    HARRISBURGCOMPREHENSIVEPLAN+HOUSINGSTRATEGY

    SCOPEOFSERVICESMullin&LonerganAssociates(M&L)proposestocompletethefollowingscopeofservicestoproducea

    comprehensiveplanfortheCityofHarrisburg,PA. M&Lwillpreparetheplaninconsultationwithandat

    thedirectionofthecomprehensiveplansteeringcommittee. M&Lanticipatesthatthecitys

    comprehensiveplanwillfocusonneighborhoodsandbusinesscorridorsandbepeoplecentric.

    HarrisburgislocatedinDauphinCounty,andDauphinCountyisseekingtoprepareanew

    comprehensiveplanviatheTriCountyRegionalPlanningCommission(TCRPC). M&Lwillinsurethat

    thereiscompatibilitybetweentheHarrisburgandDauphinCountycomprehensiveplansthrough

    communicationwithTCRPCstaffduringtheplanningprocessandTCRPCsrepresentationonthe

    HarrisburgComprehensivePlansteeringcommittee.

    Throughoutthecomprehensiveplanningprocess,M&Lsoverarchinggoalwillbethepreparationofan

    implementablecomprehensiveplan,i.e.,aplanofspecific,detailedpracticalactionsthataddressthe

    cityspriorityissuesandthatprovideablueprintdesignedtoachievethecitysvisionforitsfuture

    development. Theplanwillbewrittenandorganizedinareaderfriendlymannerandwillidentifythe

    implementationteam,i.e.,theplayersandpartnersfromtheprivateandpublicsectorswhoarekeyto

    implementingtheplanandhavethestructureandcapacitytodoso. Theplanwillincludecost

    estimatesandpotentialfundingsourcesforimplementationactivities.

    SinceApril2013,M&Lhasheldtwomeetingswiththecomprehensiveplansteeringcommitteeto

    discussthecomprehensiveplanplanningprocessandtoidentifythecityspriorityissues. Thesteering

    committeeselectedfivebroadareashousing,landuse,economicdevelopment,infrastructureand

    beautification toserveasthefocusofthecityscomprehensiveplan. Thesteeringcommitteeandcity

    representativesalsoidentifiedpublicsafety,educationandpublictransitasissuesthatmustbe

    addressed. M&Lanticipatesthatmeetingsheldduringthecourseofthecomprehensiveplanning

    processwillmorespecificallydefineissueswithinthefocusareas. Priorityissueswillmostlikelyvary

    amongneighborhoods,andtheseneighborhoodprioritiesmaydifferfromcitywidepriorities.

    M&LwillproduceacomprehensiveplanthatinallrespectscomplieswiththerequirementsofthePA

    Municipalities

    Planning

    Code

    (MPC),

    most

    specifically

    the

    requirements

    of

    Section

    301

    of

    the

    MPC.

    CompliancewiththeAct47RecoveryPlan

    M&LwillproduceacomprehensiveplanthataddressesthefollowinginitiativesinthecitysadoptedAct

    Developacomprehensivehousingstrategy

    M&Lsfeeforpreparingthecomprehensiveplandoesnotincludethepreparationofaneconomic

    developmentplan. Thedevelopmentofacoordinatedlongtermeconomicdevelopmentstrategicplan

    isanotherinitiativeoftheAct47RecoveryPlan,andthecityhasdesignatedtheCapitalRegional

    Economic

    Development

    Corporation

    (CREDC)

    as

    the

    agency

    to

    develop

    this

    economic

    development

    plan.

    M&Lrecognizestheneedfortheincorporationoftheeconomicdevelopmentplanintothe

    comprehensiveplan. Toachievethedesiredsynthesis,M&Lwillcommunicateandcollaboratewith

    CREDCthroughoutthecomprehensiveplanprocess. Thiscollaborationmayinclude,amongother

    things,sharingtheresultsofstakeholderinterviewsandCREDCsparticipationinoutreachefforts,e.g.,

    presentingandgatheringinformationabouttheeconomicdevelopmentstrategicplanatthe

    neighborhoodandcitywidemeetingsbeingheldforthecomprehensiveplan.

