Met-ro project.

Most of these expenditures are co-vered in a separate $404.9 millioncapital budget for fiscal year 1985.

An estimated $285 million of thosecapital expenditures are earmarkedfor Metro Rail including final designwork, land acquisition and the start ofconstruction.

While RTD plans no major new buspurchases in fiscal year 1985, the Dis-trict will be nearing completion of itsnew central maintenance facility,which will be one of the most modernbus maintenance facilities in the worldwhen it opens towards the end of1985.

TRANSMIS Expansion

The District will be expanding itsTransit Management Information Sys-tem project, called TRANSMIS, duringfiscal year 1985.

When fully implemented, TRANS-MIS will provide an extensive amountof automated information for impro-ving maintenance record keeping,materials inventory, planning, sche-duling, accounts payable, payroll andother operations.

RTD will spend approximately $5million in this fiscal year to improve itsspecial accessible service program.For the first time, these costs havebeen delineated in a separate prog-ram budget to more accurately reflectthe expenditures needed to achievethe program's goals. RTD will be oper-ating more than 1,800 buses this yearequipped with wheelchair lifts.

In the fiscal year 1985 operatingbudget, farebox revenue accounts for26.7 percent of the District's revenue.Other revenue sources include: statefunds (27.5 percent), local Prop. A halfcent sales tax funds (29.6 percent),federal funds (10.8 percent), minirideservice and contracts with local coun-ties (1.2 percent), advertising/invest-ment, rental and other income (4.2percent).

Approximately 73 percent will bespent on wages and (ringe benefits: 6percent on fuel; 5 percent on busparts; 5 percent on insurance; 4 per-cent on interest payments and leases,and 7 percent on utilities, taxes, con-tracted services and other expenses.

Terms of the RTD agreement wereannounced at a recent press confer-ence attended by Mayor Tom Bradley,V.C. "Bud" Mathis, executive secret-ary of the Los Angeles County Buildingand Construction Trades Council, Pat-saouras and Dyer.

"This milestone agreement is thekind of business-labor-governmentcooperation which will send a clearsignal to Washington that all responsi-ble leaders stand 100 percent behindMetro Rail," said Mayor Bradley.

"This is the biggest dollar value pro-ject in which the construction tradeshave negotiated a work stabilizationagreement," added Mathis of theBuilding and Construction TradesCouncil.

We came to this agreement after sixmonths of negotiations and it heralds acooperative relationship between theunions and the RTD," he added. "Met-ro Rail is the only new rail transit con-struction project in the country that isready to begin construction today. Theproject will provide more than 5,000jobs."

The proposed agreement is compa-rable to local project agreements en-tered into between the Trades Counciland its affiliates with private industry inpart with respect to retroactive ap-plication of collective bargainingagreements in exchange with a no-strike provision, the withholding of ser-vices for non-payment of trust fundcontributions, and a grievance proce-dure leading to binding arbitration ofdisputes.

These buseswere headed downtown where passengers could board special or regular buses to take them backhome or to another venue for more excitement. Specially designed signs alerted riders how to payfares on Olympic buses and which lines to board.

WAY TO GO — The Olympic bus service program was nearlytwo years in the making. For much of the time, the concept of alarge special fleet of buses to serve a 16-day event was stu-died on paper. Test runs of the program began in June andJuly, and in late July the Operation began. By all accounts, theservice was a success from day one. Through the months,hundreds of employees involved in the creation of the specialfleet dreamed about how the service would perform. In thisspecial Olympics issue, Headway cameras record some of thespecial moments at RTD during an exciting and busy twoweeks of the Olympic Garnes.

would be able to withstand the heat,fumes and congestion at a bus site.

"But my people did a good job," hesaid. "In terms of supervision, it's beena good experience."

Supervising planner Anne Odellworked as a passenger assistant forUresti. She directed passengers tobuses, answered their questions onbus service, recorded bus and pas-senger statistics and made sure thatall buses displayed special Olympicidentification. For Odell, working as apassenger assistant meant being ableto meet colorful tourists from all overthe world and a chance to be capturedby the Olympic excitement passen-gers expressed in going to their sport-ing events.

Steve Kaufmann, roving mechanicand an eight year RTD employee,claimed an additional benefit fromworking at the site.

"The service helped break downbarriers," he said. "We got to meet thepeople who work at the office, and theygot to meet the operators, mechanicsand instructors," Kaufmann said.

For bus instructor Bob Johnson, theOlympic service plan gave him abroader perspective on bus opera-tions.

"This is the first time that I was in-volved in something else outside in-struction," he said. "I never get achance to see results out on thestreets. Now that I get to see howbuses operate, it gives me a sense ofself-satisfaction and a sense of pride."

Pride was also felt in moving morethan 1.17 million boarding passengersat all bus sites during the Garnes.

"Perhaps 90 percent of what we didwas public relations work," notedKaufmann. "Some of the passengersdid not know English, so a lot of smiling

and gesturing went on. We even wrotedirections on how to catch busesgoing to different venues in case theperson got lost," he said. "If you'veever been lost in another country, youhave a lot of empathy for people."

Friendships developed over thecourse of two weeks when the samepassengers came to a bus boardingsite. "VVe would ask them how theevents went the other day, and theywould teil us what happened," saidOdell.

The excitement spectators feltgoing to the sporting events had a no-ticeable effect. "People coming intothe loading area were excited and that

• rubbed off on us," said Kaufmann. "1like smiling at people and peoplenaturally smiled back." Although fewof the passenger assistants, mecha-nics or the venue captains spoke anylanguage other than English, com-munication was relatively free flowing.

"lt helped that the passengers werepatient," said Kaufmann.

There was never a dull momentworking at the site, according to Kauf-mann. "You'll never find as rauch en-tertainment in the world as with thepeople on the street," he said.

Odell agreed. She even took pic-tures of the native and foreign passen-gers who used the service. Odell'sfavorite is the hardy Japanese manwho never failed to appear without histop hat patterned after the Americanflag. His attire was all the more amus-ing because of his adamancy in wear-ing his traditional black robes.

lt was, without question, a tiring twoweeks. "lt was a big team effort," saidUresti. "I am sure that venue captainsat other locations would say the sameabout their crew. I extend my thanks toall. Everyone did a great job."

Sam Black SaysGood-bye After13 Years with RTD

Sam Black, RTD's assistant generalmanager of operations, hasannounced his retirement after 13years of employment with the District.Black has been an engineer, construc-tor and manager of engineering pro-jects for 35 years.

Black joined the District in 1971 afterhaving served as owner and presidentof an engineering consulting firm. Ear-lier, he held management positionswith public agencies including Direc-tor of Public Works in Fresno Countyand as Assistant Road Commissionerin Monterey County.

In his career with RTD, Black servedas assistant chief engineer responsi-ble for design and construction of theEl Monte Busway. A $56 million pro-ject, the busway includes three bus

was critical and required the selectionof buses based on anticipated traveltime from their storage points, and theflow of buses into and out of the facility.

Scheduling and control of the busesfrom bus division to the storage pointsoften was determined in rough formduring the middle of the night, withfinal determinations made based onobservation over television of theactual crowd size, and phoned reportsfrom the hundreds of venue captainsand traffic monitors used by the RTD todetermine equipment needs.

A Matter of ScienceThe RTD team soon had their dutiesdown to a science. lt became com-monplace for the RTD to load andtransport as many as 25,000 specta-tors from the oblong facility on theevening break. The movement of40,000 people after the fireworks ex-travaganza and closing ceremoniestook only one hour and 15 minutes.

Not to be outdone by the east endfacility, one of radically different de-sign operated successfully from thewest end, carrying over 185,000 pas-sengers during the 16 days of theGarnes. There, passengers arrivingfrom three park and ride lots and oneshuttle line disembarked along twolong lanes, each marked with speciallines for easy bus entry and pull out.

Directly south of the two lanes was astorage facility where up to 110 buseswere kept at the ready until needed.

Among his other accomplishments,Black supervised efforts leading to thedelivery of 940 buses in 1980, thelargest order of new coaches placedin the District's history.

As manager of operations, Blackhas been responsible for the District'soperating departments, includingTransportation, Maintenance, Tele-comm un ications, Equipment En-gineering, Scheduling and TransitPolice. Approximately 7,000 em-ployees, including all RTD bus oper-ators, mechanics, service and super-visory personnel, are under the juris-diction of the manager of operations.

RTD's General Manager John Dyerpraised Black for his outstanding ser-vice to the District: "His dedication tohard work and long hours made himinvaluable to the success of our busoperations. Although he will be sorelymissed, we wish him all success in hisnewest phase of life."

The venue captain, the person re-sponsible for the operation of the facil-ity, simply anticipated the pullout of abus, and called for another to replacei t.

The west terminal was aided by anLAOOC operation that efficiently con-trolled the flow of spectators awayfrom the stadiums when their eventswere concluded by operating a four-gate system which controlled not onlythe spectators, but the operation ofschool buses leased by Garnes' offi-cials to transport athletes and press toand from the venues.

Team EffortHundreds of RTD employees par-

ticipated in making these two specialbus facilities work, as well as others inWestwood, Santa Anita Race Track,Hollywood Park and the Rose Bowl. Aspecial off-street terminal at First andSpring Streets saw SCRTD transportmore than 260,000 passengers to 14venues, notably the Coliseum.

Jeff Diehl, superintendent of Opera-tions Control and Services, superviseda special 24-hour-a-day operationscommand center which maintainedtwo-way radio contact with all venues.Diehl and his staff were responsible forassigning passenger assistants andvenue captains, as well as the sche-duling and distribution of all equip-ment.

SCRTD Planner Russ Wilson was re-sponsible for liaison with Los AngelesPolice and City transportation officials.He negotiated space for all last minutebus parking needs and arranged fordetours around unforeseen traffic andpedestrian problems.