    M&LanticipatesthatCREDCsscheduleforpreparingtheeconomicdevelopmentstrategicplanwill

    permitincorporationofthatplanintothecomprehensiveplaninaccordancewiththecomprehensive

    plancompletionschedule(December2014). Ifthisisnotthecase,M&LwillrequestameetingwithCity

    representatives,theOfficeoftheReceiver,theAct47RecoveryTeam,DCEDandCREDCtodiscussany

    neededcontractamendments/adjustmentstoallowincorporationoftheeconomicdevelopment

    strategyintothefinalcomprehensiveplan.

    M&Lsfeeforpreparingthecomprehensiveplanalsodoesnotincludedetailedresearchintopublic

    safety,educationandpublictransitorthepreparationofreportsorplansconcerningtheseissues.

    Instead,research,reportsandplansonthesetopicswillbedevelopedbysubcommitteesofthe

    comprehensiveplansteeringcommittee. Ifreportsandplansontheseissuesarecompletedand

    providedtoM&LbyOctober1,2014,M&Lwillincorporatetherelevantelementsofthereportsand

    plansinthecomprehensiveplan.

    SelectionofFocusTopics

    Thecomprehensiveplansteeringcommitteehasselectedfivebroadareashousing,landuse,

    economicdevelopment,infrastructureandbeautificationfromwhichspecificcitywidefocustopics

    willbeselected. M&Lrecognizesthatthecomprehensiveplanprocessisfluidandmayentailchanges

    andshiftsintheidentification,specificationandprioritizationoffocustopics.

    M&Lwillbeginitscomprehensiveplanworkbyreviewingthecomprehensiveplanningprocesswiththe

    comprehensiveplansteeringcommittee. (SeeAttachment1.) M&Lwillreviewthefivebroadcitywide

    issuesidentifiedduringthesteeringcommitteemeetingsheldinAprilandMay2013. M&Lwillsolicit

    steeringcommitteeinputonfurtherspecificationofthesefiveareasandidentificationofindividuals,

    groupsandagenciestomeetwithand/orinterviewforeachoftheselectedfocustopics.

    Thecityhasidentifiedthefollowingneighborhoodsasthetargetneighborhoodsofthecomprehensive

    plansneighborhoodplanningefforts:AllisonHill,Downtown,Midtown,SouthAllisonHill,Southsideand

    Uptown. Attheinitialsteeringcommitteemeeting,M&Lwillsolicitcommitteeverificationofthe

    selectionoftheseneighborhoodsforconcentratedattention.

    Foreachofthecitywideandneighborhoodfocustopics,M&Lwillconductthefollowingactivities:Phase1 DataCollection: M&Lwillcollectpertinentdatafrombothprimaryandsecondarysources.

    Primarydatasourcesincludeindividuals,groupsandagenciesthataremostinvolvedinandaffectedby

    thecitysandneighborhoodsplansfortheselectedfocustopics. Secondarydatasourcesinclude

    publishedinformation,e.g.,censusdata,relevantplansandstudies,reports,ordinances,codes,

    regulations,maps,etc. Secondarydatawillinclude(asrelevant)standarddemographics(population,

    incomelevels,householdcharacteristics,educationlevels,employment,etc.),housingrelated

    information(age,type,condition,number,vacancy,tenure,codes,etc.),economiccharacteristics,and

    otherinformation(taxstructure,publicsafetystatistics,businessreports,capitalimprovementsplan,

    etc.).

    Thecollectionofprimarydatawillentailmeetingsandinterviewswithcityrepresentatives,

    neighborhoodgroups,stakeholders,publicandprivateagencies,andthegeneralpublic. These

    meetingsandinterviewsmaybeheldinperson,bytelephone,orviaothermedia. Primarydata

    collectedwillalsoincludefieldsurveysofthecityandselectedneighborhoodstodeterminethegeneral

    location,type,densityandinterrelationshipoflandusesandotherexistingconditions. M&Lwill

    conductatotalofupto20meetingsand/orinterviewstocompletePhase1activities.

    Phase2CurrentConditionsAnalysis: Duringthisphase,M&LwillanalyzetrendsandconditionsidentifiedthroughtheprimaryandsecondarydatacollectedduringPhase1. M&Lwillalsoidentify

    assets

    challenges

    for

    each

    of

    the

    broad

    city

    wide

    emphasis

    areas

    selected

    at

    the

    April

    and

    May

    2013

    steeringcommitteemeetings. Amongtheanticipatedworktobeincludedinthisphaseareahousing

    marketanalysis,neighborhoodtypologies,andfieldsurveys.

    AswithPhase1,Phase2activitieswillentailmeetings,interviewsandsurveyswithcityrepresentatives,

    neighborhoodgroups,stakeholders,publicandprivateagencies,andthegeneralpublictoreview,verify

    andrefinethetrends,conditions,assetsandchallengesidentified. M&Lwillconductatotalofupto20

    meetingsand/orinterviewstocompletePhase2activities.

    themeetingattendeesconcerningotherpertinentcitywideneighborhoodconditions. M&Lwillsolicit

    inputtoidentifycitywideandneighborhoodpriorityissuesthatwillserveasfocustopicsforthe

    comprehensiveplan. Meetingattendeeswillprioritizeneedsasbeingshortterm(12years),midterm

    (35years)andlongterm(610+years).

    Afterconductingthefirstroundofcitywideandneighborhoodmeetings,M&Lwillprepareadraft

    vision

    statement

    for

    the

    City

    for

    the

    consideration

    of

    the

    comprehensive

    plan

    steering

    committee.

    This

    visionstatementwillseektoidentifytheimageorbrandthattheCitywishesforitself.

    DuringPhase3,M&Lwillconductonecitywidemeetingandonemeetingineachtargetneighborhood

    togathercommunityinputonneedsandpriorities.

    AnticipatedscheduletocompletePhase3activities:Twomonths

    Phase4DevelopPracticalRecommendations: M&Lwillbeginthisphasebymeetingwiththecomprehensiveplansteeringcommitteetogetfeedbackontheprioritycityandneighborhoodneeds

    identifiedduringthePhase3citywideandneighborhoodmeetingsandM&Lsdraftrecommendations

    to

    address

    those

    priority

    needs.

    Based

    on

    the

    results

    of

    the

    Phase

    3

    city

    wide

    and

    neighborhood

    meetingsand/orotherdevelopments,M&Lwillseeksteeringcommitteeinputonanydesiredrevisions

    tothecommitteespreviouslyselectedcitywidefocustopics.

    M&Lwillpresentthedraftvisionstatementforthecomprehensiveplanforthesteeringcommittees

    considerationandrevisionasdesired.

    M&Lwillalsopresentthesteeringcommitteewithinformationontheupcomingsecondroundofcity

    wideandneighborhoodmeetings. Atthesecitywideandneighborhoodmeetings,M&Lwillpresent

    informationanddraftrecommendationstoaddressthefocustopicpriorityneedsidentifiedduringthe

    firstroundofcitywideandneighborhoodmeetings. M&Lwillsolicitinputfrommeetingattendees

    regardingthedraftrecommendationstodetermineneededrevisions.

    DuringPhase4,M&Lwillconductonecitywidemeetingandonemeetingineachtargetneighborhood.

    AnticipatedscheduletocompletePhase4activities:Twothreemonths

    Phase5 ImplementationPlan: M&Lwilldraftalistofrecommendationstoaddresstheneighborhoodandcitywidepriorityissues. M&Lwillmeetwiththecomprehensiveplansteeringcommitteeto

    presentthesedraftpriorityrecommendations.

    M&Lwillalsopresentitsrecommendationsfortheimplementationstructureneededtoensurethatthe

    comprehensiveplansactionstepswilloccurinatimely,effectiveandefficientmanner. The

    implementationstructurewillconsistofindividualsandpublicandprivatesectororganizations,groups,

    institutionsandagencieswiththeexpertise,capacityandcommitmenttomakethingshappenandget

    thingsdone.

    M&Lsimplementationstructurerecommendationswillincludetheidentificationofanimplementation

    coordinator(i.e.,anindividual,organizationorteam)tofacilitatecomprehensiveplanimplementation.

    Deliverables: M&Lwillprovidethefollowingworkproducts:Duringthecomprehensiveplanprocess,M&Lwillprovideasufficientnumberofpaperorelectronic

    copiesofthedocumentsreferredtointhescopeofservicesforreviewbythesteeringcommitteeorby

    attendeesatneighborhoodmeetings.

    M&LwillproduceacomprehensiveplanthatcomplieswithallaspectsoftheMPC. Thecomprehensive

    planwillconsistoftext,maps,charts,illustrativegraphicsandappendiceswithsupporting

    documentationandotherrelevantmaterials. ForthepubliccommentperiodrequiredbytheMPC,M&L

    willprovidethecitywithfivepapercopiesofthedraftcomprehensiveplanforpublicdisplayand15
